13th Bipartite Settlement: AIBEA Sub-Committee Meets as Member Charter of Demand Inputs Cross 1,000

The All India Bank Employees’ Association (AIBEA) has fast-tracked its groundwork for the upcoming wage revision negotiations. Following the launch of its digital feedback drive, the union has officially released Circular Letter No. 30/8/2026/34, detailing the outcomes of its first high-level Charter of Demands Sub-Committee meeting.

The preparation of a comprehensive and robust charter of demand blueprint is moving at a rapid pace, backed by overwhelming participation from grassroots bank employees across the nation.

Over 1,000 Online Charter of Demand Suggestions Received

In just a short window since launching its online submission forms and QR codes, the AIBEA central office confirmed it has already crossed a major milestone.

  • Massive Response Rate: The sub-committee has officially logged 1,025 digital responses and suggestions directly from individual bank employees and local unions.
  • Organizational Input: In addition to these individual submissions, various State Federations and All India Bankwise Unions are currently finalizing and forwarding their structural views to the leadership.

Special Sub-Groups Formed to Tackle Key Priorities

During the online appraisal meeting, General Secretary C.H. Venkatachalam detailed the vast scope and responsibilities assigned to the committee. To ensure every complex service issue is addressed systematically, AIBEA has decided to partition the committee into specialized Sub-Groups.

These Sub-Groups will hold dedicated, detailed discussions to draft specific sections of the final charter of demand, focusing closely on:

  • Financial & Structural Enhancements: Substantial improvements in core Payslip Components, revised duties, evolving responsibilities, and maintaining appropriate pay relativity with bank officers, the RBI, LIC, and GIC.
  • Service Conditions & Security: Better overall working environments, clear disciplinary actions and protective procedures, and the formal absorption of outsourced or temporary workers.
  • Retirement & Welfare Benefits: Upgrades to superannuation benefits, pensions, and specialized service conditions for ground-level staff, including Bank Mitras and Jewel Appraisers.

National Women Council Focuses on Female Staff Demands

In tandem with the main sub-committee meeting, AIBEA simultaneously convened a specialized session with the Office Bearers of its National Women Council.

This dedicated wing has been tasked with evaluating the unique workplace challenges faced by women in the banking sector. The Council will submit a focused set of proposals detailing the special demands of women employees, ensuring their health, safety, leave rules, and career progression frameworks are strongly represented in the final industry-level negotiations with the Indian Banks’ Association (IBA).
