Sub:- Maximum age limit in case of appointment by deputation / deputation (including short term contract).

The undersigned is directed to refer to this Department’s OM No. AB-14017/48/92-Estt (RR) dated 17th November, 1992 on the subject mentioned above. The Recruitment Rules in respect of a number of posts provide for appointment by the method of deputation /deputation (including short term contract). As per existing instructions, the maximum age limit for appointment on deputation/deputation (including short term contract) is ‘not exceeding fifty six years’ on the closing date of receipt of application. In recent past, this Department has received several requests for revision of the maximum age limit for appointment on deputation/deputation (including short term contract) basis.

2. The matter has, therefore, been examined in consultation with the Union Public Service Commission. Keeping in view the fact that gaining experience in analogous posts at SAG and above levels take time, the limited number of officers available at these levels and to tap the talent/service of officers who have rich domain experience, it has been decided that the following age limit shall be prescribed for appointment on deputation /deputation (including short term contract) basis:-

(i) For posts in the SAG level and above ( i.e. Level-14 of the Pay Matrix and above):-`Not exceeding fifty eight years’ on the closing date of receipt of application.

(ii) For posts below the SAG level ( below Level-14 of the Pay Matrix):-
`Not exceeding fifty six years’ on the closing date of receipt of application.

3. The Administrative Ministries are requested to take necessary action for amendment of Recruitment Rules/Service Rules to incorporate the revised age limit for deputation/deputation (Including short term contract) for posts of the level of SAG and above.

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended December 2017 are as follows:-

In terms of Regulation 37 of Bank Employees’ Pension Regulations, 1995 Dearness Relief is payable to pensioners at rates specified in Appendix II to the Regulations.

Pending amendments to Pension Regulations, Banks may pay on ad hoc basis, the Dearness Relief payable to pensioners for the period February 2018 to July 2018 as per Annexure.

Dear Sirs,

Dearness Allowance for Workmen and Officer Employees in banks for the months of February, March & April 2018 under X BPS/Joint Note 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended December 2017 are as follows:-

October 2017 – 6551.03
November 2017 – 6573.86
December 2017 – 6528.21

The average CPI of the above is 6551 and accordingly the number of DA slabs are 527(6551-4440=2111/4= 527 Slabs). The last quarterly Payment of DA was at 516 Slabs. Hence there is an increase in DA slabs of 11, i.e 527 Slabs for payment of DA for the quarter February, March & April 2018.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of February, March & April 2018 shall be 52.70% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Reference : this office Circular No. 588 dated 20.10.2017 and Circular No.590 dated 06.11.2017.

Reference is invited to this office Circulars mentioned above under which implementation instruction regarding new PPO series and e-PPO series and e-PPO have been issued.

2. The procedure of forwarding of e-PPO in respect of Commissioned Officers of Armed Forces has been provided at Para 4(b) of circular No. 588 dated 20.10.2017. The issue has been re-examined in light of the representations from the pensioner regarding non payment of pensionary award due to non receipt of confirmation from Army HQrs. The matter is under consideration with higher authorities. It has also come to the notice of this offce that in some of the cases documents submitted to PDAs are incomplete/not in order. In view of this and till the finalisation of the matter of confirmation of e-PPO (in case of ICOs) from Army HQrs, PDAs are requested to follow the procedure of physical presence for first payment of pension as mentioned at para (4) of Circular No.546 dated 10.09.2015 which states that “Pensioner will be required to be called to the paying branch / DPDOs if the underbraking /documents submitted by Service HQrs in the case of ICOs (through PSA) is incomplete”.

3. In addition to this, those pensioners who present themselves before PDA as per old practice along with copy of e-PPO for verification of identity etc. the first payment of pensionary award may be made without waiting for confirmation from Army HQrs for such pensioners.

4. It is also noticed that PDAs are insisting for the confirmation from Army HQrs in Corrigendum PPOs also whereas the provision made in this office Circular No. 588 dated 20.10.2017 is for first payment in case of fresh retiree only but not in the case where pensioner is already drawing his/her regular pension from PDA concerned.

5. All other instructions will remain unchanged.

Sub: General Budget 2018-19

We hope that, standard deduction, up to Rs.40,000 in the Budget (2018-19) announcement, was provided to give some relief to the salaried class, but at the same time, there is serious resentment in the salaried class in general and the Central Government Employees in particular because of non-enhancement of limit of the Income Tax.

We were hopeful that, in this budget, the Central Government would provide Income Tax exemption, if not Rupees Five Lakh, definitely Four Lakh, but nothing has been done, which has resulted in desperation in the Government Employees. Moreover, Education Cess has been increased from 3% to 4%, which will further put additional tax burden on the salaried class. In such a situation standard deduction given by the government will definitely not going to help to any salaried employees.

Not only the above, Transport Allowance and Medical Reimbursement, used to exempt earlier, have also been stopped in this budget, has given another blow to the salaried class.

Since there is all-round resentment in the salaried class, it would be in all appropriateness if the Income Tax Exemption is enhanced to minimum Rupees Four Lakh.

Sir, Government Employees are also very eagerly awaiting for improvement in the Minimum Wage and Fitment Formula as well as announcement of the Guaranteed Pension to the employees covered under the National Pension System(NPS). These also need to be given top priority to keep industrial peace among the Government Employees.

It is also requested that, Transport Allowance and Medical Reimbursement, almost exempted from the Income Tax, should also remain exempted from the Income Tax, to give some relief to the government employees in distress.

Sub :- Revision of the rates of Hospital Patient Care Allowance (HPCA) and Patient Care Allowance (PCA) to Railway employees working in Railway Hospitals and Health Units/Clinics-regarding.

