The Fixed Medical Allowance (FMA) is granted to Central Govt. Pensioners/Family pensioners who at the time of retirement/death are governed by CCS (Pension) Rule 1972 or other corresponding rules in operation prior to commencement of these rules and are eligible for medical facilities .after retirement as per instructions contained in this Departments' OM No.45/57/97-P&PW(C) dated 19.12.97 as clarified from time to time.

A reference is invited to the Department of Pension & Pensioners' Welfare's O.M. No.38/37/08-P&PW(A) dt. 2.9.2008 whereby provisions regulating pension/family pension/gratuity/commutation of pension/disability pension/ex-gratia lumpsum compensation, etc. were revised consequent upon implementation of Government's decision on the recommendations of 6th CPC.
The Dearness Relief (DR) payable to Central Government pensioners/ family pensioners shall be enhanced from the existing rate of 45% to 51% w.e.f. 1st January, 2011.
The intention of conducting Pension Adalats is to look into the grievances of Pensioners so as to redress the same by taking on-the-spot decisions thereby reducing the delays, if any, in the settlement of their legitimate dues. This .kind of interaction with the Pensioners would instill in them a sense of being cared for and attended to, thus, dispelling their feelings of isolation and neglect. It will also give an idea of the kind of problems/difficulties that are being faced by the pensioners and help in identifying the areas of concern in policy that require our urgent attention for amendment, etc
The Central Government has introduced the New Pension System (NPS) with effect from January 1, 2004. The new pension system covers, at present, new entrants to Central Government services (excluding Defence Forces) and is expected in due course to be available to all other citizens of India. Under the new pension system, CRA will be required to maintain subscriber accounts and issue a unique Permanent Retirement Account Number (PRAN) to each subscriber. In this system, deductions towards NPS will be made from subscriber’s salary on monthly basis and equal amount of contribution will be made by the Government. The accumulated amount will be reflected in his/her Permanent Retirement Account while he/she is working and shall use the accumulations at retirement to procure a pension for the rest of his/her life. Subscribers in this system shall enjoy certain facilities and rights including portability across jobs and locations, choices of selection of Pension Funds and investment schemes, freedom to switch between service providers and nationwide access.
The Government sanction a lumpsum Pongal Prize amount of Rs.500/- (Rupees five hundred only) to all pensioners including adhoc pensioners of all categories and family pensioners of Government including All India Service, Aided Educational Institutions and Local Bodies.
The Ministry of Personnel, Public Grievances & Pensions took several new initiatives during 2010 for raising the efficiency of bureaucracy and better service delivery mechanisms. Steps were taken towards capacity building and strengthening of the historic Right to Information (RTI) Act, 2005. Major policy initiatives taken by the Ministry are as under:
Department of Public Enterprises (DPE) has issued orders which, inter alia, provide pension scheme within 30% ceiling of Basic Pay and DA. The Pension Scheme is to be framed and operated by the Central Public Sector Enterprises (CPSEs).
DPE has issued orders enhancing Gratuity to Rs. 10 lakh in respect of CPSEs employees.
