Subject: – Revision of pension of pre-2006 pensioners/family pensioners etc. for faculty and other staff  of  Centrally Funded Technical Institutions (CFTIs).

Sir,

1 am directed to refer to the Government’s decision regarding pension/family pension of all the pre-2006 pensioner/family pensioners issued vide Department of Pension and Pensioner’s Welfare O.M. No. 38/37/08-P&PW(A) dated 1.9.2008. In terms of para 4.2 of the aforesaid OM, the fixation of pension will be subject to the provision that the revised pension, in no case, shall be lower than 50% of the minimum of the pay in the pay band plus the grade pay corresponding to the pre-revised pay scale from which the pensioner had retired.

2. Accordingly, the entitlement of minimum pension for faculty and other staff of Centrally Funded Technical Institutes (CFTIs) retired prior to 1.1.2006, i.e. pre-2006 pensioners may be worked out by the individual CFTIs, following the principles laid down in Para 4.2 of the Department of Pension & Pensioner’s Welfare OM dated 1.9.2008 as clarified vide their OM dt. 3.10.2008. As an illustration, the details of minimum pension entitlement in respect of various faculty posts in CFTIs, following the principles laid down in the above OM, are indicated below: –

3. If the institute has fixed the pension in a manner different from the above formulation, the same may have to be reworked by the concerned institute and necessary adjustment made.

In the reference first cited Government order Teachers Recruitment Board has entrusted with a task of recruiting Graduate Assistants for the Director of School Education and Director of Elementary Education and other Departments. Accordingly, Teachers Recruitment Board has sent call letters to the eligible candidates who have been sponsored to this office through the Commissioner of Employment & Training, Guindy, Chennai-32, based on Employment Registration State Seniority to conduct Certificate Verification in the ratio of 1:5. The Certificate Verification was conducted in all the Districts from 12-5-2010 to 15-5-2010.

After the completion of certificate verification, the Board is now releasing the Graduate Assistants provisional selection list for 3871 candidates for the following Departments. The said selection list was prepared and released only from the sponsored lists received from the Employment Exchange in the ratio of 1:5. The said selections was purely carried on the basis of State-wide Employment Registration Seniority, communal rotation and certain priorities laid down by Government of Tamil Nadu. The formal selection intimation will be sent to them individually by post. Further notification / communication will be issued by the concerned Departments regarding counselling and placement. The results for remaining subjects will be released shortly.

authority. The same is being forwarded to you for compliance.

CLASS XI ADMISSIONS: –

Fresh admissions would be made after accommodating all the eligible students of the same KV in the entitled stream and thereafter other KVs. Fresh admission for remaining vacancies would be made in order of merit in the sequence of categories of priority on the basis of the board results of class X. There would be no fresh admission in class XI over and above the class strength. Admissions in different streams for children seeking admission from KVs & non-KVs would be made on fulfilment of the following requirements:

The cut off Grade and CGPA for admissions in Science, Commerce & Humanities streams would be as under:

i . Science Stream
(i) Science with Mathematics
(a) A Minimum of C1 GRADE in Maths
(b) A Minimum of Cl GRADE in Science
(c) Average Grade point in Maths & Science taken together must be 6.5
(d) A Minimum of 6.0 CGPA

(ii) Science without Moths

Science without mathematics may be allowed if the student has secured C1 GRADE in Science with at least 6.0 CGPA

ii. Commerce Stream.
(a) A minimum of 5.4 CGPA
(b) Mathematics can be offered with Commerce if the student has obtained a minimum of C1 GRADE in Mathematics.

iii. Humanities Stream

All students of Kendriya Vidyalayas if they are declared successful by the CBSE would be given admission. However, Humanities with mathematics can be offered if at least C1 GRADE is obtained in
Mathematics.

Note: INFORMATICS PRACTICES AS AN ELECTIVE SUBJECT IS OFFERED TO ALL STREAMS. ADMISSION TO THIS WOULD BE GRANTED AS PER THE COMBINED MERIT LIST.

