Madam/Sir,

I am directed to refer to this Department’s letter No.100-4/2018-Pen. dated 01.06.2018 forwarding therewith guidelines for settlement of claims for compensation on accidents applicable to Department of Posts and Public Sector Undertakings under its control. Reference is also invited to the letter of even number dated 21.10.2019 intimating ‘Budget Head’ for incurring expenditure on compensation. Copies enclosed for ready reference.

2 As per Para 11(iii) of Ministry of Home Affairs’ O.M. No.40-3/2020-DM-I(A) dated 15.04.2020, Department of Posts comes under essential services. Postal employees including Gramin Dak Sevaks are engaged in various essential services like delivery of mails, ease of money withdrawal by customers at his/her doorstep from any bank and any branch etc. Moreover, Post Office is also delivering COVID-19 kits, food packets, rations etc. across the country. Post Office is providing these services by liaising with local state administration and police authorities. Thus, Post Office is performing departmental duties as well as serving the social cause in COVID-19 crisis times.

3. In view of circumstances prevailing due to spread of COVID-19, the Competent Authority has approved to extend the existing Scheme as currently available under the guidelines circulated vide letter dated 01.06.2018 for payment of compensation of Rs.10 lakhs to all Departmental employees of Department of Posts and all categories of Gramin Dak Sevaks (GDS) succumbing to the disease while brought on duty. The guidelines will come into effect immediately and continue for the entire periods till the crises of COVID-19 is over.

Sub: Deaths due to COVID-19 : Request for relaxation in compassionate appointment –reg :

My Federation repeatedly requesting the Department to follow Ministry of Health instructions while opening and operating the offices during COVID -19 pandemic. It is the most unfortunate that no circles are following the MOH advisories. This failure to follow advisories resulted in infection of a few Officials of the department. Out of which one is succumbed.

In the instant case one of our officials namely Abdul Haasan had attended duty at Kolkatta Foreign post on 30/3/2020 and 01/04/2020. He was admitted in RG Kar Medical College and Hospital Kolkatta on 14/04/2020 with high fever and breathing problem. In the course of treatment as inpatient, our official Abul Haasan expired on 18/04/2020. According to our information dead body of our staff, was not handed over to the family, it was buried by the State Government authorities. Subsequently, Abul Haasan family members have been sent to quarantine by the state government authorities. This is the most unfortunate, in this connection circle unions both FNPO & NFPE jointly met CPMG and submitted a detailed letter requesting protection to the staff from COVID-19 infection. It is also requested to observe MOH advisory on the subject during the course of employment during the period of this pandemic. The Circle unions have also requested the CPMG to cause compassionate appointments to the family member of the demised official by relaxing the prevailing rules.

Further to submit that the undersigned appraised off the details of the case to Member (P) on 20.04.2020 via whats app and the Member (P) has conveyed the deepest condolences.

This incident of death is in the course of the employment exposing to the deadly Virus. This death is most unfortunate and resulted due to extraordinary conditions. The official is succumbed while rendering the essential service in view of this my federation requests the Chairman Postal Services Board kindly take up the issue with DOP&T to cause relaxation to, in extending the benefit of Compassionate appointments to the deceased family members, wherein the death due to COVID-19. In other words the norms for compassionate appointments may not be observed for the cases of death due to the pandemic.

With high hope, my federation is suggesting this for kind consideration and speedy action.

BSNLEU demands the sanctioning of one day’s salary to all BSNL Employees

Sub: – Sanctioning of a lumpsum amount to BSNL employees – reg.

Ref: – BSNL letter no.BSNLCO-A/II(11)/2/2020-ESTAB dated 18th April, 2020.

We wish to bring the following to your kind notice for favour of appropriate action.

The Government of India has implemented a nationwide lock-down from 25.03.2020. Since telecommunications is an essential service, the field staff of BSNL, including ATT, TT, JE, JTO, etc., are already engaged in the operation and maintenance of BSNL’s networks. They are also engaged in the provisioning of new FTTH and other connections on emergency basis, which enables the government to effectively fight against the COVID-19.

