Please refer to Board’s letter of even number dated 26.10.2016 enclosing therewith a copy of DoP&T’s O.M. No. 18016/1/2016-Estt(L) dated 11.08.2016 on the above subject. Vide instructions issued by DoP&T O.M. 18016/3/2018-Estt. (L) dated 08.01.2019, it has been decided to extend these special concessions for a further period of two years w.e.f. 01.01.2018. The instructions covered in the above OM will apply mutatis mutandis to Railway Servants also. A copy of the said O.M. dated 08.01.2019 is enclosed for information and necessary action.

2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Dear Comrades,

UFBU MEETING ON 20-2-2019

Meeting of the UFBU was held yesterday in AIBEA office in Mumbai. Com. K K Nair, Chairman presided over the meeting.

The meeting observed a minute’s silence to pay homage to the Pulwama martyrs.

The Convener referred to the various letters received from different constituent unions and their wide circulation in the social media and pointed out that while there is every scope to discuss all our common concerns inside the forum of UFBU, we should be careful to maintain our unity so assiduously built up over the last two decades. The need for prescribing some general code of conduct to be observed by the constituent unions was also discussed. It was emphasised that once an issue is discussed in UFBU, and communication is issued by UFBU, the same should be percolated down to the rank and file members and issuing of different circular would with different versions could work at cross-purposes and hence avoidable.

Issues like letter addressed by AIBOC/NOBO directly to IBA not to hold talks, allegation on language used by AIBOA/INBOC in their circular on talks with IBA, alleged statement by General Secretary, AIBEA as appeared in some newspapers were discussed and after necessary clarifications by the concerned organisations, the same were dealt accordingly.

As regards the discussions with IBA fixed to be held on 21-2-2019, after detailed discussions and taking into account the views expressed by the constituent unions, it was decided to attend the discussions with IBA, except that AIBOC and
NOBO reiterated their stand not to participate in the talks unless the mandate issue is resolved.

BIPARTITE DISCISSIONS WITH IBA ON 21-2-2019

Another round of discussion between IBA and UFBU was held today. IBA team was led by Shri Rajkiran Rai G (MD-CEO, Union Bank of India), Chairman of the Negotiating Committee. From UFBU, representatives of AIBEA, NCBE, AIBOA, BEFI, INBEF, INBOC and NOBW participated in the discussions and AIBOC and NOBO did not attend.

Opening up the discussions, IBA stated that in the absence of two officers associations who have taken the stand not to participate in the discussions, IBA would not be able to discuss officers’ demands and would restrict the discussions only to the demands of the workman unions.

From our side we informed IBA that AIBOC and NOBO are not taking part in the discussions in view of the stand of IBA on the mandate issue, i.e. to restrict the discussions upto Scale III. We requested IBA to resolve the issue amicably so that all will participate in the discussions.

IBA informed us that further to the discussion on this issue during the last round of discussions held on 2-2-2019, IBA has decided that they have revised their stand and would hold discussions on officers’ issues upto Scale V. They further stated that this has been conveyed to the representatives of AIBOC also with the hope that they would join the discussions. Since the two officers associations continue not to attend the discussions, IBA has to restrict the discussions to workmen’s demands only.

To our query about the fate of officers’ wage revision, if talks would be held only with workmen unions, IBA stated that in that event, whatever is finalised with the workmen unions, on the same basis, it would be extended and implemented for the officers also.

IBA stated that they consider the industry-level bipartite talks as a sacred forum and hence would like to resolve the issues through bilateral talks at this level but if two officers organisations are not participating in the discussions, they are constrained to restrict the discussions to workmen unions only.

We informed that there are important issues like 5 Day Banking, improvement in Family Pension, periodical updation of pension, reconsideration of NPS for the post 2010 employees/officers, and other common issues to be taken up for discussion but IBA maintained that unless the representation issue is clarified and resolved, that is, whether all the 9 unions would participate in the talks or whether the discussions should be confined only to workmen unions, they would not be able to proceed further.

IBA, however, clarified that once the workman unions agree to discuss their Charter of Demands, all the common issues including the above would be discussed and finalised with Workman Unions and would also be extended to the officers.

In view of this impasse, IBA was informed that the matter would be discussed by the Workmen Unions viz. AIBEA, NCBE, BEFI, INBEF and NOBW shortly and their decision would be informed to IBA. The Workmen Unions are meeting on 1-3-2019 for this purpose.

