Non-settlement of GDS demands – Two days strike with Postal JCA
No.AIPEU-GDS/Strike/2018
Dt.26-11-2018
To
The Secretary
Department of Posts
Dak Bhawan
New Delhi – 110 001
Respected Sir,
Sub:- Non-settlement of GDS demands – Two days strike with Postal JCA – Reg.
I would like to draw your kind attention on the following issues of GDS. The entire GDS employees are very much agitated on the non-settlement of GDS demands for the last 4 months. Implementation of positive recommendations of Shri Kamalesh Chandra Committee made partial and so many other positive recommendations are yet to be implemented. Regarding the drawal of Combined Duty Allowance, Composite Allowance and Risk & Hardship Allowances are kept pending in many divisions for seeking necessary clarifications from the Directorate. Membership verification in GDS cadre has been stopped arbitrarily. Non-availability of proper net work connection in rural areas became tedious in the operation of RICT devices in BOs including IPPB. Drawl of benefit from SDBS to retired GDS even after 5-6 years became farce. Repeated requests to the administration through various forums became in vain.
2.The recommendations of the GDS Committee should be implemented from 01-01-2016 regarding new wage scale for calculation of arrears.
3.All the recommendations on retirement benefits to GDS should be implemented from 01-01-2016. Consider perusal about the drawal of benefits from SDBS to the retired GDS in waiting since Jan, 2014.
4.Justified scale fixation to be granted to senior GDS as there are some anomalies while fixing the new wage scale caused drawal of lesser wage and meager benefit compared with new entrants.
5.Bring GDS under the purview of Gratuity Act as recommended by the GDS Committee up to Rs.5.00 laks w.e.f 01-01-2016.
6.Issue orders on the following recommendations as ensured in the minutes of the meeting dtd.31-07-2018 with GDS unions.
(a) Children Education Allowance
(b) Emergency leave to GDS
(c) Accumulation of Paid Leave to a maximum of 180 days
(d) Insurance Scheme
(e) Limited transfer facility
(f) Voluntary discharge scheme
(g) Qualifying service for LDCEs.
7.Restart the process of membership verification in GDS cadre as it was arbitrarily cancelled.
8.Combined Duty Allowance, Composite Allowance, Risk & Hardship Allowance should be granted to GDS as per the recommendations of the GDS Committee without any modification.
9.All vacant posts of Departmental cadres viz., MTS, Postman, MG allotted to the GDS should be filled up as and when the vacancy arises every year keeping in view of the age of GDS and cut-off date of the examination. Conditions like 3yrs / 5yrs minimum service may be relaxed and allow the suggestions made by the GDS Committee. Condition of possessing Driving License at the time of examination may also be relaxed.
10.Fill up all vacant posts in GDS cadre to avoid combination of duties in the back ground of RICT & IPPB rolled out in BOs.
11.Grant Pension to the promoted GDS to the Departmental cadres based on Supreme Court Judgement in SLP No. (C) 13042 of 2014.
12.Proper net work availability should be made in all rural areas after introduction of DARPAN in BOs.
13.Grant funds to draw all kinds of incentives liable to GDS viz., MNREGS, DBT Schemes, PLI/RPLI etc., pending for years in all Circles.
14.Necessary changes may be made in Rule-3A of GDS (C&E) Rules, 2011 in case of Rule-3A (i),(ii),(iii),(vii)&(ix) in favour of GDS in the changed pattern of working conditions in the BOs besides the recommendations of the GDS Committee.
15. Introduce Medical treatment facility to GDS as suggested by the GDS Committee.

Sub : Resolution adopted by the Legislative Assembly of NCT of Delhi to call the attention of Hon’ble Deputy Chief Minister to abolish National Pension System (NPS) and reinstate the old Pension System in the interest of lakhs of Government Servants.
Sir.
The Legislative Assembly of the National Capital Territory of Delhi unanimously adopted the following resolution moved by Shri Ajay Dun. Hon’ble Member of Legislative Assembly in its sitting held on 26/11/2018:
“The Legislative Assembly in its sitting on 26 November 2018 resolves that:
Taking note of the negative consequences of the anti-employee National Pension System (NPS) that is imposed on the Government Servants by the then NDA Government in 2004 and sustained by the (UPA-I. UPA-II and NDA-II Governments,
given the fact that, unlike the old pension scheme, the NPS :
does not give any guarantee to the employees either for assured returns on investments or for minimum pension.
does not provide /or family pension or social security.
does not provide for loan facility when in dire need.
does not provide for annual increments and hike in DA.
does not allow the employees to withdraw enough money from their own pension fund to meet the medical emergencies.
leaves the employees at the mercy of volatile markets and the forces that have notoriously been manipulating the markets.
imposes draconian restrictions on withdrawals from pension fund,
allows the insurance companies to exploit employees by way of forcing them to buy annuity for minimum of ten years even after retirement, and runs contrary to the spirit of welfare state as enshrined in the Constitution.
Given the fact that the pro-people and welfare oriented Government of NCT of Delhi is strongly in favour of restoring the rights and privileges of its employees by way of replacing the NPS with the time tested old pension scheme.
Resolves to urge upon the Government (if India to scrap the NPS with immediate effect and bring at mice all the Government Servants working under the Government of NCT of Delhi under the old pension scheme and restore to them all the benefits of the old pension scheme wherein the fair and legitimate pensions’ benefits are disbursed through the Consolidated Fund of India, so that the dedicated work force of the Government of NCT of Delhi and their families will be able to lead their lives with sense of security and dignity, and
further resolves to urge upon the Government of India to restore the old pension scheme in place of NPS or the benefit of all the Government Servants working under the Government of India and also to actively encourage other States to follow this true welfare measure.”

