Subject: Nationwide DLC Campaign 2.0 from 1st to 30th November, 2023 – Adoption of Saturation Approach

The Department of Pension & Pensioners’ Welfare is conducting a Nationwide Digital Life Certificate Campaign 2.0 at 500 locations in 100 Cities from 01.11.2023 to 30.11.2023 in close co-ordination with all stakeholders viz. Pension Disbursing Banks, CGDA, Railways, Department of Posts & Telegraphs, all registered Pensioners’ Welfare Associations (PWAs), UIDAI, MeitY, PIB, Doordarshan, etc.

2. While the performance of the Campaign during the last two weeks has been good with the help of all stakeholders, the number of DLCs generated so far are 33 lakhs against the target of 50 lacs DLCs for the entire Campaign period.

3. To ensure that DLCs are generated for the remaining pensioners to avoid any delay in pension, all stakeholders (Banks/ Pensioners’ Associations /CGDAJ DoT) are requested to adopt a Saturation Approach during the remaining 2 weeks and motivate every remaining pensioner for submission of DLC before 30.11.2023.

Subject: Nationwide Digital Life Certificate Campaign 2.0 from 1st to 30th November, 2023

To enhance ‘Ease of Living’ of Central Government Pensioners, Life Certificates are now also being submitted in digital mode i.e. Jeevan Pramaan. The Department is organizing a Nation-wide Digital Life Certificate campaign 2.0 in November 2023 at 500 locations in 100 cities with a target of DLC submission by 50 lakh Central Government Pensioners. The Camps are being conducted in coordination with Banks, registered Pensioners’ Associations, UIDAI, DoT and MoD. DoPPW Officers have been deputed to visit the various locations, especially in cities where pensioners are in large numbers.

2. In the first 15 days of Nationwide Campaign, 25 Lakh out of 70 Lakh Central Government Pensioners have submitted their DLC. It shows that DLC has not yet submitted by large number of Central Government Pensioners, which may lead to the stoppage of pension if not submitted before 30th November, 2023. Campaign guidelines OM dt 09.08.23 & SOP for Face Authentication is attached for reference.

3. To ensure that all pensioners submit their DLC in month of November, It is directed that all Pension Disbursing authorities (Banks, SPARSH/ CGDA, SAMPANN/ DoT) may generate exception list from updated DLC status of all pensioners. All Pensioners in exception list (who have not submitted their life certificate) may be reached out through SMS/ E-mails/ Whatsapp/ Pensioners’ meet to make pensioners aware about Face Authentication DLC and ensure 100% submission of life certificate of pensioners before 30th November, 2023. Pensioners who are not able to use DLC themselves and unable to move may be reached out through Doorstep Banking or deputing officials.

4. Exception list is to be shared with Department of Pension & Pensioners’ Welfare for further monitoring and enhanced awareness campaigns.

The undersigned is directed to refer to the subjectabove and to convey the approval of Competent Authority for extension of CGHS medical facilities to the pensioners under Union Territories’ (UT’s) Administration, except the UTs of Delhi and Chandigarh.

2. The CGHS facilities shall be extended at par with the Central Government pensioners, on payment of requisite subscription fees as per the prevalent CGHS guidelines, subject to the conditions that the Pensioners of Union Territories seeking CGHS coverage are not availing medical benefits from any other Government Health Scheme.

2. In this connection, it has come to the notice of this Department that various Ministries/Departments have issued their own polices on subject which are not in line with the spirit of the guidelines issued by this Department. Accordingly, Ministry/Departments are hereby directed to stop/withdraw their own policies on the subject and strictly adhere to the instructions issued by this Department in letter and spirit.

All Central Civil Pensioners are informed that CPAO, D/o Expenditure, Mb() Finance, Trikoot-II, Bhikaji Cama Place, New Delhi-110066 is going to organize a Pension Adalat, which will be held on 20th November, 2023 through hybrid mode (Physically and Virtually) at Brahmaputra Hall, HQ, DG Assam Rifles, Old DGAR Complex, Laitumkhrah, Shillong-793011(Meghalaya). This Pension Adalat is going to be organized especially for those Pensioners who either have retired from North East Region or have been Settled/Residing in North East Region.

Therefore, all Central Civil Pensioners/Family Pensioners (except Railway, Defence, Post and Telegraph) may visit CPAO website ht-tps://cpao.nic.in to register their grievances or send their grievances duly filled in the prescribed format through e-mail to cccpao@nic.in or via post to Sr. Accounts Officer, Pensioners Facilitation Cell of this office by 15th November, 2023. The prescribed format is available at CPAO website. To participate in Pension Adalat, a link will be sent by CPAO one day before the Pension Adalat on the registered mobile number or e-mail for those pensioners who will join through Video Conferencing. The resolution of grievance registered will be done for those who will attend the Pension Adalat physically/virtually on 20th November 2023, Kindly mention your PPO Number, Bank Account Number, Contact Address, Mobile Number, e-mail ID and mode of joining the Pension Adalat (Physically/Virtually) along with your grievance. If the grievance is being sent by post, then “Pension Adalat-2023 (NE)” may be superscripted on the envelope.

