Subject: Incentive increments to the sportspersons for outstanding sports achievements at National and International levels.

Reference is invited to this Department’s OM of even umber dated 26th August. 2008 and subsequent reminders dated 3rd October, 2008, 12th December,2008, 3rd September,2009 2znd October,2009 and on 18th December,2009 whereby it has been requested to furnish views regarding the quantum of lump-sum incentives to be granted to sportspersons who win a Gold, Silver or Bronze medal in the Nationalllnternational Tournaments. A copy of the OM dated 26Ih August, 2008 has been uploaded on the DOPT’s website ie. http://www.persmin.nic.in

2. All the Ministries/Departments are again requested to expedite the matter and furnish their considered views by 31st May 2010 failing which it will be presumed that the Ministry/Department has no comments to furnish.

Sub: Recruitment to Group `C’ posts in Pay Band-1, with Grade Pay of Rs. 1,800/- (pre-revised Group `D’ posts)

Reference is invited to this Ministry’s O.M. of even number dated 30th April 2010 circulating Model Recruitment Rules for Group `C’ posts in PB-1 with Grade Pay Rs.1800. In this connection all Ministries/ Departments are informed that the Staff Selection Commission is mandated to make recruitment to all non-technical Group `C’ posts in the various Ministries/ Departments of the Government of India and their Attached and Subordinate Offices, except for those posts which are specifically exempt from the purview of the Staff Selection Commission.

2. All Ministries/ Departments are therefore requested to kindly intimate their requirements for Non-Technical Group ‘C’ posts in PB-1 Grade Pay Rs.1 800/- to the SSC immediately in order that the Commission could initiate action for recruitment.

3. Action may’ simultaneously be taken for framing Recruitment Rules for these posts in accordance with the Model RRs already circulated.

4. Ministry of Home Affairs etc. are requested to bring the contents of this O.M to the notice of all their Attached/ Subordinate Offices.

PAN Card is Now Mandatory

PAN Card is Now Mandatory

PAN stands for Permanent Account Number is a 10 digit alphanumeric number.

It is mandatory to quote PAN on return of income, all correspondence with any income tax authority. From 1 January 2005 it will be mandatory to quote PAN on challans for any payments due to Income Tax Department. –

It is also compulsory to quote PAN in all documents pertaining to financial transactions notified from time-to-time by the Central Board of Direct Taxes. Some such transactions are sale and purchase of immovable property or motor vehicle or payments in cash, of amounts exceeding Rs. 25,000/-to hotels and restaurants or in connection with travel to any foreign country. It is also mandatory to mention PAN for obtaining a telephone or cellular telephone connection. Likewise, PAN has to be mentioned for making a time deposit exceeding Rs. 50,000/- with a Bank or Post Office or depositing cash of Rs. 50,000/- or more in a Bank.

Office Memorandum | Free Diet request for CGHS Beneficiaries – Treatment for TB, Leprosy, Mental Illness Cancer

On 22nd March 2010, Health & Family Welfare department issued a Office Memorandum for “Request for free diet to CGHS beneficiaries undergoing treatment for TB, Leprosy, Mental Illness Cancer, etc .,”

Highlights in the OM:

1. Monetary Ceiling for Free Diet :

The monetary ceiling for free diet for CGHS beneficiaries is revised to pay / pension / family pension of Rs. 7,450/-per month.

2. Monetary ceiling for free diet for beneficiaries suffering from TB or mental disease):

The monetary ceiling for free diet in case of beneficiary suffering from TB or Mental disease is revised to pay / pension / family pension of Rs. 11,160/- per month.

Railways | Entitlement of Employees for 2nd Class Ac

As per recommendations of the 6th Central Pay Commission as accepted by the Government, the Central Government employees drawing Grade Pay of Rs. 4200 are entitled to travel by 2nd AC by train while on official tour. So far as LTC is concerned, the entitlements are the same as for tour.

However, Railway employees are not governed by Central Government LTC provisions as far as travel entitlements are concerned. They are governed by Railway Servants (Pass) Rules, 1986 which entitle them to train journeys on duty/leave. Revision of entitlements for travel including travel in 2nd AC as per revised scales of pay/grade pay arising out of implementation of recommendations of the 6th Central Pay Commission are under examination.

This information was given by the Minister of State for Railways, Shri E. Ahamed in a written reply in Rajya Sabha today.

The Central Civil Services Cultural and sports Board is organizing a Summer Cricket Coaching Camp for children/dependents of Central Government servants during summer vacations. Children will be provided cricket coaching by experienced coaches. Specialist of different aspects of the game ( preferably Ranji Trophy Players ) would also be invited to impart coaching to the trainees during the camp The details of the proposed coaching camp are as follows :

a)Age of Trainees      : 8 years to 18 years.
b)Duration                   : 17th May 2010 to 30th June 2010.
c)Timings                     : 8 A.M to 11.00 A.M
d)Charges to be paid by trainees        : Rs 250/- Per Head( In cash)

OFFICE MEMORANDUM

Subject: Central Civil Services (Conduct) Rules, 1974 – Submission of representations by Government servants – instructions regarding.

The undersigned is directed to refer to this Department’s O.M. No. 1101317199-Estt. (A) dated 01.11.1999 on the abovementioned subject which indicates that the categories of representations from Government servants on service matters have been broadly identified as follows :-

(i) Representations/complaints regarding non-payment of salary1 allowances or other issues.

(ii) Representations on other service matters.

(iii) Representations against the orders of the immediate official superior authority; and

(iv) Appeals and petitions under statutory rules and orders (such as Central Civil Services
(Classification, Control and Appeal) Rules, 1965 and the petition instructions.
(Apart from the above, sometimes, Government servants also submit advance copy of their representations to the authorities higher than the appropriate/Competent Authority.)

2. Necessary guidelines to deal with such representations are contained in the aforesaid O.M. which are to be followed by the administrative authorities. However, it is observed that some officials resort to the practice of sending repeated representations on the same issue which involves repeated examination of the same issue and bogs down the official machinery to the detriment of consideration of more important and time-bound issues. The matter has been considered by this Department. It needs to be emphasized that Government servants should desist from making frequent and numerous representations on the same issue. The second representation on the same issue will bc examined only if it contains any fresh points regarding new developments or facts having a bearing on the issue. It has been decided that when representations have already been considered and replied, further representations exceeding two on the same issue will henceforth be ignored. A Government servant may make a representation to an authority higher than the lowest competent authority only when he is able to establish that all the points or submissions made therein have not been fully and properly considered by his immediate official superior, or the Head of Office concerned or such other authority at the lowest level competent to deal with the matter. Government servants should desist from prematurely addressing the higher authorities.

3. All the Ministries/Departments arc requested to bring the above guidelines for the notice of all concerned for information and compliance