Computer Science / Bio-Technology, wherever available as an elective subject is to be offered to students of Science Stream and admission would be granted as per combined merit list . Multimedia & Web- Designing Technology (wherever available) as elective subject may be offered to students of all the streams (Commerce , Humanities & Science)

Following concessions will be allowed for admission to Science and Commerce streams.

a) Students belonging to SC/ST would be given upgradation by one grade in two subjects wherever required. CGPA may be enhanced by 0.4 for the purpose of admission to class XI Science/Commerce Stream.

b) The following concession will be granted to students for admission who participated in Games & Sports meet/Scouting & Guiding/NCC/Adventure activities at various levels. The certificate needed for this purpose can be of any preceding years.

(d) Principal may admit children to class XI only up to the permitted class strength.

(e) A student who was earlier not found eligible for admission to a particular stream may be allowed fresh admission to a particular stream in class XI in the next academic session , if he/she improves his/her performance within one year from the same Board.

In case of two or more candidates obtaining equal CGPA ( overall indicative percentage of marks ) the inter-se-merit of such candidate may be determined as follows.

For Science based Course.

1.    Candidates obtaining higher CGPA ( indicative percentage of marks) in one compulsory language ( Better of English/Hindi) Mathematics and Science.

For Commerce based courses with Mathematics.

2.    Candidates obtaining higher CGPA ( indicative percentage of marks) in one compulsory language ( Better of English/Hindi) Mathematics and Science /Social Science

For Commerce based courses without Mathematics.

3.    Candidates obtaining higher CGPA ( indicative percentage of marks) in one compulsory language ( Better of English/Hindi) Mathematics and Science &Social Science

For Humanities based Course

4.    Candidates obtaining higher CGPA ( indicative percentage of marks) in one compulsory language ( Better of English/Hindi) Social Science & 2nd language.

Subject: MACP Scheme for Group B, C and D employees of IITs.

Sir,

I am directed to say that the Government has decided to put in place an MACP scheme for Group B, C & D employees of IITs. The salient features of the scheme will be as follows:-

(i) MACP as introduced by Govt. of India will come into effect in IITs w.e.f. 01.09.2008 with provision for financial upgradation in the same manner as provided in the MACP of the Government of India without any modification whatsoever.

(ii) RCPS will remain in force upto 3 1/08/2008.

(iii) The financial upgradations already availed under RCPS would be taken into account while allowing any upgradation under MACP.

(iv) Separately however, the IITs may consider amending their Recruitment Rules for various categories of posts to provide for vacancy based promotions. Recruitment Rules for each category of post providing for promotion at each level may be got approved by respective Boards.

(v) Financial upgradations as per the MACP scheme will be followed and no upgradation to a Grade Pay higher than what is provided for under the MACP scheme will be allowed.

(vi) For removal of ambiguity, if any, reference will be made to Ministry for clarification.

Subject:- Grant of Fixed Medical Allowance (FMA) to the Railway pensioners / family pensioners-regarding.

In pursuance of Government’s decision on the recommendations of the Fifth Central Pay Commission, instructions regarding grant of Fixed Medical Allowance @ Rs.100/- p.m. to Railway Pensioners/Family Pensioners were issued vide Board’s letter No.PC-V/98/I/7/1/1 dated 21-4-99 and subsequently amended from time to time; the last being letter No.PC-V/20066/A/Med./1 dated 15.09.2009.

2. In this connection, Department of Pension & Pensioners’ Welfare (DoP&PW), the nodal Department on the subject have advised vide OM No.4/25/2008-P&PW (D), dated 25-5-2010 that the demand for enhancement of Fixed Medical Allowance has been under consideration of the Government for some time past and the amount of Fixed Medical Allowance has been enhanced from Rs.100/- to Rs.300/- per month. The other conditions for grant of Fixed Medical Allowance shall continue to be in force.

