Sub: Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.04.2018 to 30.06.2018.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.04.2018 to 30.06.2018, as worked out by IRDA based on the interest rate of 7.6% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(1)-B(PD)/2018 dated 11.04.2018, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3. While these orders are in respect of Table of Benefits for the period from 01.04.2018 to 30.06.2018, the Tables already issued for the first quarter from 01.01.2018 to 31.3.2018 are also reproduced for the sake of convenience and consolidation.

4. In their application to the employees of Indian Audit and Accounts Department, these orders are issued after consultation with the Comptroller & Auditor General of India.

Subject : Grant of Educational Concession to the Children of Armed Forces Officers / Personnel Below Officer Ranks (PBORs) missing/disabled/killed in action.

In continuation of this Department’s letter of even no. dt 13.09.2017 on above subject (copy enclosed), it has been decided with the approval of competent authority that the cap of Rs. 10,000/- imposed on the combined amount of Tuition Fees and Hostel Charges vide para-5 of a above order is removed and the Educational Concession will continue to be admissible without the cap of Rs. 10,000/-per month.

2. Therefore, para-5 of ibid letter stands deleted while all other provisions shall remain unchanged.

Sub: Implementation of Government’s decision on the recommendations of the Seventh Central Pay Commission on revision of provisions regulating Pension/Gratuity/Commutation of Pension/Family Pension including pensionary awards notified in terms of casualty pensionary awards-Fixation of Pension of Commissioned Officers of Army Medical Corps/Army Dental Corps/Remount & Veterinary Corps retired during 1.1.2016 to 30.6.2017.

Sir,

The undersigned is directed to refer to this Ministry’s letter No. 17(02)/2016/D(Pen/Pol) dated 4th September, 2017. In accordance with Para 4.1.1 of said letter, the emoluments reckoned for calculation of pension include Non Practicing Allowance (NPA) granted to Medical officers of Army Medical Corps/Army Dental Corps/Remount & Veterinary Corps.

2. For Medical Officers of Armed Forces who have retired from 1.1.2016 to 30.6.2017, their pension is based on emoluments which included NPA @ 25% of the pre-revised pay. Orders have been issued by Ministry of Defence vide letter No. 4(10)/2017/D(Med) dated 28th September,2017 for grant of NPA to serving medical officers @ 20% of basic pay w.e.f. 1.7.2017. Accordingly, the medical officers retired/retiring on or after 1.7.2017 are entitled to pension based on emoluments which include NPA at the rate of 20% of the revised basic pay.

3. The matter regarding revision of pension the Medical Officers of Armed Forces who retired during 1.1.2016 to 30.6.2017 based on revised rate of NPA has been examined by the Government. It has been decided that all kind of pension/family pension in respect of Medical officers of Armed Forces who retired/died during 1.1.2016 to 30.6.2017 and were drawing NPA at old rates on the date of retirement/death, shall be further revised w.e.f. 1.7.2017 by adding NPA @ 20% to the basic pay on the date of retirement. The fixation of pension/family pension of retired Medical officers of AMC/ADC/RVC in the above manner, shall be further subject to the condition that emoluments (i.e. Basic Pay + MSP + NPA) to be reckoned for pension do not exceed Rs. 2,37,500/- (Rupees two lakh thirty seven thousand and five hundred only). Amount of Gratuity and CVP which has already been notified, shall remain unchanged.

4. This issues with the concurrence of Ministry of Defence(Finance/Pension) vide their ID No. 10(8)/2018/Fin.Pen dated 11.05.2018.

During the Holy month of Ramzan, the time of Iftar coincides with setting of the sun, which takes place early.

It has, therefore, been decided that those Muslim Railway employees who observe fast and are required to travel long distance from their place of work to their residence for lftar, may be allowed to leave office early, wherever feasible.

Dear Sir,

Sub: New Pension System (NPS)

As had been discussed with you previously, I met the Secretary (Pension), Government of India, who told me that, he had sent the recommendations to the Secretary (Financial Institution), Government of India, and henceforth whatever is required would be done by his department only.

Since this issue is of utmost importance, particularly to younger blood recruited after 01.01.2004 and they are in quite anguish, we hope, the staff covered under NPS must be given some relief, and as has been discussed many a times, the Government of India must provide Guaranteed Pension/Family Pension Scheme where at least they should be able to draw 50% of their wages at the last pay drawn.

It has been observed that in all the countries where such scheme is in prevalent, the government is paying much more contribution, and in case of any market failure the same is covered by different government Social Security Schemes. The demand of the NC/JCM has always been to restore the “Defined Pension/Family Pension Scheme”.

We hope that, the government will consider the demand of the NC/JCM (Staff Side) and relief will be given to the staff covered under NPS.

Sub: Entitlement of Hospital Wards for Railway Medical beneficiaries in Railway empanelled Hospitals.

