Subject: Grant of financial upgradations under Modified Assured Career Progression Scheme.
Reference is invited to this office OM No. A-26011/20/MACPS/2017/MF.CGA(A)/NGE/39 dated 13th April, 2018and its subsequent reminder of even no. 110 dated 31.05.2018 vide which Ministries/Departments were requested to forward the cases of such AAOs/PS who are eligible for grant of financial upgradation upto 31.03.2019, in the enclosed proforma alongwith Service Book, complete CR Dossier upto 2016-17 and latest vigilance clearance certificate respectively by 15.05.2018 & 31.05.2018.
In this regard, it is stated that the requisite information is yet to be received from the Ministries/Departments mentioned below.
In view of above, it is requested that the matter may please be expedited and the cases of eligible AAOs/PS may be forwarded in the enclosed proforma alongwith Service Book, complete CR Dossier upto 2016-17 and latest vigilance clearance certificate by 11.06.2018 positively. In case of NIL information the same may also be furnished.

Sub : GRANT OF INTEREST-FREE FESTIVAL ADVANCE TO STATE GOVERNMENT EMPLOYEES FOR THE YEAR 2018.
The undersigned is directed by order of the Governor to say that the Governor has been pleased to accord sanction of interest-free festival advance upto a maximum of Rs.6,000/- (Rupees six thousand) only to State Government employees whose revised emoluments on 31″ March, 2018 exceeded Rs.28,000/- per month but did not exceed Rs.36,000/- per month, if applied for the same.
The authorities competent to sanction the interest-free festival advance are those mentioned in Rule 320 of the West Bengal Financial Rules, Volume-I.
2. The undersigned is further directed to say that the benefit of interest-free festival advance may also be allowed to (a) the whole time piece-rate workers, either permanent or temporary and (b) the employees belonging to work-charged/contingent establishments. Such employees drawing revised emolument exceeding Rs.28,000/- per month but not exceeding Rs.36,000/- per month on 31st March, 2018 may be allowed to draw the interest-free festival advance of Rs.6,000/- only, if they apply for the same.
3. In case of the employees falling under Para 2 above, the authority sanctioning the advance shall certify after being satisfied that the employee is likely to continue in service until the recovery in this respect is completed.
4. The advance will be recovered from the salary of the Government employee concerned in not more than 10 monthly instalments. If the amount of advance is exactly divisible by the number of instalments opted for the recovery, then it will be recovered in equal monthly instalments for that number of instalment months. If not, the figure obtained by so dividing should be rounded off to the nearest rupee which will be the recoverable amount for each of the monthly instalments excluding the last instalment and the balance amount will be recovered in the last monthly instalment. The recovery of the advance sanctioned under this order will begin either from the salary for the month of November, 2018 or from the salary for the month following the month in which the advance is drawn, whichever is later. However, recovery in all cases should be completed by 31st August, 2019 at the latest.
5. The State Government employees who will retire from / part with the Government service on a date after the issue of this order but before 1″ November, 2018 will not be allowed any festival advance. However, an employee who will retire after 1st November, 2018 will be eligible for interest-free festival advance sanctioned in this order subject to the condition that the recovery should be completed on or before the month of his/her superannuation.
6. (a) Persons who will enter into State Government Service for the first time after 31″ March, 2018 but before ft October, 2018 will be entitled to the benefit of interest-free festival advance as sanctioned in this order subject to fulfilment of the terms and conditions laid down herein and their emoluments for the purpose of payment of advance will be determined on the basis of their emoluments at the time of entry into Government service.
(b) The benefit of interest-free festival advance sanctioned above will also be admissible to the State Government employees who have been appointment on regular or contract basis provided they are not eligible to draw ad-hoc bonus on pro-rata basis sanctioned for the accounting year 2017-2018 and provided their regular or contract emoluments did not exceed Rs. 36,000/- per month.
7. The benefit of interest-free festival advance sanctioned hereinbefore will also be admissible to the personal staff of Chief Minister, Ministers, Minister of State as well as personal staff attached to the Chief Government Whip, Speaker and Deputy Speaker of the West Bengal Legislative Assembly on the same terms and conditions as laid down hereinbefore provided they are not eligible to draw ad-hoc bonus for the accounting year 2017-2018.
8. The benefit of interest-free festival advance will also be admissible to the personal staff of the Leader of the Opposition of the West Bengal Legislative Assembly provided they are not sanctioned ad-hoc bonus for the accounting year 2017-2018.
9. The Central Government Employees on deputation to the State Government may be granted festival advance as may be sanctioned by the Government of India for the Central Government Employees subject to the terms and conditions as may be laid down by the Government of India in this regard.
10. For the purpose of this order, member of All India Services serving in connection with the affairs of the State will be regarded as State Government employees.
11. For the employees drawing pay in the revised scale, the term ’emoluments’ will, mean basic pay (i.e pay in the pay band plus grade pay), dearness allowance and non-practicing allowance, if any.
12. The term ’emoluments’ in the case of employees drawing pay and allowances in the un-revised scale, will include basic pay, personal pay, special pay, specialist pay, dearness pay, dearness allowance, deputation (duty) allowance and special allowance (Additional remuneration).
In case of retired Government employees on re-employment, the term ’emoluments’ will mean remuneration drawn by them in terms of Finance Department Memo. No. 3951-F dated 27-05-2009 plus basic pension.
13. Application for interest-free festival advance on the strength of this order by all employees shall be made as early as possible.
DISBURSEMENT OF INTEREST-FREE FESTIVAL ADVANCE (WHEREVER APPLIED FOR) ON THE STRENGTH OF THIS ORDER SHOULD BE MADE IN CASE OF MUSLIM STATE GOVERNMENT EMPLOYEES BY 8th JUNE, 2018 AND IN CASE OF PAYMENT TO OTHER STATE GOVERNMENT EMPLOYEES (OTHER THAN MUSLIM EMPLOYEES) SHOULD BE MADE FROM 26th SEPTEMBER, 2018 TO 5th OCTOBER, 2018.
In case of failure, such disbursement should be completed before 1st December, 2018 in case of all employees at the latest. The Drawing and Disbursing Officers in order to minimize the number of bills should, as far as possible, prepare one bill for advance in such cases in respect of the establishment/office for which they act as Drawing and Disbursing Officers.
14. The advance excluding the advance to the employees borne on work-charged establishments will be debited to the standard detailed head ‘Salaries-Pay’ under all major, minor and sub-heads in the budget grant available for the financial year 2018-2019 the recoveries thereof being automatically adjusted by monthly deduction of instalments of advance paid to an employee from his pay. No new detailed head is required to be opened for this purpose as per new classification in accounts. The advance to persons borne on work-charged establishments will be debited to the same head from which their wages are met.

