The Grih Kalyan Kendra (GKK), a Society registered under the Societies Registration Act, 1860 was set up with the following objectives:-
(a) To promote social, economic, cultural and educational activities for the betterment of Central Government employees and their families.
(b) To impart technical and vocational training in home crafts and other household arts for useful utilization of leisure time and for better and efficient housekeeping.
(c) To organize and promote economic activities that may provide opportunities for gainful employment to families of Central Government employees for supplementing family income.
Pursuant to the notification of the State Right to Education Rules in July, 2011, the Department of School Education and Literacy, Ministry of Human Resource Development has sanctioned 10,366 new primary schools and 1052 new upper primary schools under Sarva Shiksha Abhiyan to the Government of Uttar Pradesh., last evening. These schools have been sanctioned in accordance with the neighbourhood norms prescribed in the State and are intended to provide access to elementary school children residing in hitherto unserved habitations.
The new primary schools will be provided two teachers each and the upper primary schools three subject teachers for Language, Math & Science and Social Science. A total of 23888 teachers have been sanctioned for these schools. The Central Government has also sanctioned 121 composite schools for urban deprived children.
In addition, sanctions have been accorded for providing two sets of school uniforms to 1.75 crore children belonging to disadvantaged groups and weaker sections, studying at the primary and upper primary stage of education.
These steps are expected to significantly improve the pace of universalizing elementary education in Uttar Pradesh.
The Government constituted a Committee to evolve a comprehensive policy on the issue of autonomy of Higher Educational Institutions. The Terms of Reference of the Committee are as under:-
(i) To review the state of autonomy of Central Educational Institutions (CEIs) such as Central Universities, IITs and IIMs vis-Ã -vis bodies like the UGC as well as the Central Government.
(ii) To recommend mechanism for norm-based funding of CEIs for development and maintenance with an aim to enhancing financial autonomy of the institutions.
(iii) To examine the diffusion of autonomy within the CEIs and to suggest measures by which institutional autonomy can percolate to governance structures within the university and to the teacher.
(iv) To review and recommend measures on the present governance structures of the CEIs and to provide for substantive and procedural autonomy to them vis-Ã -vis the UGC and other Central Regulatory Bodies and the Central Government.
(v) To recommend measures for fostering accountability of CEIs as public institutions.
(vi) Any other issue relevant to the promotion of autonomy of Central Educational Institutions in a manner to achieve the objectives of the universities as stated in their respective statues and in the light of the recommendations of the Committee on Renovation and Rejuvenation of Higher Education (Yashpal Committee) and the National Knowledge Commission (NKC).
The Committee held consultations with stakeholders such as Directors of Indian Institutes of Management, Directors of Indian Institutes of Technology and Vice Chancellors of Central Universities before finalizing its report and submitting the same to the Ministry. The Ministry have constituted a Task Force to formulate the modalities for implementation of the recommendations of Committee.

The Indira Gandhi National Open University (IGNOU) and Kendriya Vidyalaya Sangthan (KVS) have signed a Memorandum of Understanding (MoU) for a national level programme of continuous training of KVS teachers. The MoU was signed in the presence of Minister of State for HRD Dr. D. Purandeswari. Also present were Secretary, School Education and Literacy, Smt. Anshu Vaish, Prof. V.N. Rajasekharan Pillai, Vice Chancellor, IGNOU and Shri Avinash Dikshit, Commissioner, KVS. The MoU was signed by Registrar, IGNOU (Shri U.S. Tolia) and Jt. Commissioner (Admn.), KVS (Shri O.M. Prabhakaran).
Launching the Course here today, the Union Home Minister, Shri P. Chidambaram suggested that those in the police forces should mandatorily enroll in the Course. He also suggested that police forces should include more women officers who can serve as anti-human trafficking officers some time in their career.
