Admission Notice : 2019-20

Online Registration for Admission to Class I in Kendriya Vidyalayas for the Academic Year 2019-20 will commence at 8:00 AM on 01.03.2019 and will close at 4:00 PM on 19.03.2019. The Admission details can be obtained through website https://kvsonlineadmission.in and also through mobile app.

The official Android and iOS mobile apps for KVS online admission for Class 1 for the academic year 2019-20 and instructions for downloading and installing will be available at https://kvsonlineadmission.in/apps/. The apps will also available at the above URL. Parents are requested to go through the instructions for using the portal and the apps carefully before using them.

Registration for Class II and above (except Class XI) will be done from 02.04.2019 at 8:00 AM to 09.04.2019 upto 4:00 PM if Vacancies exist (on offline mode) For Class XI, application forms on offline mode will be issued immediately after the declaration of Class X results as per the schedule for admission 2019-20 available en KVS website (www.kvsangathan.nic.in).

Reckoning of age for all Classes shall be as on 31.03.2019. Reservation of seats will be as per KVS Admission Guidelines available on the website (www.kvsangathan.nic.in). For further details, parents may contact the Principal of nearby Kendriya Vidyalaya.

i. For Class I, certificate of proof of age in the form of a birth certificate issued by the authority competent to register births. This will include certificates from Notified Area Council / Municipality / Municipal Corporation extract about the date of birth from records of Village Panchayat, Military Hospital and service records of Defence personnel. For other classes, the date of birth recorded in the transfer certificate issued by a school recognized by the State Education Department would be accepted. The original certificate of date of birth should be returned to the parent after verification. Admissions up to class-VIII may be granted without any school transfer certificate provided the child is otherwise eligible and his birth certificate has been issued by a Govt. body.

ii. For grandchildren of Hon’ble Member of Parliament and PSU employees a proof of relationship of either of the child’s parents with the Hon’ble Member of Parliament or PSU employees would be needed.

iii. For grandchildren of KVS employee a proof of relationship of either of the child’s parent with the KVS employee (serving or retired) would be required.

iv. A certificate that the child belongs to the Scheduled Caste/Scheduled Tribe/EWS/OBC (Non-Creamy Layer)/BPL wherever applicable, issued by the competent authority in concerned State Government/Union Government. The certificate in respect of either of the parents may be accepted initially, for the purpose of admission, if this certificate is not available for the child. However, the certificate in respect of the child has to be submitted within a period of 03 months from the date of admission.

v. A certificate from the civil surgeon/rehabilitation centre or any other competent authority defined by the Government of India O.M. No. 36035/5188/Est (sct) dated 4.5.1999 certifying the child to be handicapped, wherever applicable. In case, where the handicap of the child can be visually seen by the Principal, the child may be accepted as handicapped even without a certificate. However, the parent may be advised to obtain the relevant certificate from the competent authority and submit the same to the school.

vi. A service certificate showing the number of transfers during the preceding 7 years duly signed and stamped by the head of office bearing the name, designation and other relevant particulars in block letters.

vii. A certificate of retirement for uniformed Defence employees.

viii. Proof of Residence.

Note:

(i) Mere registration will not confer a right to admission.

(ii) Incomplete application forms shall normally be rejected. In case vacancies remain, Principal may allow completion of the form later at his discretion.

(iii) Admission secured on the basis of any wrong certificate shall be cancelled by the Principal forthwith and no appeal against such action of the Principal shall be entertained.

(iv) When a child is registered for admission in class I in a Kendriya Vidyalaya but, before declaration of the selection list, his parent is transferred to another station, the child should be deemed to have been registered for admission in the Kendriya Vidyalaya at the station of pasting even if the last date of registration at that place has expired. The registration form in original is transferred to the Kendriya Vidyalaya of new place of posting and a photo copy of the same be retained in the school where the child was initially registered.

(v) In respect of Category I,II,III and IV admissions, the veracity of the Certificates submitted by the parents in proof of their service must be invariably verified by the Principal.

OFFICE MEMORANDUM

Subject : Grant of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2019.

The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/2/2018-E-II(B) dated 7th September, 2018 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 9% to 12% of the basic pay with effect from 1st January, 2019.

2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. The payment of arrears of Dearness Allowance (from January to March) shall not be made before the date of disbursement of salary of March, 2019.

