Rumours were floating in social media that the govt has given clearance for reducing superannuation age

Sources tell that the rumours circulating in the social media about Department of Personnel and Training (DoPT) having given clearance to a proposal for reducing the superannuation age of Central employees with effect from April 2020 are baseless. It has been clarified that there is no such proposal.

NCJCM Secretary Shri. Shiva Gopal Mishra also released the official letter about these false news, NCJCM secretary clearly pointed out that “this has not to be given any cognizance since it is not possible without prior consultation with the JCM(Staff Side), being an important matter of the service condition, affecting the Central Government Employees”

There are lot of discussions in whatsApp groups about the premature retirement of Central Government Employees the idea is to retire employees who have completed 33 years of service or on reaching 60 years of age, whichever is earlier. At present, the retirement age in most of the services is 60 years, though it is 65 for professors in all Central universities as also for Central government doctors. , such messages are spread as suggested by the Department of Personnel and Training (DoPT), the proposal is currently with the Department of Expenditure. Meanwhile, in order to streamline manpower planning and policies, the government has asked all the ministries to furnish a complete list of cadre-wise and grade-wise posts, total strength and vacancies in various departments by September 30. The messages state that the new rules of retirement age will be implemented from the next financial year after the approval of the Finance Ministry.

The following are the facts about this case.

1) Economic Survey for 2018-19 tabled in Parliament by Hon’ble Finance Minister Nirmala Sitharamanji on 5th July 2019 which says The survey pointed out that this will also help plan in advance for pensions and other retirement provisions. Given that life expectancy for both males and females in India is likely to continue rising, increasing the retirement age for both men and women going forward could be considered in line with the experience of other countries, it added. Due to ageing population and increasing pressure on pension funding, many countries have begun raising the pensionable retirement age. Curiously, Economic Survey 2018-19 had made a strong case for increasing the retirement age in the wake of the rising life expectancy rate in India.

2) The Economic Survey has suggested that a higher retirement a would be crucial for the viability of the pension system. The present economic condition of the Government is not that good to observe higher pension liability .

3) Whenever the Center constitutes a Pay Commission, there is heightened anticipation that the retirement age will be reviewed. With the next pay revision due in 2026, the signalling may have begun now .

4) Economic Survey itself pointing to the need to create 55-60 lakh jobs annually over the next two decades. The total number of sanctioned posts among all the grades was over 38 lakh as on March 1, 2018. Of them, 33.47 lakh posts belong to Grade C. About 31.18 lakh of the total of 38 lakh posts are occupied. At present about 6 lakhs Central Government jobs are to be filled up, the Central Government can fill up these jobs on priority basis. If the retirement age is lowered by any formula then about 6 lakhs people will be retiring in 2020, then 12 lakhs vacancies will be altogether the running of the Government machinery will be quite difficult. This will impact the Government objects and goals .

5) By the 2021 lot number of the Central Government employees are due for retirement, here also lot of vacuum is created in Central Government as filling up of the Government Jobs is at slow pace. The actual work load is more than the employees, the Government should run its machinery and implement it program and policies for which adequate manpower is vitally required.

6) The Government has to pay out huge amount as pension benefits to these 6 lakhs employees on an average 25 lakhs amount is spent on each employee as pension benefit , financially which is likely to be about Rs 20,000 crores on the Government budget.

7) The BSNL management had suggested to Central Government reducing the retirement age from 60 years to 58 years, so far the Finance Ministry has not cleared it due to financial constraints.

8) The retirement age of Central government officials were last increased from 58 years to 60 years in 1998. Many state governments have raised the retirement age from 60 to 62 years. Once a benefit is given to an employee, it is very difficult to withdraw it. It is subjected to judicial intervention. The lowering of retirement age is not easy decision , the central or the state Government will take so easily. It will think in all angles before any such decision is taken.

Hence , to conclude it is just a proposals and it is very difficult to implement it due to various factors such as losing an experienced employee who can handle the work , lot of Central Government jobs are vacant which are to be filled up , lot of financial issues are involved apart from managing its resources.