Sub: Online allotment of Railway : Officers Rest Houses, Holiday Homes, Community Centers/Halls
A Director’s committee was constituted by the Board on the above subject. Keeping in view the recommendations of the committee, Board (MS, FC & CRB) have approved the following the implementation on IR:
1.0 CRIS will develop an online booking system with automated allotment facility for a specified percentage of rooms for the following categories:-
(i) Staff/Supervisors rest roomsa
(ii) Holiday Homes (Officers/Staff)
(iii) Community Centers/Halls
(iv) Officers Rest House
2.0 The automated online allotment system may inter alia consider the following.
2.1 Master Data at the backend
2.1.1 Personal information of the staff/officers : Name, Designation, Grade Pay, Grade, Mobile number/CUG, E-mail Id etc. be linked to IPAS by CRIS. This will generate a password and username. Ideally AADHAR Number may be used. For retired Employees ARPAN may be used and for employees on deputation, the lien Railway may be asked to verify and generate username and password.
The software to be developed by CRIS may have the provision for feeding and storage of above details, to be fed by the users.
2.1.2 Rest house detail and its inventory – Location of rest house (Zone, Division, state, District or place, Address) type of facility (ORH,Staff/Supervisor rest house, Holiday Home, Community Hall) type of rooms (Double Bed, Multiple Beds, Dormitory, Suite with AC or Non AC Classification), location on Google map with photographs may be provided.
The Software to be developed by CRIS should have the provision for feeding and storage of above details, to be fed by the Railways.
2.1.3 Structure of ‘Admin’ for the allotment and monitoring : There will be a Super Admin at Board level and ‘Admin’ at Divisional level for allotment, operation and monitoring DRM office will have control on allotment for rest houses in open line, CAO/C office for rest house in construction Organization and GM office for production units.
3.1 Advance Bookind Period: At present there is no uniform policy in practice across IR. Advance Booking period of one month for Rest House facilities and two months for Holiday Home and Community Halls may be provided for in the software by CRIS.
3.2 There shall be an Automatic allotment (Software generated) of rooms/beds upto 70% of the total numbers, truncated to lower integer. For example in case rooms are 7, then 70% would be 4.9, this would be truncated to 4 for automatic and 3 for manual allotment called emergency allotment. Rooms against emergency allotment are to be allotted only after rooms against automatic allotment are booked.
3.3 Online payment facility and uniform room rent policy : Following room rents have been approved for uniform implementation across IR, depending upon the city and type of the room. The payment for the rest house shall be made online for all rooms with automatic allotment. The manual facility may also be contined for some time. For 70% auto allotment, advance online payment may be made compulsory. Payment Gateway may be provided by CRIS for this purpose.

