Attention is invited to modified FCS for Scientists based on 6th CPC recommendations issued in this Department’s OM of even number dated 10.9.2010. It has been laid down that assessment of Scientists from 1.1.2011 shall be done according to the revised provisions of the scheme. Accordingly, all the Ministries/Departments were advised to initiate action for review of the provisions of FCS and amend their recruitment rules to bring the scheme in their organization in conformity with the guidelines of DOPT.
The undersigned is directed to refer to para 6 of this Ministry’s O.M. of even number dated 29.08.2008 on the above mentioned subject, vide which the special dispensation for grant of HRA has been allowed to continue to (i) Faridabad, Ghaziabad, Noida & Gurgaon at “X” class city rates and (ii) Jalandhar Cantt., Shillong, Goa & Port Blair at “Y” class city rates and to state that the special dispensation allowed to Panchkula for grant of HRA at par with Chandigarh vide this Ministry’s O.M. No.2(2)/2001-E.II(B) dated 16.06.2003, shall also continue.
The undersigned is directed to say that in this Department's O.M. of even number dated 21.5.2009 and 11.8.2009 it was provided that in case the information regarding date of birth/age is not available in the PPO or the office records, certain documents , viz. PAN Card, Matriculation certificate, Passport, CGHS Card, Driving licence and Voter's ID Card, would be accepted as proof of date of birth/age for payment of additional pension/family pension on completion of age of 80 years and above. It was also provided that the Pension Disbursing Authority/Bank will make payment of additional pension/family pension in the above manner, on provisional basis, up to a period of three months from the month in which the proof of age/date of birth is submitted by the pensioner/family pensioner. In such cases, the Pension Disbursing Authority/Bank will immediately send one copy each of the document submitted by the pensioner/family pensioner to the Pay and Account Officer/CPAO for formal authorisation of the additional pension/family pension. The Pension Disbursing Authority/Bank will make payment of additional pension/family pension beyond a period of three months only on receipt of such an authorisation from the Pay and Account Officer. These instructions were reiterated in this Department's O.M. of even number dated 25.6.2010.
A Flexible Complementing Scheme (FCS) for scientists is in position in some of the scientific Ministries/Departments of the Government of India and the same is presently governed by the guidelines issued by this Department under O.M. No.2/41/97-PIC dated the 9th November, 1998. There is also in position a separate, merit based promotion scheme in the DRDO and the Departments of Atomic Energy and Space. The Sixth Central Pay Commission (6th CPC) has examined these schemes in detail and observed that various time-bound promotion schemes may be necessary for scientific organizations as the morale of the scientists has to be kept high in order to keep them motivated and to stop the flight of talent from Government organizations involved in research and scientific activities. In this context, the 6th CPC has recommended that the existing scheme of FCS with necessary modifications has to be continued for R&D professionals in all S&T organizations, and the merit based promotion scheme in the Departments of Atomic Energy, Space and DRDO would also need to be persisted with. The Commission has, however, recommended certain features to be incorporated in the existing schemes of FCS and merit based promotion scheme so as to make them more relevant to the context.