Further developments in this regard would be informed to our unions and members in due course. Comrades, we are passing through a critical phase and hence we solicit the co-operation of all concerned to maintain unity and resolve
the issues amicably so that we achieve our charter of demands.

Subject: Information regarding rent and allied charges in respect of Indian Army Officers

A DO Letter has been revived from shri A.V.Rao, IDAS, PCDA, PCDA (O) Pune regarding timely closing of accounts on retrenchment/release of the Army Officers. It has been intimated that large number of debit balances are being reflected in IRLAs of the Army Officers on account of recovery of rent and allied charges after their date of retirement. As per provisions of Rule 693 & 694 of RMES, “In the case of pensioners and private individuals, rent is recoverable monthly in advance. Rent bills will be sent through the appropriate MES office direct to them for payment, either into the treasury or to the MES office concerned on or before the 5th of the month” . In such a scenario, there is no need to raise a rent bill in r/o officers after retirement and PCDA (O) Pune is not required to wait for the vacation returns.

2. It is therefore, requested that rent bills of Indian Army Officers deployed at the factory and its allied establishments, may be dealt in accordance with the provisions of RMES and forwarded through Project Bhawan, if rent bill is floated at your end. A compliance report in this regard may please be forwarded to this office latest by 28/02/2019 by mail/fax.

Ministry of Railways will launch a massive recruitment drive – 1,30,000 vacancies

Ministry of Railways will launch a massive recruitment drive to fill up its vacancies in various categories of posts which are essential for smooth and safe running of trains

An Indicative Notice will be published in Employment News on the forthcoming recruitments on 23rd February, 2019 There are expected to be 1,30,000 vacancies in Indian Railways in this recruitment drive For the first time there will be reservation for Economically Weaker Sections (EWS) candidates

Ministry of Railways is going to launch a massive recruitment drive to fill up its vacancies in various categories of posts which are essential for smooth and safe running of trains.

On 23.02.2019, an IndicativeNotice will be published in Employment News on the forthcoming recruitments. Indian Railways has over 1.3 lakh vacancies in different departments which needed to be filled up.

The eligible candidates for the first tranche of recruitments in Non-Technical Popular Categories can do registration of online applications from 28.02.2019. The posts included in these categories are Junior Clerk cum Typist, Accounts Clerk cum Typist, Trains Clerk, Commercial cum Ticket Clerk, Traffic Assistant, Goods Guard, Senior Commercial cum Ticket Clerk, Senior Clerk cum Typist, Junior Account Assistant cum Typist, Commercial Apprentice, Station Master etc.

The next tranche of recruitment will be available for online registration with effect from 04.03.2019, in Paramedical categories like Staff Nurse, Health & Malaria Inspector, Pharmacist, ECG Technician, Lab Assistant, Lab Superintendent, etc.

On 08.03.2019, online registration will open for candidates eligible for Ministerial and Isolated Categories like Stenographer, Chief Assistant, Junior Translator (Hindi) etc.

In all, there are expected to be 30,000 vacancies in the above three recruitments.

In addition, the Ministry of Railways will also recruit about 1 lakh staff in Level-1 (erstwhile Group-DCategories) for which online registration would open on 12.03.2019.

There will be reservation for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC) (non creamy layer) and for the first time there will be reservation for Economically Weaker Sections (EWS) candidates. Besides, there will be reservation of posts for Persons with Benchmark Disabilities (PwBD), Ex-Serviceman (ExSM).Besides, for Level-1 post, there will reservation for Course Completed Act Apprentices (CCAA).The vacancies in the above categories, except Level-1, will be available on Railway Recruitment Board (RRB) websites, after opening of online registration for the respective category.The vacancies of Level-1 will be available on website of Railway Recruitment Cell (RRC). Applications for all post will be accepted online only.

Indian Railways is already in the process of recruiting over 1.5 lakhs candidates in various safety categories like Assistant Loco Pilot and Technicians, Safety Category posts of Operating Department and Technical Department such as Civil Engineering, Electrical, Mechanical, Signal & Telecommunication, in both the Level-1 and Supervisory Categories. This also includes over 10,000 recruitments in Railway Protection Force organization.

The undersigned is directed to convey approval of the competent authority to allow non-entitled personnel of CAPFs, AR & NSG to travel by air from Jammu to Srinagar and back on official duty/ transfer/ tour and leave (on termination/commencement at base point at Jammu) as per the provisions contained in SR 48 B 4(a) subject to review after one year.