3.4 Online check-in and Check-out facility : This will improve the rest house availability as room will be instantaneously available after checkout. check in and checkout may be done by the official himself or the supervisor/Caretaker of the facility.
3.5 Multiple ORH at big place : Many facilities are available at big cities and booked by different agencies like GM office, DRM office, and construction organization etc. also one rest house is booked by multiple agencies like Rail Nivas, New Delhi. In partial modification of the existing instructions, it has been decided that the DRM office of the station will be single point office, for allotment of all facilities except construction ORH, which will have the ‘Admin’ in construction organization.
In case of more than one DRM office at one place like Mumbai, Hyderabad, Kolkata Nagpur each one will control it in specific divisional area, this will be clearly indicated on the website.
3.6 Maximum rooms to be allotted : Not more than five days in lean season and three days in peak season will be the duration of the allotment.

3.8 Prevention of Multiple Bookings: In case of multiple rest houses in a city, the system shall be able to allot the rooms as per the maximum allotment permissible at the station among all the facilities of the city.
3.9 Cancellation and Modification: Officials will be allowed to modify the request and also to cancel the request. The online amount paid for booking will not be refunded for the facilities except Community centers/halls. The system will also have waiting list and in case of cancellation, the allotment will be as per the facilities except community centers/halls. An official may be allowed to cancel the booking of holiday homes only three times in a year After this a no consideration period of six months for auto allotment of that facility may be imposed on the official. But the official may be permitted to get booking done on manual allotment basis.
In case of administrative requirement, ‘Admin’ may cancel the booking. In Case of special occasion like marriage, special booking through ‘Admin’ may be made.
3.10 Feedback and Rating:
Feedback as a one click system (star rating0 at the time of checking out, may be made. It will also have provision for remarks, visible to all users.
4.0 CRIS may consider the above and develop the application software and put it on trial for two months for obtaining feed back and making corrective action if any in consultation with Transformation cell.
This issues with the concurrence of Associate Finance of Transformation Cell Railway Board.

