Indian Air Force Celebrates International Yoga Day

Indian Air Force has always been in the forefront in promoting fitness and healthy life style amongst Air Warriors. In pursuance of the same, Yoga programmes has been conducted for Air Warriors since last two days at various Air Force Formations and Stations as a build-up for the International Yoga Day on 21 Jun 2015. These Yoga sessions were conducted to introduce Air Warriors to the benefits of Yoga. Majority of participants who took part in the programme are those engaged in assignments requiring high level of concentration and perseverance. During these sessions, various Yogic Asanas, breathing techniques and its positive impact on physical and mental well being were covered.

All Air Force Formations and Stations have been directed to observe 21 Jun 2015 as International Yoga Day, commensurate with the objectives stipulated by Government of India.

There would be an introductory talk on benefits of Yoga followed by a 35-45 minutes camp demonstrating various yoga exercises with participation of audience. This would end with a meditation exercise of six minutes duration. Conduct of Yoga would be under this guidance of Yoga teachers and experts.

Yoga is also planned to be conducted in Air Force Schools and at suitable locations in the Stations where families and children of air warriors can participate.

Rashtrapati Bhavan to commemorate International Yoga Day on June 21

The Rashtrapati Bhavan will commemorate the International Yoga Day on June 21 with officials and family members participating in a mass Yoga event at the Rashtrapati Bhavan Club House early in the morning. The event is being organized in collaboration with Morarji Desai National Institute of Yoga (an autonomous organization under the Ministry of AYUSH, Govt. of India).

Yoga practice classes have been conducted for residents of the President’s Estate from June 1 to 20, 2015 in preparation for the International Yoga Day.

Subject: Grant of NFSG to UDCs of CSCS – regarding

The undersigned is directed to refer to this Departments O.M.No.20/49/2009-CS.II (B) dated 22nd June, 2011 vide which a new grade of UDC Non-Functional Selection Grade (NFSG) in CSCS in the Grade Pay of Rs.4200/- in Pay Band-2 was created with effect from 22.06.2011.

2. It has been decided in consultation with D/o Expenditure to operationalize the NFSG of Grade Pay of Rs.4200/- in the case of UDCs of CSCS. The cadre units are requested to grant Grade Pay of to 1104 UDCs figuring in the list attached as Annexure —l subject to their suitability with effect from 22.06.2011 till the date of their promotion as Assistants on ad-hoc basis / Retirement / Expired / VRS / resigned etc whichever is earlier. The cadre units are also requested that the cficiels who have already resigned I retired / taken VRS / Expired etc prior to 22.6.2011 may not be qranted the Grade Pay cf Rs. 420C/-. Further, those UDCs who have been promoted to the grade of Assistant on ad-hoc basis prior to the issue cf O.M. No. 20/49/201 -CS.!I (B) dated 226.2011, have been excluded from the list of beneficiaries.

3. While granting the Grade Pay of Rs. 4200/- the cadre units may follow the procedure laid down in sub-pera (ii) to (v) of para (b) of this Department’s OM. No.20/49/2009-CS.ll (B) dated 22 06.2011. The pay fixation may be done under Rue 13 of CCS (Revised) Pay Rules, 2008 and other relevant instructions on the subject. The financial implications would have to be met by the respective Ministries / Departments.

4. Cadre units are also requested to send a compliance report in the enclosed proforma (Annexure-Il) to CS.II Division, detailing the officers who have been granted NFSG, by 30.06.2015. Since the Select List of 2003 (Extended) of UDC grade is under litigation, the grant cf Grade Pay of Rs. 4200/- would be subject to the outcome of the SLP (Civil) No, 10342/2015 filed by Shri Pankaj Kumar Mishra and others before the Hon’ble Supreme Court and O.A, No. 794/2015 filed by Shri Kamal Kumar Gupta and others before CAT Principal Bench, New Delhi and also orders in any other connected matter by any competent authority. This may be Included in the orders to be issued by the Cadre Authorities.

5. M/o Finance, D/o Expenditure’s vide their ID No. 94952/2015/E-III (A) dated 01-06-2015 have concurred with the proposal.

6. In case of errors/omissions if any, the same may be brought to the notice of this Department immediately.

Sub:- Early closure of offices on 20th June, 2015 (Saturday) at 13:00 Hrs. in connection with ‘Mass Yoga Demonstration’ at Rajpath on 21.06.2015 (Sunday).

In connection with the arrangements for ‘Mass Yoga Demonstration’ at Rajpath by the Hon’ble Prime Minister of India on 21st June, 2015 (Sunday), it has been decided that the Government offices located in the buildings indicated in the Annexure to this OM would be closed by 13:00 Hrs. on 20th June, 2015 (Saturday) and remain closed till the function is over on 21.06.2015 (Sunday).

Indian Army Recruitment Goes Online

Lt Gen Philip Campose, Vice Chief of Army Staff launched a new website, www.joinindianarmy.nic.in.of the Directorate General of Recruiting for selection of Officers, Junior Commission Officers (JCOs) & Other Ranks (OR) from the precincts of the South Block today.