We can quote many such instances, wherein the BSNL employees have provided commendable service in this regard. On 28th March, 2020, the Team BSNL has swiftly provided 20 FTTH connections in the ‘Make Shift’ Corona Care Hospital at the Kochi Naval base in Kerala. Similarly, the Team BSNL has provided 15 FTTH connections within 8 hours, in the Civil Hospital, Ahmedabad, which has been readied with 1,200 beds, especially to treat the Corona Virus patients. We can quote many such in instances wherein the BSNL employees are selflessly serving the nation to fight the Corona Virus Disease.

Further, vide the letter cited under reference, the Corporate Office has directed that a 33% of the employees should be brought on duty from 20.04.2020. The BSNL employees, while attending their duties, need to safeguard themselves against the infection of Corona Virus. On daily basis, they have to use masks, gloves, sanitizers, liquid soap, etc., to avoid the contracting of Corona Virus infection, for which the employees are spending money from their pockets to purchase all these things.

It is pertinent to bring to your notice that, various Public Sector Enterprises have already announced the granting of lumpsum amount to their employees, to enable them to meet the expenditure for purchasing the above mentioned items. For example, the State Bank of India has already granted one day’s salary (Basic Pay + DA) to it’s employees, for this purpose. The Union Bank of India, as well as the LIC of India, have also granted Rs.1,000/- to their employees to cover these expenditures.

In view of the foregoing, we request that, the BSNL Management should come forward to immediately sanction one day’s salary (Basic Pay +DA) to the employees. We fervently request you to kindly consider this demand and to ensure the safety of the BSNL employees, who are engaged in selflessly serving the nation.

Subject : Inclusion of “Third Gender/any Other Category” in the application forms in recruitment to various posts under the Central Government -reg.

The undersigned is directed to say that “The Transgender Persons (Protection of Rights) Bill, 2019” was passed by both Houses of the Parliament and received the assent of the President on 05.12.2019. This Act (No. 40 of 2019) has been notified in the Gazette of India on 05.12.2019.

2. The matter regarding Inclusion of “Third Gender/any Other Category” in the application forms in recruitment to various posts under the Central Government, was under consideration of the Government for quite some time. Based on the provisions of the aforesaid Act and the legal opinion obtained on the subject, Civil Services Examination Rules, 2020 have been notified on 05.02.2020, providing for inclusion of Transgender’ as a separate category of gender for the said exam.

3. All Ministries/Departments of Government of India are requested to modify the relevant examination rules providing for inclusion of `Transgender’ as a separate category of gender, so as to make the said Rules in conformity with the provisions of The Transgender Persons (Protection of Rights) Bill, 2019.

Subject: Implementation of Policies and Guidelines issued by Department of Public Enterprises -regarding

The undersigned is directed to refer to this office OM of even number dated 19th January, 2018 regarding submission of Annual Compliance Report (ACR)/consolidated report of ACR in the revised format on the above subject in respect of CPSEs under the administrative control of various Ministries/ Departments.

2. As per the guidelines issued by DPE, CPSEs are required to furnish the ACRs within 30 days from the close of the preceding financial year to the concerned Administrative Ministries/Departments who in turn are required to furnish the consolidated compliance Report to DPE by 30th June of every year.

3. In this regard, in view of the fallout of present covid-19 crisis, it has been decided to extend the due date of submission of ACR by 02 months for CPSEs and consolidated report of ACR by 01 month for Administrative Ministries/Department in respect of ACR for the FY 2019-2020 only.

4. Accordingly, CPSEs are requested to furnish the ACR for the FY 2019-2020 by 30th June, 2020 to the concerned Administrative Ministries/ Departments who in turn are requested to furnish the consolidated compliance Report to DPE by 31st July, 2020.

