ORDER

Sub :- Grant of Dearness Relief to State Government Pensioners who are in receipt of provisional pension or pension on the basis of pre-revised pay scales i.e. RCS (Revised Pay Scale) Rules, 1998 or in 5th CPC

The Governor is pleased to order that the existing rate of Dearness Relief i.e. 295% on basic pension / family pension plus dearness pension sanctioned vide Finance Department Order No. F.12(3)FD/Rules/2013 dated 27-5-2019 to the State Government Pensioners who are in receipt of provisional pension or pension / family pension on the basis of pre-revised pay scale i.e. in RCS (Revised Pay Scale) Rules, 1998 or 5th CPC is hereby revised to 312% w.e.f. 01-07-2019. For the purpose of this order –

(i) Pension/Family Pension in the case of pre-01.09.1996 retirees and where Family Pension was sanctioned prior to 01.09.1996, means the Consolidated Pension or Consolidated Family Pension, as the case may be, effective from 01.09.1996 in terms of Finance Department Memorandum No. F.15(2)FD(Rules)/98 dated 21.03.1998 & 15.04.1999 and Memorandum No. F. 15(5)FD/Rules/98 dated 11.06.1998.

(ii) In the case of pensioners who retire from service on or after 01.09.1996 or where family pension is sanctioned for the first time on or after 01.09.1996, Pension/Family Pension means the Basic Pension/Basic Family Pension, as the case may be, in terms of Finance Department Notification No. F.15(3)FD(Rules)/ 98 dated 21.03.1998.

(iii) Other provisions governing grant of dearness relief to pensioners such as regulation of dearness relief during employment / re-employment, regulation of dearness relief where more than one pension is drawn etc., will remain unchanged.

(iv) This order shall also be applicable in case of Pensioners/Family Pensioners who are in receipt of provisional pension.

(v) This order shall not be applicable in case of Old Age Pensions, Political Pensions or any other kind of similar pensions, which are not related to the service rendered under Government.

(vi) Dearness Relief at revised rates as above would also be admissible to pensioners who retired from service of Panchayat Samiti or Zila Parishad and whose Pension Payment Orders have been issued by the Director, Local Fund Audit Department or Director, Pension and Pensioners’ Welfare Department, Rajasthan, Jaipur.

(vii) The provision of this order shall also be applicable to those Government servants who retired while drawing pay in the UGC pay scales / AICTE pay scales i.e. under 5th CPC.

(viii) Payment of dearness relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

(ix) The payment of arrears of Dearness Relief from 1-7-2019 to 29-2-2020 shall be paid in April, 2020 and cash payment shall be admissible from 1-3-2020 i.e. pension for the month of March, 2020 payable on 01-04-2020.

Sub: Grant of Dearness Allowance to Work-Charged Employees drawing pay in the pre-revised pay scales i.e. RCS (Revised Pay Scale) Rules, 1998 or in 5th CPC

The Governor is pleased to order that the existing rates of Dearness Allowance (DA) revised vide Finance Department order No. F.14(14)FD/Rules/2006 dated 27-05-2019 payable to the Work-Charged Employees of Public Works Department (B&R) including Gardens, Irrigation, Land Development (Programme) Circle, CAD Chambal Department, Kota (including its Divisions/Sub-Divisions), Water Works, Ayurved Department and Forest Department (excluding departmental operation circle); and governed under Work-Charged Employees Services Rules, 1964 or under corresponding provisions of Standing Orders, where such employees are governed by specific Standing Orders, and has opted to draw pay in the existing pay scales in force prior to 01-01-2006 shall be revised with effect from 01-07-2019 as under :

(1) Out of 61% Dearness Allowance sanctioned vide Order No. F.1(4)FD/Exp.III/94 dated 11-5-2004, 50% Dearness Allowance has been treated as Dearness Pay w.e.f. 01-07-2004 as per this Department order No. F. 1(4)FD/Exp.111/94 dated 28-06-2004.

(2) Dearness Allowance @ 295% as indicated in item (2) of this Department order No. F.14(14)FD/Rules/06 dated 27-05-2019 payable on the total of Basic Pay plus Dearness Pay is revised to 312% with effect from 01-07-2019.

(3) The term ‘Basic Pay’ for the purpose of calculation of Dearness Allowance shall be the pay, as defined in Rule 7(24)(i) of Rajasthan Service Rules drawn in the Revised Pay Scales prescribed under the Rajasthan Work-Charged Employees (Revised Pay Scales) Rules, 1998 and shall not include any other type(s) of pay like special pay, personal pay etc.

