Dear Sir/ Madam,

Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2025 and January 2026 under XII BPS/ 9th Joint Note dated 08.03.2024

The confirmed All India Average Consumer Price Index for Industrial Workers (Base 2016 =100) for the quarter ended September 2025 are as follows:-

July 2025 146.5
August 2025147.1
September 2025 147.3

The average CPI of the above is 146.96 and accordingly the number of points over 123.03 are 23.93 (146.96 – 123.03) The last average quarterly CPI was 144.16. Hence, there is an increase of 2.80 points for November, December 2025 and January 2026.

In terms of clause 13 of the 12th Bipartite Settlement dated 08.03.2024 and clause 2 (i) of the Joint Note dated 08.03.2024, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of November, December 2025 and January 2026 shall be 23.93% of ‘pay’ (0.01 % change in DA on ‘pay’ for change in every second decimal place of CP! 2016 over 123.03 points)

Dear Sir/ Madam,

Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2025 and January 2026 under XI BPS/ 8th Joint Note dated 11.11.2020

The confirmed All India Average Consumer Price Index for Industrial Workers (Base 1960= 100) for the quarter ended September 2025 are as follows:-

July 2025 – 9630.70
August 2025 – 9670.15
September 2025 – 9683.29

The average CPI of the above is 9661.38 and accordingly the number of DA slabs are 827 (9661.38 – 6352=3309.38/4 = 827 slabs). The last average quarterly CPI was 781. Hence, there is an increase in DA by 46 slabs for payment of DA for the months November, December 2025 and January 2026.

In terms of clause 7 of the 11th Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of November, December 2025 and January 2026 shall be 57.89% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Subject: General Election to the Legislative Assembly of Bihar, 2025 and Bye-Elections to 8 Assembly Constituencies of various States/UT, 2025 – Paid Holiday – regarding

The undersigned is directed to say that Election Commission of India has informed vide their letter No. 78/EPS12025 dated 07.10.2025 regarding General Election to the Legislative Assembly of Bihar, 2025 and letter no. 78/EPS/2025 dated 07.10.2025, regarding bye-elections to 8 Assembly Constituencies of various States/UT, 2025. The dates of Poll for General Election to Legislative Assembly of Bihar, 2025 have been fixed in Two Phases on 06.11.2025 (Thursday) and 11.11.2025(Tuesday)

2. Bye-elections to 8 (Eight) Assembly Constituencies in various States/UT, 2 ACs in Jammu and Kashmir {27-Budgam and 77 Nag rota}, and 1(one) AC each in Rajasthan {193- Anta}, Jharkhand {45-Ghatsila (ST)), Telangana (61-Jubilee Hills), Punjab {21-Tamn Taaran}, Mizoram {2-Dampa (ST)} and Odisha {71-Naupada} are scheduled to be held on 11.11.2025 (Tuesday).

3. As per the guidelines issued by DoPT vide OM No. 12114199- JCA dated 10th October, 2001, the following instructions on closing of the Central Government Offices including Industrial Establishments in connection with elections/bye elections are given below:-

i. The Central Government Offices including Industrial Establishments shall remain closed on the day of poll in the notified areas where general election to the State Legislative Assembly is scheduled to be conducted.

ii. In connection with the bye-election to Assembly Constituencies, only such of the employees, who are bona-fide voters in the relevant constituency should be granted special casual leave on the day of polling.

iii. Special Casual leave may also be granted to an employee, who is ordinarily a resident of constituency and registered as a voter but employed in any Central Government Organization/Industrial Establishment located outside the constituency having general/bye-election.

4. The above instructions may be brought to the notice of all concerned.

RESOLUTION

New Delhi, the 3rd November, 2025

F. No. 01-01/2025-E.III(A).—The Government of India have decided to appoint the Eighth Central Pay Commission comprising of the following:-

Chairperson – Smt. Justice Ranjana Prakash Desai
Member (Part-Time) – Prof. Pulak Ghosh
Member-Secretary – Shri Pankaj Jain

2. The terms of reference of the Commission will be as follows:-

a) To examine and recommend changes that are desirable and feasible in the emoluments including pay, allowances, and other facilities/ benefits, in cash or kind, having regard to rationalization, contemporary functional requirements and the specialized needs of various Departments, agencies and services in respect of following categories of employees:

(i) Central Government employees — industrial and non-industrial;
(ii) Personnel belonging to the All India Services;
(iii) Personnel belonging to the Defence Forces;
(iv) Personnel of the Union Territories;
(v) Officers and employees of the Indian Audit and Accounts Department;
(vi) Members of the regulatory bodies (excluding the RBI) set up under the Acts of Parliament;
(vii) Officers and employees of the Supreme Court;
(viii) Officers and employees of the High Courts whose expenditure is borne by the Union Territories; and
(ix) Judicial officers of the subordinate courts in the Union Territories.