2. Approval of competent authority is also conveyed to allow non-entitled personnel of CAPFs, AR & NSG to travel by air from Delhi to Srinagar and back on official duty/transfer/tour as per the provisions contained in SR 48 B 4(a) subject to review after one year.

3. This will be effective from the date of issue of this order.

4. This issues with the concurrence of Integrated Finance Division of this Ministry vide Dy. No.CF-3452000/SS&FA(H)/2019 dated 20.2.2019.

EPF Interest Rate 2018-19 : Central Board of Trustees hikes rate to 8.65%

Central Board of Trustees, EPF recommends crediting of 8.65% rate of interest on Accumulations in the EPF Member’s Account for the year 2018-19

The 224th meeting of the Central Board of Trustees, EPF was held here today under the chairmanship of Union Minister of State for Labour and Employment (I/C) Shri Santosh Kumar Gangwar. The Central Board recommended crediting of 8.65 % rate of interest on the EPF accumulations in the EPF member’s account for the year 2018-19.

The Central Board ratified the amendment in EPF Scheme 1952, as approved in the 141st meeting of Financial Investment and Audit Committee (FIAC) held on February 12, 2019, to enable accounting of Investment in Exchange Traded Funds (ETFs) (Equity & Related Investment).

The Central Board ratified the approval of Chairman, CBT, EPF for continuation of C-DAC as a consultant to carry out the second phase of Computerisation Project. The Board gave extension to M/s Standard Chartered Bank as custodian of the EPFO securities on the existing terms and conditions of agreement for the period upto March 31, 2019.

The Central Board approved revised estimate for the year 2018-19 and budget estimates for the year 2019-20 and recommended it to the Central Government for approval. The Board gave consent to have performance review of the Portfolio Managers from a separate agency in addition to review by M/s CRISIL Limited.

The Central Board took note of the proposal for recommendation for grant of exemption to six establishments under Section 17(2) of the EPF&MP Act, 1952 read with Para 27A of the EPF Scheme, 1952 by the Appropriate Government . The Board took note of the proposal for recommendation for grant of exemption under Section 17(2) of the EPF & MP Act 1952 read with Para 27A of the EPF Scheme,1952 to M/s Software Technology Parks of India with effect from June 05, 1994 by the Appropriate Government.

This is for information of all eligible Central Govt. employees/ Central Govt. Pensioners, ex-MPs and other eligible stakeholders that a Central Government Health Scheme (CGHS) Wellness Centre has started functioning at Type —III Govt. Quarters 98-100 at Kendriya Colony , Bada Lapur, Sindhoura Road , Chandmari , Varanasi from 19th February, 2019 to provide comprehensive medical facilities.

The CGHS Wellness Centre (1) at Varanasi shall cover all eligible Central Govt. Employees residing within 5 km radius of the Wellness Centre and eligible pensioners and ex-MPs , etc., living in and around Varanasi as per CGHS guidelines.

The CGHS beneficiaries shall be able to avail the CGHS facilities through the Wellness Centre from 0730 a.m. to 02.00 p.m. on all days, except Sundays and Gazzetted holidays.

The CGHS wellness Centre shall be under the administrative control of Addl Director, CGHS, Allahabad (Tel No 0532-256 0578).

Subject: Opening of IPPB account and usage of IPPB Mobile App by DoP staff and Gramin Dak Sewaks (GDS).

As you are aware, Department of Posts (DoP) has established India Post Payments Bank (IPPB), a Public Limited Company, under the Companies Act, 2013 with 100% Government of India equity. IPPB has so far opened more than 35 lakh accounts with downloading of more than a million IPPB Mobile App. Many of us are also using IPPB Mobile App and find it very useful for making payments of bills and other utilities. It is requested that all the employees of the DoP and GDS should use the IPPB services by opening IPPB savings account and downloading IPPB Mobile App for conducting various kinds of transactions.

2. DoP employees and GDS who are already having a Post Office Savings Account (POSA) can also link their POSA with IPPB Account, in order to transfer funds from POSA to IPPB account and vice-versa. The POSA linked IPPB account gives complete freedom to the customers for any kind of inter-operable transactions in the banking ecosystem of India.

3. CPMsG and PMsG of the Circles are kindly requested to promote usage of IPPB services including IPPB Mobile App among the DoP employees and GDS.
