The undersigned is directed to refer to M/o Commerce & Industry OM No. K-75027/9/2022-FT ST dated 17.5.2022 on the subject mentioned above and to state that DPE’s OM dated 25.10.2021 is also applicable for calculation of ex-gratia in respect of CPS employees (Board level, below board level and Non Unionized Supervisors) following IDA pay scales, who took VRS between 01.01.2020 and 30.6.2021 and were entitled for ex-gratia.

Subject: Grant of Special Casual Leave to Organ Donors – regarding.
This Department has been considering grant of Special Casual Leave to Organ Donors in the light of several references/queries received, in consultation with Ministry of Health and Family Welfare. Organ removal from a donor is a major surgery, which requires time for recovery, including both hospitalization and post hospitalization periods. Further, keeping in view the noble activity to help another human being and to promote organ donation among the Central Government employees, it has now been decided to grant a maximum of 42 days Special Casual Leave to a Central Government servant for donating their organ(s) to another human being, as a special welfare measure in public interest, notwithstanding the provision under Appendix-III of the CCS (Leave) Rules 1972 regarding grant of Special Casual Leave not exceeding 30 days in any one calendar year, on the following conditions:
(i) Irrespective of type of surgery for removal of donor’s organ, the duration of Special Casual Leave will be a maximum of 42 days as per the recommendation of Government registered medical practitioner / Doctor.
(ii) The leave shall be granted to all types of Living Donors provided that donor had been duly approved for donation by the Government registered medical practitioner as per the Transplantation of Human Organs Act, 1994.
(iii) The Special Casual Leave shall not be combined with any other leave except in exceptional circumstances of complications of surgery on medical recommendation by the Government registered medical practitioner / Doctor.
(iv) Special Casual Leave shall normally be taken in one stretch starting from the day of admission in the hospital, however, in case of requirement it can be availed starting maximum one week prior to surgery on the recommendation of Government registered medical practitioner / Doctor.
(v) Flexibility or splitting of leaves may be permitted on the recommendation of treating Government registered medical practitioner / Doctor.
(vi) Treatment in connection with organ donation shall as far as possible be done from any Authorized Hospital. In a case where no authorized hospital is available in the area / zone of treatment and the treatment is done from a Private Hospital, production of medical certificate duly certified by concerned HOD of the Hospital is mandatory.
(vii) “Authorized Hospital” is defined as Government Hospital or Private Hospital empanelled under Central Government Health Scheme (CGHS).
3. These orders shall be applicable to Government employees appointed to the civil services and posts in connection with the affairs of the Union of India in terms of Rule 2 of the CCS (Leave) Rules, 1972 with effect from the date of issue of this O.M.

Sub: Coverage under CCS (Pension) Rules, in place of National Pension System of those Central Government employees who were recruited against the posts/vacancies advertised/notified for recruitment, on or before 22.12.2003 – regarding.
Copy of the CGDA, Delhi Cantt letter No. NPS-CORR/4/2020-NPS dated 06.04.2023 circulating a copy of Ministry of personnel, Public Grievances and Pensions, Deptt. of Pension and Pensioners’ welfare O.M. No. 57/05/2021-P&PW/(B) dated 3rd March, 2023 (also available at CGDA website) on the above subject is enclosed herewith. GoI has now been decided that, in all cases where the Central Government civil employee has been appointed against a post or vacancy which was advertised/notified for recruitment/appointment, prior to the date of notification for National Pension System i.e. 22.12.2003 and is covered under the National Pension System on joining service on or after 01.01.2004, may be given a one-time option to be covered under the CCS(Pension) Rules, 1972 (now 2021). The contents of the O.M. No. 57/05/2021-P&PW(B) dated 3rd March, 2023 may please be brought to the notice of all concerned.
2. The one-time option form (specimen enclosed) from the eligible willing individuals to exercise their option may please be forwarded to Admin – 2 section of this office not later than 31.08.2023.
3. Those Government servants who are eligible to exercise option in accordance with DoP&PW OM dated 03.03.2023, but who do not exercise this option by the stipulated date, shall continue to be covered by the National Pension System.
4. The option once served shall be final.