Sub: Payment of revised pension including arrears w.e.f. 1.1.2016 to the pensioners.
Kindly refer to RBA No.170/2017 dated 30.11.2017 on the above subject. requesting Railways to verify the scrolls received from various Pension Paying Banks to establish that payment of revised pension has commenced in favour of all pensioners for whom revised PPOs have been issued. It is understood that despite lapse of nearly 6 months, revised pension is not being received by many pensioners and the issue is being raised in various Pensioners’ Forums including SCOVA.
Follow up on payment of revised pension by the banks is necessary to take the benefits to the pensioners in a timely manner. Therefore, a special drive may be launched in the EDP centres to reconcile the debit scrolls with the revised PPOs to ascertain the number of cases where payment of revised pension has not yet been initiated by the banks despite issue of revised PPOs. The matter may be taken up with defaulting Banks and a report sent at [email protected] in the following format by 30th June,2018 for Board’s information:

MEMORANDUM
Subject : Grant of Ad-hoc Bonus to the State Government Employees and some other categories of Employees for the year 2017-2018.
The undersigned is directed by order of the Governor to say that the Governor is pleased to decide that the State Government employees who are not covered by any of the productivity linked Bonus Scheme and whose revised emoluments did not exceed Rs.28,000/ – per month as on 31st March, 2018 will be entitled to ad-hoc bonus for the accounting year 2017-2018 at the rate of Rs. 3,800/-(Rupees three thousand eight hundred) only per head. The upper eligibility ceiling of Rs.28,000/- p.m as on 31st March, 2018 will be applicable irrespective of whether the emoluments are drawn in the pre-revised or revised scale of pay or on fixed/consolidated contract pay.
2. The benefit will be admissible subject to the following terms and conditions:-
i. Ad-hoc Bonus admissible under this order will be worked out on the basis of emoluments as admissible on 31.03.2018. For the employees drawing pay and allowances in terms of the West Bengal Services (Revision of Pay and Allowances) Rules, 2009 the term ‘revised emoluments’ in this order will mean and include pay in the pay band plus the grade pay in the revised pay structure and includes the non-practicing allowance, if any, Dearness Allowance, but will not include any other pay and other allowances such as house rent allowance, medical allowance, compensatory allowances, etc.
For those who are drawing pay and allowances in the un-revised scale, the term `emoluments’ will mean and include basic pay, personal pay, special pay (additional remuneration), dearness pay, dearness allowance, deputation (duty) allowance, Steno Allowance but will not include specialist pay and other allowances such as house rent allowance, medical allowance, compensatory allowance, etc. For those who are drawing remuneration on contract basis, the term ‘revised emoluments’ will mean the consolidated contract pay drawn by them.
ii. The employees whose revised emoluments on 31.03.2018 exceeded Rs.28,000/- p.m but during the year 2017-2018 their emoluments at least for six months were less than Rs.28,000/- p.m, i.e., the said emoluments exceeded the eligibility ceiling of Rs.28,000/ – p.m on account of promotion, drawal of increment, implementation of C.A. Scheme, enhancement of dearness allowance etc. after remaining less than Rs. 28,000/- p.m for at least six months, will be entitled to ad-hoc bonus of Rs 3,800/- per head under this order.
iii. The employees who were in service on 31.03.2018 and rendered at least six months continuous service during the year 2017-2018 will be eligible for payment of ad-hoc bonus under this order.
Pro-rata payment will be admissible in such cases to the eligible employees for periods of continuous service during the year ranging from six months to full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months). A fraction of 15 days or more should be counted as one month.
iv. The amount of ad-hoc bonus on pro-rata payment as admissible under 2(iii) herein before above will have to be calculated according to the following formula :-

= The amount of ad-hoc bonus, subject to maximum amount of Rs.3,800/ – only.
v. The casual workers who have put in work at least for 120 days and the employees on consolidated pay in the year 2017-2018 will also be entitled to ad-hoc bonus under this order according to the following formula :-

