Subject : Clarification regarding opening of Sukanya Samridhi Yojana Account(SSA) received from the customers – reg.
The undersigned is directed to refer to 116-57/2016-SB dated 12.07.18 on the subject mentioned above and to state that the eligibility condition for a girl child to be a beneficiary under the SSA is that she must be a Citizen of India as well as a Resident Indian under the Income Tax Act, 1961. Any girl child meeting the above requirements may be treated as eligible for the purpose of opening an account under SSA.

Reference is invited to para-3 of GoI, MoD letter NO. 3(1)/2015-D(Pen/Pol) dated 25.08.2015 under which it has been decided by the Government that the required undertaking /status of non re-employment /employment after retirement may be obtained by the Record Offices/Head of Offices from the retiring Defence Personnel along with other documents before his retirement.
2. The undertaking regarding recovery of over payment, non re-employment/employment certificate along with the Descriptive Roll of the retiring JCO/OR or family pensioner in case of death, shall be forwarded to the Pension Disbursing Agencies along with Pension Payment Order by the Record Office concerned following the laid down procedure. In case of pensioner drawing Pension from agencies other than bank viz Defence Pension Disbursing Office/Treasury Office etc. a copy of cancelled cheque obtained from retiring personnel shall also be forwarded by the Record Office along with Pension Payment Order to the Pension Disbursing Agencies to ensure payment of pension into the pensioners’ account.
3. Of late, it has been brought to the notice of competent authority by the banking authorities that required undertaking regarding recovery of over payment/ non re-employment/employment certificates are not being forwarded to the banks/ PDAs along with Descriptive Roll & PPO for payment of first pension as stated above, resulting in undue delay in first payment of pensionary award.
4. Therefore, it is advised that, to ensure the prompt and timely payment of pension, required undertaking regarding recovery of over payment and non re-employment/ employment certificates after retirement along with Descriptive Roll and PPO may be forwarded to Banks/PDAs for payment of first pension. Specimen copy of undertaking regarding recovery of over payment & non re-employment/employment certificates are enclosed for reference.

Sub : Encashment of Leave on Average Pay along with All India Leave Travel Concession (AILTC) in a block of four years (i.e. 2018-2021 onwards) on surrender of Privilege Passes (PP)
in terms of the instructions issued vide Board’s letter No.E(W)2017/PS 5-1/3 dated 10.09.2018, railway employees have been allowed the facility of All India LTC facility in accordance with the Central Civil Services (Leave Travel Concession) Rules, 1988. As Leave encashment of 10 days EL is allowed alongwith LTC on civil side, the matter of allowing encashment of upto 10 days LAP to Railway employees availing AILTC as per the aforesaid orders dated 10.09.2018 has been under consideration of the Board.
2. The Board, after due consideration, has decided that since the Railway employees have been allowed optional AILTC in accordance with the Central Civil Services (Leave Travel Concession) Rules, 1988, Railway servants availing the facility of AILTC In terms of Board’s instructions dated 10.09.2018 mentioned in para 1 above may also be allowed to encash LAP upto 10 days.
3. In terms of para 2(ix) of the Department of Personnel & training’s O.M. No.31011/15/2017 dated 27.03.2018, in case of the Government employees whose spouse is working in Railways, want to avail All India LTC, either independently or with family members, then he/she/they may be allowed subject to the condition of surrendering privilege passes admissible in that calendar year for him/her/them and an undertaking in this regard shall be given by the Government servant to his office.
4. in the cases mentioned in para 3, too, the spouse of the Government employees working in Railways may be allowed to avail encashment of leave upto 10 days on the All India LTC availed by the Government employee in terms of para 2(ix) of DOP&T’s O.M. dated 27.03.2018 mentioned above.
5. All the other existing laid down conditions on encashment of LAP shall remain the same.

Defence Pension Adalat to be held at Aundh Military Station, Pune
A Defence Pension Adalat was conducted at Aundh Military Station, Pune, Maharashtra from 09.00 am to 05.00 pm on 24 October 2018 by the Shivneri Brigade on behalf of Dakshin Maharashtra Sub Area for the Veterans of Pune and adjoining areas.
The aim of the event was to connect with the Veterans of Maharashtra State, identify their problems and resolve them. A platform was provided to the Veterans to meet up with the right agencies to resolve their pension related problems and other issues affecting them. Representatives from Principal Controller of Defence Account (PCDA), Allahabad and Record Offices had set up their counters to resolve the pension anomalies. The Record offices of Armoured Corps, Mechanised Infantry, The Brigade of the Guards, The MAHAR Regiment, The MARATHA Light Infantry, Artillery, Bombay Engineering Group, Intelligence Corps and Army Physical Training College had set up their stalls to resolve issues of the Veterans. Around 400 Veterans graced the occasion and took benefit of the Defence Pension Adalat.