कार्मिक और पेंशन राज्य मंत्री डॉ. जितेन्द्र सिंह ने कहा है कि प्रधानमंत्री श्री नरेन्द्र मोदी के नेतृत्व में सरकार ने प्रांरभ से ही कामकाज के डिजिटीकरण पर फोकस किया है। उन्होंने कहा कि सरकार की प्राथमिकता लोगों को पारदर्शी और नागरिक केन्द्रित शासन प्रदान करना है। डॉ. जितेन्द्र सिंह आज नई दिल्ली में कार्मिक, लोक शिकायत तथा पेंशन मंत्रालय द्वारा आयोजित डाक विभाग में केन्द्रीकृत लोक शिकायत समाधान और निगरानी प्रणाली (सीपीजीआरएएमएस) सुधार को लांच करने के समारोह को संबोधित कर रहे थे। इस अवसर पर प्रशासनिक सुधार और लोक शिकायत विभाग तथा पेंशन सचिव श्री के.वी. ईप्पेन और डाक महानिदेशक सुश्री मीरा नंदा और वरिष्ठ अधिकारी उपस्थित थे। समारोह में विभागों और मंत्रालयों का प्रतिनिधित्व करने वाले शिकायत अधिकारी भी उपस्थित थे।

डॉ. जितेन्द्र सिंह ने कहा कि नए सीपीजीआरएएमएस से शिकायत समाधान के समय में कमी आएगी और शिकायत समाधान की गुणवत्ता में सुधार होगा।

केन्द्रीय सिविल सेवा (पेंशन) नियमों के नियम 54 में संशोधन के सरकार के निर्णय की चर्चा करते हुए डॉ. जितेन्द्र सिंह ने कहा कि यह निर्णय सरकार के मानवीय पहलू और सरकार नागरिकों के प्रति सरकार की संवेदनशीलता दिखलाता है। सरकार ने केन्द्रीय सिविल सेवा (पेंशन) नियम 1972 के नियम 54 में 20 सितंबर, 2019 को जारी अधिसूचना के माध्यम से संशोधन किया है। संशोधित नियम के अनुसार सरकारी कर्मचारी के सेवा में प्रवेश करने के सात वर्ष की अंदर मृत्यु होने पर उसका परिवार दस वर्षों की अवधि के लिए अंतिम प्राप्त वेतन के बढ़ी हुई 50 प्रतिशत की दर से फैमली पेंशन का पात्र होगा। उन्होंने कहा कि यह सुधार मोदी सरकार के दूसरे कार्यकाल के पहले 100 दिनों में किया गया नागरिक केन्द्रीत सुधारों में एक है। उन्होंने बताया कि यह सुधार 1 अक्टूबर से प्रभावी होगा।

प्रशासनिक सुधार और लोक शिकायत तथा पेंशन सचिव श्री के.वी. ईप्पेन ने कहा कि नियम 54 में संशोधन के निर्णय से देश के लोगों के लाभ होगा, विशेषकर केन्द्रीय सशस्त्र बल के जवानों को लाभ मिलेगा। उन्होंने कहा कि यह दूरगामी सुधार है।

डाक महानिदेशक सुश्री मीरा नंदा ने कहा कि सरकार की प्राथमिकता लोक शिकायत प्रणाली को पारदर्शी बनाना रही है। उन्होंने कहा कि जन संपर्क वाले विभागों के लिए लोक शिकायत व्यवस्था महत्वपूर्ण है। उन्होंने कहा कि डाक विभाग के कार्य की विशालता को देखते हुए कुछ शिकायतें का आना संभव है। उन्होंने कहा कि सीपीजीआरएएमएस से शिकायतों के समाधान में लगभग 7 से 10 दिन लगेंगे।

अपने स्वागत भाषण में प्रशासनिक सुधार और लोक शिकायत विभाग के अपर सचिव श्री वी. श्रीनिवास ने कहा कि सीपीजीआरएएमएस 7.0 संस्करण के आने वाले महीनों में शेष केन्द्रीय मंत्रालयों में अपनाया जाएगा। उन्होंने बताया कि प्रशासनिक सुधार और लोक शिकायत विभाग के पास लगभग 6 लाख शिकायतें आती हैं और इनमें से 95 प्रतिशत शिकायतों का संतोषजनक समाधान कर लिया जाता है।

