Sub:-Â Clarification in respect of Children Education Allowance and Hostel Subsidy reg.
The undersigned is directed to refer to Ministry of Railways O.M. No.E(W)2014/ED-2/3 dated 18.04.2018 on the subject mentioned above and to say that the amount fixed for reimbursement of Children Education allowance will be Rs. 2250/- per month. This amount of Rs. 2250 is fixed irrespective of the actual expenses incurred by the Govt. Servant.

Medical Insurance Scheme – constitution of committee
Please refer to our earlier communication in the subject matter and discussions held on 5th May,2018 with the Negotiating Committee. As desired, we place below the four suggested options:
i) Banks may go back to the earlier Hospitalization Expenses reimbursement Scheme as was in vogue till 9th Bi-partite settlement for employees and dependent family members.
ii) Directly deal with united India Insurance Co.Ltd or any other Insurance Company by calling quotes, without any interference from Broker.
iii) Advise banks to decide on the course of Medical Insurance Scheme on their own. Each Bank can negotiate with Insurance Companies to provide a Scheme tailor made to the requirement of the same.
iv) Continue with the process of appointing two or more brokers to help in assisting the IBA member banks to get a suitable Sheme prepared after getting the best quote as the nuances and fine print of the Insurance Policy and its features & interpretation will not be known to most employees & IBA in the absence of a broke
2.In this context, as suggested by you, we would like to hold a meeting at our stadium House Office on 11.5.2018 at 11.00am to have fruitful deliberation for further course of action regarding Medical Insurance Scheme. You are therefore requested to kindly make it convenient to depute four representatives (two from officers Associations & two from Workmen Unions) to attend the meeting & share the views of the unions & Associations so that the matter may be concluded well in time before renewal.

The undersigned is directed to refer to NFIR’sletter No.1/5 (c) Part II, dt. 16.01.2018 on the above subject and to state that the previous delegation of powers to GMs and other Heads of Organisations had expired on 31.03.2017 and it was incumbent on this office to review/renew the same.
The delegation of powers to GMs and others Head of Organizations was sanctioned in the year 1988 vide Board’s letter dt. 16.05.1988 (RBE No. 98/88). Since then it is being renewed continuously, the last (before issuing Board’s letter dt 15.01.2018) being reviewed in 2010 vide Board, letter dt. 08.12.2010 (RBE No.176/2010).
As regards the PNM/NFIR item No. 40/2012 it is stated that the issue raised in the item was to grant of HRA to the employee who have vacated the quarters w.e.f the date from which the employee had vacated the quarter which is different from the issue for which Federations have demanded to issue corrigendum. The PNM/NFIR item No.40/2012 is still under consideration in PNM forum and not finalized yet.

Sub: Proposal for redeployment of excess staff in Kendriya Vidyalayas over and above the sanctioned staff strength for the year 2018-19.
Madam/Sir,
I am to invite your kind attention to Paras 5(a) and 7 of the transfer guidelines which pertains to liquidation of surplus situation of the staff by transferring on administrative ground. Please note that as per Para 7 of the transfer guidelines, administrative transfer under Para 5(a) shall be effected in the decreasing order of displacement count of employees holding a post at a station to the extent to eliminate surplus staff Such staff shall be accommodated against clear vacancies. It is further informed that as per the calendar of activities, these administrative transfers to eliminate surplus staff are to be issued in the beginning of the session 2018-19 to ensure optimum utilization of available staff
You are, therefore, directed to initiate action immediately to determine the Vidyalaya-wise/station-wise surplus staff taking into account the sanction of posts in different cadres for the year 2018-19. Further you are requested to furnish the details of surplus staff that need to be redeployed by KVS(HQ) positively by 15.05.2018 through E-mail followed by post in the proformae- ‘A’ & ’13’ prescribed in the annexure. It may be noted that proforma ‘A’ is meant for showing vidyalaya level surplus data whereas proforma 13′ is meant for station level surplus data. While sending the details of surplus staff, provisions contained in clause 5(a) and 7 of the transfer guidelines must be taken into consideration.Displacement count for the year 2017-18 will be utilized for this purpose.
The vacancy position of all categories of posts as on 01.04.2018 may also be furnished in the enclosed proforma ‘C’ in excel sheet through e-mail i.e. [email protected]/[email protected].
This is time-bound matter, Priority may please be given.
