Boost to Banking Services at Post Offices across the country

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval for revision of the project outlay for setting up of India Post Payments Bank (IPPB) from Rs. 800 crore to Rs. 1,435 crore. The additional sum of Rs. 635 crore in the revised cost estimates is on account of Rs 400 crore for Technology Costs and Rs 235 crore for Human Resource Costs.

Details:
  • IPPB services shall be available at 650 IPPB branches and 3250 Access Points from 1st September 2018 and in all 1.55 lakh post offices (Access Points) by December 2018.
  • The project will generate new employment opportunity for about 3500 skilled banking professionals and other entities engaged in propagating financial literacy across the country.
  • The objective of the project is to build the most accessible, affordable and trusted bank for the common man; spearhead the financial inclusion agenda by removing the barriers for the unbanked and reduce the opportunity cost for the under banked populace through assisted doorstep banking.
  • The project will supplement Government’s vision of “less cash” economy and at the same time promote both economic growth and financial inclusion.
  • The robust IT architecture of IPPB has been built taking into consideration bank grade performance, fraud and risk mitigation standards and in line with the best practices from payments & banking domain.

Cabinet approves additional 2 percent Dearness Allowance (DA) for Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1st July, 2018

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modihas approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2018 representing an increase of 2% over the existing rate of 7% of the Basic Pay/Pension, to compensate for price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Deamess Relief would be Rs.6112.20 crore per annum and Rs.4074.80 crore in the financial year 2018-19 (for a period of 08 months from July, 2018 to February, 2019).

This will benefit about 48.41 lakh Central Government employees and 62.03 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

Subject: Observance of `Swachhata Hi Seva’ 2018 (SHS) again from 15th September to 2nd October, 2018.

Sir,

As a precursor to the launch of the 150th birth year celebrations of Mahatma Gandhi, M/o Drinking of Water & Sanitation (M/o DW&S) has decided to observe Swachhata Hi Seva 2018 (SHS) again from 15th September to 2nd October, 2018. SHS aims at accelerating the Jan­Andolan for realizing the Hon’ble Prime Minister’s vision of a Clean India, further reinforcing the belief that ‘Sanitation is everyone’s business’. The launch of SHS 2018 will be organized on the morning of 15th September, 2018, encouraging citizens to initiate swachhata drives.

2. M/o DW&S has also requested this Department to lead a special segment of SHS campaign (voluntary swachhata activities) involving all Pensioners on a pan-India basis. In this regard M/o DW&S have also enclosed a list of illustrative activities that can be undertaken and the pensioners may like to take it up on a particular day during the fortnight.

3. As a steps towards this direction, the Department of Pension & Pensioners Welfare has been in the past too, inter alia seeking the active involvement of identified Pensioners’ Associations for observing Swachh Bharat Pakhwada and the swachhta related tasks undertaken by various identified Pensioners’ Association in the past had been found to be encouraging and were appreciated.

4. In view of above you are requested to observe the `Swachhata Hi Seva 2018′ (SHS) from 15th September to 2nd October,2018 by sensitizing their members and general public reinforcing the belief that “Sanitation everyone’s business’ and also encourage citizens to initiate swachhata drives by undertaking number of activities from the enclosed list of illustrative Activities circulated by M/o DW&S.

5. You are also requested to take photographs of activities undertaken by them during the Pakhwada and send the same along with a report on the activities undertaken by them, immediately after duration of the Pakhwada so as to enable for this Department to send a consolidate report to M/o.DW&S. and also to upload the same on Pensioners’ Portal website.

I would like to brought this to the kind notice of the Secretary, Department of Posts that after implementation of new TRCA to the GDS vide order dated 25-06-2018, all regularly working GDS have been drawn new TRCA w.e.f 01-07-2018. In case of substitutes working in place of GDS viz., vacant posts. officiating to Departmental posts (Postman/MTS/MG) and on other reasons has not drawn their allowances as per new TRCA slabs w.e.f 01-07-2018.

Further it is requested to issue the instructions to draw the arrears also from 01-01-2016 to 30-06-2018 to the substitutes working in place of GDS. As it was drawn also at the time of implementation of Natarajamurty Committee recommendations vide Lr.No. No.6-1/2009-PE.II, Dated : 30-05-2012.

Hence it is requesting our Hon’ble Secretary. Department of Posts kindly cause to issue necessary instructions to the concerning authorities on the subject at the earliest in favour of GDS.

In view of the disruption caused due to severe floods in Kerala, the Central Board of Direct Taxes (CBDT) hereby further extends the “Due Date” for furnishing Income Tax Returns from 31st August, 2018 to 15th September, 2018 for all Income Tax assessees in the State of Kerala, who were liable to file their Income Tax Returns by 31st August, 2018.

CBDT had earlier extended the ‘Due Date’ for filing of Income Tax Returns from 31st July, 2018 to 31st August, 2018 in respect of the categories of taxpayers who were liable to file their Income Tax Returns by 31st July, 2018.