डाक विभाग के अपर महानिदेशक श्री विश्वपावन पति ने विस्तृत प्रेजेंटेशन दिया। संयुक्त सचिव (पेंशन) श्री संजय नारायण माथुर ने सीसीएस (पेंशन) नियम के नियम 54 में संशोधन के बारे में विस्तृत प्रेजेंटेशन पेश किया।

इस अवसर पर डॉ. जितेन्द्र सिंह ने सीपीजीआरएएमएस 7.0 प्रदर्शनी का उद्घाटन किया।

Sub: Government’s briefing to the PTI on the age of superannuation of the Central Government Employees

There are serious rumours in the air that the Department of Personnel & Training(Government of India) has mooted a proposal in regard to age of superannuation of the Central Government Employees, laying down condition of either 33 years of Qualifying Service or 60 years of age, whichever is earlier. It is also being claimed by several sources that, this proposal has already been sent to the Finance Ministry for their approval.

In this connection, it is clarified that, this has not to be given any cognizance since it is not possible without prior consultation with the JCM(Staff Side), being an important matter of the service condition, affecting the Central Government Employees.

Attention of all Pension Disbursing Authorities is invited to above cited circular wherein instructions and rates of minimum guaranteed pension/family pension given for revision of pension/family pension w.e.f. 01.01.2006 in r/o Pre 2006 Pensioners/Family Pensioners who retired as NCC Whole Time Officers(Male) in rank of Lieutenant, Captain, Major & Lt. Colonel.

(2) It has now been decided by the Government of India, Ministry of Defence vide letter no. 8/23/2018‐D(GS‐VI) dated 19th September 2019 that “Notional fixation of pension w.e.f. 01.01.2006 in respect of NCC WTOs be done at par with regular army officer of equivalent rank as recommended by DGNCC. However, the approval is a one‐time measure for only these veterans and shall not have repercussion on the NCC Whole Time Lady Officer (WTLOs) who are civilian.”

(3) In view of above Government order, attention of all Pension Disbursing Authorities is again invited that in case of pre‐2006 pensioners who retired as NCC Whole Time Officers in rank of lieutenant, Captain, Major & Lt. Col, their revised pension/family pension as on 01.01.2006 would not be less than as tabulated below (at par of regular army officer issued under this office circular no. 568 dated 13.10.2016):‐

(4) In case the consolidated pension/family pension calculated as per Para 4.1 of OM No. 38/37/08‐P&PW (A) dated 01‐09‐2008 is higher than the pension/family pension tabulated above, the same (higher consolidated pension/family pension) will continue to be treated as basic pension/family pension.

(5) All other conditions as given in OM No. 38/37/08‐P&PW (A) dated 1.9.2008, as amended from time to time shall remain unchanged.

(6) All pension disbursing authorities are therefore, requested to revise the pension/family pension in affected cases in terms of ibid circular. Payment/Recovery made w.e.f. 01.01.2006 will be adjusted and/ or returned as the case may be, against the arrears now being paid. These cases may be reflected in the monthly account sent to this office as ‘change item’.

Subject :- Promotion of Sports in Central Government Women Employees

Central Civil Services Cultural & Sports Board (CCSCSB) is the Central Agency for promotion of Cultural and Sports activities amongst Central Government employees. CCSCSB ensures larger and effective participation of the Central Government employees in the said activities for physical fitness and recreation. With these objectives in view, the CCSCSB holds Inter-Ministry and All India Civil Services in various sports disciplines.

2. It has been observed that participation of Women employees is very less in the Inter-Ministry Tournaments especially in team games such as Basketball, Volleyball, Wrestling, Cricket, Football, Hockey, Kabaddi and individual events i.e. Lawn Tennis, Swimming, and Weightlifting & Powerlifting.