(4) The payment on account of Dearness Allowance involving a fraction of a rupee may be rounded off to the nearest rupee.

(5) The amount of increase in Dearness Allowance for the period from 01-07-2019 to 29-02-2020 shall be credited to the General Provident Fund Account of the respective employee in month of April, 2020.

(6) Cash payment shall be admissible from 01-03-2020 i.e. salary for the month of March, 2020 payable on 01-04-2020.

Sub :- Grant of Dearness Allowance to State Government employees drawing pay in the pre-revised pay scale/grade pay as per 6th CPC.

The Governor is pleased to order that the existing rate of Dearness Allowance payable to the State Government employees, drawing pay in the Rajasthan Civil Services (Revised Pay) Rules, 2008, under Finance Department Order of even number dated 27-05-2019 shall be revised from 154% to 164% with effect from 01-07-2019.

(2) The term ‘Pay’ for the purpose of calculation of Dearness Allowance shall be the Basic Pay i.e. sum of pay in running pay band and grade pay drawn and shall not include any other type(s) of pay like Special Pay or Personal Pay, etc.

(3) The payment on account of Dearness Allowance involving fraction of 50 paisa and above may be rounded off to the next higher rupee and the fraction of less than 50 paisa may be ignored.

(4) The amount of increase in Dearness Allowance for the period from 01-07-2019 to 29-02-2020 shall be credited to the General Provident Fund Account of the respective employees in April 2020 and cash payment shall be admissible from 01-03-2020 i.e. Salary for the month of March, 2020 payable in April, 2020.

(5) The arrear of DA from 01-07-2019 to 29-02-2020 to the employees recruited to the Civil Services on or after 01-01-2004 and who are governed by Contributory Pension Scheme, shall be paid in April 2020 and cash payment shall be admissible from 1-3-2020 i.e. salary for the month of March, 2020 payable on 1-4-2020.

The Governor is pleased to order that the existing rate of Dearness Allowance payable, to the work-charged employees governed under the Rajasthan Public Works Department (B&R) including Gardens, Irrigation, Land Development (Programme), PHED, CAD Chambal Department, Kota, Ayurved and Forest Department Work-charged Employees Service Rules, 1964 or under corresponding provisions of standing orders, where such employees are governed by specific standing orders and are drawing pay in the running pay bands and grade pays prescribed under the Rajasthan Work-charged Employees (Revised Pay) Rules, 2008 shall be revised from 154%to 164% with effect from 01-07-2019.

ORDER

Subject :- Grant of Dearness Relief to State Government Pensioners who are in receipt of provisional pension or pension in RCS (Revised Pay Scale) Rules, 2008 or in 6th CPC.

The Governor is pleased to order that the existing rate of Dearness Relief sanctioned vide Finance Department Order of even number dated 27-05-2019 to the State Government Pensioners who are in receipt of superannuation, retiring, invalid, compensation, family and extraordinary pension etc. shall be revised from 154% to 164% with effect from 01-07-2019.

For the purpose of this order –

(i) Pension/Family Pension in the case of pre-01-01-2006 retirees and where Family Pension was sanctioned prior to 01-01-2006, means the Consolidated Pension or Consolidated Family Pension, as the case may be, effective from 01-01-2006 in terms of Finance Department Memorandum No. F.12(3)FD(Rules)/ 2008 dated 12-09-2008 as amended vide FD Memorandum dated 06-04-2013.

(ii) In the case of pensioners who retire from service on or after 01-01-2006 or where family pension is sanctioned for the first time on or after 01-01-2006, Pension/Family Pension means the Basic Pension/Basic Family Pension, as the case may be, in terms of Finance Department Notification No. F.12(3)FD(Rules)/ 2008 dated 12-09-2008 as amended vide FD Notification dated 06-04-2013.

(iii) Dearness Relief will also be admissible on the additional quantum of pension / family pension allowed to the pensioners who have attained the age of 80 years and above.

(iv) Payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

(v) Other provisions governing grant of dearness relief to pensioners’ such as regulation of dearness relief during employment/re-employment, regulation of dearness relief where more than one pension is drawn etc., will remain unchanged.

(vi) This order shall also be applicable in case of Pensioners/Family Pensioners who are in receipt of provisional pension.

(vii) This order shall not be applicable in case of Old Age Pensions, Political Pensions or any other kind of similar pensions, which are not related to the service rendered under Government.

