Sir/Madam,

I am directed to refer to Directorate instructions issued vide No. 17-23/2016-GDS/Vil.III dated 17.12.2018 regarding Provisional engagement of BPM /ABPM/Dak Sevak subject to pending verification of Character and antecedents/caste certificate/educational qualification etc. as a special case for the 2nd Cycle.

2. While monitoring the joining status of Circles during the 1st Cycle, it has been observed that very less number of candidates have joined the GDS posts despite issue of these instructions.

3. As you may be aware the Government intends to fill up all the vacant GDS posts by December 2019. Hence, the Competent Authority has decided that provisional engagement orders of BPMs/ABPMs/Dak Sevaks may also be issued during the current 2nd Cycle subject to pending Verification of character and antecedents/caste certificate/educational qualification certificates etc.

4. Further, it is clarified that, while intimating the candidates about his provisional engagement to the post of GDS, the candidate may be asked to produce the original educational certificates and other documents such as caste certificate, Disability certificate, certificate of date of birth, EWS certificate etc. on the day of GDS candidate attending division office/joining. The originals may be verified on the day of attending divisional office by the engaging authority.

5. A self-declaration, as per format given in Annexure must be obtained from the candidate before offering provisional engagement order. The candidate should declare that the documents, which has been submitted by him/her are genuine and in case such documents are found fake, the matter will be reported to police and he/she will be terminated from the engagement. All the required certificates will, however be verified from the issuing authority within 180 days. If any of the documents are found fake, FIR should be lodged against the candidate and copy of the same should be kept in office record/personal file of the candidate concerned and action taken as per Rule -8 of GDS (Conduct and Engagement) Rule, 2011.

6. The provisional offer of engagement shall clearly specify that if any information or documents submitted by the candidates are found fake at a later stage, he/she shall be terminated from the engagement in accordance with Rule 8 of GDS (Conduct & Engagement) Rules, 2011.

7. All the Circles are requested to submit the information by 5th of every month about numbers of GDS joined the post in the following format:

Various measures to bring transparency in administration

The Government of India has implemented various measures bringing technological intervention to bring transparency in the day to day administration, such as, implementation of e-Office, e-Leave management system, Employee Information System, Smart Performance Appraisal Report Recording Online Window (SPARROW), Aadhar enabled Bio-metric Attendance System (AEBAS), Pension Sanction and Payment tracking System (Bhavishya), Public Financial Management System (PFMS), Government e-Market (GeM), Central Public Procurement Portal (CPPP), Foreign Visit Management System (FVMS), Web Responsive Pensioner’s Service for pensioners etc.

Various other information related to departments are available on the websites of the Departments.

1. AEBAS- Aadhar Enabled Biometric Attendance enables real time and flawless monitoring of employee attendance thereby ensuring punctuality among employee,

2. e-Office aims to usher in more efficient, effective and transparent inter-government and intra-government transactions and processes. It enhances transparency, assure data security and data.

3. GeM: – Government e-Market (GeM) provided rich listing products for individual categories of Goods Services, transparent and ease of buying and user-friendly dash board for buying and monitoring supplies and payment.

4. Currently, approximately 46.4 lakh tenders with estimated value of Rs.66.00 lakh crores are processed through Central Public Procurement Portal (CPPP) since inception till 30th June, 2019. During the month of June, 2019 around 1.12 lakh tenders worth Rs.1.02 lakh crores were processed on CPPP. Apart from this, procurement of more than Rs.18700.00 crore has been taken place through Government e-Marketplace (GeM) till its inception in 2016.

5. The Web Responsive Pensioner’s Service is providing single point web solution for pensioners to obtain comprehensive information relating to status of the pensions processing and payment.

6. Foreign Visit Management System (FVMS) has been operational for regulating and ensuring efficient and effective foreign travel of officers of Government of India from the rank of Additional Secretary and above for obtaining the approval of the Screening Committee of Secretaries. The URL for the system is fvms.gov.in and all the Ministries / Departments are required to submit their proposal online on this website.

7. The CAG’s Audit reports after they are tabled in the Parliament/Legislature, are uploaded on the website of CAG. Information related to the status of pension, GPF and Gazetted Entitlement cases are available on the websites of respective Account General’s Office. This enables the concerned stakeholders and other visitors to view information relating to audit and accounts activities of the department.