3. In order to increase the participation of Women employees in the above games, CCSCSB is planning to organise Women Sports Awareness Programmes in various buildings of Ministries/Departments located in Delhi.

4. The Board is also planning to organise Women Sports Meet in Nov/Dec 2019 at Vinay Marg Sports Complex, The Central Govt. Women employees who are willing to participate can contact the following persons for the games mentioned against each. Also any Ministry/Department keen to organise women sports awareness programme in their building/office can contact the following persons;Central Government Women Employees

6. All the Welfare Officers are requested to give wide publicity to the Circular amongst their women employees in the Ministries/Departments and attached/ subordinate offices and help/intimate the Board to organise women sports awareness programme in their Ministry/Department.

OFFICE MEMORANDUM

Subject : Reflection of utilization of Government e-Marketplace (GeM) in Annual Performance Assessment Report (APAR).

The undersigned is directed to say that Government e-Marketplace (GeM) portal facilitates online procurement of common use goods & ervices by various Government Ministries/Departments. Procurement of goods & services through GeM portal has been made mandatory by Government of India under Rule 149 of General Financial Rules, 2017, for goods and services available on GeM. GeM aims to enhance transparency, efficiency and speed in public procurement and to achieve the best value for money.

2. To ensure that this digital e-Commerce portal for procurement of goods and services is appropriately utilized by all the Ministries/Departments, it has been decided, with the approval of the competent authority, that a reflection of the work done through GeM by the Officer Reported Upon (ORU) shall be made in the APAR of Group ‘A’, Group ‘B’ and Group ‘C’ officers belonging to Central Civil Services (other than All India Services).

3. The ORU, who are handling procurement from GeM portal in their Ministry/Department/Organisation, while recording Self-appraisal in APAR form, against the column ‘Targets/Objectives/Goals’ shall specify the ‘Total budget allocated for procurement by the Ministry/Department/Division/Section’ (as may be applicable in the case of the ORU) and against the corresponding column ‘Achievements’, the ORU shall indicate (i) the ‘Total procurement through GeM portal’ made by him/her during the period of report, (ii) specifying the % of procurement through GeM portal, (iii) the procurements made outside GeM and the reasons therefor, and (iv) steps taken for promotion of GeM in the Ministry/Department/Division/Section.

4. The Reporting and Reviewing officers, shall, in general, while recording the numerical grading under ‘Work Output’, ‘Personal Attributes’ and ‘Functional Competency’ in the APARs, shall, wherever applicable, take into account the performance of the ORU for procurement of goods & services through GeM, in accordance with the extant instructions in force during the period of report. Also, the remarks recorded by the ORU in Self-appraisal against Targets and Achievements on procurements made (as mentioned at para 3 above), may specifically be taken into account by the Reporting and Reviewing officers, while according numerical grading for items such as `Accomplishment of planned work/work allotted as per subjects allotted’ under Work Output and ‘Knowledge of Rules/Regulations/Procedures in the area of function and ability to apply them correctly’ under Functional Competency. A reflection of the performance of the ORU with reference to procurement through GeM or otherwise may also be recorded by the Reporting Officer in the Pen Picture.

5. The above provisions would be applicable for APAR from the reporting year 2019-20 onwards. The APAR format may be modified accordingly in the manner indicated in Annexure-I. A sample format of Self-appraisal Section and Reporting Section of APAR is at Annexure-II for reference.

6. All Ministries/Departments are requested to bring the above instructions to the notice of all the offices under them for strict implementation.

Dr Jitendra Singh launches CPGRAMS reforms in Department of Posts

The MoS (PP) Dr. Jitendra Singh said that the Government under the leadership of Prime Minister Shri Narendra Modi has focussed on digitalisation in the functioning from the very beginning. He said that the priority of the Government is to provide transparent and citizen-centric governance to the people. He was addressing at the launch of Centralised Public Grievances Redress and Monitoring System (CPGRAMS) reforms in Department of Posts, at a function organised by Ministry of Personnel, Public Grievances and Pensions, here today. The Secretary (DARPG & Pensions) Shri K. V. Eapen and Director General Posts, Smt Meera Nanda and senior officers were also present on the occasion. The Grievance officers representing the Departments and Ministries also participated in the event.