6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

7. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

Subject:- Reservation for Economically Weaker Sections (EWSs) in Direct Recruitment of Gramin Dak Sevaks.

As per Directorate letter no. 19-11/97-ED & TRG Dated 27.11.1997, instructions were issued to all Circles for reservation for SC/ST/OBC in engagement of Gramin Dak Sevaks(GDS).

2. Recently, DOPT OM no. 36039/1/2019-Estt(Res) dated 31st January 2019 has been circulated vide Directorate Memo No.3-1/2019-SCT dated 08.02.2019 regarding reservation for EWSs in making direct recruitment to posts of regular establishment of the Central Government. On the basis of these guidelines, it has been decided that, the persons belonging to EWSs who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 107o reservation in direct recruitment in all categories of GDS posts in Department of Posts.

3. Persons who are not covered under the scheme of reservation for SCs, STs and OBCs and whose family has gross annual income below Rs.8.00 lakh (Rupees eight lakh only) are to be identified as EWSs for benefit of reservation. Income shall also include income from a1l sources i.e. salary, agriculture, business, profession, etc. for the financial year prior to the year of application.

4. Also persons whose family owns or possesses any of the following assets shall be excluded from being identified as EWS, irrespective of the family income:-

i. 5 acres of agricultural land and above;
ii. Residential flat of 1000 sq.ft. and above;
iii. Residential plot of 100 sq.yards and above in notifred municipalities;
iv. Residential plot of 200 sq.yards and above in areas other than the notified municipalities

4.1 The property held by a “Family “in different locations or different places/cities would be clubbed while applying the land or property holding test to determine EWS status.

4.2 The term “Family “means for this purpose will include the person who seeks benefit ofreservation, his/her parents and siblings below the age of 18 years as also his/her spouse and children below the age of 18 years.

INCOME AND ASSET CERTIFICTE ISSTIING AUTHORITY AND VERIHCATION OF CERTIFICATE

5.1 The benefit of reservation under EWS can be availed upon production of an Income and Asset Certificate issued by a Competent Authority. The Income and Asset Certificate issued by any one of the foilowing authorities in the prescribed format as given in Annexure-I shall only be accepted as proof of candidate’s claim as belonging to EWS :-

(i) District Magistrate/Additional District Magistrate /Collector/ Deputy Commissioner/Additional Deputy Commissioner/ 1″t Class Stipendiary Magistrate / Sub-Divisional Magistratei Taluka Magistrate / Executive Magistrate / Extra Assistant Commissioner.

(ii) Chief Presidency Magistrate /Additional Chief Presidency Magistrate / Presidency Magistrate

(iii) Revenue Officer not below the rank of Tehsildar and

(iv) Sub-Divisional Officer of the area where the candidate and/ or his family normally resides.

5.2 The officer who issues the certifrcate would do the same after carefully verifying all relevant documents following due process as prescribed by the respective State / UT.

5.3 The crucial date for submitting Income and Asset certificate by the candidate may be treated as the closing date for receipt ofapplication for the post, except in cases where crucial date is fixed otherwise.

5.4 The engaging authorities should in the offer of engagement to the candidates claiming to be belonging to EWS, include the following clause :-

“The engagement is provisional and is subject to the Income and Asset certificate being verified through the proper channels and if the verification reveals that the claim to belong to EWS is fake/false the services will be terminated forthwith without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of the Indian Penal Code for production of fake/false certificate.”

The engaging authority should verify the veracity of the Income and Asset certificate submitted by the candidate thpough the certifrcate issuing authority.

5.5 Instructions referred to above should be strictly followed so that it may not be possible for an unscrupulous person to secure employment on the basis of a false claim and if any person gets an engagement on the basis of such false claim, her/his engagement shall be terminated invoking the conditions contained in the offer of engagement

6. EFFECTING BESERVATION. MAINTENANCE OF REGISTERS:

6.1 Directorate vide letter no.19-11/97-ED & TRG dated 27.11.1997 had issued instructions regarding implementation of post based reservation. The general principles for making and operating post based reservation would be as per the principles laid down in the said letter.

6.2 Every Division/Sub Division/ Other Sub Appointing Authorities shall now effect 10% reservation for EWS interpolating them with the SCs, STs and OBCs.