Hospital Patient Care Allowance (HPCA)/Patient Care Allowance (PCA) was introduced on the Railways in terms of Board’s letter No.E(P&A)II-98/HW-6, dt. 09.01.2008 (RBE No.1/2008). Subsequently, on implementation of 6th CPC recommendations, the rates of HPCA/PCA have been revised vide Board’s letter No.E(P&A)II-2013/AL-3, dt. 20.02.2013 (RBE No.15/2013) and dt. 14.07.2014 (RBE No.74/2014).

2. Consequent upon the decision taken by the Government of India on the recommendations of the 7th CPC, the President is pleased to decide that Hospital Patient Care Allowance (HPCA)/Patient Care Allowance (PCA) shall be admissible only to existing eligible Group ‘C’ and ‘D’ (Non-Ministerial) Railway employees as per R1H3 of the newly proposed Risk and Hardship Matrix ( Rs.4100 for level 8 and below and Rs.5300 for level 9 and above).

3. The revised rates of HPCA/PCA shall be admissible with effect from the 1st of July, 2017.

4. The other terms and conditions regarding admissibility of HPCA/PCA as contained in Board’s letter dt. 09.01.2008 (RBE No.1/2008) and subsequent letters in this regard will remain in force.

5. These orders would be subject to any modification after issue of instructions by the Nodal Ministry i.e. Ministry of Health & Family Welfare.

6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Sub: Grant of Fixed Medical Allowance to Central Government Civil Pensioners residing in areas not covered under Central Government Health Scheme -reg.

The undersigned is directed to refer to this Department’s OM No.38/99/99-P&PW(C) dated 17-4-2000 on the subject mentioned above and to say that in accordance with the instructions contained therein, Central Government Civil Pensioners, residing in an area not served by any CGHS dispensary or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, even though their places of residence may fall within the limits of a CGHS covered cities, are required to submit the following documents for claiming Fixed Medical Allowance:

a) An undertaking in the prescribed format.

b) A certificate from the Medical Authorities of CGHS or from authorities of corresponding Health Schemes of the concerned Ministries/Departments, as the case may be, that the area where the pensioner is residing is not served by any dispensary under CGHS or the corresponding Health Scheme administered by the Ministry/Department.

2. Keeping in view the difficulties being faced by the pensioners in obtaining the required certificate from the concerned Medical Authorities, the matter has been reconsidered in consultation with the Ministry of Health and Family Welfare. It has now been decided that the pensioners, residing in areas not covered by CGHS or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, would no longer be required to submit a certificate referred to in para 1 (b) above.

However, such pensioners would continue to submit an undertaking in the following format:

I _______, a retired employee of _____ (Office Address) _________ declare that I am residing at (Residential Address indicated in PPO) , which area is not covered under CGHS or any corresponding Health Scheme administered by the Ministry/Department of , (as the case may be). I have also not obtained and do not wish to obtain a CGHS Card for availing out-door facilities under CGHS/Corresponding Health Scheme of other Ministries/Departments from any dispensary situated in an adjoining area.

3. A Central Government Civil Pensioner is also required to fill the enclosed Form along with above mentioned undertaking.

4. All the pension disbursing authorities are required to obtain the above undertaking along with the Form, as mentioned in Para 3 above, from such pensioners before sanctioning Fixed Medical Allowance. An entry to this effect should also be made in their PPOs.

7th Pay Commission : No announcement for hike in minimum pay in Budget 2018 – Confederation

The 7th Pay Commission had recommendations of raise of the basic pay from Rs 7,000 to Rs 18,000 per month, maximum basic pay from Rs 80,000 to Rs 2.5 lakh and fitment factor to 2.57. The central government employees, have been demanding a hike in minimum pay from Rs 18,000 to Rs 26,000 and fitment factor from 2.57 to 3.68 times.

Central Government Employees & Unions expected announcement for increase in minimum pay and fitment formula in the Union Budget 2018. But there is no such announcement in the Budget. Central Government Employees are disappointed after the Union Budget. Confederation also expressed concerns about no such announcement.

Employees thank Prime Minister for allowing standard deduction of Rs 40,000

A delegation of officials of Department of Personnel and Training (DoPT), called on the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh here today. The officials thanked the Government led by Prime Minister Shri Narendra Modi for incorporating their issues in the Union Budget presented by Finance Minister Shri Arun Jaitley yesterday.

The delegation was led by the DoPT Secretary Shri Ajay Mittal. The members thanked the Government for allowing them a Standard Deduction of Rs 40,000 p.a. for salaried individuals on income tax in lieu of the existing transport allowance and reimbursement of medical expenses. They also thanked the Government for taking various other welfare measures for the employees in the last three years.

Dr Jitendra Singh said that this is for the first time that a Government has acknowledged the contribution of the salaried class which is contributing the bulk of income tax collections throughout the country and accordingly, certain exemptions such as standard deduction of Rs 40,000 has been announced specifically for this class.

Shri Singh said that the Finance Minister also deserves to be lauded for having addressed the other issues of various sections and regions of the country. He also expressed happiness at the announcement of Rs 10,000 crore as “Fishery Fund” which will also benefit the people in Northeast. Bamboo Mission has a special significance for Northeast and the announcement made by the Finance Minister is a vindication of the Union Government’s continued commitment to the development of the remote regions. He said that the senior citizens faced the issues of late-age illness, lack of caretakers for help and financial constraint. He said that this has been taken care of by exemption of the interest on bank account from income tax up to Rs.50,000, enhancement of the health insurance amount up to Rs.50,000 and hike in medical expenditure. The budget is common man friendly and addresses issues of all sections, he added.
