It may be recalled that the Government had introduced post based reservation vide this Departments OM No. 36012/2/96-Estt(Res) dated 2.7.1997. The OM, however, did not prescribe formats of registers for maintaining reservation on the basis of revised instructions, which have now been prescribed by the Brochure. Part I of the Brochure contains all the provisions on the subject, including reservation registers / reservation roster registers, in a simple and easy to understand style and is complete in itself. Nevertheless, relevant Office Memoranda in Part II thereof may be referred to in case of any doubt.
In modification of thse instructions contained in this Department's O.M No.12/4/86-JCA dated 9th March. 1987, the undersigned is directed to say that the following guidelines are prescribed for future for closing of Central Government Offices including industrial establishments in connection with the elections indicated above.
(i) The relevant organizations shall remain closed in the notfied areas where general elections to Lok Sabha or State Legislative Assembly are scheduled to be conducted.
Q1. What is Flexible Complimenting Scheme (FCS)?
Ans: FCS is an in-situ promotion scheme for scientists for which the criteria shall be proven merit and records of research. FCS as modified after 6th CPC recommendations is governed by DOPT OM No. AB 14017/37/2008-Estt. (RR) dated 10.09.2010.
This Department’s O.M No.4/6/2008-Estt.(Pay II) dated 1st October,2008 states that the rates of Special Allowance and Cash Handling Allowance will be automatically increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.