Creamy Layer formula for OBCs

The Creamy Layer formula for Other Backward Classes (OBCs) employed with the State Governments, Central Government, Public Sector Undertakings (PSUs) and banks, for the purpose of their employment in Central Government jobs and admission to Central Government educational institutions is at present covered by the instructions of Department of Personnel and Training dated 08.09.1993 and 14.10.2004 and Department of Public Enterprises and the Department of Financial Services, vide Office Memorandum dated 25.10.2017 and 06.12.2017, respectively.

An Expert Committee has been constituted by the Government of India under the Chairmanship of Shri B.P. Sharma (former Secretary, DOPT) on 08.03.2019 to examine the issues related to Creamy layer equivalence among the Socially and Educationally Backward Classes (SEBCs). The Committee is expected to submit its report anytime soon.

Steps taken to streamline and strengthen pension sanctioning and payment system

A number of steps have been taken in the recent years to streamline and strengthen the pension sanctioning and payment system. Department of Pension & Pensioners’ Welfare launched Bhavishya – an online tracking system for pension sanction and payment. By keeping track of the progress as well as close monitoring of each pension case, it introduces transparency and accountability into the system thereby plugging delays. This system is at present being successfully implemented in the main Secretariat of 93 Ministries/Departments including 791 Attached Offices.

The following measures have been taken by various departments/ agencies to strengthen the redressal system in respect of pension related grievances:

1.  Department of Pension & Pensioners’ Welfare (DoPPW) w.r.t. Central Government Civil Pensioners:

  • CPENGRAMS is a Centralized Web-enabled Pension Grievance Redress and Monitoring System which was started in 2007 for speedy redressal and effective monitoring of pension related grievances of pensioners.
  • It has the following facilities: –
    • Registration of pension grievances available 24*7 basis
      • Forwarding of reminders to the concerned Ministries/Departments
    • Enquiry on status of registered grievance
      • Online disposal of grievances by the concerned Ministry/ Department.
      • A new Call Centre with toll free number (1XXX-XX-1960) has been launched on June 20, 2019 for pensioners for greater ease of registering grievances.
      • A Mobile App of the Department is also available for lodging of grievances.
      • The Department has also conducted ‘All India Pension Adalat’ on 18 September, 2018 in which 9368 pensioners’ grievances were resolved on the spot.

2. Central Pension Accounting Office (CPAO) w.r.t. central government civil pensioners: Under Digital India Campaign, CPAO took two important steps towards empowerment of central government civil pensioners which are as follows:-

  • Electronic Pension Payment Order (e-PPO) was launched on 01.03.2018 and paperless movement of digitally signed Electronic Special Seal Authority (e-SSA) from CPAO to 39 Central Pension Processing Centers (CPPCs) is in operation and all the CPPCs are getting digitally signed Special Seal Authority (SSA) as well as the pension revision cases. This has led to faster processing of payment of pension and clerical errors have been reduced.
  • Web Responsive Pensioners’ Service (WRPS) is an IT initiative of CPAO for the pensioners which provides various services including pension payment information for last 24 months, online pension process tracking & online grievance registration and redressal with facility to track the status of grievance.

3. Controller General of Defence Accounts (CGDA) w.r.t. Defence Pensioners:

  • A dedicated Call centre in PCDA(P), Allahabad has been established with Toll free number 1800-180-5325 where ex-servicemen can get their queries resolved over the phone.
  • Pension enquiry system named Project “Suvigya” is available on the Internet which enables pensioner to check their entitlements.
  • In order to expedite redressal of grievance of Defence Pensioners, DPDOs hold Defence Pension Adalats on last working day of each month.
  • Implementation of digitally signed e-PPOs for all categories of Pensioners which eliminates the time taken for dispatch and possibility of loss in transit.

4. Department of Telecommunication w.r.t Telecom Pensioners:

  • Toll Free Number (18004250089) is available during working hours for lodging grievances.
  • Quarterly Pension Adalat is conducted for all Telecom pensioners in Kerala and the same is publicized widely to reach all Telecom pensioners.
  • Grievances raised in CPGRAMS Portal are addressed within 30 days.

5. Department of Posts w.r.t Postal pensioners:

  • Pension disbursement has been automated which obviates the possibility of any grievances.
  • The pensioners may approach at Post Office level, Division/Regional Office/PMG/CPMG level and Postal Directorate level to solve their problems.
  • Pension Adalats are also being organized time to time at circle/state level for redressal of grievances of pensioners.