6.3 Where in any recruitment year any vacancy earmarked for EWS cannot be filled up due to non-availability of a suitable candidate belonging to EWS, such vacancies for that particular recruitment year shall not be carried forward to the next recruitment year as backlog.

6.4 Persons beionging to EWS selected against the quota for persons with benchmark disabilities shall be placed against the post earmarked for EWS

7. ADJUSTMENT AGAINST UNRESERVED VACANCIES:

A person belonging to EWS cannot be denied the right to compete for appointment against an unreserved vacancy. Persons belongrng to EWS who are selected on the basis of merit and not on account of reservation are not to be counted towards the quota meant for reservation.

9, MAINTENANCE OF REGISTER OF COMPLAINTS BY THE CIRCLE:

9.1 Every Circle shall appoint a DPS (HQ) of the Circle as the Grievance Redressal Officer and Liaison Officer to monitor the implementation of reservation for EWSs.

9.2. Any person aggrieved with any matter relating to discrimination in employment against any EWS may file a complaint with the Grievance Redressal Officer ofthe respective Circle. The name, designation and contact details ofthe Grievance Redressal Officer may be displayed prominently on the website and in the offrce of the Chief PMG.

10. The above scheme of reservation wili be effective in respect ofall categories of GDS for direct recruitment vacancies to be notified on or after 07.02.2019.

11. Circle may follow these guidelines for filling up of all GDS vacancies on or after 01.02.2019

2. Accordingly, pay-scales, DA, perks & allowances, etc. in respect of non-executives (workmen) of AAI stands revised w.e.f. 01.01.2017 as under:

(i) All the regular Non-Executives of AA1 who were on the rolls of AAI is on 01.01.2017 and continue to be on the rolls of AAI and those joining, thereafter.

(ii) The employees who have left the services of the organization on or after 01.01.2017 due to resignation, retirement or death will be paid arrears on account of wage revision upto the date they were in service.

(iii) The benefit of wage revision will, however, not be allowed to employees from the date they have ceased to be in the services of the organization on the following grounds:

a) Dismissal/ removal

b) Left service without acceptance of resignation

ORDER

Subject: Grant of Dearness Relief to State Government Pensioners.

The Governor is pleased to order that the existing rate of Dearness Relief sanctioned vide Finance Department Order of even number dated 10-09-2018 to the State Government Pensioners who are in receipt of superannuation, retiring, invalid, compensation, family and extraordinary pension etc. shall be revised from 9% to 12% with effect from 01-01-2019.

For the purpose of this order –

(i) Pension/Family Pension in the case of pre-01-01-2016 retirees and where Family Pension was sanctioned prior to 01-01-2016, means the Revised Pension or Revised Family Pension, as the case may be, effective from 01-01-2016 in terms of Finance Department Memorandum No. F.12(6)FD(Rules)/2017 dated 30-10-2017 as amended vide Order No. F.12(6)FD(Rules)/ 2017 dated 09-12-2017 and F.12(6)FD(Rules)/ 2017 Pt.-I dated 06-06-2018.

(ii) In the case of pensioners who retire from service on or after 01-01-2017 or where family pension is sanctioned for the first time on or after 01-01-2017, Pension/Family Pension means the Basic Pension/Basic Family Pension, as the case may be, in terms of Finance Department Notification No. F.12(6)FD(Rules)/ 2017 dated 30-10-2017 as amended vide Order No. F.12(6)FD(Rules)/ 2017 dated 09-12-2017.

(iii) Dearness Relief will also be admissible on the additional quantum of pension / family pension allowed to the pensioners who have attained the age of 80 years and above.

(iv) Payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

(v) Other provisions governing grant of dearness relief to pensioners’ such as regulation of dearness relief during employment/re-employment, regulation of dearness relief where more than one pension is drawn etc., will remain unchanged.

(vi) This order shall also be applicable in case of Pensioners/Family Pensioners who are in receipt of provisional pension.

(vii) This order shall not be applicable in case of Old Age Pensions, Political Pensions or any other kind of similar pensions, which are not related to the service rendered under Government.

(viii) Dearness Relief at revised rates as above would also be admissible to pensioners who retired/retire from service of Panchayat samiti or Zila Parishad and whose pension payment orders have been issued by the Director, Local Fund Audit Department or Director, pension and pensioners welfare Department, Rajassthan, Jaipur.

(ix) The payment of arrears of Dearness Relief shall be made after 01-04-2019.
