Bank Union Strike May 2018 – UFBU Agitational Programme Schedule
IBA offered only 2 per cent increase in salary, but the United Forum of Bank Unions (UFBU) rejected the increase.
Bank employees unions rejected the hike and decided to go on 2 days strike during this month end.

Bharatiya Mazdoor Sangh discusses Insurance and Pension related issues with Dr Jitendra Singh
A delegation of Bharatiya Mazdoor Sangh (BMS), represented by its Pratiraksha (Industrial) unit called on the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh here today and discussed wide range of issues related to Central Government employees, including Insurance, Pension, promotions and other matters.
In a memorandum presented to the Minister, the delegation submitted that the Central Government Employees Group Insurance Scheme was notified on 1st November 1980 and came into effect from 1stJanuary 1982. The scheme is intended to provide Central Government employees, at a low cost, on a wholly contributory and self-financing basis, the twin benefits of an insurance cover to their families in the event of death in service and a lump-sum payment to augment their financial sources on retirement. However, the BMS demands that the government should immediately notify the customized Group Insurance Scheme for Central Government employees with low premium and high risk cover.
The memorandum also expressed discontentment of a section of employees for being left out from the provision of minimum guaranteed pension under National Pension Scheme (NPS). It requested that a minimum pension be guaranteed equivalent to 50% of the employee’s last drawn Basic Pay plus Dearness Relief for neutralization of price rise.
Among other issues raised by the delegation was the demand for one-time relaxation for compassionate appointments. This has become important because a large number of wards are waiting for their appointment on compassionate grounds to look after their family.
The delegation also demanded the framing of an appropriate transfer policy in all cadres in favour of single woman/single mother employees. They requested that whenever such women are given postings, it should be mandatorily ensured that they are placed at stations closest to their hometown or the place of their choice.
Dr Jitendra Singh said that he will direct the DoPT to process the issues related to them, while other issues related to other Ministries will be referred for the perusal and views of the respective Ministries.

E-Pension Payment Order: New Step in the Right Direction
Furthering the Digital India-initiatives of Govt. of India, Principal Controller of Defence Accounts(Pensions), Allahabad has started issuance of electronic-Pension Payment Orders (e-PPOs) to the pensioners along with their Pension Disbursement Agencies viz., Banks, Defence Pension Disbursement Offices, Post Offices, etc. What began in the first phase, for all Commissioned Officers and JCOs/ORs of Armed Forces from the month of October 2017, has now been extended to all defence pensioners including defence civilians.
Principal Controller of Defence Accounts (Pensions), Allahabad is the sole agency under Ministry of Defence which sanctions Pensions for the Defence Services viz., Army, Coast Guard, Defence Research and Development Organization,General Reserve Engineer Force, Border Roads Organization, Military Engineering Services and other Defence organisations including Defence Account Department and Defence Civilians.
The shift from manual system to e-PPO system is expected to minimize delays in pension disbursement and further revision as and when needed. Â This initiative also eliminates the occurrence of human errors in data entry at multiple levels.
The next big step in this direction would be digitizing pension documents received from 46 record offices and more than 2900 Heads of Offices. This initiative by PCDA (P) will facilitate better implementation of OROP.

Instructions were issued vide Board’s letter of even number dated 15.09.2017 ( R.B.E. No. 130/2017) advising Zonal Railways and Production Units to spare staff awaiting mutual transfer where the requests had been accepted by both the Railways/Production Units. Detailed guidelines were subsequently issued under Board’s letter of even number dated 22.09.2017 (R.B.E. No. 131/2017) regulating the process of mutual transfer stipulating time limit for each step involved therein.
2. In partial modification of instructions contained in Board’s letter No. ERP/Portalm-Transfer/2013 dated 30.042014 stipulating that once the mutual transfer order is issued the senior person should be relieved first, it has now been decided by the CRB that all mutual transfer cases where NOC has been given by both the Railways/Units i.e. accepting and relieving, both the employees should be spared immediately within a week, without either unit waiting for the reliever.
3. A photocopy of Service Record and unvetted LPC should be given to the employee for submission at the new Division. Original Service Records/LPC should also be sent positively within 15 days.

Sub: – Revision of provisional pension sanctioned under Rule 69 of the CCS (Pension) Rules, 1972.
Ref:- This office important circular no. C-160, bearing no. G1/C/0199/Vol-I/Tech, dated 16th January 2017.
Copy of GOI, DP&PW OM No. 38/49/2016-P&PW (A), dated 12.02.2018, which is self explanatory, is enclosed for guidance and necessary action.
2. The following categories of pensioner are drawing provisional pension under Rule-69 of the CCS (Pension) Rules based on their pre-revised pay/pension:-
(i) Retired before 1.1.2016 and sanctioned provisional pension under Rule – 69 of the CCS (Pension) Rules on account of departmental/judicial proceedings or suspension.
(ii) Suspended before 1.1.2016 and sanctioned provisional pension under Rule 69 of CCS (Pension) Rules on retirement on or after 1.1.2016.
3. Govt. has decided that provisional pension sanctioned in the above cases may be revised w.e.f 01.01.2016 in accordance with the instructions contained in the DP&PW OM No. 38/37/2016-P&PW (A) dated 12.5.2017. Higher of the two formulations i.e. OM dated 4.8.2016 or OM dated 12.5.2017 would be the revised provisional pension w.e.f 1.1.2016 in such cases.

4. It is, therefore, decided that revision in such cases will be carried out by this office by issue of Corr. PPO on the basis of document forwarded by respective HOOs. HOOs are therefore advised to provide following mandatory document/information so that revision under 7th CPC may also be carried out:-
i. Clear CTC copy of PPO under which provisional pension was initially issued by this office.
ii. Calculation sheet of Notional Pay fixation as on 01.01.2016(in terms of 7th CPC) duly vetted by LAO/PAO.
5. In view of the above, you are also requested to issue suitable instructions (along with copy of this circular) to all the Head of Offices under your administrative control to ensure that application/claim on the subject matter henceforth are floated in accordance with instructions given in above paras.