The issue of revision of entitlement of wards in railway empanelled hospitals for railway medical beneficiaries as contained in para 5 of Memorandum of Understanding (MOU) circulated as an annexure to Board’s letter of even number dated 23.12.2016 has been under consideration of this Ministry.

2. Keeping in view the guidelines circulated by M/o Health & Family Welfare pursuant to acceptance of 7th Central Pay Commission (CPC), the matter has been examined in consultation with Finance Directorate of this Ministry and it has been decided that revised criteria for entitlement of wards in railway empanelled hospital for railway medical beneficiaries will be as under:

Pay Revision Commission (PRC) for Telangana Government Employees

Handing out a series of sops, Chief Minister K. Chandrasekhar Rao on Wednesday announced the setting up of a Pay Revision Commission in three days to revise salaries and pensions for 4.5 lakh employees and 1.8 lakh pensioners.

Mr Rao has set a deadline of August 15 for the PRC to submit its report. This is the first PRC to be constituted in Telangana state. Mr Rao offered to give Interim Relief (IR) for employees on June 2 on the occasion of TS formation day to increase their salaries till the PRC recommendations are implemented

Mr Rao said the employees deserved more pay and benefits as they were working sincerely and with commitment for the last four years due to which Telangana has become the No.1 state in the country in various sectors.

Mr Rao ruled out increasing the salaries for TS Road Transport Corporation staff as demanded by the unions, saying that the corporation was facing a huge debt burden.

Mr Rao remained non-committal on abolition of the Contributory Pension Scheme (CPS) and restoration of Old Pension Scheme (OPS), which is one of the major demands of employees. He promised to set up a committee to study the issue and make recommendations.

Dear Comrades,

Today (24-05-2018) the fourth round of talks and meeting between GDS Unions & Administration in the presence of Regional Labour Commissioner (Central) also failed.

After the meeting all GDS Unions (AIPEU-GDS, AIGDSU & NUGDS) including BEDEU (as they are already in the strike from 14th May) decided to continue the indefinite strike till the implementation of the GDS Committee.

The GDS JCA comprising AIPEU-GDS, AIGDSU & NUGDS launced a programme of action as follows:

28-05-2018 :

Conduct massive rally in Circle Headquarters & submit memorandum to the Hon’ble Governor of the State.

01-06-2018 :

Conduct mass dharna infront of Sanchar Bhawan (Office of the Minister of Communications) in New Delhi.

All are requested to intensify the campaign and ensure 100% participation of GDS in the strike to make it a grand success.

Subject: – Relaxation of Rules for consideration of reimbursement in excess of the approved rates pertaining to medical claims

With reference to the above mentioned subject the undersigned is directed to draw attention to the Office Memorandum No. 4-18/2005- C&P [Vo]. l-Pt (1)], dated the 20th February 2009 and to state that it has now been decided to modify the Para 3 (2) of the above referred Office Memorandum as per the details given under the succeeding paragraphs.

a) The requests for full reimbursement which fall under the following defined criteria shall be examined by Directorate General of CGHS and submitted to AS&DG (CGHS) for consideration of approval. After the recommendation of AS&DG (CGHS), the concurrence of Internal Finance Division and approval of Secretary, Ministry of Health & Family Welfare are required for reimbursement in excess of CGHS rates:

1) Treatment was obtained in a private unrecognized hospital under emergency and the patient was admitted by others when the beneficiary was unconscious or severely incapacitated and was hospitalized for a prolonged period.

2) Treatment was obtained in a private unrecognized hospital under emergency and was admitted for prolonged period for treatment of Head Injury, Coma , Septicemia, Multi-organ failure , etc.

3) Treatment was obtained in a private unrecognized hospital under emergency for treatment of advanced malignancy

4) Treatment was taken under emergency in higher type of accommodation as rooms as per his/her entitlement are not available during that period.

5) Treatment was taken in higher type of accommodation under specific conditions for isolation of patients to avoid contacting infections

6) Treatment was obtained in a private unrecognized hospital under emergency when there is a strike in Govt. hospitals.

7) Treatment was obtained in a private unrecognized hospital under emergency while on official tour to non-CGHS covered area.

b) The requests from CGHS beneficiaries. having a valid CGHS Card at the time of treatment, in respect of the following conditions shall be considered by a High Powered Committee constituted by Ministry of Health & Family Welfare:

(i) Settlement of medical claims in relaxation of rules

(ii) Approval for air-fare with or without attendant on the advice of treating doctor for treatment in another city even though he/she is not eligible for air travel treatment facilities are available in city of residence

(iii) Representations from CGHS beneficiaries seeking full reimbursements under special Circumstances, which are not notified.

c) The other terms and conditions mentioned in the OM No. 4-18/2005- C&P[Vol. l-Pt(1)] dated the 20 February 2009 shall remain unchanged.