This dynamic website is keeping in pace with the automation of Recruitment in the Army and will synergise and enhance the selection procedures. Candidates from all across India will have access to information about career options in the Army, make suitable choices and apply online. Kiosks based Central Govt and State Govt Common Service Centres (CSC) will enable candidates to apply from the remotest areas. The facilities of the website for applying as Officers, JCOs and OR will be available with effect from 01 Jul 2015.

Please refer to Railway Board’s letter of even number dated 01.10.2008 followed by subsequent letters regarding revised policy instructions / clarifications on Children Education Allowance admissible to Railway Servants, based on the recommendations of Sixth Central Pay Commission.

2. Now, DOP&T has inter-alia issued clarification on reimbursement of Children Education Allowance in the form of frequently asked questions (FAQ) in terms of their Office Memorandum No. I-11020/1/2014-Estt.(AL). The text of OM is tabulated below for guidance of all concerned.

1 Whether reimbursement of Children Education Allowance is admissible for the :  
(a) Nursery/LKG/UKG as there is no provision of recognition of these classes in most of the States/UTs; Reimbursement is permissible only if the child is studying in a recognised educational institution.
(b) Third child if either of the first two children is disabled to the extent that he/she cannot go to school; Reimbursement is allowed to only the two eldest surviving children of the Government servant except when the 2nd child birth results in multiple births or the 3rd child is born due to failure of sterilization operation.
(C) The children borne out of second marriage or the children of second wifelhusband in additions to children from first marriage; Reimbursement is allowed to only the two eldest surviving children of the Government servant.
(d) Entitlement of number of Note Books. Reimbursement is permissible for any number of note books as may be prescribed by the recognised
educational institution.

Consequent to sanction of an additional instalment of Dearness Allowance vide this Ministry’s letter No. PC-VI/2008/I/7/211 dated 13.04.2015, the President is pleased to decide that the rates of Night Duty Allowance, as notified vide Annexures ‘A’ and ‘B’ of Board’s letter No. E(P&A)II-2014/HW-1 dated 02.12.2014 stand revised with effect from 01.01.2015 as indicated at Annexure ‘A’ in respect of ‘Continuous’, ‘Intensive’, ‘Excluded’ categories and workshop employees, and as indicated at Annexure ‘B’ in respect of ‘Essentially Intermittent’ categories .

2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Guidelines regarding printing and issue of Plastic Card

Subject- Guidelines regarding printing and issue of Plastic Card-regarding

The issue regarding pendency of issue of CGHS plastic cards has been reviewed by the competent authority and with a view to clear the pendency expeditiously, it has now been decided that:

1. The work of Updating/Uploading of the Data for plastic cards shall hereinafter be outsourced to two private agencies, viz., M/s Synapse Solutions Private Ltd., and M/s Madras Security Printers Pvt. Ltd., which are already engaged for printing of plastic cards through NICSI. The work order for Data entry has been issued directly to the agencies at the existing rate contracts for this purpose in order to avoid delays in completion of formalities with NICSI and submitting work orders through NICSI.

If felt required, CGHS authorities in cities may deploy local agencies to get the data uploading done at the same NICSI approved rate contract.

2. CGHS has already issued work order directly to the empanelled private agencies to print CGHS plastic cards at the existing rates as per the contract with NICSI(copy enclosed).

3. Plastic Cards shall hereinafter be distributed directly through concerned CGHS Wellness Centre in order to avoid crowding at the CGHS administrative offices and possible misplacing of the cards when sent though speed post. The concerned CGHS wellness centres and CGHS authority would provide wide publicity of this system so as to avoid keeping the cards in the wellness centres unnecessarily. The centres would keep an authenticated record of the cards received, issued and pending for issue. Every week this report should be sent to the CGHS authority of the city. CGHS wellness centres would take extra effort to contact the beneficiaries about the receipt of the CGHS Plastic cards. Lists must be kept in the notice boards prominently for every body’s notice. The cards must be issued to the beneficiaries after verifying the authenticities of the receiver of the cards. CGHS authority would upload the information of printing of CGHS cards and dispatch details in the website on regular basis.

4. CMO I/Cs would motivate the CGHS beneficiaries to link their database to the Aadhar number by logging in to the CGHS database. The in-charges are also required to enter the Aadhar numbers whenever possible. The CMO i/c of CGHS Wellness Centres shall be responsible to link the CGHS database to Aadhar numbers of beneficiaries.

5. Printout of CGHS Index Card, which shall be valid for availing all CGHS facilities including investigations / treatment from empanelled diagnostic centres and hospitals till Plastic cards are issued through the CGHS wellness centre. In addition all the empanelled private hospitals and the laboratories shall continue to provide medical facility at CGHS terms and conditions to the CGHS Beneficiaries irrespective of the printed date of validity in their plastic cards. However, they shall verify the validity of the card in the CGHS database at the link – http://www.cghs.nic.in/welcome.jsp and extend the investigation / treatment facilities.

6. A copy of this OM shall be displayed prominently in the notice board at CGHS Wellness Centres.

7. These instructions are valid till further orders.
