NOTICE

1. Due to technical and administrative reasons Kendriya Vidyalaya Sangathan has decided to cancel the Typing Test (English) for the post of LDC (Lower Division Clerk) held on 13.11.2018 at iON Digital Zone iDZ-1 GT Karnal Road, Delhi (Centre No.7937) and iON Digital Zone iDZ-2 GT Karnal Road, Delhi (Centre No.7938). Now, it has been decided to re-conduct the Typing Test on 17.12.2018 at Delhi/NCR for the post ofLDC in KVS for those candidates who appeared for Skill Test on 13.11.2018 at the above mentioned centres

2. Further, due to technical and administrative reasons Kendriya Vidyalaya Sangathan has also decided to cancel the Hindi Typing Test for the post of LDC which was conducted on 13.11.2018 at iON Digital Zone iDZ-1 & 2, Sector-62 Noida and Hindi Stenography and Hindi Typing test for the post of Stenographer Grade -II which was conducted on 14.11.2018 at iON Digital Zone iDZ-1 & 2, Mathura Road, Near Sarita Vihar Metro, DeihL These tests will be re-conducted on 17.12.2018 at Delhi/NCR for those candidates who appeared for Skill Test. Choice for selection of keyboard either In-Script Hindi Key Board or Remington Key Board-CBI will be provided at Test Centre.

Details of venues for Typing Tests shall be intimated through Admit Cards/Hall Tickets shortly. Candidates are advised to visit KVS Website regularly.

IBA UFBU 30th November 2018 Meeting Update

11th Wage Revision meeting with the representatives of constituent workmen unions / officers’associations of UFBU held on 30th November 2018 at 10.30 a.m. in the Committee Room of IBA, World Trade Centre, Cuffe Parade, Mumbai.

IBA improved its offer to 8% increase in wage with some conditions, but as per the source UFBU said it is far below their expectation and urged upon IBA to improve the offer. UFBU also demanded full mandate.

Next wage revision meeting date not yet decided

Thereafter, UFBU decided to go on strike on 26th December 2018 against merger of Bank of Baroda, Dena Bank and Vijaya Bank.

OFFICE MEMORANDUM

Subject: Recording of annual performance Appraisal Report (APAR) for the financial year 2017-18 in respect of CSS/CSSS officers – ‘Alert’ regarding.

Online system for recording of APARs on SPARROW web portal has been introduced in CSS from the financial year 2015-16. Initially,it was implemented for Deputy Secretary and above level officers in CSS and equivalent levels in CSSS w.e.f. the financial year 2015-16. From the financial year 2016-17, SPARROW has been extended from under secretary and above levels in CSS and equivalent levels in CSSS. As per Estt. Division’s O.M. dated 23.07.2009 time schedule for completion of various activities relating to PARs are as under:

2.Keeping in view the difficulties faced by Nodal Officers in the Ministries/Departments and also the individual officers.it was decided to extend the timelines for completion of APARs on;ine on SPARROW web portal for the financial year 2017-18 as under:

3 The progress made toward generation and completon of online APARs on SPARROW system for the financial year 2017-18 is being constantly monitored in this Department.It has been observed that as on date 367 APARs are pending with ORUs,404 APARs are pending with Reporting Officers and 445 APARs are pending with the Reviewing Officers. Apart from the above,a total number of 503 APARs are pending at different stage for disclosure/clodsure. It is note-worthy that the timelines including extended timelines for writing of APARs for the financial year 2017-18 have been over on 31.8.2018.As per the instructions contained in OM of even number dated 24.07.2018,the entire exercise for writing of APARs in respect of CSS/CSSS officers, for the financial year 2017-18 will be closed on 31.12.2018

4. In the meantime, a new feature for sending ‘alerts’ in the SPARROW web portal has been developed by the NIC (SPARROW Division) to remind the officers to complete their APAR activities on SPARROW.

5. Keeping in view the overall progress made in completion of apars on SPARROW, the Ministries/Departments are advised to take the following actions for timely completion of APARs on SPARROW for the financial year 2017-18,before it is finally closed on 31.12.2018.

(i) All the ministries/Department may send ‘alerts’ to all the officers to complete the APARs on lying in their ‘inboxes’The facillity for sending ‘alerts’ are available in the revised version of SPARROW.

(ii) The PARs in respect of ORUs who have still not submitted their PARs to their Reporting Officers,may be given a final chance to submit their self-appraisl to their respective Reporting Officers within 15 days from the date of issue of this OM Thereafter, their APARs may be force forwarded to their next level i.e the Reporting Officer.

(iii) The Nodal officers are advised to devise a mechanism to monitor progress pf completion of APARs for the financial year 2017-18 including disclosure and consideration of representation.if any by the stipulated date i.e 31/12/2018

(iv) It may be re-iterated that the end of entire APAR recording process on SPARROW for the financial year 2017-18 will be on 31.12.2018.

Consumer Price Index for Industrial Workers (CPI-IW) — October, 2018

The All-India CPI-IW for October, 2018 increased by 1 point and pegged at 302 (three hundred and two). On 1-month percentage change, it increased by (+) 0.33 per cent between September, 2018 and October, 2018 when compared with the increase of (+) 0.70 per cent for the corresponding months of last year.

