13th Bipartite Settlement: BEFI Forms Committee for Charter of Demands as IBA Talks Loom

The road to the next wage revision cycle for bank employees across India has officially begun. The Bank Employees Federation of India (BEFI) has issued Circular No. 35/2026, announcing the initiation of preparatory steps for the upcoming 13th Bipartite Settlement.

According to the circular, the Department of Financial Services (DFS) has officially advised the Indian Banks’ Association (IBA) to kickstart negotiations for the 13th Bipartite Settlement. The primary objective set by the government is to finalize and conclude the entire settlement before October 31, 2027.

Unresolved 12th Bipartite Issues Spark Concern

While the early push for the 13th Bipartite Settlement negotiations is a welcome step, BEFI has raised strong concerns regarding several major residual issues from the 12th Bipartite Settlement that remain pending.

The federation highlighted two critical friction points:

  • Five-Day Banking Week Delayed: Despite a formal understanding reached between the unions and management on March 8, 2024, the long-pending implementation of a 5-day work week remains unresolved.
  • Unilateral PLI Implementation Dispute: A major dispute has emerged over the unilateral introduction of the Performance Linked Incentive (PLI) for officers in Scale IV and above. BEFI notes that this move stands in gross violation of the industry-level agreement and breaches established principles of collective bargaining.

BEFI Constitutes 6-Member Sub-Committee

To draft a comprehensive and strategic Charter of Demands (CoD) that accurately addresses the current economic environment, BEFI’s Office Bearers held a virtual meeting and formally constituted a specialized six-member Sub-Committee.

The appointed members tasked with compiling the draft include:

  1. Com. Hari Rao S – Secretary (Convener)
  2. Com. Sandip Pal – Treasurer
  3. Com. Vinitha P H – Joint Secretary
  4. Com. Narendra Kumar Nayak – Joint Secretary
  5. Com. Ranjan Raj – Vice President
  6. Com. Sunilraj P S – Vice President

Strict Deadline for Suggestions: July 26, 2026

In a bid to ensure the Charter of Demands fully reflects the collective interests of all cadres, BEFI General Secretary Debasish Basu Chaudhury has directed all State Federations and bank-level All India Federations/Unions to host extensive local meetings immediately.

All affiliates must compile and submit their formal views and suggestions to the sub-committee by July 26, 2026 (Sunday). Submissions can be emailed directly to [email protected], with physical hard copies forwarded to the BEFI Headquarters at the Naresh Paul Centre in Kolkata.
