The cadets undergoing their pre-commission training at the various training academies get a fixed stipend of Rs.21,000/- per month for the last one year of training before commissioning. This stipend is converted to pay for all purposes on successful completion of training and the arrears of the allowances admissible are paid. The VI Central Pay Commission did not agree to the Services` demand to grant provisional commission in the last year of training with full pay and allowances and all attendant benefits of the commissioned rank as successful completion of pre-commission training is a pre-requisite for the grant of commission in the Defence Forces, a situation which is not totally comparable with the civilian side.
This information was given by Minister of Defence Shri AK Antony in a written reply to Shri T.M. Selvaganapathiin Rajya Sabha today.
• Passenger fares increased marginally. The increase will be by 2 paise per km for suburban and ordinary second class; 3 paise per km for mail/express second class; 5 paise per km for sleeper class; 10 paise per km for AC Chair Car, AC 3 tier and First Class; 15 paise per km for AC 2 tier and 30 paise per km for AC I.
• Minimum fare and platform tickets to cost Rs. 5.
• 50% concession in fare in AC-2, AC-3, Chair Car & Sleeper classes to patients suffering from ‘Aplastic Anaemia’ and ‘Sickle Cell Anaemia’.
• Extending the facility of travel by Rajdhani and Shatabdi trains to Arjuna Awardees.
• Travel distance under ‘Izzat Scheme’ to increase from 100 kms to 150 kms.
• SMS on passenger mobile phone in case of e-ticket to be accepted as proof of valid reservation.
• Introduction of satellite based real time train information system (SIMRAN) to provide train running information to passengers through SMS, internet, etc.
• On board passenger displays indicating next halt station and expected arrival time to be introduced.
• Installation of 321 escalators at important stations of which 50 will be commissioned in 2012-13.
• Introduction of regional cuisine at affordable rates; launching of Book-a-meal scheme to provide multiple choice of meals through SMS or email.
• Introduction of coin/currency operated ticket vending machines.

Minor Increase in Fare of All Class Travel Proposed Increase not Enough to Cover Impact of Fuel Price Rise in 8 Years
Railway Minister Shri Dinesh Trivedi has announced minor increase in fares so as to cause minimal impact on the common man and to keep the burden within tolerance limits in general. He has proposed only 2 paise per km extra for suburban and ordinary second class travel. Similarly, increase for mail express second class will be by only 3 paisa per km; for sleeper class only 5 paisa per km; for AC chair car, AC 3 tier & First Class by only 10 paise per km; AC 2 Tier by only 15 paise per km; and AC I by only 30 paise per km. He said the corresponding rationalization in minimum distance and fare chargeable in various classes has also been proposed.
The proposed revisions will have marginal impact on the fares. The increase in fares for suburban second class passengers traveling 35 km will be only Rs.2. For non-suburban second class ordinary passenger traveling a distance of 135 km, increase will be Rs.4 only. For second class mail/express passenger traveling a distance of 375 km, the addition to the fare will be only Rs.12 and that for a 750 km journey by sleeper class on mail/express train will be only Rs.40. An AC 3 tier passenger traveling a distance of 530 km will be required to pay an additional Rs.57. The increase for AC 2 tier and AC I passenger traveling over same distance will be Rs.84 and Rs.163 respectively.
Shri Trivedi said the proposed adjustments would not even cover the impact of increase in fuel prices during last 8 years and valuable passengers of Indian Railways have been insulated from the burden of increase in the staff costs.
The Minister also announced intention to segregate fuel component in the cost associated with passenger services. He said the mechanism to be called FAC (fuel adjustment component) will be dynamic nature and will change in either direction with the change in fuel cost. He said it was not possible for Indian Railways to keep the passengers cushioned from the impact of input cost increases in future.
Railway Minister Shri Dinesh Trivedi has proposed to extend 50% concession in fare in AC 2, AC 3, Chair Car and Sleeper Classes to patients suffering from ‘Aplastic Anaemia’ and ‘Sickle Cell Anaemia’. As a measure of social welfare, Indian Railways extends travel concessions to more than 50 categories of travelers which include students, sportspersons, scouts & guides, farmers, senior citizens, teachers, girls, youth, patients etc. The value of concessions granted to travelers is more than Rs.800 crore per year.
He also announced extending the facility to travel by Rajdhani & Shatabdi Trains to winners of Arjuna Awards. He said the decision follows the laurels brought to the country by these sportspersons in their respective fields.
The Railways proposes to introduce a wellness programme for railway employees at their work places for early detection of risk factors, prevention and early treatment of diseases caused due to high blood pressure and sugar levels, obesity and other life style related ailments. To minimise incidence of human error especially amongst the skilled and technical staff including loco pilots, cabin men and gang men, the Minister for Railways underlined the importance of ensuring proper rest period for them. National Institute of Design has been requested to design appropriate outfits for various categories of workforce.
Indian Railways has been a leading patron of sports in the country. The Railways have decided to institute a Rail Khel Ratna Award that would be given to 10 sports persons based on their current performance. The awardees would be provided world class training to improve their skills. The Railway Sports Promotion Board would be provided the necessary wherewithal to administer promotion of sports in a highly professional manner for ensuring excellent performance by railway sports-persons.