UPSC declares the final result of Combined Defence Services Examination (II), 2022
Union Public Service Commission has declared the final results of the Combined Defence Services Examination (II), 2022. The lists are in order of merit of 204 candidates (146 +43 +15) who have qualified the written results of the Combined Defence Services Examination (11), September, 2022 and SSB interviews held by the Services Selection Board of the Ministry of Defence for admission to Indian Military Academy, Dehradun, Indian Naval Academy, Ezhimala, Kerala and Air Force Academy, Hyderabad.
The results are available on the website of the Commission (http://www.upsc.gov.in). There are some common candidates in the three lists for various courses. However, marks of the candidates will be available on the website after declaration of final result of Officers’ Training Academy (OTA) for Combined Defence Services Examination (II), 2022.
The results of Medical examination have not been taken into account while preparing these lists. Verification of date of birth and educational qualifications of these candidates is still under process. The candidature of all these candidates is, therefore, Provisional on this account.
The number of vacancies, as intimated by the Government is 100 for Indian Military Academy [including 13 vacancies reserved for NCC ‘C’ Certificates (Army Wing) holders), 22 for Indian Naval Academy, Ezhimala, Kerala Executive Branch (General Service)/Hydro [including 03 vacancies for NCC ‘C’ Certificate (Naval Wing through NCC Special Entry) holders] and 32 for Air Force Academy, Hyderabad [03 vacancies are reserved for NCC ‘C’ Certificate (Air Wing) holders through NCC Spl. Entry).
Candidates are requested to forward their certificates, in original, in support of Date of Birth/Educational qualification etc. as claimed by them, along with attested copies thereof to Army Headquarters /Naval Headquarters /Air Headquarters, as per their first choice. In case, there is any change of address, the candidates are advised to promptly intimate the concerned headquarters.

In this regard, it is stated that the guidelines have been issued by this Department, vide OM No. 12/14/99-JCA, dated 10.10.2001, regarding closure of Central Government Offices and grant of paid holiday to all concerned, including the daily wage/casual workers, on the date of election. It is reiterated that all the Central government Offices and the Central Industrial Establishments, shall remain closed in the notified areas, where general election to the State Legislative Assembly Constituency and bye election to the Parliamentary Constituency & State Legislative Assemblies Constituencies are to be conducted, on the date of Poil. The employees concern shall be granted paid holiday on the date of Poll to enable them to exercise their right to vote.

Please refer to this Ministry’s letter of even number dated 01.11.2022 (PC-VI/408, RBE No.141/2022) revising the rates of Dearness Allowance w.e.f. 01.07.2022 in respect of railway employees continuing to draw their pay in the pre-revised pay scale/ grade pay as per 6th Central Pay Commission.
2. The rate of DA admissible to railway employees of above category is hereby enhanced from the existing rate of 212% to 221% w.e.f. 01.01.2023.
3. The provisions contained in Paras 3, 4 & 5 of this Ministry’s letter of even number dated 09.09.2008 (S.No. PC-VI/3, RBE No.106/2008) shall continue to be applicable while regulating) Dearness Allowance under these orders.

The undersigned is directed to refer to this Department’s O.M. No. 1/3(1)/2008-E.I(B) dated 12th October, 2022 on the subject mentioned above and to say that the rate of Dearness Allowance (DA) in respect of employees of Central Government and Central Autonomous Bodies, who are continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 6th Central Pay Commission, shall be enhanced from the existing rate of 212% to 221% of Basic Pay w.e.f. 01.01.2023.
2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M.No.1(3)/2008-E.IKB) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Attention is drawn to provisions contained in para 1201 of Chapter XII of IREM Vol. I, wherein procedure in respect of change of name by a Railway servant (in service) is provided.
One of the Zonal Railways has sought clarification/guidelines applicable on change of name by pensioner/family pensioner. The matter has been examined in consultation with Department of Pension & Pensioners’ Welfare, and the Finance Directorate of Railway Board. It is stated that there is no separate procedure prescribed in the Pension Rules for change in name/surname in the PPO of the government employees or spouse after retirement. The PPO is issued on the basis of service records/service book of the employee. Necessary action in the matter may be taken in terms of provisions contained in Chapter XII of IREM Vol.1
