MEMORANDUM

Subject : State Government Employees Group Insurance Scheme, 1983- Table of Benefits Under Savings Fund for the membership period from 493rd month to 516th month.

In continuation of this Department Memo No 1083-F(J)WB dated 23.03.2017 the undersigned is directed to say that a new table of Savings Fund benefits under the above mentioned scheme has been drawn up for further period of membership from the 493re month to the 516th month Counted from April, 1978 and a copy of the same is annexed for guidance of all concerned. The table shows the accumulated amounts as payable on Savings Fund Account to the members of the scheme corresponding to the period of membership as noted against each.

2. Any subscription remaining due on the date of retirement/death shall be recovered with interest from the entitlements as shown in the table.

3. All heads of Departments/Offices are requested to circulate copies to all Offices/DDOs under their control.

(2) GM/SECR’s letter no. G/SECR/70 dated 31.01.2019.

With reference to GM/SECR’s letter at (2), and Board’s letter at (1) above, Board (MS, FC & CRB), have approved the following:

1. Issue of Cashless Treatment Scheme in Emergency (CTSE) Card to willing and eligible retiring Railway employees and their dependents at the time of retirement or before subject to their deposition of the required fee as per extant rules and the same will be effective from the next day of retirement.

2. Other extant instructions/guidelines issued from Board on the subject shall remain unchanged or as modified from time to time.

This issues with the concurrence of Associate Finance of Transformation Cell of Railway Board.

Subject : Revised eligibility criteria for engagement to Gramin Dak Sevaks (GDS) posts.

I am directed to invite your kind attention towards DG Posts’ orders of even number dated 08.03.2019 and to inform that the para X of revised eligibility criteria for engagement to GDS posts may be substituted with the following para:-

(i) The following Minimum TRCA shall be payable to the different categories of GDS posts as mentioned in Directorate Order No 17-31/2016-GDS dated 25.06.2018 :-

Minimum TRCA of all categories of GDS as per Working hrs/Levels

Subject : Amendment in Article 51 Of Education Code for Kendriya Vidyalayas – reg.

The Board of Governors of KVS in its meeting held on has approved discontinuation of 2 years extension in service being provided to National Awardee Teachers after attaining the age of Superannuation. This was decided by the MHRD & conveyed vide its letter No.F.3-26/201B-UT-2 dated 07.12.2018. However, services of these teachers Will be utilized by the KVS on contractual basis against clear vacancy. No proposal should be forwarded to KVS (HQ) in this regard henceforth.

In compliance with the decision of BOG, KVS the existing and amended provision of Article 51 of Education Code be read as under:-

EXISTING ARTICLE 51 – AGE OF RETIREMENT AMENDED ARTICLE 51 – AGE OF RETIREMENT
Every employee of the Sangathan shall retire in the afternoon of the last day of the month in which he attains the age of sixty (60) years, except those Who are born on the last day of the month who shall retire on the day of the previous month. Two years extension in service shall be granted to National Awardee teachers on year to year basis subject to physical fitness end mental alertness. Every employee of the Sangathan shall retire in the afternoon of the last day of the month in which he attains the age of sixty (60) years, except those who are born on the 1st day of the month Who shall retire on the last day of the previous month.

The above amendment shall Come into force with immediate effect.

RELHS Revised Subscription Rates as per 7th CPC Pay Matrix

The Railway Board has decided to revise the subscription rates of Railway Employees Liberalized Health Scheme (RELHS) as per the Pay Matrix Level recommended by the 7th Pay Commission.

Following the subscription calculation method of CGHS for Central Government Employees and Pensioners, the Railway Board has now decided and published the revised subscription rates for all the group of Railway employees through its official portal.

On 9th January, 2017 the Health Ministry published the new rates of monthly subscription for availing the CGHS facility. The Central Government Pensioners have an option to get their CGHS Pensioners Card by either making CGHS contribution on an annual basis (12 Months) or by making contribution for 10 years for life time validity.

The rate of contribution to join RELHS shall be last month’s basic pay drawn or the subscription rate indicated in the above table at different levels as per the 7th Pay Commission whichever is lower.

The revised rate of subscription as above shall be applicable to those railway employees who shall be retiring and joining RELHS on or after the date of issue of this letter(23.2.2017). Those who have already retired and are not member of RELHS shall be governed by the rules which were prevalent at the time of their retirement

Subject:- Grant of Fixed Medical Allowance (FMA) to Ex-Servicemen Pensioners, and Ex-Servicemen Family Pensioners who are ECHS members and residing in Districts not covered by ECHS Polyclinic / Armed Forces Hospitals / MI Room upgraded to accommodate ESMs.

Reference:- This office Circular No. 451 dated 21.02.2011;Circular.No..544 dated 04.06.2015 & Circular No. 586 dated 25.09.2017.

A copy of GoI, MoD letter No. 22(01)/2011.WE/D(Res-I):dated:01.11.2018 on the above subject, which is self-explanatory, is forwarded herewith for information and necessary action.

2. As per ibid Govt letter Fixed: Medical-Allowance (FMA) to Ex-Servicemen Pensioners and Ex-Servicemen Family Pensioners is also admissible to ECHS members who are residing in Districts not covered by ECHS Polyclinic/Armed Forces Hospitals / MI Room upgraded to accommodate ESMs.

3.Those pensioners who are covered under this. Govt order are-required to submit the necessary application in the prescribed format. to the nearest Stn HQ in triplicate. The Stn HQ will scrutinize the. residential address of the ECHS member and verify the applicability of District in the. address ‘for FMA. .and confirm the authorization of FMA on the application in the prescribed format.

4. A separate communication will follow for submission of LPC-cum-datasheet along with instructions in due course.

5. This circular. has been uploaded on this office website www.pcdapension.nic.in for dissemination to all concerned.
