Subject : Exit through self-authorization by e-NPS subscribers

PFRDA vide its earlier circular dated 4th September 2017 No. PFRDA/17/01/08/0001/2017-SUP-CRA had allowed exits from NPS based on ‘Self Authorization by the Subscribers themselves using Aadhaar if the corpus in their Account was up to Rupees Five lacs. This mode was disabled post SC Judgement on Aadhaar e KYC. However post launch of Off line Aadhaar. PFRDA has digitally enabled opening of NPS accounts by using Off line Aadhaar with the explicit consent of the prospective Subscribers which offers instant account opening experience to such Subscribers.

2. It has now been decided by PFRDA to make the exit process more agile and seamless by extending the off line Aadhaar for the purpose of self-authorizing the exit requests of e NPS Subscribers. Under the process, the eNPS Subscribers with a corpus up to Rs.10 lacs (Rupees Ten Lacs) in their NPS Accounts, can furnish their off line Aadhaar details for the purpose of exit, in compliance with PFRDA’s exit regulations.

3. In addition, for eNPS Subscribers whose corpus is more than Rs.10 Lacs (Rupees Ten Lacs) as well as for the subscribers who are associated to POPs (Points of Presence) an online platform has recently been enabled. In this process, the exit requests of All citizen/Corporate sector subscribers would be verified by POPs, while exits of eNPS subscribers (not associated to any POP) would be verified by their respective banks which are registered as POPs with PFRDA.

4. The process of Self Authorization using Off line Aadhaar is given at the Annexure Central Record Keeping Agencies (CRAs) are advised to make available the feature at the earliest in the interest of Subscribers.

5. This circular is issued under Section 14 of PFRDA Act 2013 is available at www.pfrda.org.in and its contents overrides the provisions laid out on the subject by PFRDA vide its Circular No. PFRDA/17/01/08/0001/2017-SUP-CRA dated 4th Sep 2017.

Annexure

(Exit process flow through Self-authorization by e-NPS subscribers)

1. Subscribers login into CRA system using their PRAN and I-PIN

2. Select Exit menu and provide the details viz Allocation of corpus, Annuity Service Provider (ASP) details, Annuity Scheme etc.

3. Bank Details will be shown in non-editable mode. Other details such as subscriber name, gender, father name, address details will be auto-populated in non-editable mode.

4. Document Upload : Subscriber will upload KYC documents, Withdrawal Documents, Bank Proof etc.

5. e-sign Authentication : After providing all the details, Subscriber will request do the e-sign.

6. Generation of Acknowledgement ID: On submission of the Exit request and Acknowledgment ID will be provided to the subscriber.

7. Self-authorization option: If the corpus is below Rs.10 lacs, then Self-Authorization option will be provided to the subscriber.

8. If subscriber opts for Self-Authorization, below process will be followed:

a. Subscriber will download the Offline Aadhaar XML File from UIDAI website. UIDAI Link and help page will be provided to the subscriber for download of Offline Aadhaar XML File.

b. Upload the Offline Aadhaar XML file in CRA system and provide the Aadhaar Share Code, Mobile Number and Email ID.

c. CRA system will validate the Aadhaar Share Code and Mobile Number with the Offline Aadhaar XML file.

d. Subscriber name in CRA records should match Aadhaar.

e. After successful validation, self-authorization withdrawal request will be accepted in CRA system for execution.

f. ‘Instant Bank Acct verification’ through penny drop shall be undertaken by CRAs and the cost shall be bome by the respective subscribers.