Cabinet approves increase in supervisory visit charges for ASHA Facilitators
The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi has approved the increase in supervisory visit charges for ASHA Facilitators from Rs. 250/-per visit to Rs. 300/- per visit for 2018-2019 to 2019- 2020 w.e.f from October 2018 (to be paid in November, 2018). ASHA Facilitator will undertake about 20 supervisory visits per month. With the proposed increase, ASHA Facilitators would receive about Rs 6000 per month against Rs 5000 per month that is an increase of Rs 1000/- per month.
Details:
Enrolment of ASHA facilitators under Pradhan MantriJeevanJyotiBimaYojana and Pradhan Mantri Suraksha BimaYojana as part of ASHA Benefit package.
To motivate ASHA facilitators to perform better, the supervisory visit charges for ASHA Facilitators has been increased from Rs. 250/-per visit to Rs. 300/- per visit w.e.f from October 2018 (to be paid in November, 2018).
With the approved increase, ASHA Facilitators would receive about Rs 6000 per month against Rs 5000 per month, that is an increase of Rs 1000/- per month.
The existing institutional mechanisms for the National Health Mission (NHM) would be utilised to implement the decision.
The proposal entails an estimated additional expenditure of Rs.46.95 crore comprising of Rs 15.65 crore during 2018-19 (for six months) and Rs.31.30 crore during 2019-20 as central share.
Benefits:

This is in addition to the following benefits extended by earlier Cabinet Decision on 19.9.2018:
Coverage of 10, 63, 670 ASHAs and ASHA Facilitators under Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana.
Increase in routine and recurring incentives from Rs 1000/- per month to Rs 2000/- per month to benefit 10, 22,265 ASHAs.
Increase in honorarium for nearly 27,00,000 Anganwadi Workers/ Anganwadi Helpers
This will be implemented as part of ASHA Benefit Package approved in September, 2018.
Background:
As part of support mechanism, an ASHA facilitator is in place for between 10 to 25 ASHAs, to provide handholding and mentoring support, and monitor performance. She is a critical link of the support structure network. Substantial progress has been made by states in setting up support structures during the last three years, as states have increasingly become cognizant of the correlation between strong support structures and an effective ASHA programme. The ASHA facilitators are generally selected from amongst the ASHAs themselves. This position also serves as a career opportunity for ASHAs with the requisite qualifications, experience and aptitude.
All states except Andhra Pradesh, Himachal Pradesh, Jammu and Kashmir, Kerala, Nagaland, Tamil Nadu, Telangana, West Bengal, Rajasthan and UTs have selected ASHA Facilitators. In these states, on-the- job mentoring support to ASHAs is provided by ANMs or, as in the case of West Bengal, by the Supervisor appointed by the Gram Panchayat or PHC supervisors at PHC level, as in the case of Rajasthan. Over half of the states (11 out of 19) that have ASHA Facilitators, have selected them from amongst a cluster of ASHAs, provided they meet all the selection criteria. These include states of Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Uttar Pradesh, Uttarakhand, Haryana, Karnataka, Punjab and Sikkim. In other states, preference is given to ASHAs in selection of ASHA facilitators.Maharashtra, Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Tripura and Gujarat. Goa does not have ASHAs.
ASHA Facilitator undertakes about 20 supervisory visits per month.
The role of ASHA Facilitators is broadly summarized as under:
Conduct village visits (comprising of accompanying ASHA on household visits, conducting community/VHSNC meetings, attending Village Health and Nutrition Days).
Conduct cluster meetings of all ASHAs in the area once a month.
Enable ASHAs in reaching the most marginalized households.
Support ASHA training at the block level.
Facilitate selection of new ASHAs.
Facilitate grievance redressal
5. Subsequent to the Cabinet approval, representations were received from ASHA Facilitators seeking increase in the supervisory visit charges. While the benefit of Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana was also provided to ASHA facilitators, ASHA Facilitators have been representing that their supervisory visit charges may also be enhanced which will motivate them to perform better.
Cabinet approves creation of one post of Director in the basic pay of Rs. 2,25,000/- (fixed) plus NPA but not exceeding Rs.2,37,500/- each for new AIIMS at Rae Bareli, Gorakhpur, Bathinda, Guwahati, Bilaspur and Deoghar
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved thecreation of one post of Director in the basic pay of Rs. 2,25,000/- (fixed) plus NPA but not exceeding Rs.2,37,500/- each for new AIIMS at Rae Bareli (Uttar Pradesh), Gorakhpur (Uttar Pradesh), Bathinda (Punjab), Guwahati (Assam), Bilaspur (Himachal Pradesh) and Deoghar (Jharkhand).
The Director will be the Chief Executive Officer of the Institute and will be in-charge of overall administration of the Institute and allocate duties to the officers and employees of the Institute.