Dr Jitendra Singh said that the new version of CPGRAMS will lead to reduction in grievance disposal time and improved quality of grievance redressal. The Minister also mentioned about the monthly “Pragati” (Pro Active Governance and Timely Implementation) review meetings where the Prime Minister himself reviews the status of public grievances. He mentioned about various other initiatives such as amendment in Prevention of Corruption Act, 1988. He said that DARPG holds regular regional conferences and also the national e-Governance conferences. He further added though Grievance redressal mechanism existed in the past also, yet it was not as proactive and responsive as it is now. The mechanism has been institutionalised now with the number of grievances lodged increasing from 2 lakh earlier to about 16 lakhs now. This increase is due to the trust shown by people of the country in the grievance redressal mechanism of the Government, the Minister said. Dr Jitendra Singh said that the telephonic calls are made by the senior officers of the Department to the complainants to take their feedback about their satisfaction level. He said that the decision of the Government to post young IAS officers as Assistant Secretaries in the Central Ministries/departments for a period of 3 months has proved to be beneficial for the young recruits to understand the functioning the Government in the very beginning of their careers.

Speaking about the recent decision of the Government to amend Rule 54 of the Central Civil Services (Pension) Rules, the Minister said that this decision shows the human angle of the Government and reflects its sensitivity towards the citizens. The Government has amended Rule 54 of the CCS (Pension) Rules, 1972 by a notification dated 20th September, 2019. As per the amended Rule, the family of a Government servant, who dies within seven years of joining service, will also be eligible for family pension at enhanced rate of 50% of last pay drawn, for a period of 10 years. The Minister said that this reform is one of the citizen-centric reforms in the first 100 days of Modi Government’s second term. He added that the 150th birth anniversary of Mahatma Gandhi is also approaching and this reform will be effective from 1st October which marks the eve of Mahatma Gandhi’s birth anniversary.

The Secretary (DARPG & Pensions) Shri K. V. Eapen said that the decision to amend Rule 54 will benefit the people of the country, specially CAPFs with young deaths. Though simple, it is far-reaching reform, he added. He further said that Public Grievances are more of a feedback system to the Government to understand the root causes of the problems. He said that the Department has conducted a study by QCI to analyse the root cause of grievances in various ministries/departments.

Delivering her inaugural address, Smt Meera Nanda said that making public service delivery system transparent has been the priority of the Government. She added that the public grievances mechanism is important for the departments with large public interface. Ms Nanda added that keeping in mind the mammoth operations of the Department of Posts, some complaints are inevitable. She said till now top-down approach towards grievance redressal was followed and now with the new version of CPGRAMS, the complainant has been empowered. This will also save the processing time by about 7-10 days, she added.

In his welcome address, Shri V. Srinivas, Additional Secrertary, DARPG said that the CPGRAMS reforms marks a major step of Government for systemic improvement in the CPGRAMS. The CPGRAMS 7.0 version is proposed to be replicated in the rest of the Central ministries in the coming months, he added. He said that currently the DARPG handles about 16 lakh grievances every year of which 95% are being disposed off satisfactorily.

On the occasion, Shri Vishvapavan Pati, ADG, Department of Posts gave a detailed presentation where he said that the span has been widened in the new version of CPGRAMS with pin-pointed mapping of units. In new version 7.0, there are 540 subordinate units, against 67 units under 6.0 version. Under new version, there will be almost no manual intervention with mapping of 1.5 lakh post offices. Shri Sanjiv Narain Mathur, Joint Secretary (Pensions) also gave a detailed presentation about the amendment in Rule 54 of the CCS (Pensions) Rule, by giving a comparative view of old and new rule.

