Sub: Deputation – Consolidation of instructions.
Master Circular No. 57 incorporating consolidated instructions in respect of Deputation was issued vide Boardโs letter No. F(E)/2001/DE/1/1(MC) dated 05.11.2001. Since then, certain modifications/revisions of the rules governing Deputation have taken place. As such, a revised Master Circular incorporating instructions so far has been brought out and is sent herewith.
If any circular current on the subject has been lost sight of, the same should not be ignored and should be treated as valid and operative. Further, in case any doubt arises, only the original circulars issued from time to time may be relied upon.

Central Government Employees likely to get 4% DA hike from July 2022
All India Consumer Price Index Numbers for Industrial Workers โ CPI(IW) for May 2022 increased by 1.3 points and stood at 129.0, based on the igecorner DA Calculation Sheet the DA as of May 2022 is 37.68.
The DA is revised based on the changes in the All India Consumer Price Index (AICPIN), June 2022 AICPIN valueย is needed to finalize the DA for July 2022, the value of June 2022 will be released only at the end of July 2022 by Labour Burea, if the value of June 2022 increases by 6 points or decreases by 3 points or even the same, then DA will be 38% which means 4% increase from the existing 34% DA is almost confirmed.ย
DA hike from July 2022
The government may consider a DA hike of 4 percent in July 2022. This means central government employees will get a DA of 38 percent. Currently, government employees get a DA of 34 percent on their basic salary. If the DA hike of 4 percent is implemented, employees are going to get a 38 percent dearness allowance on top of their basic pay. Dearness allowance (DA) is given to government employees, while dearness relief (DR) is for pensioners.

Department of Posts has decided to extend the last date for document verification of Gramin Dak Sewaks(GDS) shortlisted for various posts till 15thย July, 2022 due to flood situation in Assam.
In a press statement the department has stated, โKeeping in view the flood situation in Assam the last date for document verification of the Grameen Dak Sewaks(GDS) shortlisted for various posts has been extended from 30thย June upto 15thย July 2022.โ
Union Minister Dr Jitendra Singh hails DoPT for granting mass promotion to over 8,000 government employees in one go, the promotees belong to three key secretariat services
Dr Jitendra Singh thanked Prime Minister Shri Narendra Modi for this kind decision and said the secretariat services are an essential tool of governance
Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today announcedย the DoPT (Department of Personnel & Training) decision of granting mass promotion to over 8,000 government employees in one go. The promotees belong to three key secretariat services.
Dr Jitendra Singh said the orders for mass promotion of these employees belonging to the Central Secretariat Service (CSS), Central Secretariat Stenographersโ Service (CSSS) and Central Secretariat Clerical Service (CSCS) have been issued after several rounds of high-level meetings in DoPT chaired by him in the last two-months. The Minister said, even legal experts were consulted widely as some of the orders were subject to the outcome of pending writ petitions.
Dr Jitendra Singh said, it was disheartening to see government employees attaining retirement from service without getting oneโs due promotion and thanked Prime Minister Shri Narendra Modi for this kind decision. Of the total of 8,089 promoted employees, 4,734 are from CSS, 2,966 from CSSS and 389 from CSCS.
Dr Jitendra Singh also met delegations of Central Secretariat officials on several occasions to thrash out the issue, as he considered that these three services โ CSS, CSSS and CSCS form the backbone of the central secretariat administrative functioning.
Dr Jitendra Singh also recalled that over three years back, DoPT had carried out mass promotions of nearly 4,000 officials in different departments at different levels, which had been widely hailed. Many of these promotion orders were also issued, subject to the outcome of pending writ petitions, he recalled.
Dr Jitendra Singh said that the secretariat services are an essential tool of governance, since the notes and drafts prepared by them form the bedrock of Government policies as the proposals pass through various stages in the government hierarchy.

AICPIN for May 2022: Expected DA from July 2022 | AICPIN May 2022
The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of May, 2022 is being released in this press release.
AICPIN for May 2022
The All-India CPI-IW for May, 2022 increased by 1.3 points and stood at 129.0 (one hundred twenty nine points). On 1-month percentage change, it increased by 1.02 per cent with respect to previous month compared to an increase of 0.42 per cent recorded between corresponding months a year ago.
The maximum upward pressure in current index came from Food & Beverages group contributing 0.79 percentage points to the total change. At item level Tomato, Potato, Soyabeen Oil, Sunflower Oil, Buffalo Milk, Fish Fresh, Poultry Chicken, Cooked Meal, Cooking Gas, kerosene Oil, Bus Fare, Allopathic Medicine, Telephone Charges etc. are responsible for the rise in index. However, this increase was largely checked by Onion, Bitter Guard, Lady Finger, Chilli Green, Lemon, Mango, Water Melon, Pan Leaf, Petrol for Vehicles etc. putting downward pressure on the index.
At centre level, Coimbatore recorded a maximum increase of 5.2 points followed by Salem and Jalandhar with 4.8 and 4.2 points respectively. Among others, 6 centres recorded increase between 3 to 3.9 points, 19 centres between 2 to 2.9 points, 22 centres between 1 to 1.9 points and 24 centres between 0.1 to 0.9 points. On the contrary, Yamunanagar recorded a maximum decrease of 1.5 points followed by Delhi with 1.2 points. Among others, 9 centers recorded decrease between 0.1 to 0.9 points. Rest of 3 centresโ indices remained stationary.
Year-on-year inflation for the month stood at 6.97 per cent compared to 6.33 per cent for the previous month and 5.25 per cent during the corresponding month a year before. Similarly, Food inflation stood at 7.92 per cent against 7.05 per cent of the previous month and 5.26 per cent during the corresponding month a year ago.