9. CRA system provides the subscriber’s details to concerned ASP.

10. ASP will issue the annuity policy to the Subscribers and will upload the Annuity details in CRA System.

NOTIFICATION

New Delhi, the 23rd December, 2020

G.S.R. 793(E).—In exercise of the powers conferred by sub-section (1) of section 59 read with clauses (g) and (h) of sub-section (2) of section 59 of the Lokpal and Lokayuktas Act, 2013 (1 of 2014) and section 40 and sub-section (1) of section 42 of the said Act, the Central Government in consultation with the Comptroller and Auditor General of India hereby makes the following rules to provide the form and time for preparing of Accounts in each financial year and the budget for subsequent financial year(s), showing the estimated receipts and expenditure of the Lokpal and the form for maintaining the accounts and other relevant records and the form of annual statement of accounts of the Lokpal, namely:-

1. Short title and commencement-

(1) These rules may be called the Lokpal (Finance and Account) Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions –

(1) In these rules, unless the context otherwise requires,-

(a) ―”Act” means the Lokpal and Lokayuktas Act, 2013(1 of 2014);

(b) ―Annual Statement‖ means Statements of Finance Accounts, Statement of Central Transactions (SCTs) and other materials as applicable in the case of Civil Ministries or Departments of Government of India and in such form as prescribed in the Civil Accounts Manual or any applicable rules;

(c) ―Audit Officer‖ means the Comptroller and Auditor General of India or any person appointed by him in this behalf;

(d) ―Budget‖ means the budget as referred under rule 43(1) of the General Financial Rules, 2017 read with provisions of the article 112 of the Constitution;

(e) ―financial year‖ means the financial year as defined under clause (xiv) of rule 2 of the General Financial Rules, 2017 read with rule 42 of the General Financial Rules, 2017;

(f) ―section‖ means the section of the Act.

(2) words and expression used herein and not defined but defined in the Act shall have the same meaning as assigned to them in the Act.

3. Preparation, formulation and submission of the Budget.—The formulation of budget shall be regulated in accordance with the provisions of sub-rule (3) of rule 43 of General Financial Rules, 2017 read with article 112 to 116 of the Constitution;

Explanation.- For the purpose of these rules,-

(a) for the preparation of budget estimates, the Lokpal shall adhere to the guidelines as may be issued from time to time by the Ministry of Finance, Budget Division in terms of provisions of sub-rule (4) of rule 43 of General Financial Rules, 2017.

(b) the forms and manner of drawing up the proposed budgetary provision will be regulated in terms of rules 44, 45 and 50 of General Financial Rules, 2017 and the estimate will be reflected in the Demand for Grants of the Ministry in Department of Personnel and Training.

(c) the Lokpal shall also adhere to,-

(i) the Government Accounting Rules, 1990;

(ii) the Central Government Accounts (Receipts and Payments) Rules 1983;

(iii) the Civil Account Manual;

(iv) the General Financial Rules, 2017.

It has been decided to conduct nation-wide Pension Adalat in the month of December, 2020 by each Ministry/ Deptt./ Organisation/ field formation through Video conferencing as per Guidelines issued by Department of Posts, Pension Section, vide letter No.100-01/2019-Pen Dtd. 10th November, 2020 & 17th December, 2020.

The Chief Postmaster General, Maharashtra Circle, Mumbai will be holding the Postal Pension Adalat for Pensioners/Family pensioner of Postal Department on 31st December 2020 at 11 Hrs. in the Office of the Chief Postmaster General, Maharashtra Circle, 2nd Floor, GPO Building, Mumbai-400001.

4. The interested and eligible Central Government Employees may submit his/her application directly to YHAI and a copy of the same may be endorsed to Secretary, CCSCSB, Room No-361-B wing, Lok Nayak Bhawan, Khan Market, New Delhi. It is pertinent to mention that as per this Department’s O.M. No. 125/1/2015-16/CCSCSB dated 8th December, 2016, Special Casual Leave may be granted for a period of 10 days for this purpose including journey period. Advance payment for the programme has to be paid directly to the organiser and reimbursement as admissible will be made after successful completion of programme. On completion of said activity, applicant may submit expenditure details (fee receipt & Tickets in original) along with Aadhar Number and Bank Details (Name of Bank, Account Number, IFSC Code and Branch Code) for smooth reimbursement of claim.

