Army Commanders Conference: 09-15 October 2018

The Army Commanders’ Conference, an apex level biannual event, which formulates important policy decisions through collegiate deliberations, is being held in New Delhi from 09-15 October 2018. The current operational, administrative and human resource challenges facing the Indian Army have been reviewed in detail and future course of actions have been deliberated.

Four major studies currently underway were presented to the collegium. The focus of the studies is holistic integration thereby enhance the operational & functional efficiency, optimise budget expenditure, facilitate force modernization and address aspirations.

The first study on ‘Re-organisation and Rightsizing of the Indian Army’is focused on the operational structures to make them efficient, future ready by taking into account the operational situation on Western and Northern Borders. The second study is on ‘Re-organisation of the Army Headquarters’, aimed at integration and preclude the redundancies. Over a period of time, with emerging scenarios; new structures have emerged and measures to integrate and synergise the same is underway. The third study on ‘Cadre Review of Officers’ is aimed to incorporate the proposed reorganization, restructuring and endeavours balanced cadre to meet the aspirations of the officers’ cadre. The collegium further deliberated on the longer tenure of flag ranks with a view to ensure better continuity, achievements of objectives and aspirations. The fourth study on ‘Review of Terms of Engagement of Rank and File’is aimed to harness the higher life expectancy, ensure younger profile and ensure due motivation.

The collegium has concluded that the above studies will be implemented progressively in a phased manner. The phases will comprise requisite refinements of the studies making them pragmatic for implementation. It has also been decided that all operational aspects of the studies will be validated through test bedding them in exercises. During the deliberations, many options have been discussed and it has been decided that all value-inputs will be factored,360 degrees evaluation to be undertaken, course-corrections to be instituted if required and implement the same with specific timelines.

The collegium further deliberated on the ‘enhancing linguistic skill in the Indian Army’. The necessity and methodology to enhance expertise in Indian and international languages has been established.

Hon’ble Raksha Rajya Mantri Shri Subhash Bhamre addressed the Army Commanders’ Conference. He lauded the Indian Army’s efforts in contribution to Nation building and assured the government’s commitment for facilitating the desired capability development. He expressed his satisfaction on the conduct of the deliberations during the conference.

Army Commanders’ Conference has comprehensively deliberated all aspects of extant security dynamics, emerging security scenarios and enhancement of combat edge over potential adversaries.

Sir,

I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No.F.24(8)/80/D(JCM) dated 28th September 1983, as amended from time to time and to convey the sanction of President to the payment of 26 days (Twenty Six days) wages in cash as PLB for the year 2017-18 to the eligible civilian employees of the EME.

2. The entitlement has been worked out on the basis of the working results for the year 2017-18 in accordance with the agreed formula.

3. The PLB shall be paid to all eligible Gp. ‘B’ (Non-Gazetted). Gp. ‘C’ and Gp civilian employees of the EME who are covered under PLB Scheme for the accounting year 2017-18 The calculation ceiling of Rs.7000/- (7000×26/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs 1200/- p.m. (1200×26/30.4) for the accounting year 2017-18 However in cases where the actual wages fall below Rs.1200/- p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged

5. The expenditure on this account will be deb/table to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of F’LB is to be met out of the sanctioned budget grant for the year 2018-19, without any additionality.

6. This issues with the concurrence of the Ministry of Finance (Department of Expenditure) vide their ID No. 919102/E.III(A)/2018 dated 04/10/2018 and MoD(Fin/AG/PB vide their Dy.No.122/AG/PB dated 09/10/2018

Sub :- Revision of the rates of Dearness Allowance – reg.

GOVERNMENT ORDER NO. FD 21 SRP 2018,
BANGALORE, DATED 12TH OCTOBER 2018.

Government are pleased to enhance the rates of Dearness Allowance payable to the State Government Employees in the 2018 Revised Pay Scales from the existing 1.75% to 3.75% of Basic Pay with effect from 1st July 2018.

2. These orders will apply to the full time Government Employees, Employees of Zilla Panchayats, Work Charged Employees on regular time scales of pay, full time Employees of Aided Educational Institutions and Universities who are on regular time scales of pay.

3. For the purpose of this order, the term ‘Basic Pay’ means, pay drawn by a Government Employee in the scale of pay applicable to the post held by him and includes

a. Stagnation increment, if any, granted to him above the maximum of the scale of pay;

b. Personal Pay, if any, granted to him under sub-rule (3) of Rule 7 read with Rule 3(c) of the Karnataka Civil Services (Revised Pay) Rules, 2018

c. Additional increment, if any, granted to him above the maximum of the scale of pay.

