Subject – Proposed nationwide protest by Government employees against New Pension Scheme on 26th November, 2018.
The undersigned is directed to enclose herewith a copy of DoPT’s O.M. No.33011/2(s)/2018-Estt. (B.II) dt 26.10.2018 on the subject mentioned above. Attention is also drawn to the instructions issued by the D/o Personnel & Training vide OM No.33012/1(s)(2008-Estt(B)(pt) dt. 12.09.2008(copy enclosed).
2. The instructions issued by the Department of Personnel & Trainng prohibit Government servants from participating in any form of strike including mass casual leave, go-slow, sit down etc. or any action that abet any form of strike which is in violation of the provisions of the CCS (Conduct) Rules. 1964. There is no statutory provision empowering the employees to go on strike. The Supreme Court has also upheld in several judgments that going on strike is a grave misconduct under the Conduct Rules and that misconduct by me government employees is required to be dealt with in accordance with law. Any employee going on strike in any form would face the consequences which, besides deduction of wages may also include appropriate disciplinary action.
3. All the officers are requested that employees under their control be advised to scrupulously follow the provisions of the CCS (Conduct) Rules, 1964 and the findings of Apex Court on the subject. No Casual leave or other kind of leave to employees is to be sanctioned, if applied for, during the period of the proposed dharna/strike.

Subject : Implementation of Govt. Decision on 7th CPC recommendations on Risk Allowance- reg.
The undersigned is directed to refer to this Deptt’s O.M. of even no. dt. 07.03.2018 (Copy enclosed) vide which Ministries/Departments were requested to provide the details regarding number of employees eligible for Risk Allowance, estimated existing annual expenditure as per the existing rates and estimated annual expenditure if the existing rates are multiplied by the 2.25 factor as decided by the Government.
2. Despite reminders, this Department has received comments only from 12 Ministries/Departments which are – M/o Panchayati Raj, D/o Public Enterprises, Cabinet Secretariat, D/o Atomic Energy, D/o Agriculture and Cooperation, Inter-State Council Secretariat, MHA, D/o Justice, D/o Food & Public Administration, M/o External Affairs, M/o Earth Sciences, D/o Defence, D/o Defence Production.
3. It is requested that the aforesaid data may be furnished to this Department in the format prescribed in O.M dt 07.03.2018 (copy enclosed) at the earliest.

2. In this connection, it is stated that the units/formations/Ests/HQs would claim Condiment Expenditure in lieu of ‘Condiment Allowance’ hither-to-fore under Stores Budget, MH 110 A for Regular Army, DSC and TA MH 112 for RR and Major Head 2055 for JAK LI.
3. Payment will be released to Public Fund of the concerned Unit in advance on half yearly basis by concerned PCDAs/CDAs based on feeding strength. For this purpose unit will submit a Contingent Bill to the concerned PCDA/CDA. Paying authority will credit the amount into Public Fund account of the unit through Cheque or CMP under intimation to the concerned unit. Unit will render statement of expenditure on quarterly basis to the concerned PCDAs/CDAs. Balance amount at the end of the financial year, if any will be deposited through MRO.
4. In order to incur the Condiment Expenditure at field level, sanction is also conveyed for the following delegation:-
Inclusion of Note below 16.1 of DFPDS-2016 in respect of Army.
“The above powers would be utilized by all CFAs including equivalent CFAs of RR, JAK LI, MF, DSC and TA for ‘Condiment Expenditure’ as per existing powers mentioned in Schedule 16, for procurement of condiments”.
5. The above GSL supercedes all previous Govt. letter on claiming ‘Condiment Allowance or provision/procuring (methodology of procurement) of condiment for all ranks in Indian Army.
6. This issues with the approval of Sr. Jt. CGDA (IFA).

