Dear Sir/Madam,

Sub: Clarification of Deferred withdrawal of lump sum

PFRDA (Exits and Withdrawals from Nation Pension System) Regulations 2015 provides option to subscriber to defer withdrawal of lump sum (60%) up to the age of 70 years.

Under the Deferred withdrawal facility, the subscribers at the time Of exit from National Pension System (NPS) can exercise an option to defer the withdrawal of eligible lump sum withdrawal and stay invested in the NPS. Subscriber has an option to withdraw the deferred lump sum amount in maximum ten annual installments up to the age of 70 years or withdraw the entire amount at once by giving 15 days advance notice during such a period of deferment.

If no such notice is given, the accumulated pension wealth would be automatically monetized and credited to his bank account upon attaining the age of 70 years.

Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2015 & January 2016 under X BPS/ Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended September 2015 are as follows:-

July 2015 – 6003.21
August 2015 – 6026.04
September 2015 – 6071.69

The average CPI of the above is 6033. Consequently, Dearness Allowance payable to employees is for 398 slabs for the period November, December 2015 and January 2016 i.e. an increase of 34 slabs over the current level.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of November, December 2015 and January 2016 shall be 39.80% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.

Here are nine key points you must know about the Seventh Pay Commission:

1. Around 48 lakh central government employees and 55 lakh pensioners will benefit from the Seventh Pay Commission.

2. The Pay Commission was set up by the UPA government during its regime. The recent changes have come under the influence of the NDA government.

3. Former IAS officer Vivek Rae, economist Rathin Roy and Commission secretary Meena Agarwal are members of the commission among others.

4. The salaries of IPS and IRS officers will get at par with that of IAS officers under the new commission.

5. In order to cut down parity, the number of pay bands will be reduced. At present, there are 32 pay bands, which will reduce to 13.

6. The central government’s salary bill will rise by 9.5 percent to Rs 1,00,619 crore after the commission takes effect.

7. Under the pay commission, the government can cut down salaries of the ‘underperforming’ central government by 5 to 6 percent.

8. The duration of service will also be reduced to 55 years of age or 33 years of service.

9. The Seventh Pay Commission is said to increase basic salaries by 30 to 40 percent. The basic salary set in the First Pay Commission was Rs 35 per month.

National Federation of Indian Railwaymen in its letter has contended that there is no designation or post of “Store Pharmacist” on Indian Railways and all the Pharmacists have been working in the Health Care delivery institution/establishment whose duties involve dispensing medicines and maintaining records of medicines . In the Railways there is no category exclusively designed as “Store Pharmacist”not involved in dispensing of medicines.

IAS officers started a major letter campaign ahead of submission of the 7th Pay Commission report

Officers belonging to the Indian Administrative Service (IAS) have started a major letter campaign ahead of submission of the Seventh Pay Commission report later this month, to counter lobbying by other Central services like IPS and IRS to bring pay parity and end the “superiority” that the IAS has traditionally enjoyed over them.

Following whatsapp messages circulated recently on their closed group, IAS officers have been writing petitions to their Central and state associations, apart from secretary, department of personnel & training (DoPT), protesting against attempts by all other associations “to bring in pay parity and do way with the edge enjoyed by the IAS which has been successively upheld by every pay commission till date in a reasoned manner”.

The whatsapp message had asked the IAS officers to “burn the midnight oil and pour your heart out as to why you came to the IAS and why you deserve what you deserve”.

“Young officers with 20-30 years of service have everything to lose if we don’t stand up now,” the whatsapp message said exhorting the officers to shoot off letters to their Central and state associations as well as DoPT arguing “as to why IAS is the premier service of the country considering the multifarious takes we perform and why a notional edge is a sin-qua-non to keep our morale high and confidently discharge our duties”.

“Please don’t discuss and start a debate. Huge noises of anguish and dissent should be heard in the power corridors by the time the 7th Pay Commission sits by the month end to collate its recommendations,” said the internal message that showed up whatsapp account of IAS officers over the past couple of weeks.

The 7th pay panel is set to submit its report to the government by this month end. It will then go through the implementation committee, the finance ministry, Cabinet secretariat and the Prime Minister’s Office before the approval of the government is given.

