OFFICE MEMORANDUM

Subject: – Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2013-14.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2013-14 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:

(i) Only those employees who were in service as on 31.3.2014 and have rendered at least six months of continuous service during the year 2013-14 wIll be eligible for payment under these orders. Prorata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments In a year will be divided by 30.4 (average number of days in a month). This will there after be multiplied by the number of days of bonus granted To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500), Non.PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/304=Rs.3453.95 (rounded off to Rs.3454/-).

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)—E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the ComroIler and Auditor General of India.

Subject: The Lokpal and Lokayuktas Act, 2013 – Submission of declaration of Assets and Liabilities by the public servants.

The undersigned is to refer to this Division’s OM of even number dated 31st July 2014 regarding furnishing of information relating to assets and liabilities by public servants under section 44 of the Lokpal and Lokayuktas Act, 2013.

2. The Government has since amended the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014 vide Notification dated 8.9.2014, in terms of which, the last date for filing returns of assets and liabilities by all public servants has been revised from 15th September 2014 to 31st December 2014.

3. All CSS Officers may take note of the revised time-limit for filing of aforementioned returns. Ministries/Departments are also requested to forward the declarations, information, returns submitted by US and above level officers of CSS to CS.I Division of DOPT for records.

Subject:- One year Masters degree course in Law under Young Leaders’ Programme (YLP) Scholarship at the Kvushu University, Graduate School of Law, Japan from October 2015-September, 2016.

Applications/nominations are invited for one year Masters Degree Programme in Law under Young Leaders’ Programme (YLP) to be held from October, 2015 to September,2016 at the Kyushu University, Graduate School of Law, Ministry of Education, Culture,Sports, Science and Technology (MEXT), Japan.

2. The primary focus of the YLP in Law is International Economic and Business Law. The progamme has been specifically designed to expose students to both theoretical and practical perspectives on a wide range of contemporary legal issues related to International Trade and Commercial Transactions. It aims to provide students with the diverse intellectual skills necessary for pursuing a law-related career in an increasingly global business environment.

3. The programme is primarily geared towards persons who have worked in the Legal Departments of the Government Ministries & Business, as well as Judges, Public Prosecutors, Lawyers and other Law-related professionals may be nominated for this course.

Course Duration: The course is for duration of one year from October, 2015 to September, 2016 resulting in the conferral of a Master’s Degree in Law from Kyushu University.

Language Instruction: All classes are conducted in English medium.

4. Qualifications:

a) In principle the applicant should be under 40 years of age as on 1st October,2015 (i.e. born on or after 2nd October, 1975);
b) Must be a college graduates who have attained a high level of academic achievement in their undergraduate study;
c) Have at least 4 years of work experience in the applicant’s home country in a law office or in the legal section of a company or government department. This work experience must be full-time and after graduation from university;
d) Be proficient in English;
e) Applicants must have no infectious diseases and must be in generally good health;
f) Selected candidates will have to obtain a ‘College Student’ visa prior to their arrival in Japan;
g) Must not be serving in military service or civilians employed by military forces

5. In addition to the above, the following information in respect of the nominated officers may please be furnished while forwarding the nomination:

a) Whether attended any foreign training programme in the past? If so, the duration/detail thereof;
b) Whether clear from vigilance angle;
c) Age;
d) Whether working in North East State/J&K;
e) A brief in 50-100 words justifying the nomination.

6. A scholarship of an allowance of242000 yen per month will be provided for one year by Japan besides economy class air fare to/from Japan, accommodation fee etc. Participants will be exempted from fee for the entrance examination, matriculation and tuition and receive medical insurance which will be paid by the Japanese Government.

7. It is requested that the nomination of the suitable candidates may please be forwarded in application proformas, along with health certificates and other supporting documents, to this Department in accordance with the eligibility criteria and the terms and conditions enclosed. It is also mentioned that, once selected, if the candidate, withdraws his/her nomination, will attract debarment from future trainings as per the extant rules.

Applications/nominations are invited for special scholarships of one year Masters Degree Programme in School of Local Governance (Public Administration/Public Policy in the Local Government) under Young Leaders’ Programme (YLP) to be held from October, 2015 to September, 2016 at the National Graduate Institute for Policy Studies (GRIPS) Tokyo, Japan.

The School of Local Governance Course is designed to train and cultivate national leaders in their respective fields of Government who are seeking to take advantage of Japan’s experiences of interaction with both Western and Asian countries and to establish a human network through various activities, such as special lectures, colloquium, independent study, field trips etc.

3. The programme is primarily geared for exceptionally promising young government officials who have already shown their dedication through work experience in public administration.

4. The programme is open to young public administrators and government official who are expected to play active roles in the future as national leaders in their home countries.

7% DA from July 2014 – Prompt decision is worth appreciating..!

The Centre has announced an additional 7% DA hike for the Central Government employees and Pensioners from July 2014.