Subject: Procedure for claiming condiment expenditure – implementation of 7th CPC Recommendations.
Sir,
Consequent to the decision taken by the Govt on recommendation of 7th CPC on abolition of Condiment Allowance, Condiment Expenditure is entitled to Defence Service personnel and would be as per the latest rates promulgated yearly by MoD w.e.f. 01 Jul 2017. The last such rates were notified vide Corrigendum No. 21704/Q/ST-6(Condiments)/3240/D(QS)/2018 dated 28.06.2018 to GoI MoD order No.21704/Q/ST-6(Condiments)/538/D(QS)/2018 dated 01.02.2018.
2. The Units/Formation/Ests/HQs would claim ‘Condiment Expenditure’ in lieu of ‘Condiment Allowance’ hither-to-fore under Stores Budget, MH 110A for Regular Arm, DSC and TA, MH 112 for RR and Major Head 2055 for JAK LI.

6. This issues with the concurrence of Ministry of Defence (Finance/QB) vide ID No 231(4)/2018-B-II/256 dated 05.09.2018.

Kendriya Vidyalaya Sangathan has revised its scheme of KVS Incentive Award with effect from 2018 on the line of National Awards for teachers (Presidential Award). KVS has made paradigm shift from past practice of submission of offline nominations for KVS Incentive Awards to online mode. This important change has been made to ensure complete transparency, fairness and accessibility to all. Nominations are invited from all eligible teaching and non-teaching employees for KVS Incentive Awards 2018 as per the below schedule

(i) Eligible teaching and non-teaching employees of KVS who are desirous to submit their nominations for KVS Incentive Award 2018 are required to register themselves on the portal as per user manual and submit their nominations online within the specified time period.
(ii) Common nomination is invited for KVS incentive Awards for both levels i.e. National and Regional Level Incentive Awards. Only online nominations will be accepted. The past practice of submission of physical proposals have been discontinued.
(iii) Employee can access the Incentive award portal- through KVS (HQ) website i.e. www.kvsangathan.nic.in under the head Announcement for submission of online nomination.
(iv) Employees are suggested to go through the user manual before starting filing of online nomination application. This user manual is available on the award portal.
(v) Employee can upload photograph and scanned copy of supporting documents along with the application at the specified place. For audio and videos, they can upload the same on You Tube and give the hyperlink for the same.
(vi) Employee who has submitted his/her online nomination for KVS Incentive Award must prepare a Power Point Presentation (PPT) of 7 to 10 Minutes duration to be present before the Independent Jury at Regional and National Level. This Power Point presentation must have all glimpses of achievements and contributions of the employee.

RPF conducted Nation Wide Raid on Railway E-Ticket ToutsÂ
Unauthorized use of E-Ticket Personal User Ids were under constant Electronic Surveillance of R.P.F.
On 2nd November’ 2018, simultaneous raids against e-ticket touting were conducted in more than 100 cities throughout the Indian Railways on ‘All India’ basis.
Acting on various sources, a detailed analysis of booking pattern of railway reserved e-tickets was done by the Security Directorate, Railway Board. RPF examined minutely various modus operandi being used by touting element to procure and sell e-tickets unauthorisedly through Personal User Ids.
Accordingly, out of more than total 5 crore users, a list of most suspected personal user IDs was prepared at Railway Board, New Delhi. This congenial list of suspected users were, then shared with Zonal Heads of RPF (IG-cum-PCSCs) through a secret communication to maintain element of surprise in the entire operation (Code Name – Operation Storm).
Detailed instructions of the Director General/RPF were also conveyed regarding thorough verification of credentials & activities of all suspects at ground level well in advance of the proposed raid.
Though, the investigation is still going, information received so far is as under:-
185 Touts, indulged in touting activities since long, arrested & prosecuted. During the nation-wide raid, maximum (40) touts were arrested over Western Railways followed by Eastern Railway (32).
One illegal software was also detected in Mumbai.
1268Â Personal User IDs, which were being used to carry out touting activities, sent to IRCTC for deactivating them immediately.
166 cases under section 143 of the Railways Act’ 1989 have been registered at various RPF Posts and taken up for investigation. Persons found involved in abetment of touting activities, will also be taken up appropriately as per extant legal provisions.
Keeping in view the ongoing festival season, a drive against touting element is already going on since 7th October’ 2018. During this drive (Upto 2nd November’2018), total 891 touts have so far been arrested with the recovery of future journey tickets worth Rs. 1.50 crore and total tickets worth Rs. 5.75 crore.Â
The drive and investigation of cases is still going on. Team RPF is committed to take strong & sustained action against touting elements in future also.
