General Secretary, NFIR has participated in the 6th Meeting of the Committee on Allowances constituted to examine the recommendations of 7th CPC regarding Allowance at 17:30 Hrs on 28/11/2016 at Room No.169-D(Fresco), 1st Floor, North Block, New Delhi chaired by Finance Secretary, Government of India, participated by Member Staff/Railway Board, Secretary/Ministry of Defence, Secretary Postal, Additional Secretary (Expenditure), Joint Secretaries etc.

The points raised by the General Secrelary, NFIR in the meeting and sent to the Joint Secretary (implementation Cell, 7th CPC) though a communication vide dated 29th November, 2016 (as confirmation of points) may be perused in the enclosure to this letter for conveving the contents to the staff down the line.

The status of payment to the Defence Forces Pensioners / Family Pensioners on account of implementation of OROP order, as on 22.11.2016 are as under:-

Public Grievances Cell in the Department is receiving grievances of the Pensioners / Family Pensioners and taking up the matters with the concerned offices e.g. Controller General of Defence Accounts (CGDA), Principal Controller of Defence Accounts (Pension) for redressal of their grievances in a time-bound manner. Service Headquarters and CGDA also have dedicated grievance directorates / cells for redressal of grievances of Ex-Servicemen. Disposal of the grievances is monitored at the highest level in the Government.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Smt Ambika Soni and Dr. T Subbarami Reddy in Rajya Sabha today.

Suicides over One Rank One Pension

United Front Movement of Ex-Servicemen is continuing their protest action in New Delhi since 14th June 2015 for their demands on OROP. No incident of suicide by any member of this organization has come to notice so far.

Ex-Subedar Ram Kishan Grewal had committed suicide at Delhi on 01.11.2016. On enquiry regarding payment of the benefits of OROP to him, the pension disbursing bank has informed that he was drawing pension @ Rs.22,608 p.m. He was entitled for revised pension under OROP @ Rs. 25,634 p.m. The total amount of arrears of Rs.53978/- on account of implementation of OROP has been credited to Bank Account of Late Ex-Subedar Ram Kishan Grewal on 08.11.2016.

The year-wise details of the approximate number of Junior Commissioned Officers getting retired from Indian Army from 1st January, 2013 to 30th June, 2016 is as under:-

Government has provided reservation for re-employment of defence personnel details of which is as follows:

The details of reservation available to Ex-Servicemen in Government Departments/PSUs are as under:-

  • 10% of the vacancies in the posts up to the level of Assistant Commandant in all para-military forces.
  • 10% in Group ‘C’ and 20% in Group ‘D’ posts.
  • 14.5% in Group ‘C’ and 24.5% in Group ‘D’ posts in Public Sector Undertakings and Nationalized Banks. Out of this reservation, 4.5% reservation in each category is meant for Disabled Soldiers and widows / Dependents.
  • 100% in Defence Security Corps.

Further, a MoU has been signed in July, 2015 between Ministry of Defence and Ministry of Skill Development and Entrepreneurship. Post MoU, Indian Army institutionalized linkages with National Skill Development Corporation (NSDC) and raised Directorate of Indian Army Veteran (DIAV) in January, 2016 with a separate Skilling & Transition Section which is dedicated to skilling prospective retirees under NSDC for job placements on retirement. Presently, nearly 2000 personnel have undergone various skill courses being conducted under 09 Sectors and 19 Job Roles at various Regimental Centres.

Protest by Ex-Servicemen Over OROP

Protest by Ex-Servicemen Over OROP

United Front Movement of Ex-Servicemen is continuing their protest action since 14th June 2015 for their demands on OROP.

Government has accepted the demands of Ex-Servicemen associations to implement OROP, payment of arrears w.e.f. 01.07.2014 and coverage of Premature Retirees (PMR) cases under the scheme upto 07.11.2015. Some Ex-Servicemen Associations have been demanding changes in methodology for fixation of pension, periodicity of its revision, coverage of future PMR cases, etc. The Government appointed a Judicial Committee on OROP to look into the anomalies, if any arising out of implementation of OROP on 14.12.2015. The Committee has submitted its report on 26.10.2016.

Will the Minister of FINANCE be pleased to state:-

(a) whether the Government employees got only a meager financial benefit of 14 per cent or less after implementation of 7th CPC;

(b) if so, the details of percentage of salary they got before and after implementation of Seventh CPC and the reasons for such meager hike in their salaries; and

(c) whether the benefit given in the 7th CPC is one of the lowest in all time ever since the Government had been implementing the recommendations of CPC and if so, the details thereof?

(a) to (c): All Government employees have got a financial benefit of at least 14.29 per cent by way of revision of salary after implementation of Seventh Central Pay Commission (7th CPC). The increase in pay as recommended by the 7th CPC is based on the detailed deliberations by the Commission keeping in view all relevant factors having a bearing upon the prevailing circumstances, which has been accepted by the Government.HS Wellness Centres is on record. Grievances received are addressed to on merits of case by Additional Directors from time to time.

Sub: Monitoring and disposal of Pensioners’ Grievance through “Web Responsive Pensioners’ Service”

Attention is invited to this office OM No. CPAO/IT &Tech/Single Window Service/54/2016-17/88 dated 20th July, 2016 regarding use of “Web Responsive Pensioners’ Service” (WRPS) of CPAO for monitoring the pensioners grievances whereby Heads of CPPCs & Government Business Departments/Units of Banks were requested to monitor the grievances received through WRPS and settle them within 30 days of receipt under intimation to CPAO. You are also aware that Hon’ble Finance Minister launched WRPS on 14th September, 2016. A workshop for Banks was also organized by CPAO on 3rd October, 2016 to sensitize them towards the use of WRPS for monitoring and disposal of pensioners’ grievances

2. On review of the latest position of pendency of grievances with Banks under WRPS, it has been observed that the banks are not properly using the WRPS for monitoring & disposal of Pensioners’ Grievances. Total 1,426 Grievances were forwarded to banks through WRPS for their response, however, reply for only 583 grievances have been received. Out of 843 pending grievances, 556 are pending for more than 30 days (294 for more than 90 days) whereas grievances are to be settled within 30 days.

3. All Heads of CPPCs & Govt. Business Departments/Units are requested to monitor the disposal of grievances on daily basis and to ensure that all grievances received through CPAO are settled within 30 days and the status updated/responded on WRPS invariably. The period wise information of pendency is available on the dashboards of Heads of CPPCs & Heads of Govt. Business Departments/Units.

Sub:- Calculation of Money Value of posts surrendered and crediting to surplus Bank on Implementation of 7th Pay Commission.

In view of implementation of 7th CPC recommendations w.e.f 01.01.2016, references are being received from Railways seeking clarification for calculating the money value of the posts surrendered and crediting to surplus Bank on implementation of 7th Pay Commission. As Ministry of Finance (MOF) has not issued instructions in this regard, the following provisional instructions are being issued subject to necessary adjustment in calculation in case MOF issues any orders at variance.

“For the purpose of working out the monetary value of the post being surrendered, only the mean pay of the same in a particular level in 7th CPC mentioned in the Matrix and dearness allowance as on date should be taken into account for calculation of mean value.”

The above is explained with the following illustration of surrender of a post in level-7 of the 7th CPC matrix:-