The Member (Rolling Stock),
Railway Board,
New Delhi
Dear Sir,
Sub: Modernization of Brake Vans for Guard (Goods) in freight Trains-reg.
**********
Federation is in receipt of grievance from the category of Train Guards listing hard working conditions requiring immediate attention for redressal. These grievances are placed below:-
1.Replacement of four wheeler brake vans with eight wheeler brake vans:
Due to enhancement of speed of almost all freight trains, there is need to replace all four wheeler brake vans with the eight wheelers with suitable modernization.
2. Eight wheeler modern Goods Brake Van:
Following are the essential requirements which need to be provided in the new Goods Brake Van:
a) There is just a seat in the brake van without any backrest arrangement. There is need to provide proper seat to the Guard (Goods). Modular seating arrangement could be considered for the purpose.
b) For ensuring proper electrical supply, solar panels with static batteries and minimum facilities like fan, light and flashing LED light/side lamps be considered for providing the same in the modern Goods Brake Van.
c) During PoH of Brake Vans, modular seat and other equipments be got provided.
NFIR requests the Railway Board to address the above issues and issue suitable instructions to all concerned for replacement/modernization of Goods Brake Vans on urgent basis to ensure safe and efficient running of freight trains on IR. A copy of the instructions issued may be endorsed to the Federation.
Yours faithfully,
(Dr. M. Raghavaiah)

POSTAL JOINT COUNCIL OF ACTION NATIONAL FEDERATION OF POSTAL EMPLOYEES FEDERATION OF NATIONAL POSTAL ORGANIZATIONS ALL INDIA POSTAL EMPLOYEES UNION – GDS NATIONAL UNION – GDS
CIRCULAR
Comrade,
A meeting of Postal J.C.A consisting of NFPE, FNPO, AIPEU GDS and NUGDS was held at NFPE office, North Avenue, New Delhi on 15-11-2018. All General Secretaries of NFPE, FNPO and GDS Unions participated in the meetings.
The meeting was presided over by Com. T.N Rahate, Secretary General FNPO.
A threadbare discussion took place on the prevalent situation in Deptt of Post. Deptt is moving ahead on the path of corporatization which will lead to privatization of services in future . IPPB is the burning example of this. After MNOP, PNOP has been brought and separate Parcel Directorate has been Setup. The Minister communication is announcing to setup a separate company for PLI & RPLI.
There is acute shortage of staff in each cadre . Cadre Restructuring for left out categories is not being finalized. The result of regular membership verification conducted in 2015 has not been declared yet. The entire process of GDS membership verification was cancelled arbitrarily.
High Court & Supreme Court decisions in respect of MACP, RTP and others matters are not being implemented.
Every day new services are being introduced without developing proper infrastructure and without providing adequate manpower and training to the staff. Dept Council meetings and periodical meetings are also not being held since long. More and more victimization of trade union leaders has become the order of the day.
So therefore taking a serious note of all the above mentioned facts, PJCA has decided unanimously to conduct 2 days strike on 8 & 9 January – 2019 for which vigorous campaign will be launched . All leaders of NFPE & FNPO will carry on the campaign programme which will be declared shortly.

GSTR-7 Return for the month of October, 2018 has now been filed by all the Principal Officers of Indian Railways by using the JSON file provided by CRIS in the IPAS. It has come to notice that many records were rejected, as the GSTIN of the vendor has been wrongly captured while passing the vendor bill in the Internal-Check module of IPAS. Due to this invalid GSTIN of vendor, GSTR-7 data could not be uploaded in the GSTN-TDS portal. Therefore there is an urgent need to launch a drive to validate the vendor master by populating valid GSTIN of the vendor, so that such mistakes do not recur in future. This exercise may be got completed within a week say by 21stNovember, 2018. It is requested that all PHODs be instructed to coordinate with PFAs for immediate correction of this data. Non uploading of data has financial implication due to penal provision in GST Rules.
2. In order to complete the task relating to TDS for the month of October, 2018, following, details may be provided by all the Principal Officer responsible for filing of GST-TDS return to Mr.Ajay Srivastava, PPE/CRIS at [email protected] , by 15th November, 2018 :-

Sub:- Process to accept/reject GST TDS-Credit.
GSTN portal has come up with a functionality to accept or reject GST-TDS summary, as deducted by Railway’s PSU customer, In this regard, Railway Board’s GST Consultants have prepared a process flow which is attached for information and necessary action. CRIS will place a MIS report which will contain Principal Railway wise, Customer GSTIN wise summary data in the GST manual utility, which may be relied upon to accept the GST-TDS that is residing in Principal Railway’s GSTIN. In case the difference between the CRIS report and the figure that is getting reflected in the Railway’s GSTIN is substantial, then the data needs to be rejected and necessary, follow-up action needs to be taken for recovery of the TDS amount from the Railway Customer.
Necessary feedback on the above may be sent to Railway Board’s office in email [email protected], so that a comprehensive review may be done for any follow-up action required.
