Sub:- Procedure for implementation of change of option by a Pensioner/Family Pensioner from FMA to CGHS (OPD) facility and vice-versa- reg.

Attention is invited to Department of Pension and Pensioner’s Welfare (DoP&PW) OM No.4/05/2019-P&PW(D) dated 23rd March, 2022 wherein the revised procedure for implementation of option by a Pensioner/Family Pensioner from Fixed Medical Allowance (FMA) to CGHD (OPD) facility is laid down

The Central Pension Accounting Office (CPAO), in this regard, has designed a unique format of special seal authority (SSA) and updated its database for processing of cases with regard to discontinuation of FMA. Now, on receipt of intimation in FMA Form-4 from the Central Pension Processing Centre (CPPC) regarding stoppage of FMA to pensioner/family pensioner, CPAO will update its database and issue revision authority for necessary updation in records of Pay and Accounts Office.

In view of the above, all the Pr. CCAs/CCAs/CAs/AGs are requested to issue instructions to PAOs under their control to make necessary changes in their record.

This issues with the approval of the Chief Controller (Pensions).

Withdrawal from GPF Accounts

3534 Kesineni Srinivas:

Will the Minister of FINANCE be pleased to state:

(a) whether it has come to the notice of the Government that the office of Accountant General, Andhra Pradesh (AP) has permitted the State Government to withdraw the amounts from individual GPF Accounts of AP Government Employees without any intimation or consent of employees during 2021 and 2022;

(b) if so, the details thereof along with the amount withdrawn;

(c) if not, the manner in which the amounts were withdrawn from GPF Accounts of AP Government Employees; and

(d) whether the Accountant General, Andhra Pradesh has taken any corrective action in this regard and restored the withdrawn amounts?

ANSWER

(a), (b), (c) & (d) Office of C&AG has informed that AG (A&E), AP maintains the GPF accounts of AP State Government Employees as per AP GPF Rules. Withdrawals are debits and deposits are credits and are accounted in the Fund in terms of input documents (Monthly Accounts) received from the Treasuries of Government of AP. All entries in the GPF subscriber accounts i.e. the deposits (credits) and withdrawals (debits), are done only as per input documents received from the Treasuries of the Government of Andhra Pradesh. Accordingly, the office of AG (A&E) debited the accounts of GPF subscribers numbering 68020 amounting to a total sum of ₹ 413.73 crores, based on the input documents of March 2021 and March 2022, for withdrawal (reversal) of DA arrears credited earlier on

(d) the other measures being taken by the Government to increase their salary in view of rising inflation?

(a): No such proposal is under consideration with the Government for constitution of 8th Central Pay Commission for the Central Government employees.

(b) & (c): Do not arise.

(d): In order to compensate Central Government employees for erosion in the real value of their salaries on account of inflation, Dearness Allowances(DA) is paid to them and the rate of DA is revised periodically every 6 months on the basis of rate of inflation as per All India Consumer Price Index for Industrial Workers (AICPI-IW) released by Labour Bureau under M/o Labour& Employment.

(a) whether any hospital in Madhubani district of Bihar has been empanelled for cashless treatment under the Ex-servicemen Contributory Health Scheme (ECHS);

(b) if so, the details thereof; and

(c) if not, the time by which the Government is likely to empanel any hospital in Madhubani district to start the cashless facility under ECHS?

(a) & (b): At present, there is no Hospital empanelled under ECHS at Madhubani, Bihar.

(c): Empanelment with ECHS by private hospitals is purely voluntary. Regional centre Patna provides necessary assistance to the private hospitals for empanelment with the ECHS.

(a) whether DoP&PW is deliberately delaying issuing general orders for exclusion of central government employees from the purview of NPS and to cover them under OPS whose advertisements for recruitments were issued on or before 31/12/2003 inspite of various judgments of Apex Court, in the name of consulting various Departments and thereby causing undue litigation;

(b) if so, the reasons therefor; and

(c) if not, the Ministries/Departments consulted for issuing orders allowing benefits of OPS in 2009 to employees covered under NPS in case of premature death and disability along with the time taken for consultation?

(a) to (c): The Department of Pension and Pensioners’ Welfare had issued instructions vide Office Memorandum No. 38/41/06/P&PW(A) dated 05/05/2009 extending benefit under Central Civil Services (Pension) Rules, 1972 or Central Civil Services (Extraordinary Pension) Rules, as the case may be, on provisional basis, in the event of death of Government servant covered by NPS or his discharge from service on invalidation / disablement. Ministry of Home Affairs, Department of Financial Services, Department of Expenditure, Ministry of Defence, Ministry of Railways and Office of the Comptroller and Auditor General of India were consulted before issue of above instructions. These consultations were held during December, 2008 to April, 2009.

However, filling up of vacancies in the Central Government is responsibility of the concerned Ministry/Department and it is a continuous process. Vacancies in various Ministries/ Departments of the Central Government, their attached/subordinate offices arise due to retirement, promotion, resignation, death etc. All Ministries/ Departments of the Central Government have been asked to take action in a mission mode for filling up of vacant posts in a time bound manner

In return direction Train No. 07354 Rameswaram – Hubli Weekly Special Fare Special will leave Rameswaram o­n Sundays at 21.00 hrs o­n 07th, 14th, 21st, 28thAugust, 04th, 11th, 18th & 25th2022 and reach Hubli at 19.25 hrs, the next day (8 trips)
