The Government is always committed to appoint best available talent subject to provisions of rules. NITI Aayog in the Three Year Action Agenda for 2017-2020 has recommended for inducting specialists into the system through lateral entry in policy making areas on fixed term contract. This recommendation alongwith suggestions received from other quarters are under consideration.
This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State for Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Dr. K. Gopal and Shri Sisir Kumar Adhikari in the Lok Sabha today.

Subject: Revision of flat rate of licence fee for General Pool Residential Accommodation (GPRA) throughout the country.
In terms of the provisions of the Rule 74 of the “Central Government General Pool Residential Accommodation Rules. 2017, the Government has decided to revise the flat rates of licence fee recoverable for the residential accommodation available in General Pool and also in Departmental Pools of Ministries/Departments of the Government of India throughout the Country (except in respect of substandard/unclassified accommodation of Ministry of Defence, accommodation for service personnel of the Ministry of Defence and accommodation under the control of Ministry of Railways), as shown in the Annexure.
2 The revised rates of licence fee would be effective from 1st July, 2017. All Ministries / Departments are requested to take action to recover the revised licence fee in accordance with these orders in respect of accommodation under their control all over the country.
3 This issues with the concurrence of Integrated Finance Wing of the Ministry of Urban Development vide Note dated 6/7/2017.

The rate of ex-gratia lump sum compensation for 100 percent disability to CAPFs & Assam Rifles personnel, who are disabled in the performance of their bonafide official duty under various circumstances and are boarded out from service on account of disability attributable to aggravated in service, has been revised vide this Ministry OM No.27011/64/2010-R&W (Part) dated 07/06/2017 from Rs. 09 lakhs to Rs. 20 lakhs w.e.f 01/01/2016.
The 7th CPC has recommended a common regime of Risk and Hardship Allowance for Army and CAPFs which has been accepted by the Government.
This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question by Shri Bahadur Singh Koli in the Lok Sabha today.
The Government vide notification no. G.S.R. 1065 (E) dated 11.11.2016 has amended paragraph 72(6) of the Employees’ Provident Funds (EPF) Scheme, 1952 wherein changes have been made in the conditions leading to a Provident Fund (PF) account becoming an Inoperative Account. As per amended definition of Inoperative Account (w.e.f. 11.11.2016), an account becomes inoperative after the age of 58 years, i.e., 36 months after the retirement age of 55 years. The details of inoperative accounts and amounts involved therein, consequent upon implementation of the above notification, have not been ascertained by Employees’ Provident Fund Organisation (EPFO) presently as the date of birth in respect of many employees is not available in the EPFO database presently.
As per paragraph 60(6) of EPF Scheme, 1952, interest shall not be credited to the account of a member from the date on which it has become an inoperative account under paragraph 72(6) of EPF Scheme, 1952. However, as per amended definition, an account shall be classified as Inoperative after the member attains the age of 58 years. Hence, interest shall be credited to the account of a member upto the age of 58 years.

Sub: Online Appointment System for CGHS beneficiaries
For the convenience of CGHS beneficiaries and with an objective of reducing the waiting time at the Wellness Centers, CGHS is pleased to announce a new initiative of booking online appointments. Existing beneficiaries can now book an appointment for Medical Officer or, Specialist consultation online. The steps involved in booking an appointment online are given below
Online Appointment by Beneficiary himself
1 Visit the website cghs.nic.in
2 Click on the option “Book Appointment” available on RHS of the screen
3 Enter beneficiary ID and click on “Generate OTP”.
4 An OTP (One Time Password) will be sent on registered mobile no. of the beneficiary or to the main card holder’s mobile if that is the only registered number.
5 Enter OTP and click on “Proceed”.
6 Beneficiary details are displayed on screen. Click on “Proceed” button if the details displayed on screen are correct otherwise click on “NOT YOU”. In that case login again and proceed as above.
7 Select Specialty, Dispensary, Doctor as per your choice and click on “Proceed” button. A beneficiary can select a GDMO (General Duty Medical Officer) or a Specialist of any of the CGHS wellness centre for appointment.
8 A calendar is displayed to choose a date that has the availability of appointment for the selected doctor. Select date for appointment.
9 On selecting date, top of the screen shows the slot timings and the appointments available. A beneficiary can choose the desired slot.
10 Click on “Proceed to Book Appointment”. One can go back and make changes by using the ‘Change the Specialty’ button.
11 On clicking the button “Proceed to Book Appointment”, beneficiary details and the appointment details are displayed on the screen for confirmation.
12 Click on the option “Confirm to Book Appointment”, Confirmation status page is displayed. One can print the confirmation slip, or book another appointment. System would also send an SMS to registered mobile number.
13 Appointment for the GDMO can be taken within 72 hours of date of appointment whereas appointment for the Specialist can be taken within 1 month of date of appointment. Online appointment cannot be made for th e same day/date. (This window period may change depending upon the decisions taken from time to time)
14 If a self registered patient arrives at the indicative time slot and by that time his “Q” number has already passed, he will be called as very next patient, barring emergencies. However, if the indicative time slot has passed beyond half an hour then he will have to get fresh registration from WC registration counter.
15 If patient fails to turn up on appointed time thrice in a row the facility for him may be blocked for a month.
For walk in patients who directly visit the center without a prion self booked appointment, the facility of online registration at the registration counter of Wellness Center is available.
The introduction of this facility may be given due publicity by all Wellness Center in-charges.

