Dearness Relief to Rajasthan Government Pensioners

The Governor is pleased to order that the existing rate of Dearness Relief sanctioned vide Finance Department Order of even number dated 23.03.2011 to the State Government Pensioners who are in receipt of superannuation, retiring, invalid, compensation, family and extra ordinary pension etc. shall be revised from 51% to 58% with effect from 01.07.2011

Notification for Pre-2006 Pensioners/Family Pensioners seeking of information to facilitate revision of pension as per 6th CPC

Revision of Pension/Family Pension of Pre-2006 Pensioners/Family Pensioners is being implemented in terms of Government of India O.M.No: F.No: 38/37/08-P&PW (A) Pt-1 dated 14.10.2008. In order to facilitate the above, pensioners/family pensioners in receipt of pension/family pension through Pension Payment Order (PPOs) issued by Central Pension Accounting Office (CPAO) are requested to provide the following information to the Head of the Department/Office from where the Government Servant retired as soon as possible. It is urged that the formation be provided within one month from the date of issue of Notification

Grant of family pension to dependent parents of a deceased Government employee

The undersigned is directed to refer to this Department’s O.M,No. 45 /86/97-P&PW(A)-Part I, dated 27.10.1997, whereby the definition of family for the purpose of grant of family pension was extended to include, inter alia, “parents who were wholly dependent on the Government servant when he/ she was alive provided the deceased employee had left behind neither a widow nor a child”.

One Rank One Pension

Pension improvement is an ongoing process. Considerable improvements have been made in the pensions of armed forces personnel. A Committee was set up under the Chairmanship of Cabinet Secretary to look into the issue of 'One Rank One Pension and other related matters'. After considering all aspects of the matter, the Committee did not find it feasible to recommend One Rank One Pension. However, keeping in mind the spirit of the demand, several other recommendations to substantially improve pensionary benefits of Personnel Below Officer Rank (PBOR) and Commissioned Officers were made, which have been accepted by the Government and orders in implementation of all the recommendations have been issued. These are available at www.pcdapension.nic.in. Implementation of these orders has not only significantly reduced the gap between the past and the current pensioners but has also considerably improved the pension of ex-servicemen including disabled ex-servicemen. As per yearly statement of booking of Defence Pension Expenditure during year 2009-10 & 2010-11, the entire amount allotted for Defence Pension Expenditure has been booked in full and no amount is lying unspent. This information was given by Minister of State for Defence Shri MM Pallam Raju in a written reply to Shri Jyoti Mirdha and others in Lok Sabha today.

Implementation of One Rank One Pension

Improvement in pension is an ongoing process. Though the demand for One Rank One Pension (OROP) has been considered by various Committees in the past but it has not been found feasible to accept it. However, keeping in mind the spirit of the demand a Committee was set up under the Chairmanship of Cabinet Secretary to look into the issue of OROP and other related matters, which submitted its report on 30.6.2009. The Committee made seven recommendations to substantially improve pensionary benefits of Personnel Below Officer Rank (PBOR) and Commissioned Officers, which have been accepted by the Government. Department of Ex-Servicemen Welfare, Ministry of Defence has accordingly issued orders in implementation of the same vide Government letters dated 30.10.2009, 19.1.2010, 20.1.2010 & 8.3.2010 which are also available on www.pcdapension.nic.in. These orders have substantially increased the pension of pre 2006 retirees.

Submission of Life Certificate by Pensioners

Reference is invited to Para 15.2 of Scheme Booklet for submission of life certificate in November each year by the pensioner. In order to facilitate submission of Life Certificate by pensioners, Para 15.2 is being amended to include provisions of Rule 343 of Central Treasury Rules(CTR) to be read as Para 15.2(i). Para 15.2(i) states: A pensioner who produces a life certificate in the prescribed form in Annexure -XVII signed by any person specified hereunder, however, is exempted from personal appearance- :

Revision of pension/family pension in respect of the pensioners who were in receipt of compulsory retirement pension and compassionate allowance under Rules 40 and...

Doubts have been raised in regard to the applicability of the above provision in the case of revision of pension/family pension in respect of the pensioners who were in receipt of compulsory retirement pension and compassionate allowance under Rules 40 and 41 of CCS(Pension) Rules, 1972. The matter has been examined in the light of the instructions/orders issued after Fifth Central Pay Commission for revision of pension/family pension in such cases. It was clarified in this Department’s O.M No 45/86/97-P&PW(A) dated 25-3-2004 that the provisions of O.M. dated 17-12-1998 relating to stepping up of pension to 50% of the minimum of the revised scale of pay as on 1-1-96 of the post held by the pensioner at the time of retirement shall not be applicable in case of compulsory retirement pension and compassionate allowance.

Project ‘SANGAM’ for Defence Pensioners

Project ‘SANGAM’ is a software which will facilitate issuance of corrigendum pension payment orders. This will address the demand from the ex-servicemen for issue of individual corrigendum pension payment order consequent to implementation of recommendations of Sixth Central Pay Commission (6th CPC).

Amendment to CCS (Pension) Rules, 1972 – Notification regarding

G.S.R In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Pension) Rules, 1972, namely: 1. (1) These rules may be called the Central Civil Services (Pension) Amendment Rules, 2011. (2) They shall come into force on the date of their publication in the Official Gazette.

Lowering the age limit for the IGNOAPS

The Cabinet today approved lowering the age limit for the Indira Gandhi National Old Age Pension Scheme (IGNOAPS) from 65 years to 60 years and increasing the rate of pension from Rs. 200 to Rs. 500 to persons of 80 years and above. The revised norms would be applicable with effect from 1st April, 2011. It is estimated that lowering of the age limit would benefit about an additional 72.32 lakh persons in the age group of 60-64 years and living below the poverty line. It is estimated that 26.49 lakh persons above the age of 80 years and living below the poverty line, would become eligible to receive enhanced central assistance @ Rs. 500 per month. At present 169 lakh persons above the age of 65 years and living below poverty line are receiving central assistance under IGNOAPS.