The maximum upward pressure to the change in current index came from Food group contributing (+) 0.95 percentage points to the total change. At item level, Wheat, Wheat Atta, Fish Fresh, Goat Meat, Poultry (Chicken), Onion, Cabbage, French Beans, Green Coriander Leaves, Lady Finger, Potato, Lemon, Tea (Readymade), Cooking Gas, Electricity Charges, Flowers/Flower Garlands, etc. are responsible for the increase in index. However, this increase was checked by Coconut Oil, Pure Ghee, Gourd, Palak, Pan Leaf, Quilt, Petrol, etc., putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 5.23 per cent for October, 2018 as compared to 5.61 per cent for the previous month and 3.24 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at (-) 0.95 per cent against 0.00 per cent of the previous month and 2.26 per cent during the corresponding month of the previous year.

At centre level, Munger-Jamalpur reported the maximum increase of (11 points) followed by Coimbatore, Surat and Ghaziabad (5 points each). Among others, 4 points increase was observed in 4 centres, 3 points in 8 centres, 2 points in 11 centres and 1 point in 24 centres. On the contrary, Nagpur recorded a maximum decrease of 5 points followed by Jalpaiguri (4 points). Among others, 2 points decrease was observed in 5 centres. Rest of the 20 centres’ indices remained stationary.

The indices of 37 centres are above All-India Index and 41 centres’ indices are below national average.

The next issue of CPI-IW for the month of November, 2018 will be released on Monday, 31st December, 2018. The same will also be available on the office website www.labourbureaunew.gov.in.

Justice L. Narasimha Reddy:-

This OA is filed with a prayer to direct the respondents to revise the pre-revised scale of pay of the applicants to the one Rs.7500 to 12000 instead of Rs.7450 to 11500 w.e.f. 01.01.2006. They seek further direction to upgrade the post held by them to the one of Accounts Officer/Audit Officer in the scale of Rs.5400 in PB-2 instead of Rs.4800/- and for further revision of pay scales.

2. The applicants contend that the 6th Central Pay Commission(CPC) recommended revision of pay scales e.f. 01.1.2006 for which pre-revised scales became the basis; and in their context, the pre revised scale itself was incorrect. According to them they were entitled to be put in the pre-revised scale of Rs.7500- 12000 but wrongfully they have been put in the pay scale of Rs.7400-11500. Reliance is placed upon an Order dated 24.01.2014 passed by the Patna Bench of this Tribunal in OA No.68/2014.

The respondents filed a counter affidavit stating that the relief as regards pre-revised scales, preceding the implementation of the 6th Pay Commission cannot be claimed at this stage and the Pay scale of the applicants has been fixed strictly in accordance with the relevant provisions of law. The applicants filed a rejoinder also.

4. We heard Ms. Sumita Hazarika, learned counsel for the applicant and Ms. Geetanjali Mohan and Shri Shailendra Tiwary, learned counsel for the respondents.

5. The recommendations of the 6th CPC became enforceable w.e.f. 01.01.2006. The formula evolved by the 6th CPC is that the pay scale of an employee shall be revised by multiplying the basic pay of the employee as on 01.01.2006 with the factor 1.86. This in fact, is the ratio laid down by the Hon’ble Supreme Court in a batch of civil appeals. The plea of the applicant is that they have been wrongly placed in the pay scale of Rs.7450-Rs.11500/- instead of Rs.7500-Rs.12000.

6. The grievance is referable to the fixation of pay scales on the basis of 5th CPC recommendations. That in turn, became enforceable in the year 1996. The mistake, if at all, as regards fixation of pay scales has crept in the year 1996. There is nothing on record to disclose that the applicant has ever raised this contention either after the recommendations of the 5th CPC were implemented or before the Anomalies Committee constituted soon after the report of the 6th CPC.

7. At this length of time, the grievance even if genuine, cannot be redressed. The OA is accordingly dismissed. There shall be no order as to costs.

During the interaction of Board (MS) with the pensioners, the issue of simplification of the settlement forms was raised.

2. The said issue has been examined by Board(MS & FC) in the light of the various forms contained in the Railway Services(Pension) Rules, 1993, which were amended with the approval of the Ministry of Law & Justice vide Board’s letter No.2015/F(E)III/1(1)/4 dated 17.06.2016, on the basis of corresponding amendments made by the Department of Pension & Pensioners’ Welfare (DOP&PW) in the CCS(Pension) Rules, 1972 and also the other forms being used in some Railways and Railway Board.

3. It has been felt by the Board that simplified forms should be uniformly used across all the Railways/PUs.

4. Accordingly, simplified settlement forms required to be filled by the retiring railway employees are enclosed herewith for compliance. Other forms required to be filled by the Head of Office and the Accounts Officer will remain the same as contained in the updated Railway Services(Pension) Rules, 1993 available on the website of the Ministry of Railways.

5. PCPO & PFA of the Zonal Railways/PUs would be directly responsible to ensure compliance of the aforesaid instructions.

6. Non-compliance of the said instruction would be viewed seriously by the Board.

As per existing provisions of vigilance manual, during the preliminary enquiry the public servant concerned is given an opportunity to say what he has to say about the allegations leveled against him to find out if he is in a position to give any satisfactory information or explanation. Thereafter, further course of action is taken by competent authority.

2. During examination of certain cases received from Ministry/ OFB/ CVC, it has been observed that concerned officials submitted their response directly to authorities outside department by whom the version was sought for. In such cases facts of the cases are not intimated to the department. In the absence of complete details of the case, processing of the case at later stage becomes complicated.

3. In this regard it is reiterated that whenever, any official of this organization is directed to submit his/her response on alleged irregularities by any other department/agency, the concerned official should submit his/her response through proper channel i.e through CsDA/PCsDA/PIFAs/PCA (Fys) to the CGDA for onward transmission

4. Strict compliance to aforesaid procedure may be ensured.
