The Government of Assam has officially constituted the 8th Assam Pay Commission, 2026. Issued by the Finance (Pay Research Unit) Department via resolution eCF No.675050/491, the order marks the first major comprehensive review of state employee salary and pension structures since the previous revision implemented a decade ago in April 2016.
The newly formed commission is mandated to adopt a reform-oriented, modern approach that explicitly links future pay revisions with digital transformation, manpower optimization, performance metrics, and strict fiscal sustainability.

The Governor of Assam has approved a high-level committee comprising seasoned administrative officials and financial experts to steer the evaluation:

Who is Excluded from the Scope?
The commission’s scope of examination covers regular state government employees, but strictly excludes All India Services officers, judicial officers under the Shetty Commission/SNJPC scales, and posts drawing UGC/AICTE technical scales in degree, engineering, medical, and polytechnic colleges.

The 8th Assam Pay Commission will look beyond basic pay hikes, focusing heavily on wide-ranging administrative and structural overhauls:
- Pay Structure & Fiscal Sustainability: The panel will recommend equitable, performance-oriented revisions while carefully balancing the state’s revenue resources, debt parameters, and macro-economic factors. Notably, the panel will take into account the recommendations of the 8th Central Pay Commission when they become available.
- Zero-Based Manpower Review: The panel is tasked with auditing cadre structures to abolish redundant, idle, or duplicate posts. It will also distinguish core governmental operations from functions that are suitable for outsourcing.
- Allowances and Service Conditions: A full evaluation will be conducted on compensatory, hardship, and special allowances, medical and travel benefits, the annual holiday calendar, and the formal age of superannuation (retirement age).
- Pension & Dearness Relief: The panel will examine principles governing financial relief for state pensioners and family pensioners, systematically linking future Dearness Relief (DR) frameworks to movements in the Consumer Price Index.
- Performance-Linked Incentives: In a modern shift, the commission will suggest parameters for department-specific Key Performance Indicators (KPIs) trackable via digital dashboards to reward productivity without creating an automatic financial entitlement.
- HR Digitization: Recommendations will look into the total digitization of service books, e-APAR performance tracking, and the integration of Human Resource Management Systems (HRMS) with Treasury and Integrated Financial Management Systems.
Official Submission Timeline and Arrears Modalities
The 8th Assam Pay Commission will establish its official operational headquarters in Guwahati. According to the notification signed by Malavika Choudhury, Secretary to the Govt. of Assam, the commission is directed to submit its final comprehensive report preferably within eighteen (18) months from the date of its constitution.
Crucially, to ensure smooth cash-flow management under the Assam Fiscal Responsibility and Budget Management Act of 2005, the commission has been instructed to map out detailed fiscal impact modeling. This includes providing phased, deferred, or staggered implementation options for both the new pay rollout and the subsequent payment of accumulated salary arrears.