During the years from 2008 to 2011, 41 Regular Recruits belonging to the batches between 2007 to 2010 have resigned for career progression (joining IAS, IFS etc.). Another 3 officers belonging to 1985, 1990 and 2004 batches have resigned on personal grounds.

Subject: – Provision of computer at the residence of officers of the level of  Joint Secretary or equivalent and above-reg.
The undersigned is directed to refer to this Department’s OM Nos. 7(4)/E.Coord./99 dated 1st August, 2000, dated 4th March, 2002 and 29th July, 2004 on the above subject. Keeping in view the advancement and rapid obsolescence in the configuration of desktop computers, it has been decided, in consultation with D/o Information Technology, that subject to the minimum configuration as in the Annexure to this OM, Ministries/Departments may decide on the configuration (hardware and software) of desktop computers to be provided to officers of the level of Joint Secretary and above themselves. The overall cost ceiling will however remain unchanged at Rs. 1,00,000/- (Rs. One lakh only) per piece (hardware and software included).
2. Officers who are entitled and avail of the facility of the computers and peripherals indicated above should pay an amount of Rs. 300/- per month from the date the computers are installed.
3. Payment for broadband connectivity will be regulated as per this Department’s OM No. 7(140/C&V/2006 dated 14th November, 2006 regarding reimbursement of telephone charges.
4. On handing over the charge of the post; the officer may be given the option to retain the computer on payment of book value. For the purpose of calculation of book value a depreciation of 15% per year may be adopted. Thus, an officer who has had a term of five years will be required to pay 25% of original cost of the computer at the time of handing over charge at the end of the term deducting depreciation of 75% (15%x5).
5. The Computer and its peripherals will remain Government Property. The Officer will personally be responsible for the safety and security of the computer. In case of loss, the loss will be recovered from the officer based on the book value of the computer after allowing for depreciation of 15% per annum as stated at para 4 above. The officer concerned will be at liberty to have the computer insured at his personal cost.

All India Consumer Price Index Numbers for Industrial Workers
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of January, 2012 increased by 1 point and stood at 198 (one hundred & ninety eight).
During January, 2012, the index recorded maximum increase of 9 points each in Haldia and Bhilai centres, 7 points in Jamshedpur centre, 6 points each in Tiruchirapally and Srinagar centres, 5 points in 2 centres, 4 points in 7 centres, 3 points in 7 centres, 2 points in 11 centres and 1 point in 18 centres. The index decreased by 3 points each in Rangapara Tezpur and Godavarikhani centres, 2 points each in Madurai and Mercara centres, 1 point in 8 centres, while in the remaining 16 centres the index remained stationary.
The maximum increase of 9 points in Haldia and Bhillai centres is mainly on account of Housing Index and increase in the prices of Wheat, Mustard Oil, etc. The increase of 7 points in Jamshedpur centre is mainly due to Housing Index and increase in the prices of Mustard Oil, Goat Meat, Vegetable & Fruit items, Tea (Readymade), Firewood, Soft Coke, Barber Charges, etc. The increase of 6 points in Tiruchirapally and Srinagar centres is mainly on account of Housing Index and increase in the prices of Rice, Wheat Atta, Mustard Oil, Milk, Vegetable & Fruit items, Tea (Readymade), etc. The decrease of 3 points in Rangapara Tezpur and Godavarikhani centres is due to decrease in the prices of Rice, Onion, Chillies Green, Vegetable items, etc. The decrease of 2 points in Madurai and Mercara centres is due to decrease in the prices of Rice, Wheat, Fish Fresh, Poultry (Chicken), Onion, Vegetable & Fruit items, etc.

The point to point rate of inflation based on CPI-IW (General) for the month of January, 2012 is 5.32% as compared to 6.49% in December, 2011. Inflation based on Food Index dipped to the level of 0.49% in January, 2012 as compared to 1.97% in December, 2011.