IAS officers enjoy an edge over other Central services like IPS and IRS in terms of promotions, increments as well as empanelment, not to mention their proximity to the political dispensation given their nature of responsibilities.

IAS Officers upset over 7th Pay Commission for bringing Pay Parity with other Civil servants

Officers of the Indian Administrative Service (IAS), the top rung of the country’s bureaucracy, are up in arms against the Seventh Pay Commission now, after the rumour that it could bring about parity between them and other civil servants who are lower down in the civil service hierarchy.

Associations of IAS officers have held several formal and informal meetings to weigh options before them to thwart any attempt to whittle away at the advantages they now enjoy over others by virtue of securing top grades in the civil services exam.

Nearly 200 young IAS officers have so far submitted their representations to Cabinet secretary Pradeep Kumar Sinha, the country’s top bureaucrat, and to the central IAS officers’ association, airing serious concerns over the reported move by the pay panel towards salary parity and doing away with the IAS edge in what is known as empanelment. “I was astonished to see media reports on the proposals towards parity between the services, which is nothing but an attempt to equate the gold medalist with last-benchers. Such proposals not only go against the principles of competition but also penalise top performers in the name of parity,” said 1993 batch IAS officer on condition of anonymity .

Top-ranked students in the civil services exam are assigned the IAS and Indian Foreign Service, followed by other branches such as the Indian Police Service (IPS) and the Indian Revenue Service (IRS). Empanelment refers to the selection of officer to a post which has the rank of joint secretary in the central government. The next step could be a petition by the Central Indian Civil and Administrative Association, the lobby group of IAS officers, to the cabinet secretary, who is also an IAS offcers, to the cabinet secretary, who is also an IAS officer.

Sanjay Bhoosreddy, the honorary secretary for the association, told ET that over 100 IAS officers have expressed anguish with his grouping so far about the reported recommendations of the pay panel which is due to submit its report by the end of this year. “The key concerns of the junior IAS officers pertain to emoluments and losing edge in empanelment,” he said. For years, officers from branches such as the IPS and IRS have complained that they do not make it to the rank of joint secretary in the same numbers that IAS officers do, and that their salaries are lower than those of IAS officers despite working on equally complex assignments. There are some 4,800 IAS officers across India. TS Krishnamurthy , an IRS officer who went on to become the Central Election Commissioner, argued that handing non-IAS officers a permanent handicap is not such a good idea.Instead, after some length of time, all those in the All-India Services should be treated equally . “I had a disadvantage; every time I had a handicap of two years and I feel no reason why there should be differentiation after 18 or 20 years,” he said.

Respected Sir,

We on behalf of above more than Two Lac Sixty Thousand (2,60,000) Gramin Dak Sevaks of the Department of Posts, respectfully seek your indulgence in extending your helping hand to such lower starta of employees who serve the rural population throughout the Country. As a matter of principle, the issues of pay scale and service conditions of the Gramin Dak Sevaks who were earlier known as E.D. Agents are referred to the Central Pay Commission (as was done with the first CPC) or simultaneously pay committee are constituted. The Seventh CPC was appointed in the year March, 2014 but Pay Committee or Pay Commission for Gramin Dak Sevaks has not yet been appointed which is due to be appointed under the loue Chairman cum member under a retired Judge of High Court, as per commitment.

The Department signed a solemn agreement with this union on 21/02/2014 to appoint an one man committee for the Gramin Dak Sevaks in case our issues were not included in the terms of reference of 7th CPC. A copy of the agreement is attached for your ready reference.

The appointment of the one man committee under the Chairmanship of a retired Judge was being delayed or denied forcing us to agitate. The Department signed a tripartite agreement under the signature of an officer of the Department; Chief Labour Commissioner and the representatives of this union to appoint a Pay Committee in consultation with this union. A copy of the agreement is enclosed for your reference, Sir.

We have already given our suggestion on 24/04/2015, but the department has not moved. Probably they want us to tire out. The report of the CPC is expected to come out any time now while is our case the Pay Committee has not even been constituted you may kindly agree that there cannot be any greater injustice.

Hence this union is requesting the Hon’ble Ministers kind intervention to settle the three issues by utilizing your good offices.