4. Basic Pay shall not include any emoluments other than those specified above.

5. Government are also pleased to enhance the rates of Dearness Allowance from the existing 1.75% to 3.75% of the Basic Pension / Family Pension with effect from 1st July 2018 to the State Government Pensioners / Family Pensioners as well as Pensioners/Family Pensioners of the Aided Educational Institutions whose Pension/Family Pension is paid out of the Consolidated Fund of the State.

6. These orders are also applicable to retired teachers who were on 2006 revised UGC/AICTE/ICAR scales of pay and who retired prior to 01.01.2016.

7. Separate orders will be issued in respect of pensioners who were on 2006 revised UGC/AICTE/ICAR scales of pay and retired on or after 01.01.2016.

8. Separate orders will be issued in respect of Employees on 2006 revised UGC/AICTE/ICAR/NJPC scales of pay and also in respect of NJPC Pensioners.

9. The increase in Dearness Allowance admissible under this order is payable in cash

10. The payment on account of Dearness Allowance involving fractions of 50 paise and above shall be rounded off to the next rupee and fractions less than 50 paise shall be ignored

11. The Dearness Allowance will be shown as a distinct element of remuneration and will not be treated as pay for any purpose

OFFICE MEMORANDUM

Subject : Admissibility of SPORTS (Society for Promotion of Nature Tourism and Sports) tour package to Lakshadweep Islands on ships operated by Lakshadweep Administration on LTC.

The undersigned is directed to say that this Department is in receipt of references seeking clarification regarding the admissibility of journey performed by ships booked through SPORTS (Society for Promotion of Nature Tourism and Sports), Lakshadweep, for the purpose of journeys performed on LTC.

2. The matter has been considered in this Department in consultation with Department of Expenditure and UT of Lakshadweep. It has been decided that the tour pacakages conducted by SPORTS to Lakshadweep Islands on the ships owned and operated by Lakshadweep Administration shall be allowed for the purpose of LTC journey subject to the following conditions:

(i) SPORTS is offering various tour packages to the tourists, fare of which is charged as per the transportation and accommodation chosen for the destination. Only transportation charges shall be reimbursable for the respective tour package.

(ii) SPORTS shall issue a certificate for transportation charges to the Government servants indicating the fare components separately and certify that the journey was actually performed by the Government servant and his family members for which he/she is claiming the Leave Travel Concession.

(iii) Fare reimbursement for the journey performed by boat/ship shall be exercised in accordance with TA entitlement of the Government servant for journey by sea or river steamer.

3. These instructions shall take effect from the date of issue of this O.M. The LTC claims already settled will not be re-opened.

4. In their application to the staff serving in the Indian Audit and Accounts Department, this order issues with the approval of Comptroller & Auditor General of India.

Tripura State Pay Matrix 2018

Tripura State Pay Matrix 2018

Tripura Government released new pay structure shall be in the form of “Tripura State Pay Matrix 2018” with 21 Levels . This Matrix will replace “Tripura State Pay Matrix 2017”, which was prepared by using multiplication factor of 2.25.

This multiplication factor shall be raised to the level of multiplication factor of 2.57, generally, in “Tripura State Pay Matrix 2018”, subject to the condition that wherever the Revised Pay works out higher than the corresponding Pay as per 7th CPC recommendations as a result of application of multiplication factor of 2.57, suitable adjustments have been made with a view of keep parity with the 7th CPC recommendations. As a result, the multiplication factor is slightly lower than 2.57 at some levels of the “Tripura State Pay Matrix 2018”.

To further elaborate, the Pay in a particular Cell of the “Tripura State Pay Matrix 2018” has been arrived at by dividing the figure in corresponding Cell in “Tripura State Pay Matrix 2017” by 2.25 and then multiplying it by applicable multiplication factor at the particular level under “Tripura State Pay Matrix 2018” (rounded off to nearest 100 rupees as per 7th CPC pattern).

ORDER

As per the Office Memorandum read above, Central Government employees have been granted Special Casual Leave upto a maximum of 4 days in a year for apheresis (donation of blood components like red cells, plasma, platelets etc.) in addition to donation of blood. As per Rule 21, Section II, Appendix VII, Part I, the Kerala Service Rules, the Government Employees who donate blood are eligible for Special Casual Leave upto a maximum of 4 days in a calendar year. But this benefit has not been extended to those who donate blood components.

2. Government have examined the matter in detail and are pleased to sanction Special Casual Leave as per Rule 21, Section II, Appendix VII, Part I, the Kerala Service Rules, admissible to the employees who donate blood, to the employees who donate blood components as well, subject to the conditions therein. The total leave granted for blood donation and/or apheresis shall not exceed 4 days in a calendar year.

3. Necessary amendments to the Kerala Service Rules will be issued separately.