Dr Jitendra Singh also inaugurated CPGRAMS 7.0 exhibition on the occasion. The exhibition displayed launch of revised version 7.0 of CPGRAMS by DARPG. The exhibition also contained exhibits from Department of Posts and Quality Council of India (QCI). The Department of Posts had displayed information related to launch of various stamps from time to time and their brief significance. DoP also displayed new initiatives of the Department and information related to launch of PG portal in DoP. The QCI had displayed brouchers related to the study undertaken by them in top 20 grievance receiving ministries and measures taken by them to streamline the disposal of grievances.

The Government has taken a major step for systemic improvement in the Centralized Public Grievances Redress and Monitoring System (CPGRAMS). The new upgraded version CPGRAMS 7.0 provides for greivances filed on CPGRAMS to be directly sent to field level grievance officers by providing user IDs to all field level functionaries. CPGRAMS Reforms has been a major thrust area for the Government and has been included in the 100 days agenda of the Department of Administrative Reforms and Public Grievances as also the Department of Posts. The Department of Posts is one of the largest recipients of Public Grievances in India. It is expected that the CPGRAMS 7.0 will cut processing time by 50 percent in the Department of Posts.

The DARPG launched the CPGRAMS for receiving, redressing and monitoring of grievances from the public. The CPGRAMS provides the facility to lodge a grievance online from any geographical location. It enables the citizen to track online the grievance being followed up with Departments concerned and also enables DARPG to monitor the grievance. The citizen can then access the system through www.pgportal.nic.in. The DARPG has issued several guidelines for redress of public grievances by Departments to ensure the system is accessible, simple, quick, fair and responsive. These include designating a senior officer as Director of Grievances/Grievance officer in every office, deal with a grievance in a fair objective and just manner fixing the time limit for disposal of work relating to public grievances and staff grievances.

The undersigned is directed to refer to NFIR’s letter No. II/73/Part II dated 09.09.2019 on the subject quoted above and to state that the matter has been examined and it was found that the rake of train no. 12626(NDLS-TVC) express was converted into LHB rake. Accordingly, quota distribution in above train was redefined in the system w.e.f. 24.04.2019. While defining the train No.12626, TTE berth was withdrawn inadvertently from PRS system w.e.f. 24.04.2019. However, the same has been rectified w.e.f. 31.08.2019 and now, the TTE berth in 2AC class by train no. 12626(NDLS-TVC) express is available in the system as A-2/5.

It has come to the notice of Board that a large number of inter-Railway/inter-Division one-way transfer requests are being forwarded by some of the Zonal Railways for NOCs without assessing the feasibility of relieving such staff on receipt of NOC. This causes unnecessary building up of expectations regarding their imminent sparing among such employees puts avoidable pressure on the Railway administration.

2. Considering the above, Railways may ensure that henceforth only such Inter-Railway transfers requests be forwarded where there is reasonable possibility of relief in case of acceptance by the railway to which transfer is sought. While doing so, various factors like number of staff likely to be inducted in the cadre by way of departmental promotions/Inter-Divisional/Inter-Railway Transfer from other Railways/Divisions and through RRB indents should be kept in view so that once NOC is received, the concerned employee can be relieved early.

This issues with the approval of Board (MS).

Sub : Proposed change in the policy of retirement on superannuation of Central Government employees on completion of 33 years service or 60 years of age whichever is earlier – reg.

Through several sources, the information is being circulated that the Government has been considering revision of the extant policy on retirement and bringing new rules with stipulation that those Central Government employees who have put in 33 years service or attained the age of 60 years, whichever is earlier, shall retire on superannuation. According to the sources it is learnt that the DoP&T has sent proposal to MoF for consideration for the purpose of bringing new rule from 01/04/2020.

Since the proposal of the DoP&T is likely to affect existing Central Government employees, therefore, consultations are required to be ensured with the JCM/Staff Side as the service condition of the existing staff may get affected. NFIR, therefore, requests the Cabinet Secretary to kindly see that consultations are made with the JCM/Staff Side on the said proposal early. According to the JCM Rules, consultations are must on all such vital matters, therefore arbitrary decision should not be taken in the interest to maintain healthy industrial relations.

NFIR hopes that the Cabinet Secretary would kindly consider the above points and issue directions to the authorities concerned to hold meeting with the JCM/Staff Side early.