(viii) Dearness Relief at revised rates as above would also be admissible to pensioners who retired/retire from service of Panchayat Samiti or Zila Parishad and whose Pension Payment Orders have been issued by the Director, Local Fund Audit Department or Director, Pension and Pensioners’ Welfare Department, Rajasthan, Jaipur.

Extension of fresh enrolment under West Bengal Health Scheme

MEMORANDUM

Sub: Extension of fresh enrolment under West Bengal Health Scheme

Indented employees & pensioners of Govt. of West Bengal and in-service officers & pensioners of AIS category who are rendering or have rendered service for the Govt. of West Bengal can enrol themselves under West Bengal Health Scheme through online using WHBS Portal, if not already enrolled. As per existing order no. 39 – F(MED)WB dated 25.06.2019, last date of such enrolment is 31.03.2020.

On assessment, it is found that still a significant number of interested employees or pensioners have not been able to enrol them under this scheme.

Extension of last date of enrolment was under active consideration since some time past.

After careful observations, for the benefit of the eligible Employees and Pensioners as mentioned above, the Governor is now pleased to notify that the :

A. Last date for submission of online application for fresh enrolment by any eligible or earlier left out employees / pensioners of Govt. of West Bengal or AIS officers who are serving or have served for the Government of West Bengal is extended till 31.01.21.

B. Last date for uploading photo, signature and incorporating blood group of each enrolled beneficiaries is also extended till 31.01.21.

C. Last date for approval by the Head of Office in the WBHS Portal for such fresh application or uploaded photo, signature, etc. of all cases mentioned in sl. no. (A) & (B) is 31.03.2021.

It is further reiterated that the Application for Enrolment in WBHS, its processing and approval has to be performed online through WBHS Portal (www.wbhealthscheme.gov.in) by employees / pensioners and Head of Office as per the standard procedure.

However, a Group – D Employee or Pensioner (both superannuated and family) has the option to submit his/her application of enrolment in prescribed physical Form (can be downloaded from the WBHS Portal) to the Head of Office, who shall arrange for its entry, processing and approval through the WBHS Portal.

We are aware that the Govt. has announced Relief Package of Rs.1.70 lakh crore for Women PMJDY account holders; poor senior citizens; poor widows; poor disabled persons etc. in the wake of outbreak of Covid-19. We all understand that most of the 24 crore beneficiaries will receive their allotted monies through bank accounts. We apprehend that there will be huge rush in many of the branches for withdrawal in the coming days. The Ministry of Finance staggered the arrival of account holders by scheduling disbursement as per account numbers of the beneficiaries.

We have written a letter to the Secretary (Financial Services), Ministry of Finance today in this regard. Text of the letter is appended below. We advice our Units and affiliates to remain vigil and also to intervene in case
of need.

Government approves ex-gratia compensation for more than one lakh FCI employees in case of death due to COVID-19

The Government has approved the proposal for grant of ex-gratia monetary compensation to 1,08,714 workers and officers of the Food Corporation of India (FCI) including 80,000 labour who are working 24×7 to supply food grains across the country amidst the outbreak of Coronavirus pandemic.

Presently, families of FCI employees are entitled to compensation in the event of death due to terrorist attack, bomb blast, mob attack or natural disaster, but the Regular and Contractual Labour of FCI are not covered under its provisions. Keeping this in view, the Government has decided to provide ex-gratia monetary compensation to all employees and labour of FCI who are working tirelessly despite the threat of infection due to Coronavirus COVID-19.

Under its provisions, during the six month period from March 24, 2020 to 23 September, 2020 if anybody dies due to COVID-19 infection while on duty with FCI, the Regular FCI Labour will get an ex-gratia of Rupees 15 lakh, Contractual Labour will be entitled to Rs.10 lakh, Category-1 Officers Rs.35 lakh, Category-2 – Rs.30 lakh and Category -3 & -4 workers – Rs.25 lakh.

Announcing this, the Union Minister for Consumer Affairs, Food and Public Distribution, Shri Ram Vilas Paswan said the Government is committed to provide all possible security to our Corona-warriors engaged in providing essentials and services to the common man during these times of crisis.

Subject: Introduction of Skill courses from classes VI to XI from the session 2020-21

Greeting from CBSE!

  1. As you are aware the draft New Education Policy 2019 has clearly stated that there should be “no hard separation” between curricular, co-curricular and extra-curricular or academic and vocational/physical education/art, The updating of the NCF in the near future will make it possible for the Board to remove such separations. However, for the present, it is felt that mainstreaming all forms of learning and skills will integrates not just the hands-on skilling component but also the theoretical knowledge, attitudes and mindsets, and soft skills that are required for particular occupations, through a broad-based education that is necessary for students to be able to take on and thrive in a fast-changing world. This will contribute to the economic goals of individuals and the nation in multiple ways, developing the capacities and dispositions of individuals for economic independence, including employment and entrepreneurship.