5. It is mandatory to submit duly filled in check list along with proforma annexed herewith.

It is observed that empanelled hospitals are refusing the CGHS beneficiaries especially Covid-19 +ve patient for admission with the excuse that no bed is available in the entitled category of ward. As per terms and conditions of empanelment under CGHS, all pvt. Hospitals and diagnostic centres empanelled under CGHS shall provide treatment/investigations to all CGHS beneficiaries especially Covid-19 +ve patient on the basis of CGHS card in emergency and on the basis of advice from CGHS Medical Officer/Govt. specialist in case of listed treatment procedure/investigations and with valid permission letter in case of unlisted treatment procedures/investigations as the case may be. In case of emergency when beds are not available in the hospital then hospital should provide necessary treatment to stabilize the patient and transport the patient safely to nearest empanelled hospital for further management.

Sub : Clarification on regularization of absence during COVID-19 epidemic lockdown period – regarding.

Madam/Sir,

With a view to adopt a uniform interim procedure over the employees of Kendriya Vidyalaya Sangathan the approval of the Commissioner, KVS is hereby conveyed to regularize the absence during COVID-19 epidemic period as per the following measures:-

S.No Situations The period of absence to be treated as
1. An employee remained in HQ but could not attend office due to lockdown, disruption of public transport or being in containment zone. To be considered as on duty.
2. An employee who worked from home due to co-morbidities (e.g. diabetes, hypertension, asthma, etc.) or underlying medical conditions as per Central/ State Govt. instructions.
3. The employee who did not join the Vidyalaya on re-opening day after Summer  Vacation due to lockdown, disruption of  public transport.
4. I.An employee, who could not attend office and working from home/online, despite his/her name, is figuring in the roster and no underlying medical conditions. If informed to the controlling authority, to be  treated as on duty after  permission of cadre controlling authority.

Otherwise to treat the period as absent/Leave as per normal leave rules.

ii. An employee could not attend the office and not working from home/online, despite his/her name, is figuring in the roster and no underlying medical conditions. To treat the period as absent/Leave as per normal leave rules.
5. An employee was asked to remain in quarantine on return from outstation duty. Special Casual leave (SCL) to be sanctioned by respective leave sanctioning authority.
6. An employee remained in quarantine due to Central/State Govt. instructions. An employee who reached the station but were in the quarantine for 14 days as per the requirement of State Govt./ controlling authority.
7. An employee who was advised by Medical Authority to remain in quarantine/treatment for “N” number of days.
8. An employee has left the Hqrs without permission and later informed the office that he/she is not able to reach back to office due to lockdown.
9. An employee stayed at home as a precautionary measure due to adverse health conditions / Aarogya Setu etc. as per extent guidelines of Government of India in this regard.
10. An employee who remained in quarantine as a precaution in a case when his or her family  member staying with the employee was  tested positive.
11. An employee who was in HQ but did not turn up for duty on being called although his/her family member or self were not tested positive. He/she has to apply leave due, otherwise EOL to be sanctioned for the period & pay may be decided as per normal rules.
12 How the employees with co- morbidities, pregnant women and differently abled employees will be treated if worked from home or are working from home during COVID-19 pandemic. Such employees with co- morbidities (e.g. diabetes, hypertension, asthma, etc.), pregnant women and differently abled employees will be treated as on duty and transport allowance will be regularized as per  DOPT OM dated 01.12.2020  circulated vide KVS(HQ) letter no. F.110239/51/2020/Budget/KVS(HQ)/219 6 dated 04.12.2020.

 

This may be circulated among all Kendriya Vidyalayas functioning under your Administrative jurisdiction for compliance and obtain signature of the teaching and non-teaching employees, as a token of having seen the instructions.

Dear Comrade,

Enhancement of Family Pension for Bank Retirees

The Department of Financial Services, Govt. of India accorded necessary approval, addressing a letter to the Chief Executive, Indian Banks’ Association for implementation of 11th Bipartite Settlement/Joint Note signed on 11.11.2020 and consequential benefits pending amendments to relevant regulations as per laid down procedure.

