CGHS Webinar on Role of Lifestyle in Hypertension, Diabetes and Heart Disease on 9 Feb 2021

CGHS, known for providing comprehensive health care services to its beneficiaries, is conducting a series of short webinars of 60-90 minute duration with active participation of
its beneficiaries to provide information on common health related issues . These webinars
are being scheduled at 4.00 pm on 2nd and 4th Tuesday of the month. A 30-40 minutes
presentation by a CGHS Doctor will be followed by 30 minutes of answering of relevant
questions from the beneficiaries.

It is expected that these webinars will provide useful information to CGHS beneficiaries and
create awareness on various health conditions, provide guidance on promotive care, lifestyle modification and also dispel many health-related myths and doubts.

The seventh in the series is being held on 09/02/2021 (Tuesday) at 4.00PM on “Role of
Lifestyle in Hypertension, Diabetes and Heart Disease” by Dr M K Lal, Professor and Senior

Subject : D-Remit for NRI – NPS Subscribers

Reference may be taken of PFRDA circular no. PFRDA/ 2020/44 /SUP-CRA/17 dt 01.10.2020 (copy enclosed).D Remit or Direct Remittance offers the most convenient mode of depositing voluntary contributions into NPS which also optimizes the long term retirement wealth creation by offering same day NAV. Through D Remit, not only one time contributions can be made but also periodic NPS contributions can be automated for any defined amount and for any defined date from the Subscribers bank account.

2. PFRDA, has now decided to extend the option of contribution into NPS through D Remit to NRI-NPS Subscribers who can contribute to their NPS accounts from funds in their NRO/NRE accounts. Also at the time of withdrawal/ Exit, the proceeds of NPS shall be credited into NRO /NRE account of NRI subscribers and repatriation would be as per applicable FEMA guidelines .

3. Under D Remit, the contributions received at Trustee Bank before 9.30 AM on any bank working day (other than Saturday, Sunday, Bank Holidays etc) shall be considered for same day investment. The amount received post 9.30 AM shall be considered for investment on the next bank working day.

4. Central Record Keeping Agencies (CRAs) are advised to develop the required system level functionalities to enable D Remit for NRI-NPS Subscribers with suitable declaration as mentioned in point no 2, at the earliest.

This circular is issued in exercise of powers conferred under Section 14 of PFRDA Act, 2013 to protect the interests of the Subscribers and is available on PFRDA’s website (www.pfrda.org.in) under Regulatory Framework and in Circular Section of CRA and Trustee Bank.

(a) whether any person who shifted from Type 1 to Type 2 category in the same Government Colony is eligible to continue to contest and remain in the post of Pradhan/Secretary in CGERWA;

(b) if so, whether any enquiry has been completed regarding the official against whom the complaint was received;

(c) if so, the details thereof; and

(d) if not, the reasons therefor?

(a) to (d): As per provisions of the Model Constitution for the Residents Welfare Association, recognized by this Department, no Office Bearers, viz. President, Vice President, Secretary or Treasurer shall hold office for more than two terms continuously, i.e. for a period of four years. However, he may continue in the Managing Committee in other capacity. A member of the Managing Committee may seek office after a lapse of one term (two years), to any of the above mentioned four posts. Insofar as the complaint is concerned, on the basis of an inquiry conducted in this regard, and as recommended by the Inquiry Officer, the office bearer has been allowed to hold the elected post of the President, CGERWA, Type-II, Aram Bagh, New Delhi, till completion of his current tenure (i.e. March, 2021) as per the instructions contained in DoPT OM No.11013/1/2016-Estt.A-III dated 27.02.2020.

Annual Work Plan 2021-22 of DARPG

The Budget Allocations for DARPG (Department of Administrative Reforms &Public Grievances) for 2021-22 stands at Rs. 15 crores under scheme and Rs. 30 crores under non-scheme.

The following activities will be taken up by the DARPG in 2021-22.

  1. Civil Services Day 2021 will be celebrated on April 21, 2021
  2. Prime Minister’s Awards for Excellence in Public Administration 2021 will be conferred on October 31, 2021
  3. The National e-Governance Awards 2021 shall be conferred along with the National e-Governance Conference at a date to be announced separately.
  4. The DARPG shall conduct 4 Regional Conferences for knowledge dissemination and replication of best administrative practices.
  5. Projects will be taken up under the State Collaboration Initiative Scheme for helping States adopt the award-winning practices.
  6. Promote e-Office in Central Ministries and Attached/ Subordinate/ Autonomous Offices.
  7. Modernization of Government offices
  8. CPGRAMS Reforms to be implemented in Central Ministries/ State Governments with focus on timely disposal of public grievances.

प्रशासनिक सुधार और लोक शिकायत विभाग की वार्षिक कार्य योजना 2021-22

प्रशासनिक सुधार और लोक शिकायत विभाग (डीएआरपीजी) के लिए वर्ष 2021-22 का  बजट आवंटन योजना के तहत 15 करोड़ रुपये और गैर-योजना के तहत 30 करोड़ रूपये निर्धारित किया गया है।

वर्ष 2021-22 में प्रशासनिक सुधार और लोक शिकायत विभाग द्वारा निम्नलिखित गतिविधियां आयोजित की जाएंगी-