Sub:- Decision of the Government on the recommendations of the Seventh Central Pay Commission relating to grant of House Rent Allowance (HRA) to Railway employees.
Consequent upon the decision taken by the Government on the recommendations of the Seventh Central Pay Commission relating to House Rent Allowance (HRA), the President is pleased to decide that, in modification of Railway Board’s letter No. PC-65/HRA-1/3 dated 21.7.1965 as amended from time to time, letter No. E(P&A)II-2008/HRA-10 dated 12.09.2008 and letter No. E(P&A)II-2015/HRA-7 dated 24.09.2015, the admissibility of HRA shall be as under:-

2.The rates of HRA will not be less than 5400/-, 3600/- and 1800/- at `X’, ‘Y’ & ‘Z’ class cities respectively.
3.The rates of HRA will be revised to 27%, 18% and 9% for ‘X’, ‘Y’ and ‘Z’ class cities respectively when Dearness Allowance (DA) crosses 25% and further revised to 30%, 20% and 10% when DA crosses 50%.
4.The term “basic pay” in the revised pay structure means the pay drawn in the prescribed pay levels in the Pay Matrix and does not include Non-Practising Allowance (NPA) etc. or any other type of pay like special pay, etc.
5.In the case of running staff HRA will continue to be calculated on the basic pay plus 30% pay element till further orders.
6.The list of cities classified as ‘X’, ‘Y’ and ‘Z’ issued vide Board’s letter No. E(P&A)II-2015/HRA-7 dated 24.09.2015, for the purpose of grant of House Rent Allowance is enclosed as Annexure to these orders.
7.Special orders on continuance of HRA at Delhi (‘X’ class city) rates to railway employees posted at Faridabad, Ghaziabad, NOIDA and Gurgaon, at Jalandhar (`Y’ class city) rates to Jalandhar Cantt., at ‘Y’ class city rates to Shillong, Goa & Port Blair and HRA at par with Chandigarh (`Y’ class city) to Panchkula which have been allowed to continue vide Para ‘4’ of this Ministry’s letter No. E(P&A) II-2015/HRA-7 dated 24.09.2015 and S.A.S Nagar (Mohali) at par with Chandigarh (‘Y’ class city) vide Ministry’s letter No. E(P&A)II-2015/HRA-7 dated 12.05.2017, shall continue till further orders.
8.All other conditions governing grant of HRA under existing orders shall continue to apply.
9.These order shall be effective from 1st July, 2017.
10.This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
*Only for the purpose of extending HRA on the basis of dependency.
NOTE
The remaining cities/towns in various States/UTs which are not covered by classification as “X” or “Y”, are classified as “Z” for the purpose of HRA.
No positive outcome in 7th CPC Standing Committee Meeting : Confederation
MEETING WITH SENIOR OFFICERS COMMITTEE
As notified earlier, the meeting with the senior officers Committee was held on 21.07.2017. The Committee was represented by Additional Secretary, Expenditure (Chairman), Joint Secretary (Implementation Cell), Joint Secretary (Personnel) and Joint Secretary (DOP&T). Staff Side was represented by all 13 Members, Standing Committee, National Council JCM.
Eventhough no specific agenda was notified, the staff side expected that the Committee will hold serious discussion on the demand of Increase in Minimum Pay and Fitment formula as assured by group of Ministers on 30.06.2016. But the Committee just briefed the decision of the Govt. on Allowances. Staff side raised the issue of Minimum Pay and fitment formula and demanded an early decision as per the assurance given by the Cabinet Ministers. Along with that staff side also raised various issues arising out of implementation of govt. decisions on allowances. As usual the meeting ended without any positive outcome.

