Subject: Donation of one-day salary to PM CARES Fund.

It is proposed that all employees of Ministry of Defence (MoD), Armed Forces, Attached Offices, Defence PSUs and other organizations may voluntarily contribute one-day’s salary every month from May 2020 to March 2021 to the Prime Minister Citizens’ Assistance and Relief in Emergency Situation (PM CARES) Fund.

2. Any officer or staff willing to contribute one day’s salary for any or all of the months from May 2020 to March 2021 may intimate their willingness to their respective Drawing and Disbursing Officers (DDOs) in writing mentioning his/her Employee Code.

3. Joint Secretaries concerned in DoD may ensure that attached Offices, Inter Service Organisations and other institutions under the administrative control of Department of Defence initiate action on the above lines.

4, Similar necessary action in respect of Armed Forces, Attached Offices, Inter Service Organisations, Defence PSUs, JV companies and other organizations may be taken by the respective Departments.

5. Secretaries of the respective Departments and Secretary (Defence Finance) are requested to coordinate with the units/offices/organizations/PSUs and the PA0s/PCDAs.

EPFO introduces email mechanism to obtain e-Sign for easing the Process of EPF Compliance

EPFO introduces email mechanism to obtain e-Sign for easing the Process of EPF Compliance by Employers during Lockdown Period as employers were finding difficult to use digital or Aadhaar based e-Sign

In the current scenario of lockdown announced by the Government to control the spread of COVID-19 pandemic and other disruptions, the employers are not able to function normally and are facing problems in using their digital signatures or Aadhaar based e-sign on EPFO portal.

Many important tasks like KYC attestation, transfer claim attestation etc are being done online by the authorized persons of employers using their Digital Signatures (DSC) or Aadhar based e-Signs on EPFO portal. For using DSC/e-Sign, one time approval from Regional Offices is required. Due to lockdown, many employers are facing difficulties to send the one time registration requests to the Regional Offices.

Keeping in view the above situation and to further ease the compliance procedure, EPFO has decided to accept such requests through email also. Employer can send the scanned copy of duly signed request letter to the concerned Regional Office through mail. Official email addresses of the Regional Offices are available at www.epfindia.gov.in .

Further, such establishments, whose authorized officers have approved digital signatures but are not able to locate the dongle, can login to the employer portal and register their e-sign through the link for registration of already registered authorized signatories. If their name against the approved digital signature is same as that in their Aadhar, the registration of e-sign will not require any further approval. Other authorized signatories can register their e-signs and send the request letters approved by the employers and seek approval of the concerned EPFO Offices.

This facility provides further relief to the employers and EPF members adversely impacted by the Pandemic.

What is the process for change in name on marriage of a woman member against UAN when changes are made in Aadhaar?

The name change process if the Aadhar data is changed is similar to other change requests. Member has to apply online and employer will digitally approve the request. The correction request can be submitted online or offline (joint request) along with a copy of the marriage certificate or such other documents which can prove that only the name of the member has changed from before marriage. Documents like school records containing Father’s name and Date of birth or PAN taken before marriage etc. are a useful to show that only name has changed after marriage

The link ‘Know your UAN’ is not available on unified portal. Is approaching employer for this the only option?

• Select Member ID, Aadhaar or PAN
• Enter details such as name, date of birth, mobile number and e-mail id as per EPFO records
• Click on the “Get Authorization Pin” option

I have already applied advance for illness in March 2020 which is pending. I want to apply for advance to fight COVID pandemic now. What should I do?

During pendency of any other advance, the application for COVID-19 claim is permitted.

KYC updation needs approval by Employer by using his DSC. When Establishment is closed and there is no Employer, who is to approve the same?

The approval of KYC by employer is an online facility which can be operated irrespective of the location. Please request the employer to approve the KYC

For filing of claim a copy of cheque with name of member or copy of pass book is to be uploaded. Member does not have name on his cheque leaf and it is now difficult to get it from Bank. Even going to bank and getting an attested copy of bank statement is not easy as Banks are far away. What is the other option that can be made available?