[Note: In respect of judicial officers, the Commission shall adhere to the principle enunciated by the Supreme Court in its Judgement dated 24th August, 1993 in All India Judges’ Association and Others V/s Union of India and Others, viz. that there shall be no link between service conditions of judges and administrative executive and that the service conditions of judges have to meet the special needs of the judiciary].

(b) To work out an emolument structure conducive to attracting talent to Government service, promoting efficiency, accountability and responsibility in the work culture.

(c) To examine the existing schemes of bonus with a view to improving performance and productivity and make recommendations on the general principles, financial parameters, productivity and performance linked parameters for an appropriate incentive Scheme to reward excellence in productivity and performance.

(d) To review the existing allowances and conditions of their admissibility and recommend their rationalization keeping in view the multiplicity of allowances.

(e)

(i) To review the Death-cum-Retirement Gratuity of employees borne on the National Pension System (including Unified Pension Scheme) and make recommendations thereon.

(ii) To review the Death-cum-Retirement Gratuity and pensions of employees not borne on the National Pension System (including Unified Pension Scheme) and make recommendations thereon keeping in view Para f(iii) below.

(f) To make recommendations on the above, keeping in view:

(i) The economic conditions in the country and the need for fiscal prudence;
(ii) The need to ensure that adequate resources are available for developmental expenditure and welfare measures;
(iii) The unfunded cost of non-contributory pension schemes;
(iv) The likely impact of the recommendations on the finances of the State Governments which usually adopt the recommendations with some modifications; and
(v) The prevailing emolument structure, benefits and working conditions available to employees of Central Public Sector Undertakings and private sector.

3. The Commission will devise its own procedure and may appoint such Advisors, Institutional Consultants and Experts, as it may consider necessary for any particular purpose. It may call for such information and take such evidence, as it may consider necessary. Ministries and Departments of Government of India shall furnish such information and documents and other assistance as may be required by the Commission. The Government of India trusts that State Governments, Service Associations and others concerned will extend to the Commission their fullest cooperation and assistance.

4. The Commission will have its headquarters in Delhi.

5. The Commission will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalized.

The undersigned is directed to say that the provisions regarding compulsory retirement pension are envisaged under Rule 40 of CCS(Pension) Rules 2021. In this connection, the sub rule (4) (a) & (b) of Rule 44 of CCS(Pension) Rules 2021 further provides that:

(4) (a) Where a Government servant is compulsorily retired from service after completing a qualifying service of not less than ten years and has become eligible for grant of compulsory retirement pension under rule 40, the amount of compulsory retirement pension shall be such portion or percentage of the superannuation pension calculated under sub-rule (1), as the competent authority may sanction under rule 40.

(b) A Government servant, who is compulsorily retired from service before completing a qualifying service of ten years, shall be eligible for grant of a compulsory retirement service gratuity under rule 40 and the amount of service gratuity in such cases shall be such portion or percentage of the superannuation service gratuity calculated under sub-rule (2), as the competent authority may sanction under rule 40.

2. All Ministries/Departments are requested that the above provisions of Central Civil Services (Pension) Rules, 2021 may be brought to the notice of all concerned for compliance.

The undersigned is directed to say that as per the provisions of Rule 5 of CCS(Pension) Rules 2021, any claim to pension or family pension shall be regulated by the provisions of these rules in force at the time when a Government servant retires or is retired or is discharged or is allowed to resign from service or dies, as the case may be.

2. Further, the day on which a Government servant retires or is retired or is discharged or is allowed to resign from service, as the case may be, shall be treated as his/her last completed working day and the date of death shall also be treated as a completed working day. In case where the Government servant immediately before his retirement or death was absent from duty on leave or otherwise or was under suspension, the day of retirement or death shall be part of such leave or absence or suspension.

3. All Ministries/Departments are requested that the above provisions of Central Civil Services (Pension) Rules, 2021 may be brought to the notice of all concerned for compliance.