  1. 21 अप्रैल, 2021 को सिविल सेवा दिवस 2021 मनाया जाएगा
  2. लोक प्रशासन 2021 में उत्कृष्टता के लिए प्रधानमंत्री के पुरस्कार 31 अक्टूबर, 2021 को प्रदान किए जाएंगे
  3. राष्ट्रीय ई-गवर्नेंस पुरस्कार 2021 राष्ट्रीय ई-गवर्नेंस सम्मेलन के साथ प्रदान किए जाएंगे। इनकी तारीख की घोषणा अलग से की जाएगी।
  4. प्रशासनिक सुधार और लोक शिकायत विभाग ज्ञान के प्रसार और सर्वश्रेष्‍ठ प्रशासनिक प्रतिकृति (रेप्लकैशन) के लिए 4 क्षेत्रीय सम्मेलनों का आयोजन करेगा।
  5. पुरस्कार जीतने वाली पद्धतियों को अपनाने में राज्यों की सहायता के लिए राज्य सहयोग पहल योजना के तहत परियोजनाएं शुरू की जाएंगी।
  6. केंद्रीय मंत्रालयों और संबद्ध/अधीनस्थ/स्वायत्त कार्यालयों में ई-ऑफिस को बढ़ावा देना।
  7. सरकारी कार्यालयों का आधुनिकीकरण करना।
  8. लोक शिकायतों के समय पर निपटान पर ध्‍यान देते हुए केंद्रीय मंत्रालयों/राज्य सरकारों में लागू किए जाने वाले सीपीजीआरएएमएस सुधार।

OFFICE MEMORANDUM

Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 Fulfilment of procedural requirements clarification reg.

The undersigned is directed to refer to para (c) of this Department’s O.M. of even number dated 09.02.2017 on the subject noted above regarding reimbursement in cases where a Government servant travels on LTC upto the nearest airport/ railway station/ bus terminal by authorized mode of transport and undertakes rest of the journey to the declared place of visit by private transport/ own arrangement (such as personal vehicle or private taxi etc.).

2. Para (c) of the aforesaid O.M. provides as under:

“(c) In case, there is no public transport available in a particular stretch of journey, the Government servant may be reimbursed as per his entitlement for journey on transfer for a maximum limit of 100 Kms covered by the private/ personal transport based on a self-certification from the Government servant. Beyond this, the expenditure shall be borne by the Government servant”.

3. With regard to the above provision, many references are received in this Department seeking following clarifications:-

(i) Whether the 100 Kms limit specified in DoPT’s O.M. No. 31011/3/2015-Estt.A-IV dated 09.02.2017 is for the whole journey (i.e. to and fro combined) or separately for onward and return journey, i.e. 100 Kms for onward and 100 Kms for return journey?

(ii) How assistance shall be provided in cases where various members of a family avail LTC separately and thus avail the facility of private taxi/ transport separately? Whether in such cases also reimbursement as above shall be provided individually to each family member?

4. The matter has been considered in this Department and it is clarified that the 100 Kms limit as prescribed in DoPT’s O.M. No. 31011/3/2015-Estt.A-IV dated 09.02.2017 is to be seen from one side. Hence, for the to and fro journey, the fare reimbursement shall be provided for a total of 200 Kms (100 Kms each side) .

5. As regards the second situation described in para 3(ii) above, it is stated that in cases where members of the family avail LTC separately, they shall also be eligible for reimbursement of taxi fare/ private transport separately as per DoPT’s O.M. No. 31011/3/ 2015-Estt.A-IV dated 09.02.2017.

Integration of (e-PPO) with Digi Locker enhanced Ease of Living for Central Civil Pensioners: Dr Jitendra Singh

Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh said that in order to enhance Ease of Living of Central Government Civil Pensioners, the Department of Pension & Pensioners’ Welfare (DoPPW) has integrated the electronic Pension Payment Order (e-PPO) with Digi Locker. In a written reply to a question in the Lok Sabha today, the Minister said that this system will enable any Pensioner to obtain a copy/print-out of his/her PPO from his/her Digi Locker account. This initiative will create a permanent record of his PPO in his/her Digi Locker and at the same time eliminate delays in reaching the PPO to new pensioners, as well as the necessity of handing over a physical copy. Thus, the pensioners will not have to face hardship in their old age in case their Pension Payment Order (PPO) is misplaced over a period of time.

e-PPO has been made possible due to digitization of Pension processing system (Bhavishya online system) and online transmission of data of retiree to all stakeholders involved in Pension processing such as Head of Office, Pay and Accounts office, Central Pension Accounting Office. This avoids manual intervention and speeds up the process of pension sanction. The e-PPO will be generated by the Pay and Accounts office (PAOs) and transmission in electronic form to banks will be done by Central Pension Accounting Office (CPAO).

The basic features of e-PPO are as under:

  • Makes the process paperless by transferring and accepting encrypted data from one authority to another in electronic mode with e-signature/digital signature;
  • SMS/E-mail alerts at every stage of Pension processing to the retiree.
  • Issue of e-PPO authenticated by PAO through digital signature.
  • Retiree/pensioner can obtain his e-PPO by downloading through ‘Bhavishya’ portal or alternately can get the same in his/her Digi Locker.

No proposal to launch a new pension policy for Central Civil Pensioners : Dr Jitendra Singh

The Government today said that there is at present no proposal/consideration to launch new pension policy for central civil pensioners. In a written reply to a question in the Lok Sabha, Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh said that in order to improve the pension process to facilitate pensioners, Department of Pension & Pensioners’ Welfare had developed ‘Bhavishya’, a common software module for Ministries, which has now been functioning as a mandatory platform for processing Pension & related benefits of Central Civil Pensioners w.e.f. 01.01.2017.

By keeping track of the progress as well as close monitoring of each pension case, it introduces transparency and accountability into the system thereby plugging delays. This system is at present being successfully implemented in 811 Offices of 96 Ministries/Departments/Apex Bodies through 7372 DDOs. This system has also laid down the foundation of e-PPO and made a provision to integrate the e-PPO in the DigiLocker of the retiree.