As per prevailing instructions it is mandatory to upload a cheque leaf containing the printed name of the member, or the first page of the bank Passbook or bank statement containing the name, account number and IFSC. This is required to ensure that the bank account number uploaded in the KYC is correct and erroneous payments are avoided.

I have worked for two companies and working in third one now. How to get PF accumulations of earlier companies transferred to present one so that I can file claim for COVID advance?

In case the name, date of birth and gender in all the accounts is same, the member can apply online for transfer through his login. The present UAN should be validated with Aadhar. In case of difference once he gets the basic details corrected in other accounts, he can apply online

You claim to settle COVID advance claims within 72 hours? It is over 4 days when I applied. I have still not received the money in my bank account. Why?

EPFO settles claims for availing advance to fight COVID-19 pandemic within 03 working days. After processing of the claims, cheque is sent to the bank for crediting amount to bank account of the claimant. Bank usually take additional one to three working days to credit
advance in your bank account.

I have a balance of Rs 100000 in my PF account and applied for Rs 75000 advance for COVID. At the rate of 75%, I should get Rs. 75000. Why a much lesser amount has been credited to my account?

The 75% of the amount standing to your credit is maximum permissible limit and the same is applicable if it is lesser than basic wages and dearness allowances for three months. If 75% of the balance is more than three months wages, advance equal to three months wages (Basic+DA) is sanctioned as per the rules. If your monthly wage is Rs.20000, the entitled advance amount is Rs 60000 only. If the monthly wages are Rs 30000, the amount of advance will be restricted to Rs.75000.

I have two different UANs. The first UAN is linked with one PF member ID and the second UAN is linked with 2 different member IDs. Can I avail COVID advance benefits? How to get maximum benefit in this case

Yes. In order to get maximum benefits, you are requested to transfer all the previous services (linked with multiple member IDs) to the latest member ID. This can be done by filing a transfer claim. Once the service is successfully transferred your entire PF corpus will reflect against the latest member ID. Subsequently you can file COVID advance claim to reap maximum benefit.

My COVID claim has been rejected due to member details mismatch. How can I rectify this issue?

You can update your member details by logging into member e-sewa portal available at https://unifiedportal-mem.epfindia.gov.in/memberinterface/. Once the details are updated you can file the claim once again.

How can I file COVID claim through UMANG app?

Step 1: Open Umang app
Step 2: Select EPFO
Step 3: Select “Request for Advance (COVID-19)”
Step 4: Enter your UAN details and click on ‘Get OTP’ to get one-time password. Use this OTP to login in your account.
Step 5: Enter the OTP and click on login. Once you are logged in you are required to enter the last four digits of your bank account and select the member ID from the drop-down menu. Click on “Proceed for claim”
Step 6: Enter your address. Click on ‘Next’.
Step 7: Upload the cheque image with your account number and name printed on it. Once all the details are entered, your claim will be successfully filed.

I have left the service but not yet availed the final PF withdrawal benefits. Can I still avail the COVID advance?

Yes. COVID advance can be filed by any PF subscriber. Since you have not withdrawn your PF funds you are still a PF member.

EPFO Releases Rs.764 Crores to Its Pensioners

EPFO has 65 lakh pensioners under its pension scheme. All 135 field offices of EPFO processed pension payment for April, 2020 in advance to avoid inconvenience to pensioners on account of nationwide Covid-19 lockdown.

EPFO officers and staff battled all odds to send Rs 764 crore to all Nodal Branches of pension disbursing banks throughout India. All Bank branches have been directed to ensure credit of pension in the accounts of pensioners on schedule.

Timely credit of pension in this hour of need has been accorded top most priority by EPFO to bring succor to the pensioners during Covid19 crisis.

Grant of Transport Allowance to the Manipur Government employees

Subject : Decision of the Government relating to grant of Transport Allowance to the State Government employees.