विषय: Central Civil Services (Pension) Rules 2021 – employment after retirement under a Government outside India -reg.

The undersigned is directed to say that as per the provisions of Rule 10 of CCS(Pension) Rules 2021, if a pensioner, who immediately before his retirement was a member of Central Service, Group ‘A’, wishes to accept any employment under any Government outside India, he shall obtain the previous permission of the Central Government for such acceptance, and no pension shall be payable to a pensioner who accepts such an employment without proper permission in respect of any period for which he is so employed or such longer period as the Government may direct, provided that a Government servant who was permitted by the Central Government to take up a particular form of employment under any Government outside India during his leave preparatory to retirement shall not be required to obtain subsequent permission for his continuance in such employment after retirement.

2. The request of a pensioner for permission to accept employment under a Government outside India shall be considered in accordance with the Government of India (Transaction of Business) Rules, 1961 and the instructions issued by the Government from time to time.

3. All Ministries/Departments are requested that the above provisions of Central Civil Services (Pension) Rules, 2021 may be brought to the notice of all concerned for compliance.

विषय: Conditions for grant of additional pension/family pension to the retired Central Government Civil Employees/Family pensioners covered under Central Civil Services (Pension) Rules, 2021- reg.

The undersigned is directed to say that as per the provisions of Sub Rule 6 of Rule 44 of CCS(Pension) Rules 2021, after completion of eighty years of age or above by a retired Government servant, in addition to a pension or a compassionate allowance admissible under this rule, additional pension or additional compassionate allowance shall be payable to the retired Government servant in the following manner. Similarly, in accordance with sub-rule (3) of Rule 50 of the CCS (Pension) Rules, 2021, in addition to family pension admissible under this rule, additional family pension shall be payable to the family pensioner after completion of eighty years of age or above.

2. The additional pension or additional family pension or additional compassionate allowance shall be payable from first day of the calendar month in which it falls due. For example, a pensioner/family pensioner born on 20th August, 1942 shall be eligible for additional pension/family pension at the rate of twenty percent of the basic pension/family pension with effect from 1st August, 2022. A pensioner/family pensioner born on 1st August, 1942 shall also be eligible for additional pension/family pension at the rate of twenty percent of the basic pension/family pension with effect from 1st August, 2022.

विषय: Revision of pension after authorisation under Central Civil Services (Pension) Rules 2021 – reg.

The undersigned is directed to refer to this Department’s OM No. 38/10(04)/2024-P&PW(A) dated 18.10.2024 and to reiterate that as per Sub Rule 2 of Rule 66 of CCS(Pension) Rules 2021, subject to provisions of Rule 7 and 8 of CCS(Pension) Rules 2021, pension or family pension once authorised after final assessment or revised under Sub Rule 1 of Rule 66 of CCS(Pension) Rules 2021 shall not be revised to the disadvantage of the pensioner or family pensioner unless such revision becomes necessary on account of detection of a clerical error subsequently. In case the clerical error is detected after a period of two years from the date of authorisation or revision of pension or family pension, no revision of pension to the disadvantage of the pensioner or family pensioner shall be ordered without the concurrence of Department of Pension and Pensioners’ Welfare.

2. Further, the question whether the revision has become necessary on account of a clerical error or not shall be decided by the administrative Ministry or Department. If, consequent on revision of pension or family pension under sub-rule 2, an excess payment of pension or family pension is found to have been made to the pensioner or family pensioner and if such excess payment is not on account of any misrepresentation of facts by the pensioner or family pensioner, the administrative Ministry or Department shall examine in consultation with the Department of Expenditure whether or not recovery of such excess payment can be waived off and issue appropriate orders in accordance with the relevant rules and instructions in this regard. Where the administrative Ministry or Department decides not to waive off the excess payment of pension or family pension, the retired Government servant concerned or family pensioner shall be served with a notice by the Head of Office requiring him to refund the excess payment of pension within a period of two months from the date of receipt of notice by him. In case the Government servant fails to comply with the notice, the Head of Office shall, by order in writing, direct that such excess payment shall be adjusted in instalments by short payments of pension in future, in one or more instalments, as the Head of Office may direct.

3. All Ministries/Departments are requested that the above provisions of Central Civil Services (Pension) Rules, 2021 may be brought to the notice of all concerned for compliance.