6. Ministry of Rural Development w.r.t. National Social Assistance Programme (NSAP):

  • National Social Assistance Programme(NSAP) is a social welfare/ social security scheme, implemented in rural as well as urban areas of the Country. The schemes of NSAP are only applicable to the persons belonging to Below Poverty Line(BPL) households. The identification of beneficiaries, sanction and disbursement of pensions are made by the States/UTs. The NSAP Guidelines provides for setting up of grievance redressal system at the Gram / Intermediate Panchayat / District / Municipality levels, and designate an officer of appropriate seniority to whom the grievances can be addressed along with the timelines for dealing with grievances under intimation to the complainant. Furthermore, Guidelines also have the provision for periodically Social Audits. In addition, for effective implementation of NSAP, information technology interface has been strengthened. With this initiative, list of the beneficiaries has been completely digitized and against over 15 crore transactions through Direct Benefit Transfer(DBT) mode recorded in Financial Year 2017-18, during 2018-19, 21.27 crore DBT transactions have been reported by the States/ Union Territories.

As per information received from 78 Ministries/ Departments, including their attached/ subordinate offices, the representation of SCs, STs and OBCs in the posts and services under the Central Government, as on 01.01.2016, was 17.49%, 8.47% and 21.57% respectively.

Representation of SCs and STs is more than the prescribed percentage of reservation, (15% and 7.5%, respectively). The representation of OBCs in the Central Government services is 21.57%, which is less, as compared to the prescribed percentage of reservation for them. However, reservation of Other Backward Classes (OBC) has shown an increasing trend since it started in September, 1993. As per available information, representation of OBCs, as on 1.1.2012, was 16.55%, which has increased to 21.57%, as on 01.01.2016.

The Ministries/Departments collect data from all their administratively controlled units, spread across the country, and submit consolidated data to the Department of Personnel and Training. Out of the 79 administrative Ministries/Departments, required to submit data, 78 Ministries/ Departments have submitted data in respect of representation of SCs, STs and OBCs, as on 01.01.2016. As regards data, as on 01.01.2017 and 01.01.2018, 75 and 61 administrative Ministries/ Departments, respectively, have submitted such data.

Department of Personnel and Training monitors the progress in respect of filling up of backlog reserved vacancies for Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) by ten Ministries/ Departments, having more than 90% of the employees in Central Government.

As per information provided by the ten Ministries/Departments which includes their Public Sector Banks/Financial Institutions, Central Public Sector Undertakings etc., out of 92589 backlog reserved vacancies (29198 for SCs, 22829 for STs and 40562 for OBCs), 63876 backlog reserved vacancies (20975 for SCs, 15874 for STs and 27027 for OBCs) were filled up during the period from 01.04.2012 to 31.12.2016 and 28,713 backlog reserved vacancies (8223 for SCs, 6955 for STs and 13535 for OBCs) remained unfilled, as on 01.01.2017.

Five out of these ten Ministries/Departments, have further informed that out of 21499 backlog reserved vacancies (7532 for SCs, 6887 for STs and 7080 for OBCs), 12334 backlog reserved vacancies (4514 for SCs, 3595 for STs and 4225 for OBCs) were filled up, as on 31.12.2017, and 9165 backlog reserved vacancies (3018 for SCs, 3292 for STs and 2855 for OBCs) remained unfilled, as on 01.01.2018.

Department of Personnel and Training has already issued instructions to all Ministries/Departments to constitute in-house Committees to identify backlog reserved vacancies, study root cause of backlog reserved vacancies, initiate measures to remove such factors and fill up such vacancies through Special Recruitment Drives.

Compensation to Families of Security Personnel Killed in Pulwama Attack

The Next of Kin (NoK)/families of Central Reserve Police Force (CRPF) personnel killed in the Pulwama attack have been provided the following compensation/ benefits:-

Rs. 35 lakhs as Central Ex-gratia lump sum compensation, Rs. 5 lakhs as Ex-gratia from duty State, Rs. 20 lakhs from Risk Fund of CRPF, Rs. 1.5 lakhs from Central Welfare Fund of CRPF, Rs. 30 lakhs from State Bank of India Para Military Salary Package (PMSP) cover. In addition, they have received Ex-gratia from Home States as per rules of the State concerned.