No. 11/1/2020-FD(PIC) : The undersigned is directed to say that consequent upon the introduction of the Manipur Services (Revised Pay) Rules, 2019, the Governor of Manipur is pleased to order that, the Transport Allowance shall be admissible to the State Government employees with effect from 01/04/2020 at the following rates:

2. The Grant of Transport Allowance is subject to the following conditions:

i) The allowance shall not be admissible to those employees who have been provided with the facility of Government transport either pool vehicle or allotted vehicle or any other kinds of vehicle. However, these employees shall be given the option to avail themselves of the existing facility or to draw the Transport Allowance at the rate applicable to them. Head of Office and Drawing & Disbursing Officer concerned shall be responsible for drawal of Transport Allowance.

ii) The blind or orthopaedically handicapped employees as mentioned in Government’s Office Memorandum No. 7/4/99-PIC, dated 10/03/1999 and Office Memorandum No. 7/2/2010-PIC,dated 20/12/2013 shall continue to be paid Transport Allowance at double the normal rates, which shall, in no case, be less than Rs. 2250/- per month.

iii) The allowance shall not be admissible to those employees who have been provided with official accommodation within a campus housing the place of work and residence.

iv) In respect of those employees who opt to retain their pre-revised scales of pay, pay level corresponding to the pre-revised pay scale of the post occupied on 01/01/2016 as indicated in the Manipur Services (Revised pay) Rules, 2019 would determine the allowances under these orders.

3. Admissibility of Transport Allowance during the following circumstances:

i) During leave – The allowance will not be admissible for the calendar month(s) wholly covered by leave.

ii) During deputation abroad — The allowance will not be admissible during the period of deputation abroad.

iii) During tour — If an employee is absent from the Headquarters / Place of Posting for full calendar month(s) due to tour, he / she will not be entitled to Transport Allowance during that / those calendar month / months. However, if the absence does not cover any calendar month(s) in full, Transport Allowance will be admissible for full month.

iv) During training treated as duty — The allowance may be granted during such training, if no Transport Facility / Travelling Allowance / Daily Allowance is provided for attending the training institute. During official tour in the training course, the allowance will not be admissible when the period of the tour covers the whole calendar month. Also, during training abroad, no Transport Allowance will be admissible when the period of such training covers the whole calendar month.

v) Vacation staff – Vacation staff is entitled to Transport Allowance provided no free transport facility is given to such staff. However, the allowance shall not be admissible when such vacation spell, including all kinds of leave, cover the whole calendar month(s).

vi) During suspension – As a Government employee under suspension is not required to attend office, he/she is not entitled to Transport Allowance during suspension where suspension covers full calendar month(s). This position will hold good even if the suspension period is finally treated as duty. Where suspension period covers a calendar month partially, Transport Allowance payable for that month shall be reduced proportionately.

Sir,

I am directed to refer to this Ministry’s letter No. 1(07/2013-D(Pension/Policy) dated 15.05.2015 regarding simplification of pension process for permanently disabled children and dependent parents/ siblings for family pension. It has been noticed that name of divorced/ widowed/ unmarried daughter has not been included in MoD letter No. 1/(07)/2013/D(Pension/Policy) dated 15.05.2015 causing delay in sanctioning of family pension to such eligible members 1.e. widowed/divorced/unmarried daughter, although name of such eligible members was a part of DoP&PW OM No. 1/6/08-P&PW(E) dated 22.06.2010.

2. It is, therefore, decided to issue amendment to Gol MoD letter No. 1(07)/2013-D(Pension/Policy) dated 15.05.2015 as under-

(a) For “disabled children/ siblings and dependent parents” read- “permanently disabled child/ children/ siblings/ dependent parents and widowed/ divorced/ unmarried daughter,” wherever it appears in GoI MoD letter dated 15.05.2015.

(b) New clause numbered 5(iii) “To widowed/divorced/unmarried daughters” may be inserted below Para-5(ii) to GoI MoD letter dated 15.05.2015 as under:-

(iii) “To widowed/divorced/unmarried daughters”

In case the eligibility of all the above categories of claimant mentioned in para 5(i) and 5(ii) of GoI, MoD letter no. (7)/2013-D(Pension/Policy) dated 15.05.2015 ceases to be payable, the PDA will allow family pension to such widowed/divorced/ unmarried daughter in their hierarchy of DoB after production of marriage/ re-marriage/ death certificate, as the case may be, in respect of all the categories of claimants mentioned in Sub Para — i) and (i) of para 5 of GoI, MoD letter dated 15.05.2015, if any.”

