Subject :– Guidelines regarding Merger of 33 Postal dispensaries with CGHS

With reference to the above subject reference is invited to the Order no. S.11011/01//2016-CGHS-III-EHS dated 21.12.2018 vide which orders have been issued for takeover of 33 postal dispensaries by CGHS. In this regard a communication No 2­3/2009-Medical dated the 23rd January 2019 from Assistant Director (Medical ) Department of Posts has been received vide which it was clarified that the budget for the current financial year has already been allocated to the Circles (subordinate offices) in connection with Postal Dispensaries and hence, Department of Posts agrees to bear the expenditure for the remaining part of financial year prior to merger/takeover instead of transferring the allocated budget for Postal Dispensaries to the MoH&FW. It is also requested that all necessary formalities for takeover w.e.f. 01.04.2019 may be undertaken forthwith so that beneficiaries or doctors are not put to any difficulties. A copy of the communication is enclosed.

In view of the above, the undersigned is directed to state that necessary action may be taken by the concerned Additional Directors of CGHS to complete the requisite formalities, so that the 33 dispensaries shall function as CGHS Wellness Centres w.e.f. 01.04.2019. The guidelines to be followed in this regard along with the list of Additional Directors under whose administrative control the 33 dispensaries shall function are enclosed.

Subject :- Reservation for Economically Weaker Sections (EWSs) in Central Public Sector Enterprises (CPSEs) posts.

In continuation of OPE OM of even no. dated 25-02-2015 regarding extension of the instructions issued by Government in respect of reservation to SC/ ST/ OBC/ PwD & Ex­ servicemen to all the CPSEs , the undersigned is directed to state that the instructions issued by DoPT vide its OM No. 36039/1/2019-Estt.(Res .) dated 19-01-2019 and DO of even no. dated 21- 01-2019 (copies enclosed) in respect of reservation to Economically Weaker Sections (EWSs) are also to be taken as mutatis mutandis extended to all the CPSEs.

2. In this regard, all Ministries / Departments are requested to advice all CPSEs under their respective jurisdiction to ensure that 10% reservation for EWSs as per the provisions of OM dated 19.01.2019 of DoPT would be effective in respect of all direct recruitment vacancies to be notified on or after 01.02.2019

3. As clarified by DoPT in the OM dated 19.01.2019, the detailed instructions regarding operation of roster and procedure for implementation of EWSs reservation will be issued separately. All administrative Ministries I Departments are also requested to submit Fortnightly Report in respect of CPSEs , beginning from 15.02.2019 , to DoPT as per format given in DoPT DO dated 21.01.2019.

7th CPC Revision of allowances of teachers, Registrars, COE

MHRD issues orders for revision of allowances of teachers, equivalent academic cadre, Registrars, Finance Officers and Controller of Examinations in the Universities and Colleges as per the Recommendations of Seventh Central Pay Commission

The much awaited orders on revision of allowances and special allowances for teachers and equivalent academic cadre, Registrars, Finance Officers and Controller of Examinations in Central Universities and Colleges there under have been issued by the Ministry of Human Resource Development. This also includes centrally funded Deemed to be Universities.The orders come into force with immediate effect.

The revised special allowance per month for Vice Chancellor, Pro-Vice Chancellor, Principal in PG College and Principal in UG College are Rs. 11,250/-, Rs. 9,000/-, Rs. 6,750/- & Rs. 4,500/- respectively.

This is likely to benefit 30000 teaching and equivalent staff in Central Universities and 5500 in Deemed to be Universities.

This will serve as a bench mark for 7 lakh teachers in State Universities.

Acknowledging its made-in-India status, Indian Railways has named the indigenously manufactured Train 18 as Vande Bharat Express Indian Railways is entering a new era of mobility since the launch of Rajdhani trains It is India’s first semi-high speed train equipped with world class passenger amenities Vande Bharat Express is set to run between Delhi and Varanasi at a maximum speed of 160 kmph Prime Minister Shri Narendra Modi has been requested to flag off the train

Today, Minister of Railways & Coal, Shri Piyush Goyal announced the name Vande Bharat Express for Train 18, acknowledging its made-in-India status. He called it a ‘vandaniya’ step towards realisation of New India vision. This train set has been manufactured by Integral Coach Factory (ICF) in the period of 18 months under ‘Make in India’ program.

Since the launch of Rajdhani trains, Vande Bharat Express is the next major leap for Indian Railways in terms of speed and convenience. It is India’s first semi-high speed train equipped with world class passenger amenities.

It can achieve high speeds (max speed of 160 kmph) due to faster acceleration & deceleration and will reduced journey time by 25% to 45%. Scheduled commute between New Delhi & Varanasi will take approximately 8 hours making it 40-50% faster than the fastest train currently connecting these two cities.

Vande Bharat Express incorporates many modern features which debut for the very first time on Indian Railways. It has been provided with ‘State of the Art’ passenger amenities like On-board wifi entertainment, GPS based passenger information system, CCTVs, bio-vacuum toilets, rotating chairs in executive class, etc. at par with global standards. It also has provision of Divyang-friendly facilities. It will have 16 coaches with Chair Car type configuration with 2 Executive Class Chair Cars and 14 Chair Cars.

Further, it has intelligent braking system with power regeneration for better energy efficiency thereby making it cost, energy and environment efficient.

Hon’ble Prime Minister Shri Narendra Modi has been requested to flag off this train. This is a momentous progress towards New India.

2. Other extant instructions/guidelines issued from Board on the subject shall remain unchanged or as modified from time to time.

This issues with the concurrence of Associate Finance of Transformation Cell of the Railway Board.

A Child must be 5 years old as on 31st March in the academic year in which admission is sought for Class I. (Child born on 1st April should also be considered.)