3. These orders shall take effect from 01-09-2008.

4. This issue with the concurrence of the Finance Directorate of the Ministry of Railways.

Subject: Regulation of the Date of Next Increment in case of Extra-ordinary leave (without medical certificate) after implementation of the CCS(RP) Rules, 2008 – clarification regarding.

Consequent upon the implementation of CCS(RP) Rules 2008, the increments in the revised pay structure are to be regulated in terms of Rule 10 of the CCS (RP) Rules 2008.This rule states that ‘there will be a uniform date of annual increment viz. 1st of July every year. Employees completing 6 months and above in the revised pay structure as on 1st July will be eligible to be granted the increment.”

2. The issue of regulation of date of next increment in case of EOL (without medical certificate) after implementation of CCS(RP) Rules 2008, has been examined in consultation with the Department of Expenditure.

3. It is clarified that except as provided under the conditions laid down in this Department’s OM dated 18.2.1986, qualifying service of less than six months on account of EOL (without medical certificate) between 1st July of the previous year till 30th June of the year under consideration shall have the effect of postponing the increment to 1st July of the next year. The same stipulation will also be applicable to those cases where the increment became due on 1.7.2006. In terms of this Department’s O.M. No. 13017/20/85-Estt. (L) dated 18.2.1986, EOL granted for the following purposes automatically counts as qualifying service for pension and for increments without any further sanctions:-

(i) EOL granted due to inability of a Government servant to join or rejoin duty on account of civil commotion.

(ii) EOL granted to a Government servant for prosecuting higher technical and scientific studies.

Office Memorandum

Subject: Grant of family pension to the dependent family members of a Government Servant/Pensioner reported missing – Reg.

The undersigned is to invite a reference to this Department’s earlier O.M. No.1/17/86-P&PW dt. 29th August, 1986 and the subsequent clarifications issued vide O.M. No.1/17/86-P&PW(E) dt. 18th February, 1993, O.M. No.1/17/86-P&PW(C) dt. 25th January, 1991 and O.M. No.1/28/04-P&PW(E) dt. 31st March, 2009, detailing therein instructions concerning grant of family pension to the eligible family members of the Government servants/Pensioners who have suddenly disappeared and whose whereabouts are not known, after a period of one year, or Government servants who have been kidnapped by insurgents/ terrorists, after a period of six months, reckoned from the date of registration of the FIR with the Police Authorities.

2. The staff side of the National Council (JCM) have been raising for quite sometime the issue concerning withdrawal of the mandatory condition of one year prescribed in regard to sanction of family pension to the eligible family members of the pensioners who are reported missing while on prigimage, tour, etc., and sanction the family pension to the eligible family members within a period of two months from the date of filling of the FIR with the police. This demand of the staff side is based on the premise that this kind of stipulation in the rules has been causing a great deal of hardship to the families of such missing pensioners.

3.The matter has been considered in this Department in consultation with Ministry of Finance (Department of Expenditure). It has been observed from the earlier instructions issued in this regard by this Department that the same do not make any distinction between the Government servant and the pensioners but cover both of them for the purpose of grant of family pension. It has accordingly been decided that the family pension/retirement or death gratuity to the eligible family members of a Government servant/Pensioner reported missing and whose whereabouts are not known, may be sanctioned after a period of six months from the date of registration of an FIR with the Police. This, however, would be subject to the instructions regarding grant/disbursal of retirement or death gratuity, etc., as contained in this Department’s O.M. referred to above.

4.This issues with the concurrence of the Ministry of Finance, Department of Expenditure vide their U.O. No.367/EV/2010 dated 15.06.2010.

5.These orders, in so far as their applicability relates to the employees of the Indian Audit and Accounts Department, are being issued in consultation with the Comptroller and Audit General of India, vide their U.O.No. 43-Audit(Rules)/28-2009 dt. 21.06.2010.