5. All the concerned administrative Ministries/Departments/CPSEs are requested to note the above.

Kendriya Vidyalaya Sangathan has taken various steps to contribute in the on-going fight against COVID-19

As on date, 80 Kendriya Vidyalays have been assigned to various competent authorities for using them as Quarantine Centres 32,247 teachers are taking online classes of 7, 07, 312 students through various online platforms

In wake of COVID-19 threat the Ministry of Human Resource Development is promptly active in this challenging time and has taken several steps to jointly combat COVID-19 by taking preventive and precautionary measures in all academic institutions across the country.In this regard KVS has taken various steps to contribute in the on-going fight against COVID-19.

Quarantine Centres in KVs

Keeping in view the alarming situation created by Covid-19 in the country, it was decided that on a formal request from any defence authority or district administration, the schools shall allow the use of classrooms of KV school buildings for temporary housing of suspected Covid-19 cases. As on date 80 KVS across the country have been taken over by various competent authorities for using them as Quarantine Centres.

Contribution in PM-CARES Fund

KVS Staff-Teachers and Non-Teaching Staff contributed an amount of Rs. 10,40,60,536/- towards the #PMCARES Fund as a contribution from our employees to support the Nation during these critical moments arising due to outbreak of #COVID19. The amount of individual contribution ranges from one day’s salary to Rs. 1 Lakh.

Initiatives of KVS Teachers

A large number of KVS Teachers, as responsible educators and mentors, have risen to the occasion in the face of the global pandemic of COVID-19 and are connecting with their students through digital platforms to compensate for the loss of quality instruction time.

KVS has shared some action points with all the Principals, for implementation to the extent possible, to encourage all teachers in the system to engage their students in learning through digital modes. An essential protocol has also been designed for the online classes to be conducted by our Teachers.

Using NIOS Platform

KVS has shared the schedule of lessons of the recorded and live programmes of NIOS for secondary and senior secondary classes from their SWAYAM PRABHA PORTAL commencing from the 7th April 2020.

The information has been disseminated to all the Vidyalayas to ensure wide publicity amongst teachers, students, and their parents. Teachers have been advised to get in touch with students through various media, such as e-mail, Whatsapp, SMS, etc. to ensure that maximum number of students are benefitted by the programme.

Nomination of Teachers for Live Interactions

KVS has nominated some selected teachers for Live Session conducted by NIOS at SwayamPrabha Portal to address the queries and clear the doubts of the learners through Skype and Live Web Chat. The details of the nominated teachers have been shared with all the ROs.

These nominated teachers will prepare additional material/notes on the content broadcasted in morning session of the same day so that the doubts of the learner could be clarified during live session and if doubts are not coming in during live session then the faculty will recapitulate the content or transact the content through PPT/suitable teaching aids.

Mental Well-Being of Students

Due to the sudden closure of the Vidyalayas in view of the global pandemic of COVID-19, the Principals and teachers are not only focusing on continuing education through suitable interventions viz -online resources and collaborative portals for transaction of content, but are also reaching out to their students to ensure their mental well-being as well. Hence, Kendriya Vidyalaya Sangathan has given directions to all Vidyalayas throughout the country to undertake measures in this regard.

Information regarding implementation of the above directions is being taken from all the Kendriya Vidyalayas on weekly basis to ensure proper monitoring of the activities. According to the latest report received:

  1. A dedicated e-mail for Guiding and counseling has been established in all Vidyalayas across the country.
  2. Teachers have been identified for attending and addressing the problems of students.
  3. 331 trained Counselors have been engaged on Part time contract basis. In Vidyalayas where services of trained counselors are not available help from Counselors of neighboring Vidyalaya is being taken.
  4. 268 Kendriya Vidyalaya teachers trained in Guidance &Counselling from NCERT have also been involved.
  5. Till last Friday queries from 2393 students and 1648 parents have been received which have been attended promptly.
