Reimbursement of School Uniform and Shoes under CEA Scheme – Issue of Clarification.

Sub: – Reimbursement of School Uniform and Shoes under CEA Scheme – Issue of Clarification.

Para 1 (e) of GOI, DoPT OM No. 12011/03/2008-Estt (Allowance) dated 02/9/2008 regarding Children Education Allowance Scheme provides that reimbursement for purchase of two sets of uniforms and one set of school shoes can be claimed for a child, in a year. Following point of doubt regarding reimbursement of school uniform and shoes by the Government Servants was referred to Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) through Ministry of Defence (Fin) for their clarification:

(i) Whether reimbursement of purchase of school uniform and shoes i.e two sets of uniforms and one set of school shoes under the Children Education Allowance Scheme includes two sets each of summer uniform and winter uniform and one pair each of black and white shoes or of any colour.

2.Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) have clarified that two sets of uniform mean two uniforms irrespective of summer or winter dresses. One set of school shoes is one pair of shoes either black or white.

3.In view of the above clarification of DoPT the reimbursement of School Uniform and Shoes under CEA Scheme may be admitted accordingly.

Subject: Grant of financial upgradation under the Modified Assured Career Progression Scheme.

In supersession of this Department’s O.M. of even number dated 12th January, 2010, the undersigned is directed to say that it has been further clarified by Establishment (D)Assistants / DR Grade ‘C’ Stenographers who have got Non-functional grade (NFG) in the grade pay of Rs.5400/- would only be entitled for 3rd financial upgradation in the immediate higher grade pay of Rs.6600/- on completion of 30 years of continuous service or on completion of 10 years stagnation in a single grade pay, whichever is earlier.. No further financial upgradation would be admissible to such officials.

All the cadre/sub-cadre authorities are requested to deal with such cases accordingly.

PF board defers decision

The Central Board of Trustees (CBT) of the Employees’ Provident Fund Organisation (EPFO) has deferred a decision on revising the interest rate on the PF fund for the 4.7 crore subscribers from the present 8.5 per cent per year for 2010-2011, even as trade unions demanded that the percentage should be kept at 9.5-10 citing increasing inflation.

The board accepted the suggestions of the unions for approaching the Finance Ministry for a subsidy so that more interest could be paid to the employees as there would be a shortage of Rs. 426.23 crore even if the interest rate was increased to 8.75 per cent.

It recommended enhancement of the cash benefit payable to the family of PF subscribers who die while in service, to a maximum of Rs. 1 lakh from the present Rs. 60,000; extension of the PF scheme to the contract workers of the local bodies; and relaxation of investment guidelines in PSUs/Public Sector Banks, private sector bonds/securities within the permissible limits, so as to augment the yield on investments.

Union Labour and Employment Minister and CBT Chairman Mallikarjun Kharge, who presided, said it was decided to take some more time on fixing the interest rate and hold a meeting with the Finance Minister prior to that.

Sources said there was no hard and fast rule or deadline for fixing the interest rate, as in 2009-10 it was fixed in July 2009 and in the previous year (2008-09) in September 2008.

AIEEE | Admit Cards for All India Engineering Entrance Examination 2010

The Ninth All India Engineering Entrance Examination 2010 for admissions to B.E./B.Tech. and B.Arch./B. Planning in various national level institutes like NITs, IIITs, Deemed Universities, Government funded institutions, DTU and State Institutes of Haryana and Uttarakhand will be held on 25th April 2010 all over India and abroad. The admission cards for appearing in the Examination have been dispatched and it is expected that all candidates will receive their admission cards latest by 7th April 2010. In case any candidate does not receive his/her admit card, he/she may contact CBSE immediately to get duplicate admit card. A list of all the candidates and their examination centre has been displayed on Board’s website www.aieee.nic.in and www.cbse.nic.in . The candidates may also check their particulars after punching their application form number or registration number of AIEEE 2010. In few of the cases, the medium of question paper has been mentioned as Hindi in lieu of English or has been left blank. It is for information of all such candidates that wherever the medium of question paper has been mentioned as Hindi or left blank, the question paper will be bilingual i.e. Hindi and English; and therefore, such candidates who have inadvertently mentioned the medium of question as Hindi in place of English should not worry.

Subject:          Forwarding of applications of Government Servants suffering from disability for employment elsewhere.

The undersigned is directed to say that instructions provide that applications of Central Government servants belonging to the scheduled castes and scheduled tribes for employment elsewhere should be readily forwarded except in very rare cases. Representations have been received requesting that similar facilityshould be provided to the employees suffering from disability.

2. The matter has been considered and it has been decided that applications for employment elsewhere of Central Government Servants suffering from disability interms of the provisions of the Persons with Disabilities (EqualOpportunities Protection of Rights and Full Participation)Act, 1995 shall be readily forwarded except in very rare and exceptional cases where there may be compelling grounds of public interest for withholding such applications.

OFFICE MEMORANDUM

Subject:- Rates of Dearness Allowance applicable w.e.f. 1.1.2010 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre revised scale as per 5th CPC.

The undersigned is directed to refer to this Department’s O.M. of even No. dated 29 September, 2009 revising the Dearness Allowance w.e.f. 1.7.2009 in respect of employees of Central Government and Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.

2 The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 73% to 87% w.e.f. 1.1.2010. All other conditions as laid down in the O.M. dated 3 October, 2008 will continue to apply.

3 The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.
