Subject: Change of date of holiday on account of Id-u-Zuha (Bakrid) during 2018 for all Central Government administrative offices located at Delhi / New Delhi.
In supersession of this Ministry’s OM of even number dated 14/08/2018 on the subject cited above and on the basis of the report of Ruiyat Hilal (moon deciding Committee) headed by Shahi Imam, Jama Masjid, Delhi, Syed Ahmed Bukhari intimating that witnesses of sighting of moon have been received from different cities of India, it has been decided that in Delhi Id-ul-Zuha (Bakrid) will be celebrated on 22nd August, 2018 instead of 23.08.2018 as notified vide this Ministry’s OM No. 12/3/2017-JCA2 dated 14.06.2017 for all Central Government Administrative Offices at Delhi/New Delhi
2. For Offices outside Delhi / New Delhi the Employees Coordination Committees or Head of Offices (where such Committees are not functioning) can decide the date depending upon the decision of the concerned State Government.
3. The earlier OM issued in this regard vide OM of even number dated 14/08 2018 stands withdrawn.

Subject: Clarification regarding the term Non-Family Station’ in respect of concessional retention given under Rule 43 of CGGPRA Rules, 2017.
In continuation to the D.M. of even Number dated 10.4.2018 vide which the concessional retention of General Pool Residential Accommodation at the last place of posting by Central Government Civilian Employees, Centrally Armed Paramilitary Forces employees and officers of All India Services on their posting to a Non-family stations was extended up to 30.06.2021 on payment of normal rate of licence fee, it is further clarified that the term ‘Non Family station’ includes:-
(i) North Eastern Region, Sikkim, Andaman & Nicobar Islands and Lakshadweep, State of Jammu & Kashmir ;
(ii) Left Wing Extremist (LWE) areas, as declared by Ministry of Home Affairs from time to time.
2. All the other terms and conditions of 0.M dated 10.4.2018 will remain unchanged.

Sub: Representation of NFIR regarding upgradation of pay structure of JEs/SSEs.
Ref: NFIR’s letter No. IV/NFIR/7 CPC(Imp)2017/R.B – Part. II dated 23.07.2018.
Please refer to NFIR’s representation dated 23.07.2018 addressed to Hon’ble MR requesting intervention of Hon’ble for obtaining approval of Ministry of Finance (MoF) for upgradation GP-4600 to GP-4800.
2. With respect to above, it is stated that Railway Board have been” making persistent efforts with various levels for obtaining approval of proposal sent MoF vide Board’s OM dated 08.02.2017 proposing revision of pay structure of Sr.Supervisors in Group ‘C’ of all departments (other than Account Department) to upgrade 75% of such Supervisor posts from Level-7 (erstwhile GP-4600) to Level-8 (erstwhile GP – 4800) and to bring parity in the pay scales of Group 13′ Officers Accounts/Non-Accounts department.
3. It has already been intimated to NFIR through ATS on PNM-NFIR Item Nos. 3 & 10/2018 that a D.O. letter dated 20.04.2017 was sent from Hon’ble MR to Hon’ble FM for expediting approval on above proposal. Thereafter, a reminder dated 15.05.2018 from EDPC-II to JS(Pers)/MoF was also sent in this connection. Recently, a D.O. letter dated 13.07.2018 (Annex-I) from Board(CRB) to Finance Secretary has also been sent requesting them to expedite approval on Board’s proposal dated 08.02.2017.
Direct Recruitment of Principals, Vice-Principals, PGTs, TGTs, Librarian and PRTs in Kendriya Vidyalaya Sangathan
The Scheme of Kendriya Vidyalayas (Central Schools) was approved in November, 1962 by the Government of India on the recommendations of the second Central Pay Commission. It recommends that the Government should develop a scheme to provide uninterrupted education to the wards of transferable Central Government employees. Consequently, Central School Organization was started as a unit of the Ministry of Education (now Ministry of Human Resource Development) of the Govt. of India.
Initially 20 Regimental Schools, then functioning at places having large concentration of defense personnel, were taken over as Central Schools during the academic year 1963-64
Kendriya Vidyalaya Sangathan was registered as a society under the Societies Registration Act. (XXI of 1860) on 15th December, 1965. The primary aim of the Sangathan is to provide, establish, endow, maintain, control and manage the Central Schools (Kendriya Vidyalayas) located all over India and abroad. The Govt. of India wholly finances the Sangathan. It runs approximately 1190 Kendriya Vidyalayas including three abroad, five Zonal Institutes of Education and Training and twenty five Regional Offices spread across the country.
Kendriya Vidyalaya Sangathan invites online applications from Indian citizens for recruitment of the Teaching staff to the posts of Principals, Vice-Principals, Post Graduate Teachers(PGTs), Trained Graduate Teachers(TGTs), Librarian, Primary Teacher (PRT) and Primary Teacher (Music). The written test will be conducted through Offline mode.
Candidates are required to apply online through KVS website www.kvsangathan.nic.in. No other means/mode of submission of applications will be accepted. The schedule of online application is as under:

The last date for submission of online application form for renewal and for fresh scholarship 2018 is 31.10.2018.

The Prime Minister, Shri Narendra Modi has condoled the demise of Former Prime Minister Shri Atal Bihari Vajpayee.
“मैं नि:शब्द हूं, शून्य में हूं, लेकिन भावनाओं का ज्वार उमड़ रहा है। हम सभी के श्रद्धेय अटल जी हमारे बीच नहीं रहे। अपने जीवन का प्रत्येक पल उन्होंने राष्ट्र को समर्पित कर दिया था। उनका जाना, एक युग का अंत है।
लेकिन वो हमें कहकर गए हैं- “मौत की उमर क्या है? दो पल भी नहीं, ज़िन्दगी सिलसिला, आज कल की नहीं मैं जी भर जिया, मैं मन से मरूं, लौटकर आऊँगा, कूच से क्यों डरूं?”
अटल जी आज हमारे बीच में नहीं रहे, लेकिन उनकी प्रेरणा, उनका मार्गदर्शन, हर भारतीय को, हर भाजपा कार्यकर्ता को हमेशा मिलता रहेगा। ईश्वर उनकी आत्मा को शांति प्रदान करे और उनके हर स्नेही को ये दुःख सहन करने की शक्ति दे। ओम शांति !

It was Atal Ji’s exemplary leadership that set the foundations for a strong, prosperous and inclusive India in the 21st century. His futuristic policies across various sectors touched the lives of each and every citizen of India.
Atal Ji’s passing away is a personal and irreplaceable loss for me. I have countless fond memories with him. He was an inspiration to Karyakartas like me. I will particularly remember his sharp intellect and outstanding wit.
It was due to the perseverance and struggles of Atal Ji that the BJP was built brick by brick. He travelled across the length and breadth of India to spread the BJP’s message, which led to the BJP becoming a strong force in our national polity and in several states”, the Prime Minister said in a series of tweets.
Earlier All India Institute of Medical Sciences New Delhi issued a Press Release informing that the Former Prime Minister, Shri Atal Bihari Vajpayee passed away at 05:05pm today.