(c) After inserting above clause in Gol, MoD letter dated 15.05.2015, remaining sub clauses under para -5 may be renumbered in following manner:

  • Existing Clause 5(iii) “To the dependent parents-first mother, then father” to be renumbered as 5(iv)
  • Existing Clause 5(iv) “To the permanently disabled siblings” to be renumbered as 5(v).

3. The word “Farther” in first line of para 5(iii) of GoI, MoD letter no. 1(7)/2013-D(Pension/Policy) dated 15.05.2015 may be replaced by word “Father”.

4. The renumbered para 5(iv) referred above may be amended as follows:-

For: “When claimants in (i) and (ii) die or become ineligible- on production of death certificate/ re-marriage-intimation of spouse and/ or death certificates of all permanently disabled children, family pension would be allowed by PDA to dependent parents.”

Read: “When claimants in (i), (ii) and (iii) die or become ineligible- on production of death certificate/ marriage/ re-marriage -intimation of spouse and/ or on production/ intimation of marriage/ re-marriage/ death certificates (as the case may be) of all the eligible dependent son(s) or daughter(s) including permanently disabled child/children and widowed/ divorced/ unmarried daughter, family pension would be allowed by the PDA to dependent parents.”

5. All other terms and conditions shall remain unchanged.

6. This issues with the concurrence of the finance Division of this Ministry vide their ID No 10(01)/2015/Fin/Pen dated 18/02/2020.

REIMBURSEMENT OF MEDICINES : SPECIAL SANCTION IN VIEW OF COVID-19

1. Refer to this HQ letter No B/49761/AG/ECHS dated 24 Apr 2020.

2. The provision to purchase medicines and claim reimbursement by ECHS beneficiaries is extended upto 31 May 2020. A number of queries have been raised by Fmns and beneficiaries wrt its applicability and interpretation of the provisions.

3. It must be appreciated that these provisions were made with a principal purpose of ensuring minimum footfall at the ECHS Polyclinics, as also to facilitate beneficiaries during the lock down period.

4. The date of upto 31 May 2020 indicate that the beneficiary may purchase medicines under this provision on any day before or on 31 May 2020, as per the due date of his prescription. The medicines may be purchased as per prescription for a period of 30 days.

5. This will also ensure that, the due date of medicine for beneficiaries in Jun 2020 will also get staggered and result in minimum footfall and social distancing.

6. It is further clarified that ECHS beneficiaries may submit their consolidated claims a for the entire period after 15 Jun 2020. Detailed instructions will be issued for submission. Feasibility of submission of bills online is being examined.

7. All ECHS beneficiaries may be advised accordingly.

Civil Services (Preliminary) Examination, 2020, scheduled on 31st May stands deferred

The Union Public Service Commission held a special meeting today to review the situation after the second phase of the nation-wide lockdown due to COVID-19. Taking notice of the extension of restrictions, the Commission decided that it will not be possible to resume examinations and interviews for the present.

The Civil Services (Preliminary) Examination, 2020, scheduled to be held on May 31, 2020 therefore stands deferred. Since this examination also serves as the screening test for the Indian Forest Service Examination, the schedule for the Indian Forest Service Examination is also deferred. The situation will be reviewed again on May 20, 2020 and fresh dates for these examinations shall be notified on the UPSC website in due course.

The Commission has already deferred the following: (a) Personality test for remaining candidates for the Civil Services Examination, 2019; (b) Notification for the Indian Economic Service/Indian Statistical Service Examination, 2020; (c) Notification for the Combined Medical Services Examination, 2020; (d) Notification for the Central Armed Police Forces Examination, 2020 and (e) the NDA & Naval Academy Examination, 2020.

As and when dates are decided for the deferred tests/examinations, it will be ensured that candidates are given a notice of at least 30 days.