Subject: Availability of option for fixation of pay on promotion from the Date of Next Increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, in context of CCS (RP) Rules, 2016 – clarification – regarding.

The undersigned is directed to refer to this Department’s OM of even number dated 27.07.2017, on the subject cited above. Following the issuance of the OM ibid, this Department has received a number of references seeking clarification on various aspects of the OM ibid. The matter has been considered in this Department in consultation with D/o Expenditure and the points of doubt are clarified as under:

1 The date of applicability of the OM ibid. Since the OM ibid is in the context of 7th CPC Scenario, it is applicable from 01.01.2016.
2 Whether the employees who have been granted the pay fixation benefit on account of promotion between 01.01.2016 and the date of issuance of the OM ibid i.e. 27.07.2017, would be allowed to re-exercise/revise their option for fixation of pay under FR 22(I)(a)(1). Under the changed circumstances, after the issuance of this Department’s OM ibid, the employee shall be allowed to re-exercise/revise their option for fixation of pay under FR 22(I)(a)(1), within one month from the date of issuance of this OM. Further, the option so revised, shall be final.

2. In so far as their application to the employees belonging to the Indian Audit and Accounts Department is concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

CBSE to help flood hit Kerala Schools and Students

Digital certificates/marksheets to be given to students of CBSE affiliated schools

As a special gesture to students from CBSE affiliated schools, whose board exam academic documents such as Marksheets/ Migration Certificates/ Pass Certificates have been lost or damaged in the Kerala floods, the Central Board of Secondary Education has decided to facilitate and provide digital mark sheets, migration certificates and pass certificates. Over 1,300 schools are affiliated to the CBSE in Kerala. Board exam academic documents are crucial for admission for higher studies and employment etc.

CBSE, in technical collaboration with NeGD, developed its own and first of its kind digital academic repository called ‘Parinam Manjusha’. This academic repository has been integrated with DigiLocker.

The digital academic documents being provided through Parinam Manjusha/ DigiLocker are digitally signed using digital signature of Controller of Examinations of CBSE which make them legally valid digital document as per the IT Act. These documents are also having PKI based QR codes and such documents can be verified for the authenticity using the DigiLocker mobile app.

How to get digital academic documents such as Mark Sheets/Migration Certificates/Pass Certificates from CBSE’s Academic Repository Parinam Manjusha:

1. The students can visit Parinam Manjusha website https://cbse.digitallocker.gov.in and download their academic documents using the login-id / password provided at the time of declaration of results on their registered mobile nos.

2. In order to facilitate the students again, the CBSE will re-send login-id and password of Parinam Manjusha/DigiLocker pertaining to students of the year 2016-2018 on their mobile nos provided with Class X/XII data.

3. For the students of 2004-2015, students of 2016-2018 who did not provide mobile no at the time of Class X/XII data or students who have changed their mobile nos.

(i) Such students can visit Parinam Manjusha website https://cbse.digitallocker.gov.in and link their Aadhaar to their account and get their digital documents by providing their roll number, class and year of examination.

(ii) Students who don’t possess Aadhaar or don’t remember their roll nos may approach to their schools directly or through their relatives to register themselves in order to get login credentials of Parinam Manjusha/DigiLocker. A link is being provided on CBSE website for the schools to register such candidates.

In case if any student finds any variation in his/her document, he/she may contact the CBSE Regional Office Thiruvananthapuram immediately giving roll number, name, class and year.

In case of any difficulty in Parinam Manjusha/DigiLocker account, students may write to [email protected] giving roll number, name, class and year of exam.

Help in Affiliation Processes: In addition to the above, it has also been decided that all applications for extension of affiliation and up gradation will be processed immediately, provided the school has been running for the last five years and there is no complaint against the school. The last date for submitting school information at the Online Affiliated School Information System (OASIS) for affiliated schools in Kerala has also been extended upto 30th September 2018.

Sub.: Items of agenda for discussion

Sir,

Further to our letter of even No. dated 23- 08-2018 we are forwarding herewith items of agenda which require immediate solution to cool down the increasing sense of dissatisfaction and resentment amongst the Gramin Dak Sevaks over uncalled for and summary manipulation of the entire recommendations of the GDS Committee. Only meaningful negotiations will serve the purpose. A rigid stand as demonstrated in the last meeting that TRCA and other allowance would not be discussed will aggravate the situation beyond repairs and push the three unions to resort to trade union action which we sincerely want to avoid.

We hope that the administration will show similar dynamism and shun rigidity. The following items, are most agitating;-

1. Giving effect to the recommendations of the Committee w.e.f 01-01-2016: The Committee has recommended that its recommendations should be implemented with effect from 01—01-2016. But we find to our alarm, that effect to all recommendations that have been implemented has been given from later dates which hit the employees very hard. For example we can take allowances and gratuity etc.

