- Three Financial Upgradations: Employees are granted financial promotions upon completing 10, 20, and 30 years of continuous regular service.
- Grade Pay Elevation: Upgradations are counted from the direct entry grade or after 10 years of service in the same Grade Pay.
- Effective Implementation Date: The scheme officially came into force with effect from September 1, 2008.
Govt Rejects MACP Extension for 2006–2008 Period
Answering queries raised by MP Shri Sanjay Singh regarding whether employees who retired between January 1, 2006, and August 31, 2008, were deprived of MACP benefits, arrears, or revised pensionary payouts, the Ministry issued a definitive response.
The government clarified that because the MACP Scheme was not in operational existence from 01.01.2006 to 31.08.2008, there is no provision to issue Office Memoranda (OMs) or grant retroactive financial upgradations for that specific window. Consequently, central civilian employees—whether serving or retired during those dates—remain ineligible for MACP coverage.