Dear Comrades!
Sub: Brief of the meeting of the Standing Committee of National Council (JCM) held today with the Additional Secretary, Department of Expenditure.
A meeting of the Standing Committee of National Council(JCM) with the Additional Secretary, Department of Expenditure, has taken place today to discuss about the issues arising after the implementation of the 7th CPC recommendations.
At the beginning of the meeting; the Official Side briefed about the decisions taken by the Government on the Allowances. The Staff Side thereafter raised the following issues:-
1. The Central Government Employees are dissatisfied by the decision taken by the Government not to revise the HRA percentage recommended by 7th CPC. The demand of the Staff Side is reiterated for retaining the existing percentage of 30%, 20% and 10%.
2. The low paid employees who were getting Transport Allowance @ Rs.3600 + DA as on 1.1.2016 is subjected to huge financial loss since their Transport Allowances has been reduced to Rs.1300+DA. This injustice should be rectified. Official Side agreed for a review.
3. Even though the demand of the Staff Side is that, Allowances should also be revised from the date of revision of pay i.e. 01.01.2016, at least Government should have given the same from the date of notification of 7th CPC as was done during the previous pay Commissions. The Official Side is requested to consider this demand. The Staff Side also drawn attention of the Official Side towards the Awards given by the Board of Arbitration in favour of the employees in the past in this regard.
4. As regards Minimum Pay and Fitment Formula, the Staff Side has already submitted the justification for increasing Minimum Pay and Fitment Factor. However, the Official Side has not yet responded till date on this demand. Since Minimum Pay is not derived on the basis of Dr. Akryod Formula/15th ILC norms and Supreme Court judgments, the issue requires the review by the Government. Moreover, even in the existing Pay Matrix there is discrimination between the low paid employees and high paid officers. Therefore, this demand should be discussed with the Staff Side by the Official Side so as to settle this major issue which was agreed to be considered by the Group of Ministers.
5. Government may restore various advances withdrawn and should also issue orders for revision of HBA as recommended by 7th CPC and accepted by the Cabinet.
6. While thanking the government for restoring Risk Allowances to the Defence Civilian Employees, the revised rate is very negligible. It should be at least at par with the Risk Matrix given to the Fire Fighting Staff
7. Staff Side, while thanking the government for restoration of some of the allowances, abolished/subsumed by the 7th CPC, asked the Finance Ministry to remove the barrier of coming back to Finance Ministry in case of 12 allowances meant for the Running Staff of the Indian Railways, being bilateral settlement with the Railway Ministry.
The Staff Side informed the Chairman that, considering the discontentment prevailing amongst the Central Government Employees, the Official Side may convey the feelings of the Staff Side to the Government on the above issues, and in case if there is no positive approach from the Government, then there will be no alternative than to plunge into Action Programmes.
The chairman, after a patient hearing, responded as follows:-
1.The views expressed by the Staff Side would be conveyed to the Government.
2. As regards Minimum Pay and Fitment Factor, the Staff Side may give additional grounds and justification for any revision, so that the Official Side can consider the same.
3.After receipt of the above note from the Staff Side, the next meeting would be convened.
Fixed Medical Allowance to the Central Government Pensioners for non CGHS area

Subject: Grant of Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS.
The undersigned is directed to say that at present Fixed Medical Allowance (FMA) is granted to the Central Government pensioners/family pensioners residing in areas not covered under Central Government Health Scheme administered by the Ministry of Health & Family Welfare and corresponding health schemes administered by other Ministries/Departments for their retired employees for meeting expenditure on their day-to-day medical expenses that do not require hospitalization. Orders were issued vide this Department’s O.M.No.4/25/2008-P&PW(D) dated 19-11-2014 for enhancement of the amount of Fixed Medical Allowance from Rs.300/- to Rs.500/-per month w.e.f.19.11.2014.
2. Consequent upon the decision taken by the Government on the recommendations of the 7th Central Pay Commission on Allowances (with modifications), sanction of the President is hereby conveyed for enhancement of the amount of Fixed Medical Allowance from Rs 500/- to Rs.1000/- per month. The other conditions for grant of Fixed Medical Allowance shall continue to be as contained in this Department’s OMs No. 45/57/97-P&PW(C) dated 19.12.1997, 24.8.1998, 30.12.1998, 18.8.1999 and OM No. 4/25/2008-P&PW(D) dated 19.11.2014.
3. These orders will take effect from 01.07.2017.
4. In their application to the persons belonging to the Indian Audit and Accounts Department, these orders issue in consultation with the Comptroller and Auditor General of India vide their UO No. 169-Staff (Rules)/A.R/01-2016 dated 18.07.2017.
5_ These orders are issued with the concurrence of the Ministry of Finance (Deptt. of Expenditure) vide their OM No. 11-1/2016-IC dated 11.07.2017.