2. Giving effect to revised TRCA matrix from 01-01-2017: We honor the recommendation of Committee that the new TRCA matrix be given effect from a prospective date, but we do not and cannot agree that it should be as late as 01-07-2018. It is not a secret that the late implementation of the TRCA matrix has dealt cumulative loss to all G.D.S. employees. The latest date of implementation can be only 01-01-2017 if 01-01-2016 is not agreed.

3. Calculation of arrears: the orders issued for calculation and Payment of arrears are vulgarization of the recommendation given by the Committee. The arrears must be calculated according to the eleven examples suggested by the Committee.

4. Financial upgradation as recommended by the Committee: The silence of the administration on this recommendation is agonizing. Financial upgradation on completion of 12 years, 24 years and 36 years of service should be granted w.e.f 01-01-2016.

5. Bunching due to fixation in new TRCA matrix: This has created a peculiar situation. Juniors and seniors have to been fixed at the same amount. To avoid this situation point to point fixation should be done before fixing in the new matrix.

6. Grant of gratuity: There has been an unjustifiable cut in the amount of gratuity and also in date of effect. The amount of gratuity must be what the Committee has recommended i.e., Rs 5 lacs and date of effect 01-01-2016 at the rate of 1/4th of salary last drown for every completed six month of service.

7. Implementation of recommendation as it is in case of contribution to Pension fund: we demand that those appointed before 01-01-2004 must be brought under the pension scheme. Regarding those appointed after 01-01-2004 the contribution should be 10% of Pay by the employee and similar amount by the Government. Pension as per CCS (Pension) Rules 1972 may be granted after counting 50% of the GDS service for pension as per the Principle CAT judgement.

8. Grant of severance amount: It should be Rs 4000 for every year of service without any ceiling of Rs.1,50,000 should be removed.

9. Grant of composite allowance: There is no justification for ad hoc cut in the composite allowance. The ground securities demand that these should be as per recommendation of the Committee including the GDS employees working in towns and cities.

10. Grant of children education allowance: This recommendation of the Committee has not been considered so far, it appears. The children are the future of the country. This stands true in case of GDS employees still more. The CEA as recommended by the Committee should be implemented.

11. Transfer facilities: This facility should be extended to GDS employees with out any reduction or financial loss in TRCA to the GDS.

12. Voluntary retirement: Special voluntary retirement scheme (one time discharge scheme for guaranteed employment) as recommended by the Committee should be implemented.

13. Put of duty: This should be avoided as far as possible. In case, it is resorted to half months salary for the first three months and 3/4th thereafter should be paid as subsistence allowance. In case of acquittal or award of minor punishment the period of put off duty should be treated as duty for all purposes.

14.Grant of medical facilities: In case of sickness, the medical expenses should be reimbursed to the G.D.S. In case of services illness specialist hospitals should be recognized for free treatment of GDS employees.

15. Single handed BOs: All single handed BO’s doing multiple work i.e, work of delivery of mail conveyance or both must necessarily be granted five hours of work and TRCA, and if the work exceeds 5 hours additional hand should be sanctioned.

16.Bonus should be at par with Departmental employees as recommended by the Committee: The condition Rs.7000 “until further orders” should be removed.

17.Combined duty allowance: Combination of duty should be avoided except during exceptional circumstances. Combined duty allowance should be enhanced.

18. Leave: The benefits of leave as recommended by the Committee should be implemented viz., paid leave enhanced to 30 days with carry forward and accumulation, Five days emergency leave, One week paternity leave.

19.Promotional avenues: Open market recruitment in the Postmen/MG/MTS rules may be removed and all vacancies may be offered to qualified GDS. Minimum qualifying service to appear the examination may be reduced to one year.

20. Five hours ceiling condition: Maximum work hours of 5 to the BO may be removed and TRCA up to 7 1/2 hours may be granted as per the work load.

21. Grant of civil servant status:

We, therefore, request you kindly to hold a purposeful meeting to discuss and decide the above issues.

Sir/Madam,

I am directed to say that references from various Circles are being received in Directorate seeking clarification on fixation of pay of the Postal Assistants, who have already been granted benefit of financial upgradation under MACP scheme, on their promotion as Inspector Posts on the basis of LDCE. Further, consequent upon upgradation of grade pay of Inspector Posts to Rs. 4600/- w.e.f. 01.01.2006, disparity in fixation of pay by different Circles has also been noticed by the Directorate while re-fixing pay of Inspector Posts posted in Directorate to the extent that in similar case some Circles have granted promotional increment to the officials who have been granted financial upgradation under MACPs, while others have not allowed, presumably invoking para 4 of Annexure I to MACP guidelines.

2. The matter has been examined in consultation with Establishment Division of Directorate and it has been decided to convey that Inspector Posts is not in a regular promotional hierarchy of Postal Assistant and they can become Inspector Posts only on attaining merit in Competitive As such, 3% fitment benefit should be allowed to officials at the time of fixation of pay on promotion to the post of Inspector (Limited Departmental Competitive Examination) even after availing financial upgradation under MACP.

3. This may be brought to notice of all concerned.