Usually, agendas for central government employees’ DA hike are presented at the Cabinet meeting only on the third or fourth Thursdays of the month. There are times when these decisions were made during the last cabinet meeting of the season. Sometimes, these decisions are not made even during the last meeting and are taken up only during special meeting or at critical times.

On the 4th of this month, out of the blue, the Government announced a 7% DA hike. The cabinet’s announcement gives a positive conclusion to the relentless waiting of the past few weeks.

DA is calculated twice a year (from January to June, and from July to December) based on the changes in the Consumer Price Index (IW) BY 2001=100. The AICPIN numbers of the month are released by the Labour Bureau the following month.

In the month of August, the Labour Bureau sends the AICPIN data for the months of January to July, to the Finance Ministry. Based on the data, the Finance Ministry calculates the DA hike and the additional expense likely to be incurred, and presents the findings and reports towards the end of August to the Cabinet for its approval. The final decision is made in the month of September. This is the usual procedure.

Irrespective of the date of the Cabinet approval in the month of September, the DA hikes are calculated and given along with the salary for the month of September. Increase for the month of July and August are calculated and given as arrears to the employees and pensioners too.

Although 7% hike has been confirmed already, the prompt decision is worth appreciating!

G.S.R. 638(E).— In exercise of the powers conferred by sub-section (1) read with clause (k) and clause (1) of sub section (2) of Section 59 read with Section 44 and Section 45 of the Lokpal and Lokayuktas Act, 2013 (1 of 2014), the Central Government hereby makes the following rules to amend the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules. 2014. namely:—

I. (I) These rules may he called the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Amendment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014. in rule 3. in the proviso to sub-rule (2), for the words on or before the 15th day of September, 2014’, the words “on or before the 31st day of December, 2014 shall he substituted.

Subject: Closing of Central Government Offices in connection with Bye-Elections to the Parliamentary Constituencies and Assembly Constituencies in State Assemblies etc, during September, 2014.

The undersigned is directed to say that in connection with the Bye-Elections to the Parliamentary Constituencies from the State of Andhra Pradesh, Gujarat and Uttar Pradesh and Assembly Constituencies in various State Assemblies scheduled to be held in during September, 2014, the guidelines already issued by Department of Personnel & Training vide OM No.12/14/99-JCA dated 10th October, 2001 (copy enclosed) have to be followed for closing of the Central Government Offices including Industrial Establishments in the States.

Release of additional installment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners due from 01.07.2014

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the release of an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2014. This is an increase of seven percent over the existing rate of 100 percent of the Basic Pay/Pension, to compensate for price rise. 

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission. The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of the order of approximately Rs. 7691 crore per annum and Rs.5127 crore respectively in the financial year 2014-2015 (i.e. for a period of eight months from July, 2014 to February, 2015).

Cabinet approves 7% DA hike for Central government employees

The Union Cabinet gave its approval on Thursday for the release of a 7 per cent additional instalment of Dearness Allowance (DA) to Central Government employees. It also approved Dearness Relief (DR) for pensioners. Both DA and DR will become effective from July 1, 2014.

This is an increase of 7 per cent over the existing rate of 100 percent of the Basic Pay/Pension to compensate for price rise, said an official release issued on Thursday.

The increase is in accordance with an accepted formula based on the recommendations of the 6th Central Pay Commission.

The combined impact on the exchequer in the financial year 2014-2015 (for eight-months period starting July 2014 till February 2015) on account of the DA would be of the order of approximately Rs. 7,691 crore per annum and that of the DR would be Rs. 5,127 crore.

The Cabinet also approved the Memorandum of Understanding (MoU) between India Bangladesh for co-operation in the field of traditional systems of medicine and homoeopathy.

The signing of the proposed MoU will enhance bilateral cooperation between the two countries in the areas of traditional medicine and homoeopathy the release stated adding that this will be of immense importance to both countries considering their shared cultural heritage.

There are no additional financial implications of the MoU, however, financial resources necessary to conduct research, training courses, conferences and meetings will be met from the existing allocated budget and existing plan schemes of the Department of Ayush, the release said.

The total exports of Ayush products from India in 2012-13 was Rs.2167.57 crore. India’s exports of herbal and Ayush products in 2013-14 to Bangladesh were Rs. 31.85 crore.

The Department of Ayush as a part of its mandate to propagate the Indian systems of medicine globally has taken effective steps by entering into MoUs with the State Administration of Traditional Chinese Medicine (SATCM), China (the MoU has since expired), Malaysia, Trinidad and Tobago and Hungary for cooperation in traditional medicine. MoUs are proposed to be signed with Serbia and Nepal for which the Cabinet has given its approvals. Consequently, the Ministers of Health, Government of Serbia and Government of Nepal have been invited to visit India for signing of the MoUs.