CPI-IW: Groups Indices
The next issue of CPI-IW for the month of June, 2022 will be released on Friday, 29th July, 2022. The same will also be available on the office website www.labourbureaunew.gov.in.
Fundamental Rules – Rule 56(3)(d) – Revision of weightage with reference to age for all the Government servants other than the Government servants in the Tamil Nadu Basic Service โ Amendment – Issued.

NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 read with Article 313 of the Constitution of India and of all other powers hereunto enabling, the Governor of Tamil Nadu hereby makes the following amendments to the Fundamental Rules.
2 (i) The amendment (i) hereby made shall be deemed to have come into force on the 7th May 2020.
(ii) The amendment (ii) hereby made shall be deemed to have come into force on the 25th February 2021.
AMENDMENTS
In the said Fundamental Rules, in Rule 56, in sub-rule (3), in clause (d), in sub-clause (i), in the Table,-
(i) under the heading “weightage with reference to age”, in column (2), under the sub-heading “For all the Government servants other than the Government servants in the Tamil Nadu Basic Service.-“, for the expressions in column (a) under the heading “Age” and the corresponding expressions in column (b) under the heading “weightage” thereof, the following expressions shall, respectively, be substituted, namely:-

5 years of weightage
55 years
4 years of weightage
56 years

2 years of weightage

(ii) for the heading “weightage with reference to age” in Column (2) and all the sub-headings and expressions thereunder, the following heading and the expressions shall be substituted, namely:-
Pensioners Awareness Program by Department of Pension & Pensionersโ Welfare conducted at Puducherry
Department of Pension and Pensionersโ Welfare (DoP&PW) today conducted Pensionersโ Awareness Program at Puducherry. This is the first physical program post pandemic covering the Southern region of country. The program was attended by more than 300 pensioners from Chennai and Puducherry in collaboration with Pensioners Associations from Chennai and Puducherry.
A team of officers from DoP&PW took sessions on Pension policy reforms & digitization regarding pension/ family pension sanction to Central Government pensioners, with the objective of updating the pensioners of the changes made under the โEase of Livingโ initiative of the Government. Special sessions were organized on Income Tax matters related to pensioners as well as Digital means of submitting the Annual Life Certificates.
The objective of these programmes is to spread awareness of the various rules and procedures regarding pension entitlements and processes to Central Government pensioners as well as to update the pensioners about the changes that take place from time to time through various amendments in the policy and procedures. Such programs also serve as a feedback mechanism of pension policy from pensioners.
Shri S N Mathur, Joint Secretary (DoP&PW), Shri Bhupal Nanda, CC (P)-CPAO, Shri Ruchir Mittal, Director, Dr Pramod Kumar, Director participated in the program. Shri S N Mathur, Joint Secretary (DoP&PW) informed the participants about various initiatives taken by the Department to enhance Ease of Living of Pensioners. Digital life Certificate was launched in 2014 which is available through Aadhaar based bio-metric devices, Indian Post Payments bankโs 1,90,000 Gramin Dak Sevaks and Doorstep banking by banks. Face authentication technology was launched in November, 2021 which will transform the way pensioners submit their life certificate.
Chief Controller (Pensions), CPAO, MoF also addressed the pensioners providing information about the common grievances faced by pensioners, their modes of redressal as well as new initiatives taken by CPAO to enhance Ease of Living of pensioners. A representative from CGHS also addressed the participants and provided information on the queries raised by pensioners.
To enhance โEase of Livingโ of pensioners and family pensioners, Government of India has taken large number of welfare measures in pension policy as well as digitization of pension related processes. There have been a number of amendments in the pension rules and several clarificatory orders/ instructions have been issued during the last 50 years. These have been compiled and brought out as Central Civil Service (Pension) Rules, 2021 in December, 2021.

3. The candidates who have not fulfilled the eligibility criteria as per HQrs Officer Circular No. PERS/ SAS/16501/ GC&GMTS-AUD/2022/PROG dated 22.03.2022 and subsequent clarification issued vide Circular No. PERS/SAS/16501/GC&GMTS-AUD/2022/RN dated 24.05.2022 have been disqualified.
3. The result of provisional candidates, whose provisional status have not been cleared by PCSDA/CsDA concerned is kept withheld’. It is requested to expedite the confirmation of provisional candidates to enable this HQrs Office to declare their result.