Subject: Need for reporting accurate number of vacancies and adjustment of candidates to be appointed based on court directions.

The undersigned is directed to draw attention towards DOPT’s OM No. 39018/4/79-Estt.B, dated 13.07.1979 and O.M. No. 24012/34/80-Estt.B, dated 26.02.1981, issuing directions to Ministries/Departments with regard to accurate assessment and reporting of vacancies by them to the Recruiting Agencies.

2. In the recent past, it has been observed that some recruiting agencies are facing difficulties in adjusting the candidates whose dossiers have been returned by the requisitioning Departments on the grounds that vacancy does not/do not exist with them; albeit the dossiers had been sent to them based on their requirement reflected in the requisition received at the time of reporting of vacancies.

3. It has also been observed that in some cases Courts have issued directions to Recruiting Agencies to re-consider the candidature of the candidates (which was cancelled earlier on some grounds) and to revise the result accordingly. In such cases, Recruiting Agencies are left with no option but to consider the candidature of such candidates and send their dossier to one of the requisitioning Department, based on the rank and option exercised by the candidates. However, the Department concerned refuses to accept these dossiers on the grounds of non-availability of vacancies with them. Accordingly, the Recruiting Agencies find it difficult to adjust such candidates, resulting in contempt of court directions which ends up in receipt of contempt notices by the higher authorities.

4. In this regard, it may be noted that recruiting agencies select candidates based on the requisition given by the requisitioning Departments. Accordingly, nomination of the selected candidates is sent to the Indenting Departments (on the basis of the vacancies reported by them), keeping in view merit and preference of the candidate. The role of the Recruiting Agencies ends thereafter. Hence, the concerned Ministry/Department cannot avoid the responsibility once the dossier have been sent by SSC, as per requisition given by them. Further, if some candidate is to be appointed on court directions, its cannot be done by the recruiting agencies on their own without the cooperation of the indenting departments.

5. In view of the above, all Ministries/Departments may take note of the following:

i. Ministries/Departments may re-confirm the number of vacancies to recruiting agencies well before finalization/declaration of result by them. After re-confirmation of vacancies by Ministries/Departments, it would be their responsibility to accommodate the candidates selected against such vacant posts. Vacancies finally intimated by the User Ministries/Department cannot be changed/varied after the result of the examination has been declared.

ii. Ministries/Departments are equally responsible for implementation of directions/Orders of Courts. As such, they may extend full cooperation to recruiting agencies while implementing court directions. Ministries/Departments may accommodate the nominated candidates based on Court Orders against the available/future vacancies, as per their Roster, instead of returning the dossier to the Recruiting agency on the plea of non availability of vacancy, etc. to avoid any further litigation.

iii. In case a Ministry/ Department/ Organization is wound up, reorganized, or transferred under the administrative control of another Ministry/ Department/ Organization, its successor/administrative Ministry’ Department may accept the dossiers. In case, the entire hierarchy of organizations upto the Ministry level is wound up, the Ministry/Department to which its work has been transferred may accept the dossiers. Further, the Departments/ Organizations, which are proposed to be wound up in near future, should abstain from reporting vacancies for future examination(s).

Subject: Inclusion of Central Government employees recruited against the posts/vacancies advertised/ notified prior to 22.12.2003, tinder Central Civil Services (Pension) Rules, 1972 (now 2021)- reg.

Undersigned is directed to refer to this Department’s O.M of even No. dated 03.03.2023 providing one-time option to Central Government employee for inclusion under Central Civil Services (Pension) Rules, 1972 ( now 2021) in place of National Pension System who has been appointed against a post or vacancy which was advertised/ notified for recruitment/ appointment prior to notification for National Pension System i.e. 22.12.2003

2. The said Office Memorandum provides for cut off dates for various activities involved in the process of exercising of option, deciding representations by appointing authorities and closure of NPS accounts of the concerned Government servants.

3. In view of request received for extension of time limit for taking decision by the appointing authority, it has been decided to extend the cut-off date for taking decision by the appointing authority on the options received from Central Government employees till 30.11.2023.

4. There would be no change in the other terms and conditions mcntioned in this Department’s O.M. dated 03.03.2023.

Subject: Revision of Dearness Allowance to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pay scale/Grade Pay as per 6th Central Pay Commission

The undersigned is directed to refer to this Department’s O.M. No. 1/3(1)/2008-E.II(B) dated 10th April, 2023 on the subject mentioned above and to say that the rate of Dearness Allowance (DA) in respect of employees of Central Government and Central Autonomous Bodies, who are continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 6th Central Pay Commission, shall be enhanced from the existing rate of 221% to 230% of Basic Pay w.e.f. 01.07.2023.

2. The provisions contained in paras 3, 4 and 9 of this Ministry’s O.M.No.1(3)/2008-E.1I(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.
