The war has begun.

About three lakh Gramin Dak Sevaks of the Postal Department has shown the determination and courage to challenge the most unsympathetic and indifferent Narendra Modi Government. When others hesitated, GDS are outright and fight with the Govt face to face. Two and half lakh GDS are on strike from 22nd May 2018 and 1,29,500 Branch Post Offices remained closed. In some circles, departmental employees joined the strike as a fitting solidarity to the cause of GDS. P4 All India Union too given a call for strike.

GDS strike is a revolt of the most exploited and down-trodden section of workers. All the four GDS Unions (AIPEU-GDS, AIGDSU, NUGDS & BPEDU) are on strike. It is a unique show of unity in action.

GDS are not beggars or second class citizens of postal department. More than 60% of the employees of the Postal Department are GDS and more than 80% of the Post Offices are GDS Branch Post Offices. Major revenue of the department comes from GDS. They why this discrimination and step-motherly attitude? GDS no more want the lip sympathy of the Postal Board Officers or anybody else. They want their wage revision which is long over due and Civil Servant Status. It is their right and they shall get it. For that they are ready for any sacrifice. It is a do or die battle. Without struggle no victory shall come. GDS shall fight and fight and fight and shall win this battle. No force on earth can stop them from marching towards their goal.

GDS are not afraid of victimization or punishments such as dies-non, put-off duty, removal or dismissal. They are not afraid of arrest or jail. They are the true followers of the legendary leader Com.K.Adinarayana, who had shown them how to fight, even if alone. Com.Adi has taught them that those hands which refuse to raise against injustice and those tongues which refuse to shout against injustice are symbols of slavery. It is Com.Adi who taught them the lesson of class consciousness “an injury to one is an injury to all”. They are poor people, may be less educated but they are intelligent and know how to identify and fight with enemies of workers.

Red salute to all those fighters who are in the battle field. In this kurukshetra war, GDS shall win and history will be re-written in red letters.

Stand united and fight unitedly, come what may.

Subject: Admissibility of air fare for children below the age of 5 years of the Government servants non-entitled to travel by air on LTC – clarification reg.

The undersigned is directed to invite reference to Department of Personnel Training’s O.M. No. 31011/2/2006-Estt.A dated 24.4.2006, 21.05.2007 and 03.12.2007 which stipulates that a non-entitled Government servant is allowed to travel by air while availing LTC provided that the reimbursement made in such cases is restricted to the train fare of entitled class. In this regard, it may be noted that while no fare is charged by Railways for a child below the age of 5 years travelling by train, airlines charge full air fare for child of 2 years of age and above.

2. This Department is in receipt of references from various Ministries/Departments seeking clarification on reimbursement of LTC claim in a situation where a child of a non-entitled Government servant, aged less than 5 years, travels by air on LTC and entitled train fare is claimed by that Government employee in respect of his/her child.

3. The matter has been examined and it is clarified that since children below the age of 5 years are not charged for rail journeys, no reimbursement shall be made in respect of the air journey performed by children, aged less than 5 years, of the Government servants who are not entitled to travel by air on LTC. It may be noted that this provision shall not be applicable for the segments where the air journey has been allowed to the non-entitled Government servants and their families under the special dispensation scheme, existent from time to time.

Kindly find enclosed herewith the copy of letter No. S-69/Tele-18/2016/SSW-I dated 02.05.2018 received from Director, NCSC wherein the Chairman, NCSC has directed to re-examine the seven cases of Nagpur for Compassionate Ground Appointment taking in view the All India vacancies and the eligibility norms of the year in which they applied for Compassionate Ground Appointment and submit the report before NCSC.

In this connection, it is mentioned that these cases were considered by the Maharashtra Telecom Circle in the year 2004, 2006, 2008, 2009 & 2010. You are therefore requested to provide the details of the vacancies and appointments made for the above said years so that the detailed analysis may be made and the same may be submitted before NCSC on its scheduled meeting on 19.06.2018. It may also be intimated whether unfilled vacancies, if any, were carry forwarded and utilized in subsequent years or not. The information may be sent to this office latest by 31.05.2018.

Sub: Guidelines for settlement of claims for compensation on accidents – regd.

Ref: Letter even no. 31-14/2016- Pen(B), dtd. 03.02.2017 uploaded on intranet by Estt. Cell, BSNL CO.

With reference to above on the cited subject matter, specific attention is invited to para 7(d) of the said guidelines. It is hereby emphasized that all the Heads of circles shall ensure that:

(i) Guidelines, for settlement of claims for compensation on accident, issued by the Estt. cell, Corporate office BSNL, vide letter no. 31-14/2016-Pen(B); dtd. 03.02.2017 are strictly adhered to.

(ii) With effect from the date of issue of above said guidelines, all contracts/agreements, entered with outside persons or agencies/firms, would invariably include suitable clauses which provide for adequate additional Security Deposits/ Bank Guarantees/ Insurance policies etc., so that any compensation paid under the guidelines shall be immediately recoverable from such outside agencies.

Two Lakh Sixty Three Thousand Gramain Dak Sevaks in the Department of posts will go on indefinite strike from 22-05-2018 under the guidance of GDS JCA headed by S.S. Mahadevaiah General Secretary, AIGDSU, Com. Murlidharan, General Secretary, NUGDS and Com. P.Panduranga Rao, General Secretary, AIPEU-GDS demanding for an early implementation of positive recommendations of Kamalesh Chandra Committee.

Subject :- Deficiency in providing of services by banks to sick pensioners / family Pensioner.

It has been observed that number of grievances are being received in CPAO regarding deficiency in services rendered by banks to pensioners/family pensioners. Pensioners/ family pensioners especially those who are sick, paralyzed and bedridden are facing problems while withdrawing their money from their respective pensions accounts.

In view of the above, Heads of CPPCs and Heads of Government Business Divisions of all the authorized banks are requested to issue necessary instructions to all the branches to attend these pensioners/family pensioners who are sick, paralyzed and bedridden on priority basis with empathy so that no hardships are caused to the pensioners/ family pensioners.

Subject :- Non-acceptance of Nomination Form for Life Time Arrear (LTA).

It has been observed that Pension Payee Scheduled Bank branches are not accepting Nomination Form for “Life Time Arrear” on the pretext that their branch has not received any instructions from their head office.

As per para 23 of the Scheme Booklet on acceptance of Nomination Form for Life Time Arrears provides that where the Nomination for the payment of arrears does not exist then the Authorized Bank will seek instructions of the CPAO, who will in turn, refer the matter to AG/CCA/CA/Dy.CA for obtaining the requisite sanction of Head of the Office. As such, the claimant can also approach the Head of Office where the pensioner served before his/her retirement/ death.

Moreover para 4.5.7 of the Scheme Booklet clearly states that “CPPCs may ensure that the responsibilities assigned to Home Branches are enforced so that the pensioners are not redirected to CPPC for redressal of grievances and information needs. Necessary performance measures and monitoring mechanisms, in co-ordination with the respective administrative structures to achieve the desired level of service delivery in Home Branches as well as CPPCs may be instituted by the Bank.”