  2. To make the new generation more creative, innovative and physically fit, and to keep pace with the global developments and requirements at workplace, CBSE is introducing three new subjects namely ‘Design-thinking’, ‘Physical Activity Trainer’ and ‘Artificial Intelligence’ at Class XI from the Session 2020-2021. While Thinking is a skill that all humans possess, the 21st century requirement is of Critical Thinking and Problem Design Thinking is a systematic process of thinking that opens up the horizons of creativity and enables even the most conditioned thinkers to bring about new and innovative solutions to the problem/s at hand. Artificial Intelligence is also a simulation by machines of the unlimited thinking capacity of humans. Physical Activity is a must if the body and mind are to be kept healthy. With this view in mind, the course on Physical Activity Trainer has been prepared. It will not only help in developing the skill of a trainer, but will also become a life skill as it will imbibe the idea of keeping fit for life.

  3. Beside these new programmes, Board is already offering 17 Skill subjects at Secondary level and 37 Skill Subjects at Senior Secondary level to upgrade the skills and proficiency of the young generation and also to provide them awareness to explore various career The list of Skill subjects may be seen at Annexure-II & III. More than 8 lakhs students are presently studying skill subjects at secondary and senior secondary level in 8543 CBSE schools.

  4. At Secondary Level, a Skill subject may be offered as additional sixth subject along with the existing five compulsory subjects. As per existing CBSE policy, if any student fails in any one of the three elective subjects (i.e. Science, Mathematics and Social Science), then it will be replaced by the Skill subject (offered as a 6th subject) and result of Class X will be computed based on best five subjects. However, if a candidate desires to reappear in the failed subject, he/she may appear along with the compartment examination.

  5. Similarly, at Senior Secondary level, Board would appreciate, if your esteemed school offers at least one or more Skill Based subject out of the 40 subjects on offer as elective This can position the students to explore new avenues and acquire pre-professional skill to face the challenges of life in future.

  6. Therefore, schools are requested to consider choosing any one or more Skill courses for the students of Classes IX & XI from the enclosed list (refer Annexure II & III) and start offering the same from the academic session 2020-21 The scheme of studies for secondary and senior secondary level is enclosed at Annexure-IV & V, respectively.

  7. To keep pace with the objective of “no hard separation” mentioned in para 1 above, CBSE has decided to offer students the flexibility of making a vocational choice of a short duration module, of 12 hours for each module, at a stage in their early academic career (either at Class VI, VII or VIII). In this way they will be able to spend relevant time period pursuing this choice as per convenience of school, while benefitting from access to courses that are broader based (detailed at Annexure–I). This would give them the necessary orientation early on, so that they are able to make a choice at a later stage to pursue Skill courses at Secondary and Senior secondary level, or choose a higher vocational In essence this flexibility will keep multiple career possibilities open for each student, instead of the current situation of rigidity once the first choice is made.

  8. At Middle level (Classes VI to VIII), one Skill Module of 12 hours duration could be offered as an option to the students for single academic session as per convenience of Schools/students are free to opt Skill Module either at class VI or class VII or class VIII. Therefore, schools are requested to consider choosing any one or more Skill courses for the students of Classes VI to VIII from the enclosed list (refer Annexure I) and start offering the same from the academic session 2020-21 onwards. The Board will provide necessary support and guidance towards training and capacity building of teachers and other aspects for the successful implementation of all Skill subjects from time to time.

  9. This year the applications for willingness are being taken online as follows:

OFFICE MEMORANDUM

Subject: Guidelines regarding role of PFMS users viz. Program Division, DDO and PAO/CDDO and System Security Protocol for Work From Home (WFH) operations-reg.

In continuation of this Office OM of even number 173 dated 8.4.2020 regarding relaxation in Central Government Account (Receipt and Payment) Rules, 1983 for ensuring smooth payments by PAOs/CDDOs and enabling them to Work From Home (WFH), the following guidelines are issued.

2. The guidelines regarding the role of users viz. authorized signatory (Program Division), DDO and PAO/CDDO in this arrangements are given in Annexure I.

3. The system security protocols for work from home operation of PFMS PAO/CDDO module are given in Annexure II.

4. All Pr.CCAs/CCAs/CAs(IC) shall advise Ministries/Departments to use NTRP to timely deposit all money due to Government of India.
