The pension on fixed rates is provided to the employees retiring under the Provident Fund (PF) scheme.
The Central Government had constituted an Expert Committee for reviewing the Employees Pension Scheme, 1995 entirely including revision of Pension. The Expert Committee submitted its report to the Central Government on 5th August, 2010 and the recommendations of the Committee were placed before the Central Board of Trustees, Employees’ Provident Fund [CBT (EPF)] for consideration on 15th September, 2010. The CBT (EPF) directed that the report be first considered by the Pension Implementation Committee (PIC). The PIC has since finalized its report and sent it to Employees’ Provident Fund Organisation for placing it before the CBT (EPF) for taking a final decision in the matter.
This information was given by the Minister of Labour and Employment Shri Mallikarjun Kharge in reply in reply to a written question in the Lok Sabha today.
Ex-servicemen with service less than 15 years as PBOR and less than 20 years as Commissioned Officers are not entitled to pension as minimum qualifying service is a mandatory requirement to earn pension.
The Life Certificate has to be submitted by the pensioner/family pensioner to any Branch Manager of Pension Paying Bank in the months of November, each year. The scheme booklet (4th edition, 3 Dec 2004) detailing the "Scheme for Payment of Pensions to Central Government Civil Pensioners through Authorised Bank's" has been amended to include para 15.2 (i) which provides for an exemption from personal appearance of the pensioner in the bank. As per Government Order read above, Government have enhanced income limit referred to in Rule 90[6A(i)] of Part III KSRs as Rs. 15,000/- per annum enabling parents, unmarried daughters above 25 years of age and physically disabled children and solely dependent on the deceased for maintenance and having no other source of income.
The Department of Pension and Pensioners’ Welfare has been implementing a web based Mission Mode Project namely “Pensioners’ Portal” under the National e-Governance Plan since March, 2007. Under the same the Department has Centralized Pension Grievance Redressal and Monitoring System (CPENGRAMS) vide which the pension related grievances of various Ministries are forwarded to the respective Ministries/Department for early redressal.
The Department of Pension & Pensioners’ Welfare with the help of NIC has developed an updated version of CPENGRAMS, which is based on integration of the data base of Centralized Public Grievances Redressal and Monitoring System (CPGRAMS), under the administrative control of Department of AR&PG and the CPENGRAMS, administered by Department of Pension and Pensioners’ Welfare. Under the updated version the pension related grievances will be combined with other grievances and therefore receipt from multiple sources will not be there for the Ministries/Departments. This will also facilitate disposal of grievances for all Ministries/Departments who can now log on to CPGRAMS and look into the pension grievances. Earlier they had to log on to CPENGRAMS & CPGRAMS separately.
To make all the Departments/Ministries/Orgainisations aware of this updated version, this Department organised a function here today, which was addressed by Shri V. Narayanasamy, Minister of State (PP) for Home Affairs. He stressed the need of sensitizing the officers involved in the process of grievance redressal to avoid any hardship to pensioners. On this occasion NIC also made a presentation of the updated version before the audience. Nodal Officers from approximately 99 Ministries/ Departments/ Organisations attached to the work relating to pensioners’ grievances redressal mechanism attended the ceremony.
The undersigned is directed to refer to this Department’s 0M No. 42/15/2011-P&Pw(G) dated 29th March, 2011 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/ family pensioners shall be enhanced from the existing rate of 51% to 58% w.e.f. 1st July, 2011.

As you are aware, that on line grievances of pensioners are being fed through our application CPENGRAMS available in the Pensioners’ Portal maintained by Department of Pension & pensioners’ Welfare. To facilitate lodging of grievances by pensioners’ spread all over India, 27 Pensioners’ Associations have been identified across the country. The list of 27 Pensioners’ Association is enclosed. however, these associations are finding it very difficult in getting these grievances redressed and are requiring constant follow up with the Departmental offices at regional level. Some of the Pensioners Associations have printed out that timely action is not being taken by various Ministries/ Dcpartments/ Orgamsations for redressal of grievances and same remain pending for unduly long periods. You are therefore, requested to sensitize your Department towards the grievances of pensioners so that unnecessary delays could be avoided leading to a prompt redressal of grievances. The regional offices and field officers, wherever they exist also be requested to provide all cooperation to the Pensioners’ Associations who are helping us in the redressal of grievances.