Voluntary donors have also contributed through ‘Bharat Ke Veer’ portal. Besides, additional compensation given by some of the States i.e. Gujarat Government @ Rs. 10 lakh, Tripura Government @ Rs. 2 lakh and Sikkim Government @ Rs. 3 lakh.

The above benefits/ compensations are in addition to admissible service benefits viz. Death –cum- Retirement Gratuity (DCRG), Group Insurance, General Provident Fund (GPF) and Liberalized Pensionary Award under Central Civil Service (Extra Ordinary Pension) Rules,1939.

As regards compassionate appointment/Government jobs, 08 NoKs have been provided Government jobs, cases of 04 NoKs are in process, 06 NoKs are unwilling for jobs in CRPF. Wards of 18 cases are minors and in 4 cases, only old aged parents are available.

This was stated by the Minister of State for Home Affairs, Shri Nityanand Rai in a written reply to question in the Rajya Sabha today.

It has come to notice that Central Executive of ‘All India SC/ST Railway Employees Association’ has proposed a Protest Demonstration on 19.07.2019 during Lunch Hour at all offices of Zonal Railways Headquarters, Production Units, DRM and Workshops against ‘Corporatisation and Privatisation of Railways’.

2. In view of aforesaid, there should not be any room for complacency on the part of the Railway administrations and all necessary stringent steps must be taken to ensure discipline and smooth functioning of rail movement. It must be ensured that Railway Servants need to seek necessary permissions from the Competent Authority on their respective Railways/Production Units to leave their headquarters.

3. Their particular attention should be drawn to relevant penal provisions i.e. Section 173, 174 and 175 of the Railways Act, 1989 which are attracted in case of abandoning train without authority, obstructing running of train and endangering the safety of persons by disobeying rules etc.

4. In case any Railway Servant participates in the aforementioned protests including `Demonstration’, a report indicating the number of Railway Servants who took part in such protests should be conveyed to Board’s office on the evening of 19th July, 2019.

Sub : Proposed ‘Hunger Strike:24Hrs. Hunger Fast’ and `Chakka Jam’ by “All India Loco Running Staff Association”(AILRSA) on 15th July to 17th July, 2019.

It has come to notice that AILRSA has given a call for Hunger Strike: 24Hrs Hunger Fast’ and ‘Chakka Jam’ on the issues of (i) Revision of KMA rates as per 1980 formula; (ii) Parity in Pension for Running Staff Pensioners; (iii) Implementation of Safety Committee recommendations; (iv) Retention of Railways in Service sector under the Government; (v) Withdrawal of NPS and restoration of OPS; and (vi) Against the 100 days’ Action Plan for Railway Privatisation; (vii) Issues related to Crew Beat and their working hours etc.

2. In view of aforesaid, there should not be any room for complacency on the part of the Railway administrations and all necessary stringent steps must be taken to ensure discipline and smooth functioning of rail movement. It most he ensured that Railway Servants need to seek necessary permissions from the Competent Authority on their respective Railways/ Production Units to leave their headquarters.

3. Their particular attention should be drawn to relevant penal provisions i.e. Section 173, 174 and 175 of the Railways Act, 1989 which are attracted in cases of abandoning train without authority, obstructing running of train and endangering the safety of persons by disobeying rules etc.

4. In case any Railway Servant participates in the aforementioned protests including ‘Hunger Strike’, ‘Chukka Jam’ etc, a report indicating the number of Railway Servants who took part in such protests should be conveyed to Board’s office on the evening of 15th , 16th and 17th July, 2019.

Restoration of Old Pension Scheme

Will the Minister of FINANCE be pleased to state:-

(a) whether the demand is being made by trade unions/Government employees to restore the old pension scheme for the Central Government employees as the pension amount is lower and uncertain under the new pension scheme which was implemented in the year 2004;

(b) if so, whether the Government is considering the aforesaid demand of the employees; and

(c) if so, the details thereof and if not, the reasons therefor?

(a) Yes, Sir.

(b) and (c) Due to rising and unsustainable pension bill, the Government had made a conscious move to shift from the defined benefit, pay-as-you-go pension scheme to defined contribution pension scheme now called as National Pension System (NPS). The transition also helped in freeing the limited resources of the Government for more productive and socio-economic sectoral development.

There is no proposal to replace the NPS with old pension scheme in respect of Central Government employees recruited on or after 01.01.2004.
