House Building Advance Reduced from 8.5% to 7.9% for a Period of One Year

The rate of interest on House Building Advance [HBA] has been reduced from existing 8.5% to 7.9% for a period of one year, irrespective of the loan amount of HBA. This will be with effect from 01st October 2019.

HBA is admissible to permanent employees and all those temporary employees also who have rendered 05 years of continuous service.

The Ministries/Departments are delegated powers to sanction House Building Advance to their employees in accordance with the HBA rules.

The scheme of HBA to Central Government Employees is aimed as a welfare measure providing assistance to the Government employees to construct/acquire house/flats of their own.

Sub : Reckoning of half of past service rendered in Central/State Government establishments for Post Retirement Complimentary Pass (PRCP) facility.

Ref : Advance Correction Slip (ACS) No.56 to Railway Servants (Pass) Rules, 1986 (Second Edition-1993) (RSPR-1.986) issued vide Board’s letter No.E(W)2006 PS5-1/28 dated 08.05.2008.

In the PNM/N.FIR Meeting with Board, the Federation has brought to notice that the condition incorporated in RSPR-1986 vide above referred ACS; has restricted the weightage of half of past non-railway service for determining 20 years of qualifying service for PRCP facility only to the lateral entrants who had got their past service counted alongwith the railway service for pensionary benefits and it has resulted in disadvantage to the ex-servicemen who did not opt for such counting of their previous service while joining the railways.

2. After detailed examination, it has been decided to remove the said condition so as to extend the benefit of weight age equivalent to half of past non-railway service uniformly to all ex-servicemen and other such affected lateral entrants to cover the shortfall in the minimum requisite railway service of 20 years for PRCP facility. Accordingly, the Competent Authority has accorded his approval for amending Item No.(xi) under Col.3 of Schedule-IV (Post Retirement Complimentary Pass) of RSPR-1986 as follows:-

“(xi) In case of lateral entrants to railway service, including ex-servicemen, half of previous non-railway service rendered in the establishments of Central/State Government will be added to the actual railway service for determining their eligibility to Post Retirement Complimentary Passes”.

3. In the case of retired lateral entrants, who have now become eligible for PRCP facility under the above provision, the Pass Issuing Authority (PIA) from where such employees retired will process the requests and extend the facility as per rules on the basis of past service records/documents. Similarly, in the case of deceased lateral entrants, Widow Pass facility, as admissible under the rules, may be extended by the PIA from where the deceased employee retired. Such beneficiaries may also be permitted to get their pass accounts transferred to the PIA of their choice.

4.The PRCP/Widow Pass under the above provision will be issued to the eligible lateral entrant/spouse only from the current calendar year.

5. This issues with the concurrence of the Finance Directorate of Ministry of Railways.

Revised scheme of KVS Incentive Award 2019

1. How to apply for KVS Incentive Awards:-

(I) Eligible teaching and non-teaching employees of KVS who are desirous to submit their nominations for KVS Incentive Award 2019 are required to register themselves on the portal as per user manual and submit their nominations online within the specified time period.

(ii) Common nomination is invited for KVS incentive Awards for both levels i.e. National and Regional Level Incentive Awards. Only online nominations will be accepted.

(iii) Employee can access the Incentive award portal through KVS (HQ) website i.e, www.kvsangathan,nic.in under the head Announcement for submission of online nomination.

(iv) Employees are suggested to go through the user manual before starting filing of online nomination application. This user manual is available on the award portal.

(v) Employee can upload photograph and scanned copy of supporting documents along with the application at the specified place. For audio and videos, they can upload the same on You Tube and give the hyperlink for the same.

(vi) Employee who has submitted his/her online nomination for KVS Incentive Award must prepare a Power Point Presentation (PPT) of 7 to 10 Minutes duration to be presented before the Independent Jury at Regional and National Level. This Power Point presentation must have all glimpses of achievements and contributions of the employee,

Kendriya Vidyalaya Sangathan vide office-order of even number dated 08.03.2019, conveyed the approval of Government of India, for establishing 50 new Kendriya Vidyalayas under Civil Sector with the stipulation that the sponsoring authority concerned is required-to transfer the identified and demarcated land and alsO to give possession of the same to KVS prior to opening of the new Kendriya Vidyalaya. Kendriya Vidyalaya Agar-Malwa, (Madhya Pradesh) is one of the 50 new Kendriya Vidyalayas sanctioned.

Since the land in the matter of this Kendriya Vidyalaya has been transferred by the Sponsoring Authority in favour of Kendriya Vidyalaya concerned, sanction of the Commissioner, KVS is hereby conveyed to start a new Kendriya Vidyalaya under Civil Sector with immediate effect, at the following location:-

Sub : Revision in the rate of Ration Money Allowance in respect of Non-gazetted RPF/RPSF personnel.

In terms of Board’s letter of even number dated 28.02.2017, Non-Gazetted RPF/RPSF personnel were entitled for Ration Money Allowance at par with Central Para Military Force (CPMF)/Central Armed Police Force (CAPF) personnel i.e. @ Rs. 97.85/- per day per head w.e.f. 01.04.2015.

2. It has now been decided to revise the rate of Ration Money Allowance as follows:

Military Nursing Service celebrates 94th Raising Day

The 94th Raising Day of the Military Nursing Service (MNS) is being celebrated today. Additional Director General (MNS) Major General Joyce Gladys Roach; Principal Matron, Army Hospital (Referral & Research) Major General Sonali Ghoshal laid wreath and paid homage to martyrs at National War Memorial this afternoon. Nursing officers once again rededicated themselves to render high quality, selfless nursing care to their patients by reading the Florence Nightingale Pledge on the occasion.

The MNS is the only all women corps in the Armed Forces. It came into being on March 28, 1888 with the arrival of first batch of 10 qualified British Nurses in Bombay (now Mumbai), to organise nursing in Military hospitals in India. In 1893 it was designated as Indian Army Nursing Service (IANS) and in 1902 as Queen Alexandra Military Nursing Service (QAMNS). In 1914 for the first time Nurses were enrolled in India and were attached to QAMNS.

On October 1, 1926, a permanent Nursing Service for the Indian troops was formed and was designated as the Indian Military Nursing Service (IMNS). The IMNS made a humble beginning and their work was universally acclaimed. On September 15, 1943, the IMNS officers became a part of the Indian Army and the members of service became Commissioned Officers. The organisation is headed at the Army Headquarters by ADG MNS at the Rank of Maj General and at command level by Brigadier MNS in the rank of Brigadier.

Enrolment into the Military Nursing Service is based on the merit selection at all India level. The candidates are enrolled at six Colleges of Nursing for Basic BSc (N) from various health sciences universities. On successful completion of the course they are granted Permanent or Short Service Commission in the Military Nursing Service in the rank of Lieutenant.

In the letters referred above, mention has been made “of an employee holding a higher post on regular basis and has completed a minimum period of 24 months in that higher post” / “Government Servant holding a post on regular basis.”

2. In this regard clarification was sought from the Establishment Directorate, who have clarified as follows:-

“Vide E(NG)’s letter no. E(NG)1-98/CN5/1 dated 02.08.2001 probation period is now 12 months in each grade (non-gazetted staff), Therefore, for the purpose of protection of pay as circulated by F(E)’s instructions on own request transfer from higher post to lower post, “regular” service will denote 12 months completion of service probation period) in the higher post without any adverse action, unless duration of probation has specifically been provided for a particular post in rules”

3, As mentioned further in Establishment Directorate’s clarification, this will not operate to re-open past /settled cases.