= The amount of ad-hoc bonus, subject to maximum amount of Rs. 3,800/- only.
The salary/wages in these cases should have the same meaning as ‘revised emoluments’ as defined in Para 2(i) hereinbefore.
3. The disbursement of Ad-hoc Bonus sanctioned hereinbefore should be made in case of Muslim State Government employees by 8th June, 2018 and in case of other State Government employees (other than Muslim State Government employees) such disbursement should be made from 26th September, 2018 to 5th October, 2018.
In case of failure, the disbursement should be made as early as possible before the festival of Id-UI-Fitre/Durga Puja.
4. The charge in respect of payment of ad-hoc bonus under this order will be debitable to the detailed head viz., “Ad-hoc Bonus” the opening of which was sanctioned under the ‘Salary’ head sub-ordinate to all Major, Minor and sub-heads in the Revenue Expenditure section of the State Budget in terms of Para 9 of this Department’s Order No. 4611-F, dated 22.04.1988 and necessary fund for this purpose have been provided under the above-detailed heads in the budget grant available for 2018-2019.
5. The Governor is further pleased to direct that the benefit of ad-hoc bonus sanctioned under this order will also be available to different categories of employees who had been allowed the same in the last year in accordance with Finance Department’s Memo No. 3707-F(P2) dated 13.06.2017 by issue of Government Orders by various Departments in this connection. As done in the last year, orders for grant of ad-hoc bonus in respect of the employees of Statutory Bodies/Local Bodies/State aided Non-Government Educational Institutions and such other categories of employees of various establishments, who were allowed ad-hoc bonus/ex-gratia at par with the State Government employees or at the rate not more than the rate as approved by the government in the last year, should be issued by the Department concerned without referring the file to Finance Department, Group `P2′.
6. Clarifications issued in previous years in respect of various points raised in connection with admissibility and drawal of ad-hoc bonus would continue to apply.

GDS Strike will continue – No Settlement in today’s discussion
GDS UNIONS INDEFINITE STRIKE WILL CONTINUE

STRIKE WILL CONTINUE
RELAY HUNGER FAST AT DIVISIONAL LEVEL FROM 06-06-2018
Today (04-06-2018) Secretary, Department of Posts called the three striking Unions (AIPEU-GDS, AIGDSU & NUGDS) for discussion at 04.00 pm. Three GDS General Secretaries and some office bearers went for discussion. Secretary, Posts told that if the striking unions give a letter withdrawing the indefinite strike, he is ready to take them to the Minister, Communications for discussion.
Unions clearly told that the condition that first withdrawing the strike and then discussion with Minister is not acceptable to them.
No responsible trade unions can accept such a condition. Earlier on one occasion when one Union had a bitter experience. They gave withdrawal letter as a precondition for talk with Minister. Department has immediately put the withdrawal letter in their website and strike fizzled out even before discussion with Minister. With that experience in mind, Unions told Secretary, Posts that giving withdrawal letter first is not possible.
The three GDS Unions, then gave a signed letter to the Secretary, Department of Posts, in which we made it clear that we are ready to defer the strike if our request in the letter is accepted by the Secretary (Posts) or Hon’ble Minister. The contents of the letter given to Secretary, Department of Posts by the three General Secretaries is reproduced below:

If Secretary, Department of Posts or Hon’ble Minister for Communications assure us positive settlement of our demands within a reasonable time frame as already communicated by us, we are ready to defer the strike. Minutes of the discussion and assurance of Secretary, Department of Posts may be given if settlement comes at Secretary, Posts level.
To facilitate end to the strike a definite assurance will serve good purpose to satisfy the members”.

It can be seen from the above that all three GDS unions have taken a reasonable and positive stand. Nobody can blame that the Unions are unreasonable.
After reviewing the strike situation in all Circles and also after reviewing the stand taken by the Department, all the three GDS Unions unanimously decided to continue the strike till an honourable settlement is reached. (BMS union is also continuing the strike. We don’t know whether discussion is held with them separately).
All are requested to make maximum efforts to ensure 100% strike in all Circles / Divisions.
Three GDS Unions has given a call for relay hunger fast at Divisional level from 6th June 2018. All Divisional Secretaries and Circle / All India Office bearers are requested to commence indefinite relay hunger fast infront of all Divisional Offices from 06th June 2018 onwards.
