Consumer Price Index for Industrial Workers (CPI-IW) – May, 2017

The All-India CPI-IW for May, 2017 increased by 1 point and pegged at 278 (two hundred and seventy eight). On 1-month percentage change, it increased by (+) 0.36 per cent between April, 2017 and May, 2017 when compared with the increase of (+) 1.48 per cent between the same two months a year ago.

The maximum upward pressure to the change in current index came from Food group contributing (+) 0.74 percentage points to the total change. At item level, Rice, Groundnut Oil, Eggs (Hen), Fish Fresh, Poultry (Chicken), Milk, Pure Ghee, Chillies Green, Onion, Beans, Brinjal, Cabbage, Carrot, French Beans, Green Coriander Leaves, Methi, Palak, Potato, Radish, Banana, Tea (Readymade), Sugar, Bus Fare, etc. are responsible for the increase in index. However, this increase was checked by Wheat, Wheat Atta, Arhar Dal, Mustard Oil, Chillies Dry, Garlic, Lady’s Finger, Parwal, Tomato, Torai, Mango (Ripe), Flower/Flower Garlands, etc., putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 1.09 per cent for May, 2017 as compared to 2.21 per cent for the previous month and 6.59 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at (-) 1.63 per cent against 0.67 per cent of the previous month and 8.48 per cent during the corresponding month of the previous year.

At centre level, Salem reported the maximum increase of 6 points followed by Belgaum, Madurai and Faridabad (5 points each) and Tripura, Kodarma, Ernakulam, Mysore, Nasik and Coonoor (4 points each). Among others, 3 points increase was observed in 6 centres, 2 points in 14 centres and 1 point in 13 centres. On the contrary, Amritsar, Raniganj and Ludhiana recorded maximum decrease of 3 points each followed by 2 points decrease in Varanasi. Among others, 1 point decrease was observed in 15 centres. Rest of the 16 centres’ indices remained stationary.

The indices of 32 centres are above All-India Index and other 45 centres’ indices are below national average. The index of Chhindwara centre remained at par with All-India Index.

The next issue of CPI-IW for the month of June, 2017 will be released on Monday, 31st July, 2017. The same will also be available on the office website www.labourbureaunew.gov.in.

General Secretary, All India Railwaymen’s Federation and Secretary, Staff Side(JCM), Shri Shiva Gopal Mishra, welcomed decision of the Union Cabinet for restoring rates of House Rent Allowance @ 10%,20% and 30% to the Central Government Employees covered from levels 1 to 3, “however, demand of the Staff Side(JCM) for similar rate of HRA to other Group `C’ staff should also have been acceded to”, he added.

Shri Mishra applauded the decision of the Central Government for amending 50% DA barrier for increasing HRA @ 09%, 18% and 27% when DA exceeds 25% as also @ 10%, 20% and 30% on Dearness Allowance exceeding 50%. He further added that, “similar principle could have been adopted on other allowances which are DA indexed”.

Shri Mishra also thanked the government for restoring 34 allowances, particularly from the Railways 12 allowances, including Breakdown Allowance, Nursing Allowance, Trip Allowance, Additional Allowance, Cycle Allowance as also Special Allowance to Trackmen, Section Controllers and Loco Pilot (Goods) and Sr. Passenger Guards on enhanced rates.

Shri Mishra, however, emphasized that, main demand of the Central Government Employees for increasing Minimum Wage and Fitment Formula as well as Guaranteed Minimum Pension for the Central Government Employees, appointed on or after 01.01.2004, should also be considered by the government sympathetically and orders to this effect be issued at an earliest in view of the widespread anxiety and discontentment prevailing among the Central Government Employees.

He appreciated the government for increasing the rate of Fixed Medical Allowance from Rs.500 p.m. to Rs.1000 p.m.

Shri Mishra further said that, Staff Side(JCM) is thankful to the government for increasing various allowances for Nursing Staff and extending Patient Care Allowance to Ministerial Staff working in the hospitals, and at the same time hopeful for increasing the same for other categories of staff also.

No Changes in Transport Allowance : Implemented as per 7th CPC Recommendation

Union Cabinet implemented transport allowance based on 7th CPC Recommendation report, there is no changes in the transport allowance now.

All the Central Government Employees expected modifications in the House Rent Allowance & Transport Allowance, but as per the Cabinet decision on 28th June 2017, there is no changes in the HRA & TA.

The pay panel had said in its report, “For most of the allowances that were retained, the 7th CPC recommended a raise commensurate with inflation as reflected in the rates of Dearness Allowanc (DA).

Accordingly, fully DA-indexed allowances such as Transport Allowance were not given any raise. Allowances not indexed to DA were raised by a factor of 2.25 and the partially indexed ones by a factor of 1.5. The quantum of allowances paid as a percentage of pay was rationalised by a factor of 0.8.”

Rates of Additional Allowance have been increased from Rs.500 / 1000 per month to Rs.1125 / 2250 per month. This has also been extended to Loco Pilot Goods and Senior Passenger Guards also @Rs.750 per month.

In view of strenuous nature of the job, new Allowance namely Special Train Controller’s Allowance @5000 per month for Train Controllers of Railways has been introduced.

Rate of Fixed Medical Allowance (FMA) for Pensioners has been increased from Rs.500 per month to Rs.1000 per month. This will benefit more than 5 lakh central government pensioners not availing CGHS facilities.

i.The rate of Constant Attendance Allowance granted on 100% disablement has been increased from Rs.4500 per month to Rs.6750 per month.

Some allowances based on geographical location such as Special Compensatory (Remote Locality) Allowance (SCRLA), Sunderban Allowance & Tribal Area Allowance have been subsumed in Tough Location Allowance. The areas under TLA have been classified into three categories and the rates will be governed as per different cells of R&H Matrix and will be in the range of Rs.1000 – Rs.5300 per month. The 7th CPC had recommended that TLA will not be admissible with Special Duty Allowance (SDA) payable in North-East, Ladakh and the Islands. Government has decided that employees will be given the option to avail of the benefit of SCRLA at pre-revised rates along with SDA at revised rates.

NDA Government has once again betrayed the entire Central Govt Employees. The demand of the employees to restore HRA to 30, 20 & 10% is denied. Date of effect for allowances is fixed as 01-07-2017 denying 18 months arrears.

The BJP lead NDA Government deliberately delayed the legitimate right of the employees. The assurance given by Cabinet Ministers regarding increase in Minimum Pay and Fitment Formula is also not honoured till date. NDA Government is the worst Government as far as employees and workers are concerned.

Confederation National Secretariat calls upon entire Central Govt Employees to hold demonstrations in front of all Central Govt Offices protesting against the anti-employees, anti-workers stand of the NDA Government.