In the said letter, the DFS advised IBA to submit financial implications/liabilities in respect of family pension and employer’s contribution under the new pension scheme. The IBA since last one year had been informing that the matter has been referred to Govt. of India. Now, given the DFS letter we understand that more time will be required for its approval. In addition, different amounts are being mentioned as cost requirement for enhancement of family pension to 30 percent without ceiling spanning from Rs.9000 crore to Rs.20000 crore. The IBA never shared the details with UFBU officially. As the amount will be provided from individual bank’s balance sheet, we feel that all the stake holders including the Unions/Associations have right to be informed regarding exact requirement.

We addressed a letter to the Secretary, DFS, Ministry of Finance, today, text of which is appended.

We have come to know that Railway Ministry is going to close Five Railway Printing Presses. This move of Government is neither in favour of Staff of Railway nor to the Department. Thousands of employees working there will become jobless and expenditure of Stationery and other important documents to be published from Private Press will increase.

We as Confederation of Central Government Employees and Workers strongly protest the move of closure of Railway Printing Presses and request your honour to kindly review the decision and stop the process of closure of Railway Printing Presses.

Vide CRB’s D.O. letter No. E(G)2015/PN2/3 dated 18.01.2020 (copy enclosed), Genral Managers of the Zonal Railways and Production Units were advised to educate the officers/staffs ahout the “Anubhav” Portal and encourage them to share their notable achievements on their retirement. Railways’ Production Units were also advised to organize workshops on the subject at Headquarter and Divisional levels. EDIP/Railway Beard has been nominated as the Nodal Officer in this regard vide para-4 of the said letter.

2 A Google sheet has been shared with the CPROs of all Zonal Railways and Production Units calling for the data in respect of employees retired since March 2020 and their contribution to “Anubhav” portal. Data in the said sheet is to be uploaded positively by the 10th of every month. It is, however, seen that some of the Zonal Railways/Production Units are not sending the feedback on a regular basis. Even for those Railways/Production Units who are sending regular reports, at is observed that participation of retired employees in the process is far from encouraging.

3. It is reiterated that adequate steps should be taken to encourage retired employees to share their service experience on the “Anubhav™ portal and data in the prescribed format must be sent to Board by the 10th of the following month.

 

4. This may please be given ‘top priority’ as the mater is being monitored at the Apex level of the Ministry.

Subject : Making available publically scores and rankings of candidates in the recruitment examinations through portal — reg.

The undersigned is directed to refer to this Department’s OM of even number dated 21.06.2016 delineating the modalities for disclosure of scores and rankings of the candidates in the recruitment examinations conducted by various recruitment agencies. Subsequently, public recruitment agencies viz. UPS, SSC, RRB etc were advised to use NCS portal of Ministry of Labour & Employment for disclosure of the scores and ranking of the candidates, vide this Department’s OM dated 19.07.2017. All the public recruitment agencies were requested to link their respective web pages to NCS portal (wvw.ncs.gov.in) of Ministry of Labour & Employment for disclosure of scores and ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them. All Ministries/Departments were also requested to direct the recruitment agencies working under them for doing the needful.

2. Public recruitment agencies invest a lot of time and resources for conduct of exams and a number of students appear in multiple exams before clearing a particular exam and the data base of such non-recommended candidates who have successfully cleared all stages of recruitment may be helpful to private and public employers finding the right person to fill their vacancies and reduce the cost of recruitment.

3. Therefore, all the Ministries/Departments of Government of India are requested to advise Public Sector Enterprises, Autonomous/Statutory Bodies, Societies, Special Purpose Vehicles (SPVs) and other organizations, not being a participating service in the recruitment examination the results of which are proposed to be utilized, under their administrative control to utilize the lists displayed by the public recruitment agencies in their recruitment, as per suitability of the posts.

4. All the public recruitment agencies are once again requested to link their web pages to NCS portal of Ministry of Labour & Employment for disclosure of scores/ranking of all the candidates appearing in the final stage of each recruitment process being conducted by them, as per the modalities laid down in this Department’s OM dated 21.06.2016.
